HomeMy WebLinkAbout04-27-1933.01 l Minutes of a special meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers, in the City Hall, in said City, at 7:30 o'clock P.M., on April 27th,1933. Meeting called to order by President Liddle. Roll Call. Present: Liddle, Amundsen, Dallman, Miller, Moody, Norton. Absent: Hicks. The call for the special meeting was read; said meeting being called for the purpose of further consideration of trunk line sanitary sewer matters,and any other business that the said Common Council might deem t proper. The report of the Clerk of the Municipal Court, for the week ending April 24th,1933, showing criminal fines collected $94.00, civil fees received $5.70, conciliation court fees $4.759 and court costs charged to Olmsted County $4.80, vas read, and President Liddle referred the same to the City Attorn General Balance sheet, trial balance, fund statement, state - went of unexpended budget appropriations, etc.,, -prepared by the City Clerk, as of March 31st,1933, were laid before the Common Council, and President Liddle ordered that the same be placed on filo. Balance sheet, income statements, etc., of the Public Utility Departments, prepared by the Secretary of the Public Utility Board, as of March 31st ,1933, were laid beforo the Common Council, and President Liddle ordered that the same be placed on file; the said income statements shoring a net profit in the Light Department for March,1933, of $6589.15, and for Vrle year of $92,130.03, a net profit in the Water Department .for March,1933, of $3579.91, and for the year of 030,149.04, and a net loss .in the Steam Heating Department for flarch,1933, of $3677.25, leaving; a net profit for the year of $780.88. The applicatiuns of John M. Ramaussen, Harry Margellos, and F. G. Desnoyers, for soft dtink dealer licenses, were each read, and upon motion by Dallman, second by Amundsen, licenses were granted. The application of Harry Peder !on for license to operate two pool tables at No.305 Broadway Street South, was read, and upon motion by Dall- man, second by Amundsen, license was granted. . The application of Wm. Hagedorn for a plumber's license, was read, and upon motion by Miller, second by Moody, license was granted, covering the period April 19th,1933, to April. 18th,1934. The application of the H. & H. Electric Company for an electrician's license, was read, and upon motion by Amundsen, second by Miller, license was granted covering the period April 20th,1933, to April 19th,1934. a I The applications of. Podolske & Alkire, Roy E. Ginther, and L. A. Zimmerman, for "Op.. Sale" licenses to sell non -intoxicating malt liquors, were each read, ar.d upon motion by Dallman, second by Miller, the same were referred to the License Committee. The application of the Board of Park Commissioners, for an "On Sales license to sell non -intoxicating malt liquor at Soldier Field, was read, and upon motion by Miller, second by Moody, license was granted. The applications of W. F. Klee, A. C. Tilford, L.A. Zimmerman, Podolske & Alkire, and Mrs. Ernest A. Fitting, for "Off Sale" licenses to sell non -intoxicating malt liquors, were each read, and upon motion by Miller, second by Moody, the said applications were referred to the License Committee: . IIThe following appointment was read, and President Liddle ordered that the same be placed on file: "April 17th91933. Honorable Mayor and Common Council, City of Rochester, Minnesota.. Gentlemen: Effective on this date, I hereby appoint Miss Elsie M. Rutz, Second City Clerk's Stenographer, under and pursuant to resolution passed and adopted April 5th,1933. Respectfully submitted, A. F. Wright , City Clerk. " The following copy of emergency authorization was read, and President•Liddle ordered that the same be placed on file: " April 229 1933 C.H.Armst rong City Engineer Rochester, Minnesote6 WHEREAS, at the time of the opening of bids for the furnishing of calcium chloride to the IKity of Rochester for the 1933 season it was felt that the proposals as made were hither than 4ecessary and all bids were rejected, and,WHEREAS, it now appears that there is need for the i.Be of calcium chloride on several of the streets of the City of Rochester and it is my belief that a saving can possibly be affected by the pur- cha6e of calcium chloride by you in the open market. Therefore, under the provisions of Section 264 of the charter of said City I hereby declare the existence of an emergency and feel that the delay occasioned by readverti.sing of bids will cause damage to the public interests I authorize you as City Engineer of said city to go into the open max-kst and purchase for the present not to exceed sixty tons of calcium chlor- ide from the Botsford Lumber Company at a price of $2,6.40 per net ton, less $0.195 per ton net, if paid for in 10 ,days from date of invoice. _Respectfully, Julius J. Copy to City Clerk 4-22-33 C.H.Armstrong, City Engr." 403 The following communication was read, and upon motion by Amundsen, second by Dallman, the City Engineer was authorized to comply accordingly: "Rochester, Minnesota April 24, 1933 Honorable Mayor and Common Council City of Rochester Gentlemen: I I The Fire Prevention Com-nittee of the Chamber of Commerce is making elaborate plans for C1ean=Up, Fix -Up, and Fire Prevention Cam- paign to start the first of May. Re would like, to have the co-operation of the City Engineer's Department in sending his trucks and men out to the various sections of - the City to collect rubbish and leaves during the first week in May. a We shall appreciate very much if you will grant the City Engineer authority to do this work. " Upon motion by Miller, second by Amundsen, the City Clerk was instructed to issue notice to the Co -Operative Oil Company that they may deliver gasoline by truck loads to the tank in Soldier Field until further notice, and that he notify the Secretary of the Park Board that the gasoline furnished to the tank in Soldier Field must be fully and correctly accounted for; the following being copies of letters written by the City Clerk under the above instructions: " April 289-1933. Co -Operative Oil Company, i City. Gentlemen: The recent order given to your company to the effect that you shall make no deliveries on the City gasoline contract except to the City i Filling Station, is hereby amended to the effect that you may deliver , gasoline, by truck loads, to the tank in Soldier Field, until further notice. Yours truly, A. F. Wright City Clerk. " "April 28, 1933. Mr. Wm. Enka, Secretary of the I Park Board, i City. I Dear Sir: In connection with the amendment to the Council's order to the Co -Operative Oil Company, which now allows them to furnish gasoline to your tank in Soldier Field, this amendment was made with the condition that you keep a full and correct record of the gasoline that you issue from this tank in Soldier Field, so that the supply delivered there will be accounted for in the record which you are to file in this office. The following copy of resolution passed and adopted by the Commissioners of the Sinking Fund, was read, and upon motion by Miller, second by Moody, the action set forth therein was approved, and it was ordered that the same be placed on file: "Be- it resolved ley the Commissioners of the Sinking Fund of the City of Rochester, Minnesota: That the sum of 07867.96 be and the said sum is hereby appropriated from the Sinking Fund of said City and it is ordered that the said sum be paid to the First National Bank of. Roc.hester,t4inneso- ta, for $59000,00 State of Minnesota 44� Rural Credit Bonds due February 15th,1944, and $3,000.00 State of Minnesota 4 % Rural Credit Bonds due June ya lst919549 purchased from the First Securities Corporation of St. Paul,' Minnesota, and forwarded through the said First National Bank; $7771.94 thereof being for principal on the said bonds after discount, anti $96.02 thereof being for accrued interest on the said bonds. This, appropriation being made,$984.91 from Code 16 of the Sinking Fund, 1,976.19 from Code 25, $8.72 from Code 26, $2928.61 from Code 23, $26.16 from Code 249 $2890.95 from Code 231, and $52.42 from Code 24." The following improvements recommended by the Fire Underwriters Inspection Bureau,for the Sewage Disposal Plant, were read, and President Lid.dle ordered that the Lone be placed" on file: Limit gasoline in buildings to one :r1allon and provide can approved by 'the Underwriters' Laboratories, Incorporated for :storage. 2. Move portable forge to boiler room and use only in this place. 3. Limit oil storage to five barrel maximum at all times. " Alderman Hicks came in at this time and took his Chair. A-. newspaper clipping from the St. Paul Dispatch of April 21, 19339 referring to the ruling given by the .Attorney General of Minnesota, to the City Attorney of Redwood Falls, Minnesota, that the issuance of scrip stamp mone-• illegal, was read, and President Liddle ordered that the same be placed on file. The official bond of Henry C. Lindberg, as Custodian of the is City Mall, with the Fidelity & Casualty Company of New York as surety thereon in the amount of �500,00 9 was read, and upon motion by Moody, second by Norton, the said surety was accepted, the said bond was approved, and it was ordered that the same be placed on file. The electrician's license bond of TT. & R. Electric Company, with the Aetna Casualt�r &Surety Company as surety in the amount ofY1,000.00 , was read, and upon motion by Miller, second by Moody, the said surety was accepted, the sai(" bond was approved, and it was ordered that the same be placed on file. The plumber's license bond of Wm. The report of E. J. Pearlove, Comptroller (Public Examiner) on his examination of the operations of the City of Rochester, Minnesota,during the period April lst9l9.f)l, to October 31.st91932, was laid before the Common Council but no part of it was read, and upon motion by Hicks, second by Amundsen, it was ordered that the same be placed on file. Alderman Dallman introduced a resolution appropriating 6236.16 from the Sewer Fund and ordering payment made to the City of Rochester, Water Department, as tax collections and income tax payments, for water service used flushing sanitary sewers and surface drainage sewers, which was read. Upon motion by Moody, second by Dallman, that the said resolution be adopted as read, and all voting in favor thereof., President Liddle declared the said resolution duly passed and adopted. Alderman Miller introduced a resolution appropriating 'P143985 from the General Fund and ordering payment made to Julius J. Reiter Mayor, for use in his contingent fund; he to properly account for the - expenditures therefrom, which was read. Upon motion by Dallman, second by Amundsen, that the said resolution be adopted as read, and all voting in favor tl-.ereo_', Presi- 11 dent Liddle declared the said resolut icn duly passed and adopted. Alderman Moody introduced the followin`J resolution, which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota:' That the sum o .f ,a4052.20 be and the said sum is hereby appropriated from the Lighting Fund of. said City a.:)d ordered paid to City of Rochester,Light Department, for retroactive one cent per K-W-11. on street lighting, Apri1,19329, to October,19329 that is to make the rate 3 cents instead of 2 cents during tht,t period. The Mayor and City Clerk are hereby authorized and directed to draw a warrant for said sum upon the City Treasurer in accordance herewith, and cause said payment to be made." Alderman Moody introduced i resolution appropriating $700.62 from the Park Improvemennt Fund and ordering payment made to the Mayo Trust Fund. for payroll for labor during the week ending April 21st, 19339 which was read. 407 ) Upon motion by Amundsen, second by Moody, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Amundsen intro,-iucCd a resolution appropriating IB92.55 from the General Bund and ordering payment made to the New City TT..-'."-' Fund, to apply on overdraft, the same being tax collections and income tax payments for that purpose,which was read. Alderman Norton introduced the following resolution, which was read: Minnesota: "Be it resolved by the Common Council of the City of Rocheste That the sum of 19.75 is hereby appropriated from the Sewer Fund and 1.55 is hereby appropriated from the General Fund, both for payment to the Street and Alley Fund, Code 1, for materials used from Street, and Alley Fund stock. The Mayor .and City Clerk, are hereby authorized and directed t+ draw warrants upon the City Treasurer and make transfers accordingly." ` -08 Upon motion by Hicks, second by Amundsen, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Norton introduced the following resolution, which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the following sums be appropriated from the funds mentioned and transferred to the funds named in the amounts stated for supplies used between departments during the period January 1st ,1933, to March 31st ,1933, inclusive; To the General Fund 10.14 for calcium chloride used, $6.56 to be from the Sewer Fund and $1.56 from the Street arid Alley Fund; To the Street and Alley Fund Code 2,s.25, for cement a used, which appropriation will come from Sewer Fund Code 10; To the Street & Alley Fund Code _1, $9.629 for Railway enamel paint used; $9.42 to be from the General Fund and �i,.40 to be from the Street $and Alley Fund; To the Street and Alley Fund, Code 1 5'1.65 for sand; which appropriation is made from the Street and Alley Fund Code 2. Alderman Dallman introduced the following resolution, ich was read: a "Be it resolved by the Common Council of the City of chester, Minnesota: That the sum of $1327.97 is hereby appropriated from he General Fund Code 109 for the distribution of collections for financial ssistance to the City Farm, and for return of temporary transfers; $158.95 hereof to be paid to General Fund Code 1, $270.37 to be paid to General and Code 4, $684.04 to be paid to General Fund Code 13, and 0214,61 to e paid -to the City Farm Fund. The Mayor and City Clerk of said City are hereby uthoriz-1 and directed to draw warrants upon the City Treasurer and make ransf ers accordingly. Chas. Dzialdowski, claiming to be spokesman for the local "Unemployed Council", a>>.nounced that his organization held a meeting on the subject o� proposed trunk line sanitary sewer construction, and voted unanimously to oppose the project. adjourned.
