minutes of a regular meeting of the @ommon Council of the
City of Rochester, Minnesota, held is the Council Chambers, in the City Hall, in
sai d City-, at 2: 00 o' clo ek P.M. , on April 3rd,1933.
Meeting called to order by President Liddle.
Roll Call, Present: Liddle, Amundsen, Dallman, Hicks, Miller,
Moody, Norton. Absent: None.
This being the tibae and place fixed for the opening of
proposals for the doing of the official pri)at;ing .and advertising for the City of
Rochester, Minnesota, during the official year commencing April 311933, the proposal
of the :-Rochester Post -Bulletin was opened and read, which was that if the minutes
of the meetings of the Common Council are published in full together with the legal
notices required, a reduction of 50% on the legal rate will be allowed.
Upon notion by Norton, second by Moody, the Chair was
requested to appoint a Committee for consideration of this proposal, ixatrueting
that they shall make their report at the -next meeting of this Common Council, and
President Liddle accordingly appointed the Finance Committee for that purpose.
President Liddle announced .this as the time and place fixed for
hearing on the sprinkling aAd treating of streets during 19339 and asked if there
was any person present who wisked to be heard relative to this service:
A remonstrance against the sprinkling with water of Ninth
Street Southeast, Tenth Street .Southeast , and the intersecting Avenues, signed by
ten residents of this locality, was read, and President Liddle referred the same
to the Sprinkling Committee.
Upon motion by Amundsen, second by Moody, the hearing on and
action on the sprinkling ,and treating of streets and avenues during the season of
1933, w4s *djourned and continued until 7:30 o'clock P.M., April 10th,1933.
Alderman Amundsen introduced the following resolution,
which was read;
"Be it resolved by the Common Council of the City of Rochester
Minnesota:
That the said Common Council of the City of Rochester,Minnesot , j
hereby adopts the following rules and regulations for the order of business of said
Common Council:
1. Roll Call. The roll call of the Common Council shell be had and taken
in its alphabetical order according to the names of the members, except that the
name of the President of the Common Council shall be called only at the first roll
call of each -meeting and then after that, at that meeting, only in the case.of a tie
vote when his name shall be called and vote taken after the expression of each. of the
other members of said Common Council.

2. Reading _and approval of the minutes of the preceeding meeting.
3. At first meeting the appointment of officers and committees.
4. Public hearings.

Upon motion by Dallman, second by dicks, that the said
resolution be adopted as read, and all voting in favor thereof, President
Liddle declared the said resolution duly passed and adopted.
The application of A. F. Wright, for appointment
as City Clerk, was read, and upon motion by Norton, second by "ricks, he
was appointed City Clerk for the ensuing official year.
The application of James T. Spillane, for appointment
as City Attorney, was read, and ul5on motion by Hicks, second by Moody, he
was appointed City Attorney for the ensuing official year.
The applications of C. H. Armstrong, and J. We ?yeller,
for appointment Ps City Engineer, were each read, and upon motion by
C. H *Armst Tong
Miller$ second by Amundsen, was appointed City Engineer for the ensuing
official year; the vote thereon being: Ayes: Amundsen, Miller, Moody,
Norton. Nays: Dallman,Hicks.
The app imatiots of Dr. C. H. Mayo for appointment on
the Board of Health, and as Health Officer, was read.
Upon motion by Hicks, second by Amundsen, Dr. Co Et
Mayo was appointed as a member -of the Board of Health for the terse of
office expiring oh the second Monday in April, 1936.
Upon motion by Mo.od;V,., tsecond .by'. Amundsen, Dr. Co H.
Mayo was appointe$ Health Officer for the ensuing official year.
The applications of H. C. Hanson, J. M. Ballard,
Geo. J. Anderson, Manfred H. Waldron, G. L. Barberree, and W: A` Wobbrock, .
for appointment as Milk Inspector, were each read; the application of W. A.
Wobbrock stating that he would take the office .for 1600.00 per year.
Upon motion by Hicks, second by Norton, Manfred He
Waldron, was appointed Milk Inspector for the ensuing official year.
The applications of Geo. F. Strifert and 30 F.
Brennan, for appointment as Sanitary Inspector, were each read, and upon
motion by Amundsen, second by Miller, Geo: F. Strifert, was appointed
Sanitary Inspector for the ensuing official year, all voting in favor therw
of except Alderman Norton, who voted "Nay". ,

The application of Loretta Matzke for appointment as Health
Office Stenographer, was read, and upon motion by Norton, second by Moody, Loretta
Matzke was appointed Health Office Stenographer for the ensuing official year.
The application of Jose Bosley for appointment as Visiting
Nurse,, was read, and upon motion by Moody, second. by Amundsen, Jose Bosley was
appointed. Visiting Nurse for the ensuing official. year.
The. applications of Don E. Postier, H. S. Blink, LeRoy A.
Berndt, and H. L. Schellin,l for appointment as Building ,Elect rical and Plumbing
Inspector, were each read; the application of H. L. Schellin carrying the offer
that he would fill those offices for $9000'00 Per year.
Upon motion by Norton, second by Amundsen, Don E. Postier
was appointed Building, Electrical and Plumbing Inspector for the ensuing official
year.
The applications of 0. E. McCoy, and Roy D. Ostrom, for appo
ment as City Weirhmaster, were each read, and upon motion by Moody, second by Hicks,
0. E. McCoy was appointed City Weighmaster, for the -ensuing official year.
The application of Henry C. Lindberg, for appointment as
Custodian of the City Hall, was read, and upon motion by Moody, second by Amundsen,
Henry. C. Lindberg was appointed Custodian of the City Hall for the ensuing official
yeah.
The application of Joseph J. Schuster, for appointment as
Assistant Custodian of the City Hall was read, and upon motion by Norton, second
by Moody, Joseph J. Schuster its appointed Assistant Custodian of the City Hall.
The application of Wm. R. Jones for appointment as City
Scavenger, and.City Dog Catchere was read.
Upon motion by Moody, second by Norton, Wm. R. Jones was
appointed City Scavenger for the ensuing official year. '
-Upon motion by Norton, second by Moody, Wm. R. Jones, was
appointed City Dog •Cat•cher for the ensuing official year.
The applications of A. C. Mewho rt er, Carl Podein, W. E.
Mitchell, Harvey W. Herrick, Robert E. Jahoda, Charles L. Wells, Taylor Cutshall
and Chas. D. Haldwin, for appointment as Assistant Superintendent of the Dumping
Ground, were each readt the applications of Harvey W. Herrick, and A. C. Mewhorter,
offering to take the position°:for $75.00 per month, and that of Carl Podein for
$50:00 per month.
Upon motion by Norton, second by Moody, we E. Mitchell was
appointed Assistant Superintendent of the Dumping Grounds for the ensuing official
year.
The appointment by the City Engineer, of George E. Stewart as
Assiblu'a d City Engineer during the ensuing official year, unless sooner remdved,
was read, and upon motion by 'Miller, second by Moody, the appointment was approved.
The report of the Milk Inspector for the six months
period ending the fore part of April, 19339 was read, and President
Liddle ordered that the same be placed on file.
The report of the Clergy: of the Municipal Court, for
the week ending April 3rd919339 showing criminal fines collected .113:409
civil fees received 08.309 conciliation court fees received 14.259
Olmsted County check 161.20. received for February91933, Municipal Court
fees, court costs charged to Olmsted County $13010, and fines, e.ollected
due to Olmsted County $10.00, was read, and President Liddle referred
the same to the City Attorney.
Upon motion by Moody, second by Miller, the sum of
$10.00 was appropriated from the General Fund and it was ordered that the
said sum be paid to Olmsted County, Minnesota, for local Municipal Court
fines co l l.ect ed due to Olmsted County, Minnesota
The monthly report of the City Treasurer for the
month arlding,�March 31st919339 -showing $329,432.30 as being on hand, was
read, and President Liddle{ ordered that the same be placed on file.
The annual report of the City Treasurer for the year
ending March 31st91933, was read, and President Liddle ordered that -the
same be placed on file:
The annual report of the Board of Park Commissioners
covering the Park Revenue Fund, and the Mayo Trust Fund, for the year
11 ending March 31st.1933, was read, and President Liddle ordered that the
same be placed on file*
The application of A. Go, Berndt 9 for public dance
permit at the Woodman Hall, April 8th,15th, 22nd, and 29th,1933, and May
6th,1933, was read. ,
The applications o f Alvin W. Hein, 14eo A. illuey (2) ,
Geo. Schuman, Carl Theel, McLaughlin & Oleson, Mrs. A. D. Watson, R. M.
Week, Ross Phill, and Philip Sternberg, for soft drink dealer licenses,
were each read, and upon motion by HicXs, second by Dall4an, licenses
were granted.
The application of McLaughlin °N .Oleson, for pool and
billiard table license at 323 Broadway, Street South, covering the operation
of six tables, was read, and upon motion by Dallman, second. by Amundsen,.
license was granted.
Upon motion by Ticks, second by Miller, the
matter of public liability and property damage insurance on taxicabs, .
free. buses and free taxicabs, was referred to the License Committee,
the City Attorney, the Chief of Police,and the Mayor was requested to

Upon motion by Miller, second by'Norton, the City Clerk was
instructed to notify the Minnesota Northern Natural Gas Company and the Rochester
Bus Line, that they shall forthwith file their 1932 operation statements as provided
for in Section 291 of the Charter of this City, and Ordinance No.320 of this City.

the Police Civil Service Commission, ror the period ending' on the second Monday in
Apri1,919369 was read, and upon motion by Moody, second by Amundsen, the said
appointment was confirmed. r
The appointment by the Mayor of A. A. Hicks, as a member of
the Public Utility Board for the period ending on the second Monday in April91936,
was read, and upon motion by Moody, second by Norton, the said appointment was
confirmed.
The appointment by the Mayor of A. R. Nachreiner, as Park
Commissioner'Iat Large, for the period ending on the second Monday in Apri1,1935,
was read, and upon motion by Hicks, second by Amundsen, the said appointment was
confirmed.
The appointment by the Mayor of Wm. Enke, as Park Commissioner i
the Second Ward, for the period ending on the second Monday in April, 19359 was read
and upon motion by Norton, second by Moody, the said appointment was confirmed.
The following copy of resolution passed and adopted by the
Public Utility Board, was read, and President Liddle ordered that the same be
placed on file:

A copy of Senate File No.85, being; the so-called
Boxing Bill, as passed and adopted by the 1933 Session of the Minnesota
legislature, was presented to the Common Council, and President Liddle
ordered that the same be placed on file.
Special bulletin by the League of Minnesota Munici-
palities, relative to the licensing and regulating of the sale of beer, and
a model ordinance form, were each read, and President Riddle ordered that
the same be placed on file.
The following communication was read, and President
Liddl e ordered that the same be placed on file and that the City Clerk
reply to the effect that the person mentioned therein was working for the
City Engineer's department and was paid. immediately for his work, so he
has nothing coming at this time:

Alderman Dallman introduced. a resolution granting public
dance permit to A. G. Berndt, .for April 8th9l5th, 22nd, and 29th,1933, and for
May 6th, 1933, and fixing the fee at $15.00, which was read.
Upon motion by Amundsen, second by Moody, that the said resolu-
tion be adopted as read, and all voting in favor thereof, President Liddle declared
the said resolution duly passed and adopted.
Alderman Moody introduced the following resolution, which was
read:
"Be it resolved by the Common Council of the City of Rochester,
Minnesota:
That the sum of $1,0006'00 be and the said sure Is hereby
appropriated from the General Fend of said City and ordered paid to City Farm Fund, Y
ing the money received thru the sale of a certificate of indebtedness sold March 30tl
1933,
The Mayor and City Clerk are hereby authorized and directed to
draw a warrant for said sum upon the City Treasurer in accordance herewith, and
cause said payment to be made*"
Upon motion by Hicks, second by Amundsen, that the said
.resolution be adopted as read, and all voting in favor thereof, President Liad.le

The matter of the number of Pat.rolmien to/authorizedfor this
official year was discussed and President Liddle referred the subject to the Police
Committee and the Chief of Police, and requested that the Mayor act with this
Committee, for recommendations.
Alderman Norton introduced a resolution authorizing the
schedule of electric rates requested in Public Utility Board resolution quoted
above, effective on all billings as of May lst, 1933, which was read*,

Alderman Miller introduced the foll.owin.g resolution,

That the City Weir_.hmaster be and he is hereby
required to keep the City Scales open for business ancl- the City Gasoline
Pilling Ctation open for the filling of cite owned motor vehicles during
the following. hours, to wit:
. From 7:30 A. M. until 11:30 A. M. and from 12e30 POMO
until 5:30 P.M., excepting Sundays and Holidays, also to have all weiEh
tickets serially numbered in duplicate."

Aldermen Hicks introduced the following resolution,
"Be it resolved by the Common Council of the City of
Rochester, Minnesota:
That in addition to the duties ailrea.dy imposed upon the
Plumbing Inppector of said City of Rochester, tbele
is hereby imposed upon said official the additional duty of License
Inspector of said City whose duty it shall be to check, investigate
and report to the. Common Council of said City the number, class and
status of all licensees under the ordinances of said Citi•, including the
number, class and other necessary. information of all delinn�aent licensees
under the ordinances of said City. It shall be his duty to see that
all classes of business or trades required to be licensed have at the
Proper time an application for same as required by said ordinances. Such
reports on said delinquent licensees shall be made Nvhenever the Common
Council. shall direct.
Be it further resolved by said Common Council:
That the said License Inspector shall receive no addi-
tional compensation for the discharge of the aforesaid duties over and
above that prescribed by said Common Council for the position end office
of Build.ina, electrical, and Plumbing Inspector."
Upon motion by Miller, second by Moody, that the said
resolution be adopted as read, and all voting in favor thereof, President
Liddle declared the said resolution dilly passed and adopted.
Alderman Miller introduced the followinn resolution.
which was read:
"Be it resolved by the Common Council of the City of
Rochester, Minnesota.
That the Street & Alley Committee and the City
Engineer, are hereby authorized and instructed to proceed with thie -Tork
of repairs and maintenance of the paved streets, avenues end alleys.
The maintenance of the earth and grr%vel streets,
avenues And alleya. The repairs -and maintenance of Sanitary Sewers and
Store Sewers within the City of Rochester, and to employ the necessary
labor, and. Purchase the necessary tools and material to carry on the work
as provided in Chanter No.9-Section's IIA-122 inclnsive."

Annual Reports, for the fiscal year ending March 3191933.
Upon motion by Norton, second by Amundsen, the City Clerk
was instructed to noti" the Board of Education of School District NOVS, that
there will be a material reduction made by the Common Council of this City on their
1933 tax levy request if it does not show a "material reduction" over that levied foi
the year 1932, and that the Common Council cautions that in making future employe
contracts the said Board of Education should keep that situation in mind.
Rude Jauert and Merton Eastlick,made complaint of flood damage
to their property and claimed that the dam.. at .the Slatterly Park bathing pool was
the direct cause of it, at which - President Liddle referred the matter to the Street
& Alley Committee, the City Engineer, the City Attorneyri and the President of the
Park Board.
Upon motion by Miller, second by Moody, the opening ei propo
for being desiMated as City depositories was adjourned and continued to 7:30 o'clo
P.M., April 3rd,1933.

In accordance with adjourned hearing and acV'on
thereon, the following proposals for being designated as City Depositories
were each opened and read:
Rochester Loan & Trust Company: „,50,000.00 deposit,
one per cent (1%) per annum on certificates of deposit, or savings
account, but if withdrawn before six months at the rate of W of 1 per

Alderman Miller introduced a resolution designating
the First National Bank of Rochester, Minnesota, as a depository for

which was read.

said resolution be adopted as read, and all voting in favor thereof,
President Liddle declared the said resolution duly passed and adopted.
Alderman Hicks introduced a resolution designating the
I Union National Bank as a depository for $50000.00, in accordance with
their Proposal of April 3rd919331, which was read.
Upon motion by Amundsen, second by Dallman, that the
said resolution be adopted as read, and all voting in favor thereof,
President Liddle declared the said resolution duly passed and adopted.

Aldermen Amundsen introduced . a resolution designating the
Olmsted County Bank & Trust Company as a City depositor.. for $25,000.00, in accord -
ante with their proposal of April 3rd919339 which was read.
Upon motion by Miller, second by Moody, that the said
resolution be adopted as read, and all voting in favor thereof, President Liddle
declared the said resolution duly passed and adopted.
Alderman Dallman introduced a resolution designating the
Rochester Loan & Trust Company as a depository for $5090009'00 in accordance with
their proposal of April 3rd,1933, which was read.
Upon motion by Moody, second by Amundsen, that the said
resolution be adopted as read, and all voting in favor thereof, President Liddle
declared the said resolution duly passed and adopted.
The following communication was read, and President Liddle
ordered that the same be placed on file:

Common Council
City. of Rochester, Minn.
Dear Sirs: ,
This being the time of year that is given over to the matter of
budgeting the annual expense and salaries; I as one of the business men of
the city ask your consideration as to the maintenance of certain levels
and matters of justice as far as salaries go, as received by the different
City Officers.
It is my opinion that to do any amount of "cutting" is very retro-
active to th a business men of the town, and should not be used as a way to
gain the ends of economy. It is very harmfull and I can see no reachiAg
results .from a tearing -down plan of operation: Too as a business man it is
my opinion that these men are all loyal to their community and should it
be that any of them are paid very commensuately, that even then the community
is prospering in turn with their spending, and in the eventuality the liquida-
tion of monies is for the better. Lowering of standards is one of our biggest
fights and should not be an excuse for economical action.
It is my opinion that the plan of Scrip Money while not having
accepted has some of the same elements in its operation as does any money
system ---------- turn over.
We as Citizens must today stand for our standards---- We must look
upon standards to some extent; patriotic. Today our president says; "Buy Now".
To lower salaries destroys buying power to the degree of the lowering and
robs the man of that opportunity to serve and contribute to prosperity.
As a business man of this community I ask you to be very careful
in the lowering of any salaries if any. r

Alderman Amundsen introduced a resolution fixing the salary
of the City Clerk at $2997iOQ for the ensuing official year, which was read.
A. F. Wright expressed his appreciation for the re -appointment
as City Clerk but objected to the scheme for salary reductions, that of ten percent
on salaries above $390009, five percent on those from $1800.00 to $3000.00,
nothing on -those below $1800.00, and insisted that if salary cuts, due -to
the depression, had to be made they should have .applied to all salaries on
the same percentage.

"Be it resolved by the' Common Council o f the City of

That the salary' and compensation of the City Assessor
of the City of Rochester, Minnesota, and the Deputy Assessor of said,City,
the same to cover the salary and compensation of both the Assessor and
such deputies as may be appointed by the Assessor upon the approval of the
Commcn Council of said City, he and the same is hereby fixed and allowed
at the total sum of $4770000 per year for said officers; said salary and
compensation to be $442.50 per month for each of the months of April,
May and June 1933, and $382.50 per month for each of the months July,1933
to March 19349 inclusive.
The Mayor and City Clerk of said City are hereby
authorized and directed to draw warrants upon the City Treasurer and make
payments accordingly."

Alderman Dallman introduced the following resolution,
which was read:
"Be it resolved by the Common Council of the City of

That the City Scavenger of said City, du in the
ensuing official year, shall be allowed to charge not to exceed 6.00 per
cubic yard for the first yard removed in the cleaning of vaults and
cesspools, and $4.00 for toe next .cubic yard, and each additional yard

Alderman Norton introduced a resolution fixing the
salary of the Clerk of the Municipal Court at $1350.00 per year during the
ensuing official year, which was read.

Alderman Moody introduced a resolution fixing the

members of the Board of Health at $25000 each per year, which was read.

Alderman Miller introduced the following resolution, which was

of said City, the said salary and compensation to be payable semi-monthly; one-half

year, -he to furnish privately owned automobile for use in his official duties,
which said automobile shall be furnished and operated at his expense."

Alderman Dallman introduced a resolution fixing the salary

privately owned automobile operated at his expense, 0621.00 thereof to be from the
General Fund and $621,00 from the City Farm Band, which was read.

Alderman Amundsen introduced a resolution fixing the salary
and compensation of the City Clerk's Stenographer at $135.00 per month, which
was read.
Upon motion by Moody, second by Miller, that tie said resolu-
tion be adopted as read, and all voting in favor thereof, President Liddle declared
the said resolution duly passed and adopted.
Alderman Amundsen introduced a resolution fixing the salary
of the Visitin, Nurse at $1682.00 per year, which includes the furnishing of a
Privately ommed automobile operated at her expense, which was read.

said resolution be adopted as read, and all voting in favor thereof, President
Liddle declared the said resolution duly passed and adopted.
Alderman Amundsen introduced the following resolution, which

That the wages of the three operators to be employed by the
City En-ineer for the operation of the local Sewage Disposal Plant be and the said

the p-eriod ending on the second Monday. in April, 1934.
