Minutes of a regular meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers, in the City Hall, in said
City, at 2:00 o'clock P.M., on December 5th91932.

Meeting called to order by President Liddle.
Roll Call. Present: Liddle, Areundsen, Hicks, Miller, Moody, Norton.
Absent: Dallman.
Dyer H. Campbell, Secretary of the Chamber of Commerce, acting for
the Chamber of Commerce and the Business Men' s Association, asked that authority be
granted for the connection of all outside store decorations to the Christmas
street lighting circuit, without charge for this service, and informal permission
to do this was granted.
The following proposal was read, and President Liddle referred the
same to the Street and Alley Committee and the City Engineer:
" Proposal
To the Honorable Mayor and Members
of the City Council of the City of
Rochester, Minn.
Gentlemen:
Upon the issuance of a 5 yr lease with renewal privileges
for the sum of $1 per year on the City property lying South of the
Beal Auto and Fender sholt and between Broadway and the Zumb ro River,
which would be 5th St. S.Y. if continued, I will cause to be erected
without cost to the City a suitable filling station with tanks and
pumps and agree to supply at any reasonable hour in the day commercial
grade of gasoline and motor oils specified by the City at actual cost
t o me at point of delivery to the motor vehicles designated by the
City Engineer• All cost sheets and records to be subject to inspection
at all times, for municipal purposes.

Alderman Dallman came in at thistime and took his Chair•
The following proposal was read, and after consideration of it, it
was agreed that action on it should be deferred until the Mayor and Common Council
have had time to make further investigation as to the need for the purchase of this
equipment:

President Liddle at this time excused Alderman Hicks, who
left the Council Chambers.
t The report of the City Treasurer for the month ending
November 30th,19329 showing $410,885073 as being on hand, was read, and
President Liddle ordered that the same be placed on f ile.
Alderman Hicks returned to the Council Chambers and again
took his Chair.
In the discussion of where to deposit the $100900000
County Treasurer check received as an advance on the November,19329 tax
settlement, a motion by Hicks, second by Amundsen, carried that this check
be converted into currency in bills of not less than $1000.00 each and
sealed in the presence of the Mayor and Finance Committee and then to be
placed in safe deposit box or boxes to be opened only on order of the
Common Council of this City.
The report of the City Engineer For the month of November,
1932, showing expenditures from the General Fund of $105025, for labor,
$900445 from the Street and Alley Fund,$202 25 from the Sewer Fund, and
$5000 from the Bridge Fund, was read, and President Liddle ordered that the
same be placed on file.
The report of the Clerk of the Municipal Court for the week
ending November 28th,1932, showing criminal fines collected $115000,
Olmsted County check received in the amount of $38070,for October Municipal
Court fees, and court costs charged to Olmsted County, in the amount of
$15*80, was read, and President Liddle referred the same to the City
Attorney.
Balance sheet, income statements,etc., of the Public
t. Utility Departments, prepared by the Secretary of the Public Utility
Board, as, at October 31st,1932, were laid before the Common Council, and
President Liddle ordered that the same be placed on file; the said
income statements showing a net loss in the Light Department for the month
of November,19321 of $8280.13, a net profit for the seven months of this
li
fiscal year of $52,918.02, a net loss in the Water Department for the month
of Oetober919329 of $1929070, and a net profit for' -the seven months of this
fiscal year of $15,505.49, and a net profit in the Steam Heating Department
for October,1932, of $777090, and a net profit for the seven months of this
fiscal year of $2228.54.

IIinspection fees $13.50, was read, and President Liddle referred the same to
the Finance Committee.
The application of Frank Nigon, for a public, dance permit at the
Woodman Hall, December 7th,1932, and of A _ IT. Berndt, for a public dance permit at
the Woodman Hall, December loth, 17th, 21st or 22nd,and 31st,1932, and for January
7th91932, were each read.
The application of Carl E. Nickels, and H. H. Sanders,for soft
drink dealer licenses, were each read, and upon motion by Hicks, second by Moody,
licenses were granted.
The following applications for permits to place and maintain signs,
were read, and upon motion by Amundsen, second by Dallman permitswere granted:
Hasvold Coffee ComparW, Magaw & Kjerner, Northside Garage, W. B.
Devlin, Bemel Brothers, Homes Motor Sales, Schmidt Printing Company.
The quotation of the Kruse Lamella Lumber & Mfg. Oompany, offering
to furnish a coat rack of birch stained and finished walnut at $24.90, or in
solid walnut finished natural at $50.45, and birch hall trees finished in walnut
complete with coat hooks at $4:50, each,was read, and upon motion by Hicks, second 1
Miller, the ]purchasing Committee were authorized to purchase the coat rack at
$24,90 9 and six hall trees at $4.50 each.
The following request was read, and President Liddle ordered that
the same be placed on file:

I hereby request permission to construct a canopy over
the main entrance of the west Hotel at 1131 Second Ste S.W.; the
canopy" t o be 8' 6" long, 4' 2" wide with a clear height above the
sidewalk of 9' 60.

The Common Council did not favor the public examination of the Healy
will
Estate for the period July91931 to date, if the City of Rochester, Minnesota have
to pay the charges, which expression was made after report that Mr. Burt W.
Eaton, administrator,has refused to pay for such an examination out of estate funds. j

Alderman Hicks introduced the following resolution, which was read;
"Be it resolved by the Common Council of the City of Rochester,
Minnesota:
That the Mayor and City Clerk of said City are hereby authorized and
directed to execute four promissory notes in favor of L.M.Feller, of Rochester,
Minnesota, or order, which will be for payment of City Engineer's Estimate No.2, issued
on the contract for the construction of a bridge over Bear Creek on Bourth Street
Southeast, which four promissory notes will total $9630.45. saig/promissory notes

hall be made payable at Rochester, Minnesota, one of which shall be for
�1409.92 dated December 6th,1931, to mature December 1919339 one to be
drawn for $2811.669 dated December 6th,19329 to mature July lst,1934, one
to be drawn for $2811.66 % dated December 6th,1932, to mature December 1,
1934, and one to be drawn for $2597.21, dated December 6th91932, to mature
July 1,1935, each of said notes shall carry an interest rate of five per
cent (5%) per annum payable semiannually on June 1st, and December 1st."
Upon motion by Hicks,second by Dallman, that the said
resolution be adopted as read, and all voting in favor thereof, President
Liddle declared the said resolution duly passed and adopted.
Alderman Hicks introduced the following resolution,which
was read:
"Be it resolved by the Common Council of the City of
Rochester, Minnesota:
That the sum of $25000 be and the said sum is hereby
appropriated from the Street and Alley Fund of said City and ordered paid
to George Alderson, for 2500 cubic yards of gravel taken from the Henry
Grassle gravel pit, as per agreement of June 3rd91932, and under assignment
made by Henry Grassle and wife to George Alderson.
The Mayor and City Clerk are hereby authorized and directed
to draw a warrant for said sum upon the City -Treasurer in accordance
herewith, and cause said payment to be made."
Upon motion by Amundsen, second by Miller, that the said
resolution be adopted as read, and all voting in favor thereof, President
Liddle declared the said resolution duly passed and adopted.
Alderman Hicks introduced a resolution appropriating
$283.80 from the Park Improvement Fund and ordering payment made t o 'the
Mayo Trust Fund for payroll for labor during the week ending December 2nd,
19329 which was read.
Upon motion by Amundsen, second by Moody, that the said
resolution'be adopted as read, and all voting in favor,thereof, President
Liddle declared the said resolution duly passed and'adopted.
Alderman Miller introduced the following resolution, which
was read: .
"Be it resolved by the Common Council of the City of
Rochester, Minnesota:
That the sum of $501-00 be and the said sum Is hereby
appropriated from the Permanent Improvement Revolving Fund of said City and
ordered paid to the First National Bank of Rochester, as being the balance
due on the December lst,19329 maturity of interest on Cty of Rochester 41-%
Permanent Improvement Revolving Fund bonds numbers 68 to 88 inclusive; t�e
appropriation made November 21st919329 having been $422*050 for that purpose
instead of $472a50i
The Mayor and City Clerk are hereby authorized and directed
to 1raw a warrant for said sum upon the City Treasurer in accordance herewith
and cause said payment to be made."
Upon motion by Dallman, second by Norton, that the said
resolution be adopted as read, and all voting in favor thereof, President
Liddle declared the said resolution duly passed and adopted.
Alderman Miller introduced a resolution appropriating
$244*08 from the General Fund and ordering payment made to the City of
Rochester,Stesm Heating Department, for the November,1932, heating of the

City Hall building, which was read:
Upon motion by Hicks, second by Amundsen, that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle declared the
said resolution duly passed and adopted.
Alderman Moody introduced a resolution appropriating $206065 from
the Street and Alley Fund and ordering payment made to the Standard Oil Company
for 56 drums Stanolind paving filler furnished for use in repaving of Sixth
Street Southwest, Second Avenue to Seventh Avenue, under Job 1688, which was read.
Upon motion by Moody, second by Amundsen, that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle declared the
said resolution duly passed and adopted.
Alderman Moody introduced a resolution appropriating $339046 from
the Street and Alley Pund and ordering payment made to the Standard Oil Company
for 44 drums Stanolind paving filler $162.379 and for 30 drums of cutback asphalt
(cold mix) $177009, furnished for stock, which was read.
Upon motion by Moody, second by Miller, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the saic
resolution duly passed and adopted.

f The City Engineer submitted specifications and estimate of cost for
the furnishing of 25000 gallons or -more of gasoline during the year919331 which
were read; the said estimate of cost being $325040, for 25000 gallons.
Alderman Norton introduced the following resolution,which was read:
"WHEREAS, It is deemed expedient and necessary and for the best
interest of the City of Rochester, Minnesota, that advertisement be made for the
purchase of 25,000 gallons. of gasoline or more, for use in the operation of motor
equipment owned by the said City, and
WHEREAS, The City Engineer has prepared specifications and estimate
o f cost for the furnishing of the said gasoline;
SO THEREFORE Be it resolved by the Common Council of the City of
Rochester, Minnesota:
That the said 25,000 allons of gasoline or more, be purchased under
advertisement for bids; that the sai� specifications be adopted for the furnishing
of the Bald gasoline, and that the same be placedon file in the office of the City
Clerk of said City; and that the said estimate of cost be accepted and placed on
file in the office of the City Clerk of said City, and
Be it .further resolved by the -said Common Council: That the City
Clerk of said City be and he is hereby authorized and directed to advertise for
sealed proposals for the furnishing of the said 25,000. gallons or more of gasoline,
which sealed proposals will be received and opened at a meeting of this Common
Council, which is hereby fixed to be held at 7:30 o'clock P.M., on December 19th,
1932. Each bid must be accompanied by a certified check upon some reputable bank
drawn payable to,the Mayor of Rochester, Minnesota, for at least 10 per cent of the
amount of the bid, which check and the amount of money specified therein shall be
forfeited to the City of Rochester, Minnesota, as liquidated damages if the bidder
upon the letting of the contract to him shall fail to enter into the contract so
let; the said Common Council reserving the right to reject any and all bids.
A durety bond written for the full amount of the contract by a Buret
company authorized to do business in the State of Minnesote,, will be required with
the contract. (Personal bonds not to be accepted:)
All proposals must be addressed to Mr- A.F.Wright, City Clerk of
Rochester Minnesota anj shall have endorsed thereon "Proposal for furnishing
25,000 gallons gasoline.
Upon motion by Miller, second by Norton, that the said
resolution be adopted as read, and all voting in favor thereof, President
Liddle declared the said resolution duly passed and adopted.
Upon motion by Hicks, second. by Moody, the sum of $40.00
was appropriated from the' General Fund and it . was ordered that the said sum
be paid to Joseph J. Schuster, for services as Assistant. Custodian of the
City Hall during the last half of November919320
Alderman Amundsen introduced a resolution granting public
dance permit to Frank Nigon, for the Woodman Hall, December 7th,19329 and
fixing the fee at $30-009 which was read,
Upon motion by Moody, second by Amundsen, that the said
resolution be adopted as read, and all voting in favor thereof, President
Liddle declared the said resolution duly passed and adopted.
Alderman Amundsen introduced a resolution granting public
dance permit to A. G. Berndt, for the Woodman Mall, December loth, 17th,
21 st or 22nd, and 31st ,1932 , and January 7th,19339 and fixing the fee at
12400,with provision that no fee be charged for the dance of December 21st
or 22nd, as the proceeds tre to be turned over to charity, which was read;o
Upon motion by Amundsen, second by Amundsen, that the said
resolution be adopted as read, and all voting in favor thereof, President

Upon motion by Hicks, second by Moody, the Chief of Police
was authorized to purchase six tear gas bonbs, and 8 gas shells for use in
jpolice billys.
Upon motion by Miller, second by Amundsen, request was
made of the Public Utility Board that they provide for the installation of
the necessary lights in the alley between First Street Southwest and
Second Street Southwest, and between Eleventh Avenue Southwest, and Twelfth
