Minutes of an adjourned regular meeting of the Common Council
of the City of Rochester, Minnesota, held in the Council Chambers, in .tbe City Hall,
in said City, at 7:.30 o'clock P.M., on November 26th,1932.
Meeting called to order by President Liddlee
Roll Call., Present: Liddle, Amundsen, Dallman, Hicks, Miller,
Moody, Norton. Absent: None.
Upon motion by Daliman, second by Amundsen, the minutes of
the meeting held on November 7th, 1932, and on November 21st,1932, were each
approved.
This being the time and place fixed for the opening of proposals
for the purchase of $13000-00 Repaving bonds, and $21900000 Refunding Bonds, the
following proposals were opened and read:
The Sinking Fund Commission: 100279 or 4.15 per cent basis for
the $219000 00 Refunding Bonds, and 100497 or a 4 15% basis for the $139000.00
repaving bonds;
C. F: Olson: Par for a 1937 maturity of $1,600.00 ReAinding Bond;
E4, II-0, Vine: Par for a $19000.00 Repaving bond;
Mrs. Margaret K. Kennedy: Par for $31,000*00 Repaving bonds;
First Securities Corporation of Minnesota: Par for the $21,000.00
Refunding bonds, and the $139000.00 Repaving bonds.
Alderman Moody introduced the following resolutions which was
"Be it resolved by the Common Council of the City of Rochester,
Minnesota:
That the bid and offer of the Sinking Fund Commission of the City
of Rochester, Minnesota, for $211,000.00 City of Rochester, Minnesota, 4� Refunding
bonds dated December lst919329 which were at this meeting offered for sale, being
$21900040 as principal, on the said bonds and $58459 as premium on the said bonds,
is deemed to be the most favorable Proposal for the said bonds, and
Be it further resolved by the said Cotamof: Council:
That the said bonds are hereby awarded and sold to the Commissionf
of the Sinking Fund of the City of Rochester, Minnesota, and that the same be delive
ad to them upon their paying into the City Treasury the amount of the said bid
therefor; said bonds hereby awarded and sold are described as being numbered 1
to 21 inclusive, maturing f4,000.00 thereof on December 1st, in each of the years
19330 1934, 19359 and 1936, and $59000+00 on December lst,.1937; each of said bonds
having the June lst919339 and all s beequent interest coupons attached* each of said
bonds bearing an interest rate of 4 payable semiannually on the first day of
June and December of each year, both principal and interest on the said bQAds
being payable at the office of the City Treasurer of the City of Rochester, Minnesot
and
Be it further resolved by hhe said Common Council:
That the Mayor and -City Clerk of said City are hereby authorized
and directed to duly execute the said bonds and the City Treasurer of said City is
hereby directed to deliver the said bonds to the said purchaser upon the payment
into the. City Treasury of the above mentioned purchase price; the said payment of
principal and premium to be placed in the Sinking Fund of said City, $16050402 to
Code 6 and $5008,57 to Code 19 "
Upon motion by Moody, second by Amundsen, that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle declared the
said resolution duly passed and adopted4

Alderman Moody introduced the following resolution,which
was read:
"B'e it resolved by the Common Council of the City of
Ro chest er, Minnesota:

favorable proposal for the said bonds, and
Be it further resolved by the said Common Council:
That the said bonds are hereby awarded and sold to the
Sinking Fund Commission of the City of Rochester, Minnesota, and that the
same be delivered to them upon their pay ing into the City Treasury
of the amount of the saidbid therefor; the said bonds hereby awarded abd
sold are described as being numbered 1 to 13 in'clus`ive, and having; the
June lst,19339 and all subsequent interest coupons attached, the maturity
of the said bonds being December lst,1933, the said bonds bearing interest
at the rate of 4-.!A payab� a semiannually on the first day of June and
December of each year, both principal and interest on the said bonds
being payable at the office of the Treasurer of the City of Rochester,
Minnesota, and

That the Mayor and City Clerk of said City are hereby

Treasurer is hereby authorized and directed to deliver the said bonds to

be placed in the Street and Alley Fund of said City*"
Upon motion by Moody, second by Hicks, that the said
resolution be adopted as read, and all voting in favor thereof, President
Liddle declared the said resolution duly passed and adopted.
Upon motion by Hicks, 'second by Dallman, it was ordered that
the certified checks filed by the unsuccessful bidders for the above
mentioned bol2de be returned to therm
E. L. Van Atta invited the m anbers of the Common Council to
a venison banquet at the Elk's Club, December 14th91932, a~Id his invita-
tion was informally accepted with heaps of gratitude for the opportunity
to gather around the festive board there.
Mr* E. L. Van Atta asked that the -Common Council arrange
for the flooding of the small pond in the rear of his paint shop which is
being used by the c7gildren in that neighborhood, for a skating rin':, and.
upon motion by Dsllman, decond by Amundsen, the Chief!:°of,::the Fire Depart-
ment was instructed to provide''for the flooding of this pond, and request
was made of the Public Utility Board that they install the necessary light-
ing there.
The report of the Clerk of the Municipal Court for the
week ending November 14th919329 showing criminal fines collected .1218.409
civil fees received $025, court costs charged to Olmsted County $3.659 and
fines collected due to Olmsted County $10.009 was read, and President
Liddle referred the same to the. City Attorney.

Upon motion by Moody, second by Amundsen, the sum of $10000 was
appropriated from the General Fund, and it was ordered that the same be paid to
Olmsted County,Minnesota, for local. Municipal Court fine collected on case No.9623,
due to Olmsted County, Minnesota.
Acknowledgements Vfom the Reiter children and from Mrs. Weeks
and family, of floral offerings, were each read, and President Liddle ordered that
the same be placed on file.
The City Clerk reported the rebeipt of $109096 from the Franklin
Heating Station for 2199919000 cubic feet of natural gas used there during October,
1932.
The following certificate by the County Auditor, was read, and upon
motion by Norton, second by Moody, the City Clerk was instructed to adjust his
tax records accordingly:

The following claims were read, and upon motion by Hicks, second'
by Moody, the same were allowed, and the Mayor and City Clerk were authorized
and directed to draw warrants upon the City Treasurer and make payments accordingly:

The claim of Kris Nielson $199.00 for putting back stripping
into the Waldron pit, in accordance with proposal of November 7th,1932,
was read, and slier a discussion of the account, motion by Hicks, second
by Moody, carried that $150.00 be appropriated from the Street and Alley
Fund and paid to him as part payment on the claim; the balance to remain
until such time as he fully complies with his proposal.
The following copies of resolutions passed and adopted by
the Commissioners of the Sinking Fund, were each read, and upon motion by
Moody, second by Miller, the actions set forth therein were approved:
"Be it resolved by the Commissioners of the Sinking Fund
of the City of Rochester, Minnesota:
That the sum of $1346 is hereby appropriated from the
Interest Fund of said City and it is ordered that the said sum be paid to
the Interest Fund of said City in -that the said sum is the amount collected
in -the November,19329tax settlement for payment of interest on City of
Rochester, Improvement bonds (New' Central Fire Station) , . into the Interest
Fund, and now both' interest and principal on the said bonds are paid from
th0 Sinking Fund, i nder. the provi$ions of an.ordinance setting up an
irrepealable tax levy for those purposes:', .: .
"Be it resolved by the Commissioners.of.the Sinking Fund
of,the City of Rochester,Minnesota:
That the sum of $422517 is hereby appropriated from the
Sinking Fund of said City and it is ordered that the said sum be paid .to
L.M.Feller, of Rochester, Minnesota, for two promissory notes, one dated
November.9th919329 in the amount of $2811i,669 maturing July lst,19339 and
the other drawn in the amount of $1401*74 maturing December 1st ,1933, and
dated November 9t%,19329 both of which notes car y a 51% interest rate
payable semiannually June 1st and December 1st; 13.96 of the above mentioned
sum being for accrued interest on the 81401,74 note and $7.81 for accrued
interest on the $2811466 note; $4213040 of the said sum being from Code
23 of the Sinking Fund and $11477 to be from Code 24 of the Sinking Fund:"

the City of Rochester, Minnesota:
That the sum of $12787:11 be appropriated from the Sinking
Fund Code 23r and paid to the Sinking Fund Code 6, for City of Rochester,
Minnesota, 4Refunding bonds numbers 9 to 21 inclusive. $12740400 being
balance of principal, and $47:119 premium:"
"Be it resolved by the Commissioners of the Sinking Fund of
the City of Rochester, Minnesota:
That the sum of $196380 be appropriated from the Sinking
Fund Code 24 and paid to the Sinking Fund Code 19 for City of Rochester,
Minnesota, 4�% Refunding bonds numbers 79 and S. 41960.00 of the said sum
being for balance of principal on the purchase of said bonds, and $3,480
thereof being for premium on the said bonds:"
"Bey it resolved by the Commissioners of the Sinking Fund of
the City of Rochester, Minnesota:
That the sum of $294407 be appropriated from the Sinking .
Fund Code 25 and paid to the Sinking Fund Code 199 for City of Rochester,
Minnesota, 44% Refunding bonds numbers 41 5, and 6. $294000 thereof being
balance of principal and $4477 premium."

That the sum of $980.97 is hereby appropriated from the Sinking
Fund, Code 99 and paid to the Sinking Fund Code 61, for City of Rochester, 4 % Refundi
bond No.l, $980,00 of the said sum being for balance of principal on purchase price
of said bond, and $.97 thereof being for premium on the said bond."
"Be it resolved by the Commissioners of the Sinking Fund of the
City of Rochester, Minnesota:
That the sum of $12752.61 is hereby appropriated from the Sinking
Fund Code 5 of said City, and paid to the Street and Alley Fund, Code 12, for
013,000-100 City of Rochester, 4 % RePavilg bonds dated December lst919329 and matur-
ing December lst,1933; $1274000 of the said sum being for principal on the said
bonds after deduction of the $2040 advance gayment made on each bond, and $12.61
thereof being for premium on the said bonds.
"Be it resolved by the Commissioners of the Sinking Fund of the
City of Rochester, Minnesota:
That the sum of $6800'00 is hereby appropriated from the Sinking
Fund of said City; and paid $42040. thereof to the Sinking Fund and $260.00 thereof
to the Street & Alley Fund, wbiich appropriation is for the two percent deposit with
proposal for the purchase of 219000.00 Refunding Bonds, and $139000.00 Repaving
Bonds."
"Be it resolved by the Commissioners of the Sinking Pund of the
City of Rochester, Minnesota:
That the sum of $1961.94 be appropriated from Code 29 of the
S�nking Fund and paid to Code 6 of the Sinking Fund, for City of Rochester, Minnesota,
4*% Refunding bonds numbers 24 and 3. $19600"00 thereof being for balance of princi-
pal, and $1.94 being premium.:
Alderman Moody introduced the following resolution,which was read:
"Be it resolved by the Co:imon Council of the City of Rochester,
Minnesota:
That the Public Utility Board of said City be and the said Board is
hereby authorized and directed to appropriate the following sums from the Public
Utility Fund of said City to the Bands mentioned for the purposes stated:

Alderman Miller introduced the following resolution which was read:
"WHEREAS, There are certain accumulations of tax collections in the
ermanent Improvement Fund, one for the construction of a New City Warehouse and the
ther for an addition to the Public Library, and
WHEREAS, It is deemed expedient and necessary that these funds be
ransferred to the Sinking Fund of said City and there to be invested by the Sinking
and Commission in interest bearing securities until such time as the funds are needed
or the purposes for which the levy was made,
SO THEREPORE, Be it resolved by the Common Council of the City of
heater, Minnesota:
That the sum of $165200 is hereby appropriated from the Permanent
mprovement Fund and it is ordered that the said sum be paid to the Sinking Fund of
aid City as the funds for investment in interest bearing securities for the construe -
ion of a new City Warehouse, and

Permanent Improvement Fund and it is ordered that the said sum be paid to
the Sinking Fund of said City for investment in interest bearing securities

Upon motion by Dallman, second by Amundsen, that the said

Alderman Amundsen introduced a resolution making temporary
transfer of $1008.64 from the General Fund, Code 189 to the General Fund ,
Code 26, for use in making full payment of contracts for deeds and interest

Alderman Miller introduced the following resolution, which
was read:
"Be it resolved by the Common Council of the City of

That the following sums are hereby appropriated from the
General Fund of said City and it is ordered that payments be made to the
persons named in the amounts set forth for the payment in full of all
contracts for deed -and the interest thereon for lands for Silver Lake
Reservoir:

Alderman Miller introduced the following resolution, which
was read:
"Be it resolved by the Common Council of the City of
Rochester, Minnesota:
That the following appropriations are hereby made in the
amounts stated from the Funds mentioned to the Funds set forth:

General Fund Code 23 to General Fund Code S. $.219 for transfer of
funds for police alarm signal, system to use for miscellaneous police expenses;
Street & Alley Fund Code 9 to Street & Alley Fund Code 1 $.289
to transfer Fred Brown compensation funds to use for miscellaneous maintenance of
streets, etc-1
Street and Alley FuAd Code 11, to General F and Code 18, $7.29, for
return of temporary transfer;

Alderman Dallman introduced a resolution appropriating $195-64 from
the General Fund and ordering payment made to Julius J. Reiter, Mayor, for use in hif
Contingent Fiend, he to properly account for the expenditure therefrom, which was
read.
Upon motion by Hicks* second by Amundsen, that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle declared the
said resolution duly passed and adopted.
Alderman Dallman introduced a resolution appropriating $333.60 from
the Park Improvement Fund and ordering payment made to the Mayo Trust Fund for

payrolls for labor during the week ending November 25th91932, which was read:
Upon motion by Amundsen, second by Hicks , that the. satd resolution
be adopted as read, and all voting in favor thereof, President Liddle declared the
said resolution duly passed and adopted.
Alderman Dallman introduced a resolution appropriating $301.59 from
the Park Improvement Fund and ordering .payment made to the City of Rochester, Water
Department, for water furnished to various parks in accordance with sworn billing
made October 1st ,1932 , which was read:
Upon motion by Dallman, second by Moody, that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle declared the
said resolution duly passed and adopted.
Alderman Norton introduced a resolution appropriating $1045*36 from
the General Fund and ordering payment made to C: Cs Pagenhart , for promissory note
dated March llth,19319 $947:40 , and for interest thereon to November 29919329 $97.96 9
said promissory note having been issued on payment for a new city scale installation
at the old City Hall location, which was read.
Upon motion by Moody, second by Dallman, that the said resolution
adopted as read, and all voting in favor thereof, President Liddle declared the
said resojutAon duly passed and adopted.

Alderman Norton introduced the following resolutions which
was read:
' "Be it resolved by the Common Council of the City of
Rochester, Minnesota:
That the sum of $8671.78 be and the said sum is hereby
appropriated from the Lighting Fund of said City and ardered paid to
City of Rochester, Light Department, for lighting of public streets and
grounds, $414i11 thereof being for unpaid balance on account No.499 under
the March 25th91932, billing; $1751.10 for the April 25th,1932,billing;
$1229,60 for the May 25th,1932 billing; $1109.55 for the June b5th,1932,
billing; $1006 00 for the July 25th,1932,billing; $1031,50 for the
Auqu 2%h,1932,r billin $1268.90 o the Sepptember 25th,1932,billin
an 8622 to apply on $e October 5 h91932,billing, leaving an unpNd

The Mayor and City Clerk are hereby authorized and directed

Alderman Norton introduced a resolution appropriating
$1825082 from the General Fund and ordering payment made to L:A:Kepp
Electric Company for promissory note dated November 7th91931, $17161000, and
for interest thereon to November 29th, 1932s at 6% $109.82, said promissory
note having been issued for payment on traffic signal system installation,
which was read:
Upon motion by Hick's, second by Miller, that the said
resolution be adopted as read, and all voting in favor thereof, President
Liddle declared the said resolution duly passed and adopted
Alderman Norton introduced the following resolution,which
was read:
"Be it iesolved by the Common Council of the City of
Rochester, Minnesota:
That the sum of $8939-035 be and the said sum is hereby
appropriated from the Street and Alley (Code 2) Fund of said City and ordered
paid to Purington Paving Brick Company of Galesburgg, Illinois, for the
payment of the promissory note dated Januaryy lot, 1932 8624.09, and inter-
est thereon to November 29th,19329 at 49 31506.; said promissory note
having been issued for brick used for repaving Center Street East.
The Mayor and City Clerk are hereby authorized and directed
to draw a warrant for said sum upon the pity Treasurer in accordance here-
with, and cause said payment to be madei

resolution be adopted as read, and all voting in favor thereof, President
Liddle declared the said resolution duly passed and adopted.
Alderman Moody introduced a resolution appropriating
$76148 from the General Fund and ordering payment made to the Permanent
Improvement Revolving Fund, for the said Revolving Fund' s . share in tax
penalties collected with the November,1932, tax settlement, which was read.

Upon motion by Amundsen, second by Moody, that the said resolution
be adopted as read, and all voting in favor thereof, President Li.ddle declared the
said resolution duly passed and adopted.
Alderman Moody introduced the following resolution, which was read:
"Be it resolved by the Common Council of the City of Rochester,
Minnesota:
That the sum of $34990 be and the said sum is hereby appropriated
from the Street and ALLey Fund of said City and ordered paid to We Theel, for
1749.49 cubie yards of gravel furnished during 1932 at 20,E per cu. yd. per City
Engr's certificate dated August 5th,1932, being balance in full for gravel.
The Mayor and City Clerk are hereby authorized and directed to
draw a warrant for said sum upon the City Treasurer in accordance herewith, and
cause said payment to be made."
Upon motion by Hicks, second by Amundsen, that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle declared the
said resolution duly passed and adopted.
Alderman Hicks introduced a resolution appropriating $1208.27 from
the Fire Protection Fund and ordering payment made to the City of Rochester, Water
Department to apply on hydrant rental, being the sum which was collected for that
purpose in the November91932,tax settlement, which was read.
Upon motion by Norton, second by Moody, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said
resolution duly passed and adopted.
Alderman Hicks introduced a resolution appropriating $4079-27 from
the Sewer Fund and ordering payment made to the City of Rochester,Water DepartmEnt,
for water furnished for flushing sanitary sewers and surface drainage sewers, being
the sum collected for that purpose in the November9l9329tax settlement, which was
read.
Upon motion by Miller, second by Amundsen, that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle declared the
said resolution duly passed and adopted.
Alderman Hicks introduced a resolution appropriating ,$2011:18 from

Alderman Amundsen introduced a resolution appropriating
$ 1288 from the Bridge Fund and ordering payment made to the Sinking Fund
for interest due December lst,19329 on two promissory notes issued to
L.M.Feller, and assigned by him to the.Sinking Fund Investments for
Electric Fight Department Depreciation Reserve, which was read.
Upon motion by Miller, second by Moody, that the said
resolution be adopted as read, and all voting in favor thereof, President
Liddle declared the said resolution duly passed andedopted;,
Upon motion by Miller, second by Amundsen, the City
Engineer was instructed to prepare specifications and estimate of cost for
the purchase of 309000 or more gallons of gasoline during 19331, and the City
Clerk was instructed to prepare the necessary resolution providing for
advertisement for bids for the furnishing of the said gasoline.
Upon motion by Amundsen, second by Miller, request was
made that the Public Utility Board install street lights on Fifth Street
Southwest, one between Fourth Avenue and Fifth Avenue, one between Fifth
Avenue and Sixth Avenue, and one between Sixth Avenue and Seventh Avenue.
Upon motion by Dorton, second by Moody, the Common
Council adjourndda
