Meeting celled to order by President Liddle. Roll Call: Present: Liddle, Amundsen, Dallman, Hi dss, Miller, Moody. Absent: Norton: This being the time and place fixed for the opening of proposals. for the extension of the police alarm system, moving of traffic control signals, extension of traffic control wiring etc., the Proposal of L:A:Kepp Contracting Company was opened and read; said proposal being lump sin bid for the complete furnishing p$d installation of all material and labor as specified for the extension of Police Alarm system, $1400000; lump sum bid for the moving of traffic control signals from First Street and Broadway South to Fourth Street and Broadway South $620.00; lump sun bid for the complete furnishing and installation of remote emer- gency control of traffic signal system from Central Fire Station $610.00. Upon motion by Amundsen, second by Hicks, further action on the.said proposal of L.AiKept Contracting Company was adjourned and continued to a regular meeting of this Common Council which is to be held at 2:00 o'clock P:M., on August 7th,1933. Alderman Amundsen introduced the following resolution, which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the Public Utility Board of said City, be and the said Board is hereby authorized to enter into contract with the L:A:Kepp Contracting Company in accordance with their following quoted resolution request: 'Be it and it is hereby resolved.by the Public Utility Board of the City of Rochester, Minnesota that the Ron. Common Council of the said City be and is hereby aequested to authorize the said Board to enter into a contract with the L.A.Kepp Contracting Company of this City for the furnishing, in accordance with plans and specifications, of all the labor, materials, tools and equipment necessary for the installation of ,an underground duct and ornamental lighting system from a point in Third Avenue and West Center Street and thence around the ?Flock boin;; occupied by the new U.S:Post Office System; the total amount of the said contract being FORTY NINE HUNDRED DOLLARS AND the said Company being the lowest responsible bidder.' The amount of the surety bond to be given by the said contractor is hereby fixed at the sum of $4900.00." Upon motion by Miller, second by Hicks, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Chair. The report of the City Treasurer for the month ending June 309 1933, showing $39694574.00 as being on hand at that time, was read, and President Liddle ordered that the same be placed on file: The report of the City Engineer for the month of June,19339 showing disbursements from the General Fund for labor in the amount of $378:48, from the Street and Alley Fund $1236.779 from the Sewer Fund-$286:519 and from the Bridge Fund $114479 was read, and President Liddle ordered that the same be placed on file. The application of the Rochester Amusement Company for a transfer of the motion picture license heretofore granted covering the Empress Theatre to make the same effective for the Lawler Theatre, in that the Empress Theatre is to be closed July 8th,19339 and the Lawler Theatre reopened July 9th, 1933-1, was read, and upon motion by Moody,i second by Dallman, the transfer was granted4 The appointment by the Mayor of Carlton E. Anderson and C.B. Hanscom as Special Patrolmen, June 30th919339 to July 6th919339 inclusive, at a compensation of $2.00 per day, as provided for in Section 34 of the Charter of said City, was read, and President Liddle ordered that the same be placed on file: The following certificate relative to Band personnel salaries was read, and President Liddle ©t4ered that the same be placed on file: " Roohester, Minnesota June 30 1933. Mr:A:F.Wright,City Clerk, City, Dear Sir - This is to certify that the following deduction is to be made from the pay -roll of the Band as per contract for the period ending June 30th on weekly salary41 ; Clarence Erickson- ONE rehearsal -ONE concert. Archie Dieter - - TWO rehearsels4 This is further to certify tkat the personnell is entitled to extra pay for an extra engagement, according to contracts, on June 25th 1933. There is to be the following deduction from the list for failure 496 to appear for said extra engagement; Herbert Hendricks: Respectfully submitted, A. J: Lentfer Secretary." The following request was read, and President Liddle ordered that the same be placed on file: * June 3, 1933 Hon. Mayor & Common Council Gent 1 emen: We hereby request -that $2000.00 be appropriated to the Sewer Fund for use of the Street & Alley Committee. Respectfully, CO, H. Armstrong City Engineer.* The following copy of resolution passed and adopted by the Sinking Fund Commission was read, and upon motion by Dall.man, second by Moody, the action set forth therein was approved and it was ordered that the said copy of resolution be placed on file: II'Be it resolved by the Commissioners of the Sinking Fund of the City of Rochester, Minnesota: Thatthe sum of $17 9000 0-00 is im teby appropriated from the Sinking Fund of said City for payment to the Sinking Fund of said City; $121,000:00 of said sum to be from Code 5 Sinking Fund, for pay- ment to Code 13 Sinking Fund, and $5,000,000 of the said sum to be from Code 21 Sinking Fund for payment to Code 14 Sinking Find, the same being the transfer of Funds for Payment of Electric Light Bond and Water Works Bond maturities of July lst,1933:' The following resignation was read, sift upon motion by Hicks, second by Amundsen,it was accepted: *June 2091933. ' The following appointment was read, and upon motion Y by Hicks, second by Norton, it was approved: 497 0 "July 39'1933. Honorable Common Council City of Rochester, Minnesota., Gentlemen: I hereby appoint I. A. Johnson as PoliceCivil Service Commissioner,to fill the unexpired term of A.J.Lobb, resigned. The following request for refundmeat, was read, and upon motion by Hicks, second by Dallman, the sum of $70000 was appropriated from the General Fund payable to the Yellow Cab Company, $30:00 to J.C.Adams(Town Taxi) , and $5.00 to Richard Holland, as the. refundments petitioned: "Honorable Mayor and Common Council City of Rochester, Minnesota Gentlemen: We, the undersigned, respectfully request that we be refunded the excess amount of taxicab licenses computed under the amended taxicab ordinance fixing the rate at $50,00 per cab as compared with the former ordinance fixing the rate at $10.00 per cab a`_!year• We feel that the fee having been reduced that we should be given proper credit for it through a refund of the license we have already paid down to the amount required per cab under the amended ordinance. 0 Yellow Cab Co: By W. Alderman Miller introduced the following resolution, which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: . That the sum of $250:00 be and the said sum is hereby appropriated from the Street and Alley Fund of said City and ordered paid to George Alderson, for amount due July 1919339 on contract with Henry Grassle for the furnishing of gravel and assignment by said Henry Gramele to said George Alderson, the said $250.00 to apply to the first 2500 .yards of gravel taken from the Grassle pit during 1933: The Mayor and City Clerk are hereby authorized and directed to draw a warrant for said sup upon the City Treasurer in accord- ance herewith, and cause said payment to be made. " Upon motion by Amundsen, second by Hicks, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Moody introduced a resolution appropriating $29000 00 from the.Sewer Fund for use of the Street and Alley Committee, which was read: Upon motion by Moody, second by Dallman, that the said resolution be adopted as read, and all voting in favor thereof$ President, Liddle declared the said resolution duly, passed and adopted: Alderman Dallman introduced a resolution appropriating $821 * 64 from the Park Improvement Fund and ordering payment made to the Mayo Trust Fund for payroll for labor during the week ending June 30th,19339 which was read; Upon notion by Amundsen; second by Moody, that the said resolution be adopted as read, and all voting in favor thereof, President I T,iddl a tealared the said 'resolution duly passed and adopted: Uponxmotidn by -,-Miller, second by Amundsen, the City Clerk was instrupted to request of the Pa,blic Utility Board that street lights be installed as follows: one on Second Street Southeast between Eleventh Avenue and Thirteenth Avenue, one on Fourth Avenue Southeast between Eighth Street and Ninth Street, one on Fourth Avenue Southeast between Ninth Otreet and - Tenth Street, and one at the intersection of Ninth Place Southeast.. and Third Avenue Southeast: i II which was read; Rochester, Minnesota: Alderman Moody introduced the following resolution, "Be it resolved by the Common Council of the City of That the sum of $2260,64 be appropriated and paid to the City of Rochester, Light and Water Departments, for electricity and water furnished to public buildings, in accordance with the June 25th,19339 billings; $137,05 thereof to be from the Lighting Fund, $51.83 from the General Rind, $31:68 from the Fire Protection Fund, and $648 from the Street and Alley Fund. , The Mayor and City Clerk are hereby authorized and directed t o draw warrants upon the City Treasurer and make payment accordingly:" Upon motion by Dallman, second by Moody, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Amundsen introduced a resolution appropriating $473#42 from the Fire Protection Fund and ordering payment made to the Ahrens -Fox Fire Engine Company, for repair parts .fnraccordance with their sworn billing of June 17th,1933, which was read.
