of the City of Rochester, Minnesota, held in the Council Chambers, in the
City Hall in said City, at 7: 30 o'clock P.M., on April 17th,1933.
Meeting called to order by President Liddle.
Roll Call. Present: Liddle, Amundsen, Dallman, Hicks,
Miller, Moody, Norton. Absent: None.
The call for the special meeting was read; said meeting
being called for the purpose of action on trunk line sanitary sewer plans,
specifications, etc. , and any other business that the said Common Council
might deem proper.
This being the time and place fixed for adjourned and
continued hearing and action on the sprinkling or treating of streets and
avenues during the season of the year 19339 the following petitions and
remonstrances 'relative were read, and President .Liddle ordered that the
same be placed on file:

authorizing and directing the City Engineer to secure the necessary labor
and material and do the said sprinkling or treating in accordance with the
specifications for the same, with the cost and expense thereof to be
assessed and realized in accordance with resolution passed al:d adopted
Varch 15th,1933, which streets, avenuesand alleys are as described in
notice of hearing published in the Rochester Post -Bulletin, March 18th,1933,
which was read.
Upon motion by Dallman, second by ricks, that the said
11resolution be adopted as read, and all voting in favor thereof, President
iddle declared the said resolution duly passed and adopted.

J. G. Perry as Chairman of a Chamber of Commerce Committee on
the subject,
asked
that
the Common Council defer
action
on the Trunk
Line sanitary
sewer plans,
until
such
time as the feasibility
of the
First Avenue
Northeast route
can be investigated as against the proposed Broadway Street North route.
John J. Kerr asked that consideration be given to the
construction of the proposed trunk line sanitary sewer in First Avenue Northeast,
from Thirteenth Street to Sixth Street, instead of Broadway Street North, and filed
.
an abstract showing the ground elevation for each route in support of his claim that
the First Avenue route would be cheaper+
Upon motion by Moody, second by Miller, the City Engineer
was
instructed
to prepare plans, profiles,
specifications
and estimate of cost for
the
Northeast
section of the proposed trunk
line sanitary
sewer.
The City Engineer submitted plans, profiles, specifications
estimate of cost for the proposed trunk line sanitary sewer in Broadway Street
North and Sixth Street Northeast, his est imat a of cost for the same being quoted
as follows:

Gentlemen:
I am furnishing to you plans, specifications and pro Lile, for
the construction of s trunk -line- sanitary -sewer to be constructed in
parts of Outlots No.8-9 and No.10 of the Northern Addition to the City
of Rochester, from the present and future Disposal Plant, (if any there be)
to Broadway- Street North, thence in Broadway Street North and South to
the center line of 12th Street South; and in 6th Street Northeast, from
Broadway Street North to 1st Avenue Northeast.
And, Mans., profiles and specification for construction of a
Sanitary Sewer in 6th Street Southwest, 2nd Avenue Southwest, and Soldiers'
Field, from Broadway Street South to the present Sewer Lift at 7th Street
and 4th Avenue Southwest.
The present construction program beinr_; limited to. construction
of a section, beginning at Broadway Street North and 1.3th Street Northwest,
and running south to 6th Street Northeast ; thence East in 6th Street North-
east to 1st Avenue Northeast, the same being designated as Section No.2 of
General Plant- Sheets No's 4-5 and 12 of General Plans.
I submit the following estimate of cost:

182 sqr yds. pavement removed and replaced

In 6th Street Northeast, from Broadway to 1st Avenue
Northeast:
347 ft. of 16" Pipe Sewer..

581 -Cubic yds. excavation
347 ft . ^of pipe saddle.
The cost of the construction from 13th Street North to
1st Avenue Northeast is estimated to amount to 1 20646.95
3% for office expense, field work and inspection 619.47
Total estimated cost, $ 21268.42
The entire plan bears the approval of the Division of
Sanitation of the Minnesota State Board of Health.
For the reason that the plan has not been returned to
the city, I am furnishing blue prints of the plans, and specifi-
cations, which do not bear the :signature of Mr. Whitaker, Director
of the Board of Health.

Upon motion by Moody, second by Hicks, it was ordered that the said
plans, profiles, specifications and estimate of cost presented by the
City Engineer, be tabled for the present,and that he be instructed to
investigate and report on the feasibility of routing this sanitary sewer
in First Avenue Northeast, between Thirteenth Street and Sixth Street,
all voting in favor thereof except Alderman Norton • who voted "Kay".,
Upon motion by Ricks, second by Amundsen, the special
committee on the matter of milk ordinance amendment, was given more time
in which to make their report, that is until the next meeting of this
Common Council. • _
The report of the Clerk of the 14unicipal Court for the
week ending April 17th,1933, showing criminal fines collected 4N3.60 ,
civil fees received $.25, conciliation court fees received ',�1.50, court
costs charged to Olmsted County .19,45, and fines collected and remitted
direct to State Treasurer r,80.00, was read, e�:fid President Liddle referred
the same to the City Attorney.
The following official bonds were read, and upon
-motion by Moody, second by Norton, the sureties thereon were accepted,
the said bonds were approved and it was ordered that the same be placed

The application of E. A. Rae, for a public dance permit at the
Woodman Hall, April 19th,1933, was read. '
. The applications.of Fred, W, Oesterreich (2) , Louis Phill and
Morey Kitzman, for licenses to sell soft drinks, were each read, and upon motion
by Hicks, second by Amundsen, licenses were granted.
The applications of Mrs. Ione Anton and Fred W. Oesterreich
for "On Sale" licenses to sell non -intoxicating malt liquors, and the applications
of Mrs. Ione Anton, Fred W. Oesterreich and Richard Ehlert, for "Off Sale" licenses
to sell non -intoxicating malt liquors, were each read, and upon motion by Dallman,
second by TrIoody, licenses were granted.
The fpplication of John Joachim for an "On Sale" license to
sell non -intoxicating malt liquors at 605 Broadway Street North, was read, and
President Liddle referred the same to the License Committee.
The application of J. P. Banks for"an Sale" and"Off Sale"
licenses to sell non -intoxicating malt liquors at 842 Fifteenth Avenue Southeast,
were read, and a motion by Dallman, second by Miller, that the said licenses be
not gr#inted, carried by all voting in favor thereof.
The application of Mike Peterson for a plumber's license was
read and upon motion by Dallman, second by Moody, license was granted covering the
Period April llth,19339 to April 10th,1934.
The plumber's license bond of Mike Peterson, with the Fidelity
& Casualty Company of New York as surety thereon in the amount of $1,000.00 was
read, and upon motion by Moody, second by Amundsen, the said surety was, accepted,
the said bond was approved, and it was ordered that the same be placed on file.
The application of George L.. Morrison, doing Imsiness as
Morrison Electric Company, for an electricians license, was read and upon motion
by Hicks, second by Moody, license was granted covering the period April 3rd91933, tc
April 2nd,1934,
The electrician's license bond of George L. Morrison, doing
business as Morrison Electric Company, with the Fidelity & Casualty Company of
New York, as surety t-.ereon in the amount of $19000.00 was read, and upon motion by
Hicks, second by Dallman, the said surety was accepted, the said bond was approved,
and it was ordered that the same be placed on file.

one dead end;
67 main in 3rd St.N.E. from.l4th to 16th Ave-N.E.- sewer but. no water;
6" Main in 12th and 13th Ave. S.& N.W. from 1st St. S.W. to lst St.
N.W. in each avenue, providing W.Center. St. with fire Pro-
tection;
6" Main in 16th Ave.N:W. from W.Center to 1st St-N.W. and from lEt:h.
Ave. to 13th Ave. in 1st St.N.W. eliminating one dead end and
materially strengthen the distribution system in that part of
the city, and
Be it and it is hereby resolved by the said Public Utility
Board that the Common Council of the said City be requested to
authorize such action."
"Be it and it is hereby resolved by the Public Utility
Board. of the City of Rochester, Minnesota that the Ron. Common '
Council of the said City be and is hereby requested to authorize
the said Board to enter into a contract with the Keys Well Drilling
Company for the furnishing of all the ].abort tools, materials and
equipment required for the drilling of a well, in accordance with
plans and specification s and a guarantee as to water flowage in
the amount of six -hundred (600) gallons of water per minute, with a
Johnson Welded Well Screen of 10 ' 3/8 inches inside diameter and a length
of 22 feet for the amount of TWO THOUSAND DOLLARS ($2000.00) , said
Company being the lowest responsible bidder."
"Be it and it ib hereby resolved by -the Public Utility
Board of the City of Rochester Minnesota that the Hon. Common Council
of the said City be and is hereby requested to authorize the said Board
to enter into a contract w:'.th the McWane Cast Iron Pipe Compar7 for the
furnishing of 2800 feet of McWane Class 150 B & S 6" Cast Iron Pipe and
600 feet of McWane Class 150 B & S 4" Cast Iron Pipe at prices of 61.8
cents and 41 cents per foot respectifely, together with approximately
two tans of 4" and 6" Cast Iron Specials at prices of $110.00 and $100.00
per ton respectively -all prices FOB Cars Rochester, Minnesota; the tots]_
amount of the said Contract being approximately "PWEM,'Y ONE HUNDRED AND
EIGHTY DOLLARS ($2180.00) . "
The following copy of` resolution passed and adopted
by.the.Pu-lic Utility Board was read, and President Liddle ordered that
the same be placed on file:
"WHEREAS, the Honorable Common Council has authorized
the Public Utility Board to appropriate from the Public Utility Fund to
the Sewer Fund. of the City of Rochester, Minnesota, the amount of ONE

City to be used for the improvemeats mentioned in the foregoing paragraph

stipulation that the Public Utility Board have a voice, in so far as
possible, in the selection of the personnel to be employed in order to
assist the said Board in maintaining service to such customers as have beer

Upon motion by Nicks, second by Amundsen, the' City
Clerk was authorized to secure a complete set of blue prints from the
City Assessor plat records for use in his office, in accordance with the
quotation of H. A. Rogers Company, under date of April 15th,1933.
The _City Clerk announced the' receipt of 0112.15 from
the Franklin Heating Station for 2 cent per thousand cubic feet on
natural gas used during Marchr19339 that is, 22,430,000 cubic feet.
The appointments by the Mayor of Carlton E. Anderson
as a Special Patrolman April llth, to 17th119339inclusive, and of Mrs.
Mabel S. Mestad as Social Welfare Worker to hold office until the second
Monday in April,19341 unless sooner removed, were each read, and President
Lidd.le ordered that the same be placed on file.

Upon motion by Hicks, second by Amundsen, S. 0. Enevold was
appointed as a Firemen,&s Civil Service Commissioner for the period ending on the
second Monday in April,1936.
Petitions signed by a number of local business mein relative
to sign license fees, were read, and President Liddle referred the same to the
Liuense Committee, the City Attorney, and the Building,Electrical.and Plumbing
Inspector, the said petitions being headed:
"We, the undersigned business men in the CiLy of Rochester, do
heretry petition your Honorable Body to amend the so-called sign ordinance
�n this city so as to provide for a more reasonable license fee for signs.
We feel that the present fee for a sign license is not reasonable and a
relic of the days when the dollar was cheaper. Many of us carry public
liability insurance for our protection and pay the sign license in addition
to that. We respectfully request immediate action on this matter in order that
the rates may be available for 1933."
The following report by the City Attorney was read, and Presi-
dent Liddle ordered that the same be placed on file:

of $32.00 was appropriated from the Street f Alley Fand and it was ordered
that the said sum be paid to Roy Schilds as compensation .for injury
during the period March 31st,1933, to April 13th91933, b,:,th dates inclusive.
Alderman Amundsen introduced the following; resolution,
which was read:
"Be it resolved by the Common Council of the City of
Rochester, Minnesota:
That the sun o f A1000:00 be and the said sum is
hereby appropriated from the General Fund Code 18 of said City and ordered
transferred to General Fund;Code 7.
The Mayor and City Clerk are hereby authorized and
directed to draw a warrant for said sum upon the City 'treasurer in
accordance herewith, and cause'said payment to be made."
Upon motion by Hicks, second by Miller, that the
said resolution be adopted as read, and all voting in favor thereof,
President Lid.dle declared the said resolution duly passed and adopted.
Alderman Hicks introduced the following '' ;resolution,
which was read:.
"Be it resolved by the Common Council of the City of
Rochester, Minnesota:
That the sum of 'I>19000.00 be and the said sun is
hereby appropriated from the General Fund Code 7 of said City and ordered
Paid to Julius J. Reiter, Malror, for use in his Contingent Fund; he to
properly account for the disbursements therefrom.

The Mayor and City Clerk are hereby authorized and directed. to
draw a warrant for, sp�ijd stun upon the City Treasurer in accordance herewith, and
cause said payment to be made. ".
Upon. motion by Miller, sepolid by moody,, that the said resolu-
tion be adopted as reed, and all voting in favor thereof, President Liddle declared
the said resolution duly passed and adopted.
Alderman Miller introduced a resolution aPP'ropriating $547.06
from the Park Improvement Fund and ordering payment made to the Mayo Trust Fund for
payrolls for labor during the period of the weeks ending April 7th,19339 and April
14th,1933, which was read.
Upon motion by Amundsen, second by Moody, that the said resolu-
tion be adopted as read, and all voting in favor thereof, President Liddle declared
the said resolution duly passed and adopted.
Alderman Hicks introduced the following resolution, which was
read;
"Be it resolved by the Common Council of the City of Rochester,
Minnesota:
That the salary of the Superintendent of Parks, for the ensuing
official year be and the same is hereby fixed and allowed as follows: $2292.00 per
year which includes salary and use of personally owned automobile; the City of
Rochester to furnish gasoline to it while in use on public work.
The Mayor and City Clerk of said City are hereby authorized and
directed to make payment of said salary from the Park Improvement. Fund, one half of
the monthly installment thereof being due and payable on the 16th day of the month,
and one half thereof being due and payable on the lash day of the month during the
said official year. "
Upon motion by Hicks,-seeond by Norton, that the said,resolu-
tion be adopted as read, and all voting in favor thereof, President Liddle declared
the said resolution duly passed and adopted.
Alderman Miller introduced a resolution authorizing the
Public Utility Board to enter into contract with the Keys Well Drilling Company,
in accordance with their above quoted resolution request, and fixing the amount of
the bond to be given by the said contractor at the sum of $29000.00, which was read.
Upon motion by Miller, second by Moody, that the said resolu-
tion be adopted as read, and all voting in favor thereof, President Liddle declared
the said resolution duly passed and adopted.
Alderman Norton introduced the following; resolution, which was
read:
"Be it resolved by the Common Council of the City of Rochester,
Minnesota:
That the authority requested in the f of_owinn quoted resolution

in so long as no one of the specific improvements amount to more than
$500.00 for labor costs, the above authority is granted even t) o the total
for the five projects would exceed the limitation on improvements that can
be done with advertisement f®r bids. "
Upon motion by Norton, second by Amundsen, that the
said resolu tion be adopted as read, and all voting in favor thereof,

Alderman Moody introduced a resolution authorizing
the Public Utility Board to enter into contract with the TAcWane Cast Iron

Upon motion by Moody, second by Dallman, that the said

Alderman Amundsen introduced a resolution granting
blic dance permit to E. A. Rae, for the Woodman `:all, April 19th,
II1933, and fixing.the fee at $30-00, .which was read.
Upon motion by Dallman, second by Amundsen, that the .
said resolution be adopted as read, and all voting in favor thereof,
resident Liddle declared the said resolution duly passed and adopted.

Quotations from local agents for premium on, $25,000.00 official
bond for the City Treasurer, were read, and upon motion by Hicks, second by Amundsen,
it was ordered that T. F. Kennedy write tbls $25•,000•.00 bond on his quotation of
1212.50 premium and that the $50,000.00 City Treasurer bond now in effedt be cancelle
at the time Mr. Kennedy's bond is effective.

Upon motion by Hicks, second by Amundsen, the City
Engineer was authorized and directed to.secure the services of a, bridge
expert from the State of Minnesota Highway Department, for inspection and
recommendations relative to the repair of the rburth Street Southeast
bridge over the Zumbro River.
Upon motion by Miller, second by Amundsen, the Chief
of the Fire Department was authorized to prepare and submit plans and
specifications for a chassib;engine, body, cab, and some ladders, for
assembly here, so far as possible.
President Liddle referred to the Sewer Committee and
the City Engineer, the matter of securing right -'of -way for the trunk line • °
sanitary sewer where First*Avenue Northeast,, if extended, would run
between Sixth Street Northeast and Seventh. Street Northeast.
