Roll -Call. Present: Liddle, Amundsen, Dallman, IIi cks, Miller, Moody, Norton. Absent: None. Uponmat.ion by Amundsen, second by Dallman, the minutes of the meeting held on August 29th,1933, were approved. President Liddle announced this as being the time and place fixed for a hearing on the construction of a trunk line sanitary sewer in Broadway Street South, between Fourth Street and Sixth Street, and the laying of lateral connections in the said part of Broadway Street South, and asked if there was any person present who wished to be heard concerning the said improvement. Thereewas no person present who wished to be heard relative to the said trunk line sanitary sewer or the lateral connections. President Liddle referred the above proposals to the Sewer Committee and the City Engineer for their tabulation and recommendations. The report of the Health Officer for the City Farm, for August,19339 shooring receipts $$18-12.129 disbursements 0516.32, and an overdraft. of $248.01, was read, and President Liddle ordered that the same be placed on file. The report of the Clerk of the Municipal Court for the week ending September llth,1933, showing criminal fines collected 188.20, civil fees received $$8.30, conciliation court fees received $"5.20, and court costs charged to Olmsted County �,$6.40, fines .collected due to Olmsted County $50..00, and 0110.00 fines collected and remitted direct to State Treasurer, was read, and President Liddle referred the same to the City Attorney. Upon motion by Moody, second by Norton, the action of the Sinking Fund Commission taken at a meeting thereof held August 29th,19331, wherein they authorized the substitution of 02,000.00 Village of Slayton, Minnesota, 6% Street Improvement Bonds dated October lst,1920, and maturing October lst,1936. for Refundin - Bonds of the same maturity at a 4% interest rate, was approved. The following communication was read, , and President Liddle ordered that the same be placed on file: "Rochester, Minnesota September 691933 Mr. Fred W. Millers Chairman Street and Alley Committee of the Common Council Roches"Jur, Minnesota Dear Sir: On Friday, September 19 the Chamber of Commerce Street and Parking Committee held a meeting to consider the question of new street markers for the City of Rochester. All types of markers were discussed and three samples from -:one manufacturer were presented to the committee. The committee's opinion in the matter may be sumarized as follows: (1) Rochester with its extraordinarily large floating population stands in greater need of accurate street marking than the average city o.f its size. (2) In otder not to burden tax payers unduly under present economic conditions, it was felt that a progressive program of installing new street markers should be adopted and the annual cost of such a program, which may be spread over five years, to be met out of the general budget. (3) As a working suggestion, it was felt that it might be a practical plan to install markers first in the business district, subsequently placing markers in the four geographical divisions of the city, southwest, northwest, southeast, and northeast in turn. (4) It was felt that in the selection of markers for use in Rochester, quality, durability, and appearance should be given primary consideration rather than cost. It is the understanding of the Chamber that the question of new street markers will be considered by the Common Council at their regular meeting September 11. The matter -of -furnishing meals and lodging to transients, was considereb by ,the Common Council, ,s,nd upon motion by Moody, second by Ticks,, the City ,Clerk ,was instructed to notify the Chief of Police, that until further notice, he shall not furnish more than two meals and a lodging to `any certain lodger 'within any 30 day pe;. i.cd, and V.:.e City Clerk accordingly served the following.; notice upon the Chief of Police: "September 13, 1933. Mr. Louis J. Claude,.Chief of Police. Building. Dear Sir: The Common Council, at a meeting thereof held the evenin; o-�' September llth, 1933, discussed the matter of Paul Ferguson having received 38 meals as- a -lodger during; August, 19339 and took action to the effect that until further orders you shall not issue more than 2 meals and a lodging; to any certain lodger within any 30 day period, which establishes the status of persons to whom you may issue`meal tickets for payment by the City of Rochester, Minnesota, into prisoners, which are those serving sentences or waiting hearing or trial, and lodgers who are transients (bums or hoboes), to which last mentioned classification the above mentioned order applies. Persons applying for meals and lodging who are stranded here or local persons who might take the notion to enjoy the city's hospitality shall be referred to the County Commissioners of Olmsted County, who are charged with furnishing them the emergency aid and transportation back to their home, subject to collection of these expenses from their home municipality or county poor funds, and the County Commissioners shall also take care of local residents who might need such help. The following Committee Teoommendation relative to pur- chase of Fire Department equipment, was read, and President Liddle ordered that the same be placed on file: Honorable Common Council City of Rochester, Minnesota Gent l emen: "Ro chest er, Minnesota 0 The matter of the purchase of a truck chassis for use by the Fire Department having been referred to the undersigned committee, the following report is submitted: 560 Your committee feels that it would be for the best interests of the public and the Fire Department to provide for an additional piece of apparatus in the manner suggested by Fire Chief Ginther. We, therefore, recommend that immediate steps be taken to allow the purchase of a chassis under the specifications now on file in the office of the City Clerk as the same have been 'submitted by Fire Chief Ginther. Alderman Norton introduced a resolution appropriating 0221.90 from the General Fund and ordering payment made to the Wigwam for i ` eals furnished to prisoners and lodgers in the City jail during August,1933, which was read. Upon motion by Amundsen, second by Hicks, that,the aid resolution be adopted as read,md all voting in favor thereof, President iddle declared the said resolution duly passed and adopted. 5691 7 s Alderman Hicks introduced.s resolution appropriating $465.31 from the General Fund and ordering payment made to the Co -Operative Oil Company for 3894 gallons gasoline furnished the City Filling Station during August,19339 which was read. Upon -.motion by Hicks, second by Amundsen, that the said resolution be adopted as read, and all voting"in favor thereof, President Liddle declared the said resolution duly passed and adopted. The Chief of the Fire Department submitted specifications and estimate of cost for the furnishing of an assembled motor and chassis for use of the Fire Department of said City. read: 0 Alderman Miller introduced the following resolution,which was "WHEREAS, It is deemed expedient and necessary that an assembled motor and cliassis be purchased for use of the Fire Department of the City of Rochester, Minnesota, and WHEREAS, Specifications and estimate of cost have been preps and submitted for the said assembled motor and chassis, SO THEREFORE, Be it resolved by the Common Council of the City of Rochester, Minnesota: That the said assembled motor and chassis be purchased and that the above mentioned specifications be adopted for the purchase of the k-Ame, that the said estimate of cost be accepted and that the said specifications and estimate of cost be placed on file in the office of the City Clerk of said City, and a , Be it further resolved by the said Common Council:. That the City Clerk of said City is hereby authorized and directed to advertise for proposals for the furnishing of the said assembled motor and chassis, which'sealed proposals will be received and opened by the Common Council of said City, at a meeting which is to be held at 2:00 o'clock P.M., on October 3nd91933. Each bid must be accompanied by a certified check upon some reputable bank drawn payable to the Mayor of Rochester, Minnesota, for at least 10 per cent of the amount of the bid, which check and the amount of money specified therein shall be forfeited to the City of Rochester, Minnesota, as liquidated damages if the bidder upon the letting of the contract to him shall fail to enter into the contract so let; the said Common Council reserving the right to reject any and all bids. A surety bond written for the full amount of the contract by a surety company authorized to do business in the State of Minnesota, will be-:.:... required with the contract. " Upon motion by Hicks, second by Norton, that the said resolu- tion be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Henry Gleekel asked for an expression from the Common Council as to why he was not granted a junk dealers license under his application submitted at a recent meeting, and upon motion by Norton, second by Hicks, the Common Council, as a Committee of the whole, was designated as a Committee for an investig tion into the matter of licensing Henry Gleekel as a Junk dealer. i J�Q Upon motion by Norton, second by Moody, the matter of the purchase of street signs was referred to the Street and Alley Committee and the City Engineer for report thereon at the next meeting of this dommon Council. Upon motion by Moody, second by Miller, further action and hearing on the construction of a trunk line sanitary sewer and' the laying of lateral connections in Broadway Street South, between Fourth Street and Sixth Street,be adjourned and continued to 7:30 o'clock P.M.$ on September 15th, 1933.
