Minutes of a special meeting of the Common Council of the
City of Rochester, Minnesota, held in the Council Chambers, in the City

Hall, in said City, at 5:00 o'clock P.M., on December 24tb,1932.
Meeting called to order by President Liddle.
Roll Call. Present: Liddle, Dailman, Hicks, Moody, Norton.
Absent: Amundsen, Millers
The call for the special meeting was read; said meeting

being called for the purpose of action on resolution draft.0d by the

committee appointed at the speciA.IlCouncil meeting -December 23rd,1932,
and any other business that the said Common Council may deem proper.
Alderman Norton introduced the following resolution, which
was read:

"WHEREAS, the Treasury Department of the United States of
II
America on the 21st. day of December, 1932, opened bids for the new Post
li
Office Building to be constructed at Rochester, Minnesota, and
WHEREAS, the specificat ions for the said work allow bidders
thereon to bid, -
Bid 1. Face brick with Winona Stone trim.
Bid 2. Face brick with Mankato Stone trim.
Bid 3. Winona Stone used entirely on the outside of said
building except where granite is specified.
Bid 4. Mankato Stone used entirely on the outside of said
building except where granite is specified, and

WHEREAS,.';the City of Rochester, and the City of Binona,

are both cities in the First Congressional Districts and Winona Stone
I!
has always been considered in this vicinity as being a stone superior in
quality and appearance to other Minnesota stones, and said Winona Stone wes
used extensively in other Public Buildings in Rochester, Minnesota, and

WEIEREAS, the Congress of the United State has appropriated
for the new Post Office Building the sum of $198,000.00 and the bid of
G.Schwartz & ComparW, contractors of Rochester, Minnesota, for the use
entirely of Winona Stone as specified in Bid No.3 is the sum of $163$00.00
a figure far Under the limit allowed by Congress for said building. The
Mankato Stone is being used on the Minneapolis and Mason City, Iowa,
Federal Buildings and that to our knowledge the Winona stone has not been
selected for any Federal Buildings to date, and
WHEREAS, if the bid of the said G.Schwartz & ComparW of
Rochester, Minnesota, is accepted, practically all materials used in
the construction of said building will be purchased through Minnesota firuB
and that all labor on said job will be local resident labor as against the
probability of very little material being purchased through Minnesota

dealers and very little local resident labor being employed on the job in

the event the contract were awarded to an outside firm:

THEREFORE, be it further resolved by the Common Council of
the City of Rochester, Minnesota, that said Common Council does respect-

fully urge and request the proper officials of the Treasury Department of
the United States of America to consider the facts hereinbefore stated and

in the interests of t pose living in and around the City of Rochester,
Minnesota, and in the interests of the Government of the Unit ed States of
America to award the contract for the said work to G.Schwartz & Company,
of Rochester, Minnesota, on the basis of Bid No463 of said specifications."
Upon motion by Norton, second by Moody, that the said reso-
lution be adopted as read, and all voting in favor thereof, President
Liddle declared the said resolution duly passed and adopted.
Upon motion by Norton, second by Hicks, the Common
Council adjourned.
