Minutes of a special meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers, in the City Hall, in said City,
at 10:00 o'clock A.M., on .December 15#fi,1932.
Meeting called to order by President Liddle.
, Roll. Call. Present: Liddle. Amundsen, Miller, Moody, Norton.
Absent: Dallman, Hicks.
The call for the special meeting was reads, said meeting having
been called for the purpose of considering ways and means for relief of the local
unemployment situation, and any other business that the said Common Council might
deem proper.
A. R. Nachreiner, M. C. Lawler, C. F: Dabelstein, and Dyer H.
Campbell, talked on the critical local conditions as to unemployment, and petitioned
that the Common Council provide funds for employment on public work.
Alderman Hicks, came in at this time and took his Chair:
In the discussion of where to get the funds and how to proceed in
the expenditures, Alderman Hicks suggested that an appropriation of $29000.00 be
made to the Mayor's Contingent Fund, to be disbursed by him for the needed relief:
The City Clerk called attention that such an appropriation could
not be made.es the budget for the current tax period does not carry excess enough in
any one division or in the total budget to cover such a transfer, which of course
would have to be made within the �eneral Pund as the Charter prohibits the making of
transfers from any of the other City Punds,and cited the situation that can come
about if the Public Utility revenues continue to fall off, in that the 1932 tax levy
as it was made was pared to the bone and then estimated income tax revenues from the
Public Utility Departments operation were applied against it for further reduction of
the totals with consequent tax relief, which would have been very well if these
revenues would meet the expectation, but the record thus far is that the kiIlowatt
hour output for Oetober91932, is 642 per cent under that of October, 1931, and the
November 9 1932 9 output shows a drop of 8*9 per cent over that of November19319 together
with an increased tax delinwuency of 2463 per cent at November 25th,1932, as against l
the same time last year.
Upon motion by Hicks, second by Moody, the Mayor was requested
to call a meeting of the various charitable organizations, including the County
Commissioners of Olmsted County, for a discussion of all angles of local relief work.
Alderman Moody made complaint about the dangerous condition of the
sidewalk running east and west across Mayo Park and upon motion by Norton, second
by Moody, the City Engineer was instructed to plow the snow from, or sand the said
sidewalk when it is necessary:
