Adams, doing business as Tovn Taxi Company submitted automobile policy No.X339990 written by the American Employers Insurance Company of Boston,Massachusets, covering their taxicab operations with public lia- bility and property damage insurance during the period February 4th,1933, to February 4th,1934, and asked for the release of the Perfection automobile policy No.M457977 written by the Great American Indemnity Company of New York, at which motion by +'Acks, second by Dallman carried that such substitution be made and approved. The application of Morey Kitzman for a soft dry dealers license I on.:Let ...33, in Auditor's Plat "A", i.e. South of Trunk Highway No.7, and east of trunk highwayNio. 209 at their junction, was read, and upon motion by Hicks, second by Amundsen, license was granted. The following communication was read, and President Liddle ordered that the same be placed on file: "State of Minnesota Department of Highways 1246 University Avenue Saint Paul,Minn.-- Hon. Julius J. Reiter, Mayor of Rochester, Rochester, Minnesota. Dear Mayor Reiter: Re: State Project 7-430 February 191933. Some time ago. Messrs. Mash and Reid of your city called on me relative to our plans for the paving of State Project 7-43, commonly knownas the Rochester Belt Line, From their conversation I gathered that the City of Rochester is contemplating construction of a belt line sewer, a portion of which runs on our Trunk Highway No.59 which is part of the belt line system still to be paved. I can not at the present time give you positive assurance that we will be able to pave this route during the year 1933 as our funds are doubtful due to the fact that the Legislature is considering a reduction in the rates of motor vehicle license fees, I can assure you, however, that if funds are available it is the., he intention of the Highway Department to pave this route, commonly known as the Rochester Belt Line, during the present year: If this should be done it is of course, absolutely necessary that the portion of the sewer which lies on our route be completed sufficiently early so as to permit the backfill to become thoroughly settled in advance of the paving. The invitation of Captain R:M.Graen, that the Mayor and the Common Council attend the annual banquet of - Company C. on ,the evening of Wednesday, Feb 8th,1933, at 8:00 o'clock P.M., was r-Rad, and upon motion by Dallman, second by Amundsen, the invitation was accepted, and the City Clerk was instructed to advise Captain Graen accordingly. A copy of Senate File No.51, being a bill for an act to permit municipalities to extend electric services, was read, and President Liddle ordered that the same be placed on file. 6 The electriciants license bond of the Peter. son Electric Company, with the New Amsterdam Casualty Company as surety thereon in the amount of $1,000.00 was read, and upon motion by ?Toody, second by Miller, the said surety was accepted, the said bond was approved, and it was ordered that the same be placed on file. The surety bond of Maass & McAndrew Company covering their license to connect to sewers and drains, with the National Surety Company no surety thereon in the amount of $1,000.00 was read, and upon motion by Hicks, second by Norton, the said surety was accepted, the said bond was approved and it was ordered that the ,same be placed on file. The following communication was read, and President Liddle referred the same to the Public Grounds Committee: "Rochester, Minnesota January 31,1933. Mr, A. F. Wright City Clerk Rochester Minn. ' Dear Sir; The Wm. T. McCoy Post, of the American Legion passed the following motion at its last regular meeting. That the City Council be asked to furnish a standard which will harmonize with other trimiings in the new City Rall, upon which the trophy won by the Wm. T.McCoy Post for its welfare work , may be. placed. II Will you please read this letter at your next regular "Council Meeting, and notify us of the action taker_. Sincerely yours, J. P. Shimberg Post Adjutant - The following communication e6nd proposed bill mentioned 11 therein were each read, and President Liddle ordered that the same be placed on file: ' "State of Minnesota Senate Chamber ' January 26, 1933. Mr. A.F.Wright, G City Clerk, Roche st a r, Minn. ` Dear Frank: I am sending you a copy of a proposed bill which the Attorney i; General drew for Mr. Jobn McIntosh, our representative. �7e did not introduce the bill in the House, but I understand has sent copies to several parties who were interested, `and I have had made copies of the proposed bill and am sending it to you for your consideration. I might say that I have mailed copies to several persons in the city and county. I desire your expression after a study of the change in the law, which is the part that is underscored, as to whether or not you think a bill should be introduced changing the present law and i making the changes as heretofore mentioned that are underscored. 277 While no bill has as yet been introduced either in the House of Senate,. and before one is, I would appreciate your study of this change, as I understand that proceedings may be instituted for the redistricting by the County Commissioners in the near future, and I would like known, if possible, both your attitude and the attitude of other citizens as to whether this proposed bill should be enacted into law, and as to whether it would interfere with the proper redistricting of the county. Richardson " The following copy of letter written by the City Clerk to Senator Wmt, B: Richardson was read, and upon motion by Amundsen, second by Nicks, it was approved and it was ordered that the same be placed on file: "January 3091933. Senator Win. B. Richardson, Senate Chamber, State Capitol St*-' Paul,- Minnesota. Dear friend Bill: For myself and other City Officials I want to thank you very much for the interest you take in seeing that we are kept informed on proposed legislation concerning municipalities. As to Senate file No.519 being a bill for an act to permit municipalities to extend electric service, I will say that Mayor Reiter is keeping in touch with this bill and has already attended one House hearing and will probably be at the joint hearing February .8th. The proposed amendment relative to districting of 'County Commissioners should not be adopted, as second class cities should not be discriminated against, and the only amendment or change that could be made to the present p-:�pulatiion Lads, wc;uld be !i.-Africt according to real estate values; meaning that either population or valuation is the only fair way to distribute representation. Upon receipt of the copy of Senate file No.4009 which is a bill for an act to set up a modified Indiana plan, the Common Council held a special meeting, at which meeting this bill was read and discussed section by section, after which the Mayor and City Attorney were informally commissioned to confer with you, asking that you oppose this legislation, as the antis in every municipality would throw the tax levies, public im- provements, bond issues, and everything else, into such a chaotic condition that it would be practically impossible for any project of merit to be put over; which was not the Common Council's instructions to the Mayor and the City attorney, 'au-t it 1:3 only the opinion I formed as being what they expected Mr. Reiter and Mr. Spillane to say to you about this proposed law. My personal slants on the various sections of this proposed bill are as follows: Section 10 The provision for making the fiscal year as of the calendar year need not apply to us as we could probably get the exception provided for; our fiscal year being April 1st to the follow- ing March 31st, and our official year running from the first Monday in April each year. Section 2. Powers therein granted to the Minnesota Tax Com- mission should, instead, be given to the local District Court, and have the appeal procedure worded so that the court's injunction would make the levy, bond issue, or improvement proceedings invalid until court hearing thereon was held: Section 3 Budgets, budget hearings, and tax lever-. hearings, should be provided for by btate law, in order that all municipalities, _. counties, school districts,ete., would, under its provisions, acquaint - their constituents with the items set up in their levy. 01 Although we have no budget procedure provision in our charter, we do prepare a iiudget and hold hearings thereon prior to the time that the tax levy is made, and when the levy is made it is 11 tied up by resolution so that the funds appropriated should not be used for any other Purpose. Section t 4. If this proposed bill is to become a law, then, by all means, have some -very stringent regulations for enforce- ment and also see that the provision relative to the percentage of the levy that may be expended in any certain part of the fiscal year, is not eliminated before adoption. Section 6. We have tax anticipation provisions in our local charter which are quite similar to Section 6, except that there ji are no restrictions on the amount of tax anticipation notes; which II control should be taken. 11 As you note from the wording of this particular section, i we enuld use this section or our charter provision in case we have 11 1 to realize money before a tax settlement* Section 7. and Section ;3. If we must have this law, tie the review set up to the local District Court. Seetion 94, The exemption provided for for cities of the second class, $2,000,00, is rather too small for cities of our size, and if the lair is adopted, this limitation should be fixed at about $59000.00 instead, otherwise those antis heretofore men- tioned would block the proceedings for every major improvement that comes up, as them is rarely one totaling less than 02,000,00. Section 10. The injunctive relief provided therein must .of necessity follow this law* Section 11* By all means leave the stiff penalties set forth therein so that there. will be no taking care of any bodys hobby except that the item is set up in the budget and duly leviedw Section 124 The amendments provided under this 1 section could be adjusted to, if the law is adopted, with the II exception of that one for Swation 1966 of the Mason's Statutes, which would be impossible to put into effect here as our assessor �) takes office on the first Monday in April under an election for r f two years, which election occurs in the uneven year, i.e. the year that the personal property assessment only is made. " The American #ational Red Cross i Rochester, Minnesota Common Council City of Rochester Gentlemen: Olmst bd County Chapter aanuary 2791933. 41 The resolution adopted by you Januaty 2391933 and directed to the Olmsted County Chapter of the American Red Cross has been received. It appears to me that there must have been lack of informa- tion or misapprehension of the facts of the situation when this resolu- tion was adopted. The .American I.,egion Post #92 did receive on December 2491932 an allotment of tvienty sacks of flour a large part of the small supply then on hand for bread for the Canteen established in connection u with the wood cutting activity of the Post. The Chapter a few days later made application for another car load of flour and the Mayors Committee supervising the welfare program of the Legion was i33foYmed that the question of more flour would be taken up on the arrival of the new shipment. On January 20,1933 the County Executive Committee of the Olmsted County Chapter of the American Red Cross at it's monthly meeting passed the following resolution: "A motion was made seconded and unanimously carried that Mr. Bethke be instructed to distribute the next car load of dlour as follows. The same proportion as before to the County outside of the city. Of the balance one half to be distributed as before in the house- holds of the poor of the city and the other half to be given to the American Legion for the baking of bread for those in distress. This an condition that the Legion furnish lists of beneficiaries that are necessary to avoid duplication." In accordance with this resolution an order for sixty sacks was on January 26,1933 given to the Post for its welfare work and further supplies will be given as supplies warrant and on,conditi.on that the necessary information is furnished to this office so that the responsibility assumed by the Red Cross both National and local to secure the proper distribution of government flour maybe rightly discharged. The resolution of the Common Council also requests that the American Red Kross furnish the welfare committee of American Legion with all possible and available clothing. Application was made a month ago for more such clothing and under date of January 111,1933 we received the following answer: . "We regret exceedingly our inability to approve more ready-made garments for your chapter. The amount that we furnish Rochester is in line with orders approved for communities of like size and circumstances, and is the total number that can be approved for the number of families you indicated will need relief. As you know, the amount of cotton appropriated by Congress is insufficient to meet all the clothing needs. In fact, we estimate that this clothing distribution will meet only approximately 20% of the known clothing need. This particular operation will be brought to a close on the 16th of this month. The local Red Cro sA therefore regrets to say that it is not able to meet the request for clothingv The Olmsted County Chapter has since the beginning of the depression made a sincere effort to do its share in meeting the wants of the needy in Rochester and Olmsted County and pledges its self to continue that tffort giving its cooperation to others eng,ged in like effort and its hopes and expects to receive a like cooperation from thew. Clarence 00 Brown, representing the Insurers' Association at Rochester,appearing before the Common Council offered to make an appraisement of city owned properties and equipment and draw: up. standard policy forms at no cost to the city, conditioned only that this association should be awarded the insurance of the City of Rochester, Minnesota, for division among their members, and President Liddle referred theirproposal to the Insurance Committee and the City fittorney: The quotation of the Ferro Machine and Foundry Company offering to furnish one standard Ferremeter gasoline pump completely equipped at '111,131.00 F.0.1 Rochester, Minnesota, was read, and President Liddle ordered that the same be placed on file. The following Con-nittee report was read, and President Liddle ordered that the same be placed on file: "Rochester, Minnesota, "February 6th,1933. Honorable Mayor and Common Council, City of Rochester, Minnesota. Gentlemen: We the undersigned Public Grounds Committee, recommend that there be one central filling station for all City departments to get their gas from, and that to be located at the City scales, under the City Weighms-ster's control, that accurate records be kept of all gas used in trucks, automobiles, and equipment, and that tickets be made in triplicate, signed by the drivers of each truck, automobile, etc., the original to go to the City Clerk, the duplicate to the department receiving the gas, and the triplicate to be retained by the Weighmaster. " Upon motion by Norton, second by Amundsen, the Public Grounds Committee were authorized topurchaseand install a 500 gallon gasoling 'tank and the -above mentioned gasoline pump; the installation thereof to be made near the City scale location conditioned that the operation of, and the distribution of gasoline from the said equipment s shall be under the supervision of the City Weighmaster as recommended in the above mentioned Committee report. Phogographs submitted by the City Engineer ,1howing the flood conditions at the bridge over Bear Creek at Sixth Street Southeast and Ninth Avenue Southeast s at 1: 30 o'clock P .M. , January 22 rid s 1933, were laid before the Comi on Council, and President Liddle ordered that the same be placed on file. Upon motion ley Miller, second by Ddllman, the Public Utility Board were asked that another 02 9000 000 out of the $5,000.00 heretofore authorized be appropriated from the Public Utility Fund to the General Fund of said City: Wm. A. Alderman Hicks made request that he be allowed to withdraw an ordinance to amend an ordinance entitled, "An Ordinance defining and punishing vagrancy", the saute being Ordinance No.236 of the ordinances of the City of Rochester Minnesota, and upon motion by Dallman, second by Amundsen, his request was granted, and he withdrew the said amending ordinance. The Chief of Police asked that the soft drink dealer license heretofore issued to Marcus Craig fat- 410 First Avenue Northwest be revoked, and upon motion by Dallman, second by Ricks, the said soft drink dealers license was revoked, and cancelled. The following communication from the City Engineer was read, and President Liddle ordered that the same be placed on file: ' " February 1, 1933 Hon. Mayor & Common Council Gentlemen: The cost of Gasoline under current contract for Vne month of February,1933, is 2 7/8 cents base price, plus handling charge of .06959 or a total cost per gallon of *09825. Armstrong City Engineer " The following communication was read, and upon motion by Hicks, second by Amundsen the request was granted and the rental charge mentioned therein was cancelled: "Rochester, Minn. Jan. 269 1933 A. F. Wright, City Clerk Dear Sir --Joseph Wheeler Camp, Spanish War Veterans, wishes to request of the Honorable Council the free use of the Community Room in the city hall, for its meetings. There seems to be no other suitable place to hold these meetings, and as it is customary in other cities to grant similar privildge, we ask for the Council's favorable consideration. Respectfully yours, G. W. Goetting Adjutant Also please cancel the $3 00 charge for the installation meeting Jan. 6.1933. GWG. " The following communicstion was read, and President Liddle ordered that the same be placed on file: "Rochester, Minn. February 3rd 1 9 3 3 Mr. A. F. Wright, City Clerk, Rochester, Minnesota. Schwarz, City Treasurer, is holding as collateral to secure funds deposited by the City in this bank - a $1.000.00 bond of the - Railway Express, Agency due March 1st, 1933. Will you please ask the City Council to pass a reso- lution instructing Mr: Schwarz to release this bond to us so that collection may be made apon the same March lst. There is ample security remaining to cover the present deposit of the City of Rochester. Thanking you for' this courtesy. Very truly yours, W. W. Churchill Vice President " Copy of the Health Officer's requisition upon Saint Mary's Hospital for the ,isolation of Avis Osborne, age 20 years, residing at 119 Sixth Street Northwest, diagnosed as suspected scarlet fever, was read, and President Liddle ordered that the same be placed on file. The following copy of resolution passed and adopted by the Sinking Fund Commission was read, and upon motion by Dallman, second by Amundsen, the action set north therein was approved, and it was ordered that the said copy of resolution be placed on file: "Be it resolved by the Commissioners of the Sinking Fund of the City of Rochester, Minnesota: That the sum of $2163 95 be and the said sum is hereby appropriated from the Sinking Fund of said City, and it is ordered that the same be paid to the First National Bank of Rochester, Minnesota, for $29000*00 Pennington County, Minnesota, 6� Trunk Highway Reimburse- s went bonds, dated September 1st ,1921, and maturing September 1st ,1936 , purchased from the Wells -Dickey Company of Minneapolis, Minnesota, and .forwarded through the said First National Bank; $2,000.00 of the said sum )eing for principal on the said bonds, $111.95 thereo .-L being for i� premium and $52.00 thereof being for accrued interest September lst,1932, i -to February 7th91933. s The said appropriation being made $1081.98 from Code 18 ra in the Sinkinn FtInd, and 1055.97 from Code 23 of the Sinking Fund, ' 26.00 ! from Code 24." Upon motion by Miller,second by Moody, the City Clerk was authorized and directed to call on all department heads for*inven- tories and appraisement of the equipment under their charge as of February 28th,1933, with the exception of the City Engineer's department as his inventory comesthrough. on his annual report 5 Upon motion by Hicks, second b� Amundsen, the sum of 1 $10.00 was appropriated from the General Fund and it was rrdered that the said sum be paid to D. L. Williams, Postmaster., for stamps for use of the 'City Clerk. The following committee report was read, and President Liddle ordered that the same be placed on file: 283 "Rochester, Minnesota. February 6th, 1933. Honorable Common Council, City of Rochester, Minnesota. Gentlemen: Your committee appointed to investigate the matter of the charges of the Milk Inspector relative to inspections outside the 10 mile limit report as follows: That we have had the matter up with the Milk Inspector and he has agreed to properly adjust the charges with the interested pro- ducers and file receipts therefor with the City Clerk for your infor- mation. The .following report from the City Attorney was read, and President Liddle ordered that the same be placed on file, and that the reports of the Clerk of the Municipal Court mentioned therein be placed on file: " January 23, 1933 Honorable Common Council City of Rochester, Minnesota Gentlemen: I Piave examined the reports of the Clerk of Municipal Court commencing with the week of Feb. 22,1932 and endinr� with the week of Jan. 23rd 1933 and !Ind the same to be correct. Respectfully submitted, James T• Spillane. " The following report from the City Attorney was read, and President Liddle ordered that the same be placed on file: "Rochester, Minnesota. February 6th, 1933. Honorable Common Council, City of Rochester, Minnesota. Gentlemen: The matter of the claim of Austin Kennedy having been. submitted to me for investigation and report the following is submitted: That the claim be not paid since the Police Department of the City of Rochester was acting in a governmental capacity when it captured Mr. Donahue and therefore is not liable in damages for any injury or damage to any person or property. Respectfully► submitted, James T. Spillane, City Attorney. " Upon motion by Norton, second by Moody, the sum of $150,00 was appropriated from the Street and Alley Fund and it was ordered that the said sum be paid to Robert G. Waldron and LaVera C. Waldron, his wife, as payment in full for all claims against the City of Rochester, Minnesota, in connection with use of road, return to grairel pit of gravel pit strippings,etc., upc.n them making sworn claim accordinrlly. i ;} I An ordinance to amend an ordinance entitled, "An Ordinance providing for the issuance of resident identification cards by the City -' Clerk of the City of Rochester and requiring that any person performing work for a contractor on work for the City of Rochester shall have such a .• card," the same being ordinance No.416 of the City of Rochester, Minnesota, :- as amended by ordinances numbers 427 and 444 of said City, was given its i�. third and final reading. Upon motion by Hicks, second by Moody, that the said ordinance be adopted as read, and all voting in favor t1.-•.ereof, President 4`rt Liddle declared the said ordinance duly passed and adopted.. Upon motion by Hicks, second by Dallman, the City'ti Cl irk was instructed to remove from the City Hall lobby directory board �44 sr the assiar-went of room 206 to the City Justice jointly with the Clerk of {' the Municipal Court, as the City. Berndt, for the Woodman Hall, -February llth, 18th, ; and 25th, and March 4th,1933, and fixing the fee at 112.001'which was read.All f Upon motion by Dallman, second by Moody, that the said`°. resolution be adopted as read, and all voting in favor thereof, Presid-sht ; y: Liddle declared the said resolution duly passed and adopted. Alderman Moody introduced a resolution granting public dance permit to the M. W. A. Lodge No.1645 for the Woodman Hall, February �:' 8th, and 15th,1933, and fixing the fee at 06.00, which was read. Upon motion by Miller, second by Amundsen, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted.f. 285 I Alderman Amundsen introduced the following resolution, which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the sum of $2000900 be and the said sum is hereby appropriated from the General Fund, Code 18 of said City and ordered paid to General Fund, Code 7, as a temporary transfer of said sum, The Mayor and City Clerk are hereby authorized and directed to draw a warrant for said sum upon the City Treasurer in accordance herewith, and cause said payment to be made. " Upon motion by Hicks, second by Amundsen, that the said resolu- tion be adopted as read, and all voting in favor thereof, President Liddle declared the said.resolution duly passed and adopted. Alderman Dallman introduced the following resolution, which was read: Minnesota: "Be it resolved by the Common Council of the City of Rochester, That the sum of $29000.00 be a:;.d the said sum is hereby appropriate' from the General Fund, Code.7, of said City and ordered paid to Julius J.Beiter, Mayor, for use in his Mayor's Contingent Fund; he to properly account for the disbursements therefrom. The Mayor and City Clerk are hereby authorized and directed to draw a warrant for said sum upon the City Treasurer In accordance herewith, and cause said payment to be made. " Upon motion by Hicks, second by Amundsen, that the said resolutkon be adopted as read, and all voting in favor thereof, President Liddle declared the said #esolution duly passed and adopted. - - - Alderman Hicks introduced a resolution appropriating $250.56 from the General Fund and. ordering payment made to the City of Rochester, Stem Heating Department, for January 1933 steam heating of t'he City Hall building, which was read. Upon motion by Moody, second by Amundsen, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. The City Clerk offered a resolution calling on the tblic Examiner for the examination of the books and records of the City of Rochester, Minnesota, during the fiscal year ending March 319t919339 but no Alderman would introduce it as there was An informal agreement that the request for examination covering the period mentioned would await the filing of his report on the last examination made. Alderman Dallman introduced the following resolution, which was read: "WHEREAS, The Union National Bank has $73,000.00 'aec�urities on deposit with the Federal Reserve Bank of Minneapolis, Minnesota, in favor of the City of Rochester, Minnesota, as collateral deposit in lieu of a City depository bond covering the deposit of Funds belonging to the said City of Rochester in the said Union National Bank, and 98-6 WHEREAS, The said Union National Bank have made request. that the $1,000.00 Railway Express Agency, Inc., 5% bond, due March 1st, 1933, and numbered 57149 be released; so that collection of the principal thereon may be made at maturity; SO THEREFORE, be it resolved by the Common Council of the City of Rochester, Minnesota: That Carl G. Schwarz, City Treasurer of said City, be and. he is hereby authorized and directed to arrange for the release of the said $19000*00 bond from the said collateral deposit, thereby changing the total of the collateral deposit to be $72,00000 as set forth in the receipt issued by the Federal Reserve Bank of Minneapolis, Minnesota, Au@ist lst, 1932, after the dedu6tion of the above. went ioned $19000.00." Upon motion by Amundsen, second by Moody, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Norton introduced the following resolution, which was read: "WHEREAS, The budget division of the General Fund of the City of Rochester, Minnesota, for financial assistance in the operation of the City Hog Farm is without suffidierit funds, in that the 1iealth Officer has made request for advance of $11000�00 and the City Farm Fund was overdrawn 0400.55 at the close of business January 31st,1933, and WHEREAS, Section 176 of the Home Rule Charter of the City of Rochester, Minnesota, as amended March llth, 1924, provides in part as follows: " - - - The Common Council may also provide for the issuance of bonds or certificates of indebtedness other than those authorized above, for the purpose of anticipating the collection of general taxes for the year in which they may be issued, without submitt- ing the proposition to the legal voters of the City, to .the amount of twenty five thousand dollars ($25,000*00) to be outstanding and unpaid at any one time, payable not more than one year after the date thereof, out Of the General or any other special fund of the City, with interest thereon at a rate not exceeding six percent (6'") per annum. - - - " and WHEREAS, It is deemed expedient and necessayy that a one thousand dollar ($19000000') certificate of indebtedness be issued and sold at this time to provide 'funds for financial assistance in the opera- tion of the said City Hog Farm; SO THEREFORE, Be it resolved by the Common Council of the City of Rochester, Minnesota: That a one thousand dollar ($1900000) City of Rochester, Minnesota, four and one quarter percent (4) certificate of indebtedness l dated February lst,19339 maturing February st919349 with the interest thereon payable semiannually on the first days of August and February, both principal and interest payable at the office of the City Treasurer of said City, be issued and sold, such certificate of indebtedness to be numbered one (1)9 and Be it further resolved by the said Common Council: That the said certificate of indebtedness shall be in substantially the following form: "United States of America State of Minnesota County of Olmsted. Clemens appeared before the Common Council and stated that he had provided for a meeting of the State of Minnesota Barber Examining' --Board, for the Council Chambers February 14th,1933, at 10:00 o'clock A.M. , and upon motion by Norton, second by Moody, the said Examining . Board were granted the use of the Council Chambers on that day for a sufficient time to open their meeting, after which they shall adjourn to the Community Room. Upon motion by Moody, second by Norton, the sum of 83.00 was appropriated from the General Fund and -it was ordered that -the said sum be paid to D.L.Williams, Postmaster, for stamps for use of the City Engineer. Upon motion by Miller, second by Moody, the City Engineer was granted permission to attend the State convention of surveyors and bngineers at ,St.Paul, Minnesota, February 21i3t, to 24th,1933, inclusive. Alderman Hicks transmitted the request of Ida L. Jaonke that she be permitted to build a garage in Third Street Southwest west of Ninth Avenue Southwest., and President Liddle referred the request to the Street and Alley Committee, and the City Attorney.
