Council Chambers, in the City Hall, in said City; at 7:30 o'clock P.M., on -December 19th, 1932. Meeting calle'd,to order by President Liddle. Roll Call. Present: Liddle, Dallman, Hicks, Miller, Moody, , Norton. Absent: Amundsen. Upon motion by Hicks, second by Norton, the minutes of the I meetings held on November 28th,1932, December 5th,19329 and December 15, 1932, were each approved. This being the time and place fixed for the opening of proposals for the furnishing of 25,000 or more gallons of gasoline, the _ following bids were opened and read: Co -Operative Oil Company: 600-62°-400p-57-64 Octane for a ! price of 6.95 cents .per gallon over and above the price published on the •i first day of each calendar month in the Chicago Journal o; Commerce,. and LaSalle Street Journal, and the same price for 60°-620-400p-65 Octane and above; Olmsted County Oil Company: 6*4 cents per gallon for either i i f. of the specifications above set forth; i Home Oil ComparW: 8.37 cents per gallon for either of the t grades of gasoline in the above specifications, except their quotation was I! on the high price published and their bid carried a notation that that f: I� g 5 price was plus any state or federal tax that might be added during the i year, whichis not in effect at this timed A quotation from the Mid -Continent Petroleum Corporation, i, r of 4-g' cents per gallon under' the established service station price of Diamond gasoline in Rochester, was ndt considered as it was not in' , accordance with specifications for bidding; :j g; `. r The communication from the Winona Oil Company, declining k } to make proposal as""1t-is not the practice of the oil industry as a whole to bid on gasoline, for resale, using as a basis wholesale, or refinery tank car pri6ee""was read. `i Upon motion by Hicks, second by Norton, the above mentioned jl quotations and letter were referred to the City Engineer for tabulation. !' Alderman Amundsen came in at this time and took his Chair. ' Charles 0. Ellsworth, Chairman of the Community Chest, offered a plan for relief of unemployed, whereby an appropriation of $39000*00 would create "made work" enough to employ the 396 pereaas who are on Community Chest records as needing aid, for a period of six weeks, and the Mayor, after his description of a plan for the issuance of script r.- iY to relieve the local situation, asked for an appropriation of $19000,000 ? for use in his contingent fund, to be disbursed for the purchase of a wood 229 blot and for supplies for the American Legion Welfare Center. Dr. M. F. Eusterman stressed the need for aid to the citizens of Rochester that are without employment at this time, and asked that the, Common Council make arrangements for the flooding of a vacant lot on Fourteenth Avenue Southwest for use as a skating rink by the children in that locality, and President Liddle referred the skating rink proposition to the Street & Alley Committee, the City Engineer and tb I Chief of the Fire Department. The recommendation of the Street and Alley Committee and the City Engineer that the contract for the O Q00 gallons or more of gasoline be awarded to the Co -Operative Oil Company, was read, and President Liddle ordered that the same be placed on file. Alderman Norton introduced the following resolution, which was read: Minnesota: "Be It resolved by the Common Council of the City of Rochester, I That the bid and proposal of Co -Operative Oil Comp for the furnie ing of 259000 gallons or more of gasoline in accordance with specifics ions for the same, which are now on file in the office of the City Clerk of said City, viz: For 600-620-400p-57-64 Octane, for a price of .0695 cents per gallon over and (above prices as published in publications mentioned in specifications on first dayof each month. For 60°-620-400p-65 Octane and above for a price of .695 cents per gallon over and above prices as published in publications mentioned in specifications on first of each month. The and the said bid and proposal is hereby accepted. Th amount of the bond to be given by the said contractor is hereby fixed at the sum of 2675.00, " Upon motion by Norton, second by Amundsen, that the said resolution The adopted as read, and all ,voting in favor thereof, PresidentLiddle declared the resolution duly passed and adopted. Upon.mot.ioh:-by_Miller, second by Amundsen, it was ordered that the certified checks which accompanied the unsuccessful bids for the furnishing of the above mentioned gasoline, be returned to the bidders. Alderman Amundsen introduced the following resolution, which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota.: That the Public Utility Board of said City be and it is hereby authorized and empowered to appropriate and transfer to the General Fund of said City of Rochester for miscellaneous purposes from the Public Utility Fund of said City, the sum of Five Thousand and no/100 ($5000.00) Dollars." Upon motion by Amundsen, second by Norton, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the sai resolution duly passed and adopted. Alderman Amundsen introduced the following resolution, which was read: Minnesota: "Be it resolved by the Common Council of the City of Rochester, 2 -`� 0 That the sum of $1000.00 be and the said sum is hereby 6 appropriated from the General Fund Code 18 of said City and ordered paid to General Fund Code 7 to provide funds for use in the Mayor's Contingent the same being a temporary transfer from the said Code 1- to the sadd IFund, ! Code 7. The. Mayor and City Clerk are hereby authorized and directed ' to draw a warrant for said sum upon the City Treasurer in accordance here- ) ( with, and cause said payment to be made*" Upon motion by Norton, second by Amundsen, that the said ' resolution be adopted as read, and all voting in' favor thereof, President ,Liddle declared the said resolution duly passed and adopted.. �I Alderman Hicks introduced the following resolutions which was read: i "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the sum of $100000 be and the said sum is hereby appropriated from the General Fund of said City and ordered paid to Julius J. Reiter, Mayor, for use in his Contingent Fund, he to properly account for the disbursements th(�refrom4 The Mayor and City Clerk are hereby authorized and directed Ito draw a warrant for said sum upon the City Treasurer in accordance herewith land r cause said payment to be madei _ ..- - --- Upon motion by Amundsen, second by Norton, that the said , resolution be adopted as read, and all voting in .favor thereof, President Liddle declared the said resolution duly passed and adopted. The report of the City Weighmasttr for the month of November 1932, showing weighing fees collected in the amount of $47.20, .was read, and E IPresident Liddle referred the same to the Finance Committee. The general balance sheet, trial balance, fund statement, statement of unexpended budget appropriations,etc., prepared by the City f Clerk as of October 31st919329 were laid before the Common Council, and f i President Liddle ordered that the same pe placed on file. ' e The report of the Clerk of the Municipal Court for the week ending December 5th,1932; showing criminal fines collected $73.40, civil fees received $5.35, court costs charged to Olmsted County $20.10 9 fines collected due to Olmsted County $20.55, and fines collected and remitted direct to State Treasurer $21.60; and for the week ending December 12th,1932, I showing criminal fines collected $110.00, and civil fees received $2.35,' were each read, and President Liddle referred the same to the City Attorney.$. -�_r.. Upon motion by Moody, second by Norton, the sum of $20.55 I'was appropriated From the General Rund and it *as ordered that the said sum[ be paid to Olmsted County, Minnesota, for local Municipal Court fines collet-' ted due to stid Olmsted County. Viz` The report of the Milk Inspector for the month of November, h; . 19321, was read, and President Liddle ordered that the same be .placed on file. A copy of the Health Officer's annual report to the State Board of Control, of his inspection of the local lock -up, was read, and r President Liddle ordered that the same be placed on file. 431 The. City Engineer's trial balance for November,1932, was laid before) the Common Council and President Liddle ordered that the same be placed on file. The report of the'Health Officer, for the City Farm, for the month of November,1932, showing receipts $6859469 disbursements $717.84, and an overdraft. of $106.80 was read, and President Liddle ordered that the same be placed on file. The following applications for permits to place and maintain signs, were read, and upon motion by Dallman, second by Amundsen, permits were granted: Salvation Army,Crystal Lunch, Mrs. Nina C. Wagner, Calhon :Company, Baker & Stelnbauer, Louis Kunowsky, Commercial Lunch, De.snoyers & Son, McGeary Motors, Dr. H. J. Hall. The application of Mrs* A. D. Watson, for a soft drink dealers license, was read, and upon motion by Dallman, second by Amundsen, license was grantee The application of Gerry Thompson for a public dance permit at the Woodman Hall December 24th,1932, was read. The appointment by the Mayor of Carlton E. Anderson, as a Special Patrolman December 19th919329 to December 25th,19329 inclusive, was read, and Presi Liddle ordered that the same be placed on file. The following copies of resolutions• passed and adopted by the Commissioners of the Sinking Fund, were eadh read, and upon motion by Amundsen, seco by Norton, the actions set forth therein were approved and it was ordered that the said copies of resolutions be placed on file: "Be it resolved by the Commissioners of the Sinking Fund of the ,City of Rochester, Minnesota: That the sum of $1409.92 is hereby appropriated from the Sinking Fund of said City, and it is ordered that the said sum be paid to L.M.Feller, for one City of Rochester, promissory note, dated December 6th,1932, and maturing December lst,10339 carrying an interest rate of 5% per annum, payable semiannually, J4ne let, and December 1st ,and until paid, said appropriation being made from Code 3. "Be it resolved by the Commissioners of the Sinking Fund of the City of Rochester, Minnesota: I i That the sum of $5140470 is hereby appropriated from the Sinking I Fund of said Cit um be paid to, he First National IBank of Rochester, Minnesota, for 15 008400 State of Minnesota, 44 Rural Credit Bonds maturingDecember lst,1939, purchases from the First Securities Corporation of St. Paul, Minnesota, and forwarded through the said First National Bank. §59000.00 of the said sum being for principal on the said bonds 9137.16 thereof being for premium on the said bonds, at a 3:80 per cent basis and 43454 thereof being ac rued interest on the said bonds to December 7tha1932. Said appropriation being made §5137.16 from Code 59'and $3.54 from Code 7. "Be it resolved by the Commissioners of the Sinking Fund of the City of Rochester, Minnesota: That the sum &f $17941400 is hereby appropriated from the Sinking Fund of said City and it is ordered that the said sum be paid to he First National Bank of R ester, Minnesota, for $17 000.00 State of Minnesota 4 Rural Credit bonds maturing 15th,19�4, at a 3*86% basis, purchased from the irst Securities Corporation of aul, Minnesota, and forwarded through the said First National Bank of Rochester, Minnesota. $179000.00 of the said slim being for principal on the said bonds, $690.13 thereof being for premium on the said bonds, and $250.87 thereof being for accrued interest on the said bonds, August 15th,1932, to December 20th,1932. Thte purchase being spade, $1016088 from Code 5, and $2.24 from Code 7-0 ", "Be it resolved by the Commissioners of the Sinking Fund of the City of Rochester, Minnesota: That the following appropriations are hereby made from the Funds mentioned and in the amounts set forth for the purposes stated: $8827.13 from the Sinking Fund Code 79 to Interest Fund Code 4, to apply on Electric Light bond interest due January lst,1933; $738403 from the Sinking Fund, Code 22, to Interest Fund, Code 5, to apply on interest due January 1st ,1933, on Water Works Bonds; $12,000400 from the Sinking Fund Code 5 to Sin,-:ing Fund Code 131, to use for payment of maturity January 1st 91933, of Electric Light bonds." "Be it resolved by the Commissioners of the Sinking Fund o1't: the City of Rochester, Minnesota: That the following appropriations are hereby made in the amounts mentioned to the concern named and for the purposes stated; $12,000.00 from the SinkingFund,Code 13, to the First Natiam al Bank of Rochester,Minnesota,for the maturity January lst,1933,of City of -City of Rochester,Minnesota,5% Electric Light bonds,numbers 251 to 262,incl. $r10,00.00 from the Interest Bund,Code 4,to the First Nation- al Bank of Rochester,. Minnesota, for interest due January lst,1933, on City of Rochester, Electric Light bonds numbers 251 to 650 inclusive; $59000400 from the Sinking Fund Code 149 to the First Nation al Bank of Rochester, Minnesota, for the maturity January 1st ,1933, on City of Rochester, 4 % Water Works bonds numbers 66 to 70 inclusive; $247940 from the Interest Fund Code 59 to the First Nation- al Bank of Rochester, Minnesota, for 'the January lst91933, maturity of interest *on City of Rochester 4� Water Works Bonds numbers 66 to 175 inclir sive." An invitation from the Highway Traffic and Safety Committee of the League of Minnesota Municipalities, that :the City of Rochester enter the 1933 National Traffic Safety Contest, was read, and Presddent Liddle ordered that the same be placed on Pile4 The following copy of letter written by the Building, Electrical and Plumbing Inspector, was reed, and Presfdent Liddle ordered that the same be placed on file: "December 891932 Electrical Engineering Co Sioux City,Iowa Gentlemen: On the Rochester Post Office, the Electrical work inside of the lot line, or Government property line Is fee free. However, it will be necessary to meet the requirements of the Municipal Plant, rel at ive to obtaining your connection with the service in the street. In conformity to the rulings of the Public -Utility Board of the City of Rochester, only Licensed Electricians of the Gity of Rochester, obtain this connection through this department. So I would suggest if you obtain the contract, that you make application for License, which costs you $25*00, and a bond for $10000009 which would cost you about $7i50,s This would be all of the cost to you as no fees will be charged and no State license is required. -Respectfully, Don E. " a 230 � 4 The City Clerk reported the receipt of $1190-59 from the Franklin Heating S�ption as -� cent per thousand cubic feet on 23,9179000 cubic feet of natural gas used during November 19329 The following co&sof resolutions setting forth actionstaken by the Public LIVisty Board were each read, and President Liddle ordered that the same be placed on file: "Rochester, Minnesota. December 2nd, 1932. Recognizing the heavy burden of taxation now levied upon all classes of property and conforming to the action taken by the several departments of our City Goverimnent, I submit the following: Resolved: That on and after January lst,19339 the salaries of all employes of the Rochester Public Library be reduced ten percent (10%) from the present schedule of salaries. "Rochester,. Minnesota December 2nd, 1932. At the request of Mr: A: F. Wright, City Clem, I submit the following: Resolvedt That the sum of $1,0000,00 be transferred from the periodical account Code 1 to Code 39 for Library Staff salaries. Also, that, the sum of $500.00 be transferred from Code 11 - Miscellaneous expenses to Code 3 for Library Staff salaries and that the Financial Secretary draw proper orders and have the transfers completed." The City Clerk presented the October 31st,19329 billing issued by the &amewell Company of Newton Upper Falls, Massachusetts, $1768.00, for 17 1931 model Peerless Suce 3 fold fire alarm boxes at $104.00 each, and upon motion by Miller, second by Norton, it wars ordered that 'this account be set up as a Bills :Payabl in the general ledger of the City of Rochester, Minnesota, as of November lst,1932. The claim" of Austin A. Kennedy $15.60 for replacing glass broken by the Police Department in firing gas bombs into the second floor of his property at 12 Third Street Southwest, in an attempt to capture an insane person barricaded there, was read, and President Liddle referred the said claim to the City Attorney. The claim of Herman Dornaek ft.009 for cleaning closet in the Polic Department quarters- was read, and upon motion by Hicks', second by Norton, an appropriation was made from the General Fund to cover payment to Herman Dornack for the servkces mentioned. Upon motion by Dallman, second by Hicks, the sum of $120,00 was appropriated from the General Fund and paid to Mrs. Catherine Fritsch, as compensa- tion for the death of Mr. Christopher F. Fritsch during the period November 2nd,1932 , to December 13th,19329 inclusive. Upon motion by Hicks, second by Dallman, the sum of $59.69 was appropriated from the General Fund and it was ordered that the said sum be paid to Kruse Insurance Agency for burglary and robbery insurance Premium on policy BB35697 issued by the Aetna Casualty and Surety Company. A Upon motion by Norton, second by Amundsen, a motion heretofore passed by. the Common Council relative to the safe keeping of. the currency covered by the above mentioned insurance was amended to the effect that the safe deposit box or boxes be opened only upon the order of the Mayor and Chairman of the Finance Committee, instead of upon the order of the Common Council. Final estimate by the architect in favor of Herman Dornack, showing the sum of $90.00 as balance due on the plumbing and heating contract for the new City Hall, was read, and President Liddle ordered that the same be placed on file. The following estimate rendered by the City Kngineer was read, and President Liddle ordered that the same be placed on file: "December 1991932. j Hon. Mayor & Common Council Gentlemen: I herewith submit final estimate in favor of L.M. I� Feller, for construction of Bridge in 4th Street Southeast, over Bear Creek. Feller $16.68 for extras on contract for construction of bridge over Bear Creek, on Fourth Street Southeast, was read, and upon motion by Hicks, second by Norton, the said sum was appro- priated from the Bridge Fund and it was ordered that the same be paid to L. 11. Feller, for the extras mentioned. Alderman Amundsen introduced a resolution granting public dance permit to Gerry Thompaon, for the Woodman Hall, December 24th,1932,, and fixing thefee at ,$300 which was read. Upon motion by . Alderman Amundsen introducedzthei_following resolution, which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: y That the Mayor and City Clerk of . said City are 'hereby authorized and directed to execute two promissory notes in favor of L.M.Fell« er, of Rochester, Minnesota, or order, 'which will be for 'p: yment of City (Engineer's .final estimate issued on the contract for the construction of a bridge over Bear Creek on Fourth Street Southeast, which two promissory notes will total $3026.15, the said promissory notes shall be made payable at Rochester, Minnesota, one of which shall be -for $214145, dated December 20th, 1932s to mature July 1,19359 and the other shall. be drawn for $2611.70 dated December 20th,1932, and to mature December 191935, each of said notes shall carry an interest rate of rive per cent per annum payable semiannually on June let and December 1st." 2 ( Upon motion by Norton, second by Amundsen, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle d5clared the said resolution duly passed and adopted. Alderman Moody introduced a resolution appropriating $90.00 from the New City Hall Fund and ordering paymentmade to Herman Dornack, for final estimate on coptract for installation of plumbing and heating in the new City ball, which wds read. Alderman Norton introduced the following resolution, which was read: "Be it resolved by the,Common Council of the City of Rochester, Minnesota: That the sum of $2200.00 be and the said sum is hereby appropriated from the Permanent Improvement Revolving Fund of said City and ordered paid to First National Bank of Rochester, Minnesota, for the December 31st919329 maturity of City of Rochester Minnesota 4% Permanent Improvement Revolving Fund Bonds numbers 56 t6nd 579 $2,0004a; and for the December 31st919329 maturity of interest on City of Rochester 4% Permanent Improvement Revolving Fund bonds 56 to 65 inclusive $200.00. The Mayor and City Clerk are hereby authorized and directed to draw a warrant for said sum upon the City "Treasurer in accordance herewith, and cause said payment to be made. Alderman Dallman introduced a resolution appropriating $ 201.40 from the Lighting Fund and ordering payment made to the City of Rochester, Light Departmen for the November 25th,1932, invoices for the lighting of public buildings, which was read. Alderman Hicks introduced a resolution appropriating $622.65 from the Park Improvement Fund and ordering payment made to the Mayo Trust Fund for pay- roll for labor during dhe period of the weeks ending December 9th,19329 and December 16th,1932, which was read. Upon motion by Hicks, second by Amundsen, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the sa resolution duly passed and adopted. Alderman Miller introduced a resolution appropriating $254.71 from the Park Improvement Fund and ordering payment made to the Olmsted County Oil Company for gasoline, distillate, kerosene, etc., furnished during November,19329 which was read.
