Meeting called to order by President Liddle. Roll Call. Present: Liddle, Amundson, Dallman, Miller, Moody, Bdrton. Absent: Hicks. , r Upbn motion by Amundsen, second by Dallman, the 4 minutes of the meeting held on September 6th91933, were approved: i President Liddle announced this as being the time and place fixed for hearing on the following described local public improvement, i 1 and asked if there was any person present who wished to be heard concerning the same: . "The grading to an established grade and to a width i I of thirty (30) feet, being fifteen (15) feet on each side of the center line, of Second Street Northeast, from the west line of Thirteenth Avenue Northeast to ten (10,l feet east of the west line of Fourteenth Avenue Northeast, and �! the grading to an established grade line and to a width of thirty (30) feet,__ j ",+eing fifteen (15) feet on each side of the center line, of Fourteenth Avenue Northeast, from the south line of Second Street Northeast, to the north line of Third Street Northeast." i Frank Gi Newhouse appeared in the interests of Chas. Rochester, Minnesota, $4,793:00: 597 President Liddle referred; the above mentioned two proposals for furnishing Fire Department equipment to the Fire Department Committee ,: the Thief j of the Fire Department and the City Attorney, and requested that the Mayor .serve on the Committee. I Alderman Hicks came in at this time and took his Chair: , nevi Nelson, of the local Baptist Church, explained his plans i for a local Rescue Mission to be conducted during the winter months and asked that the transients who are ordi4arilly given meals and lodging by the Police Department at a cost of $.15 per meal end the use of t$e so-called "Bum room" in the City Hall 1 f � basement for sleeping quarters, be turnedover to the Rescue Mission organization who will feed them for which will ;include lodging, delousing, shower bath facilities and spiritual advice, at which President Liddle referred his proposi- tion to the City Attorney, and the Chief of the Police Department, with request that 1 the Mayor serve in consideration of the matter: i President Liddle at this time excused Alderman Hicks, who left the Council Chambers. The application of E. Li Goldstein for a Junk dealers license covering a Chevrolet lJ ton truck, -was read, and a motion by Miller , second by j Moody, that the said license be not granted, carried by all voting in favor thereof: Alderman Hicks returned to. the Council Chambersand agaih took his Chair: At the request of the Committee assigned for the consideration of the above proposals for the furnishing of Fire Department equipment- ,a motion by Dallman, second by Amundsen, carried that action' on the said proposals be adjourned and continued to 8:00 o'clock P,4M:9 October 2nd91933i The report of the City Engineer for the month of September, 19339 showing expenditures from the General Fund for labor in the amount of $636.24, from the Street and Ailey Fund $947419 9 from the Sewer Fund $44003, and Prom the Bridge Fund $199-80, was read, and President Liddle ordered that the same be placed on ° file: The report of the City Treasurer for the month ending September 30th91933, showing a balance on hand of $34298544119 was read, and President Liddle ordered that the said report be placed on filei The report of the Clerk of the Municipal Court for the week ending October 2nd919331, showing criminal fines collected $61:30, civil fees received $4:35, Olmsted County Check for August 1,19339 Municipal . Court fees receive d in the Ix amount of, $79:30, conciliation court fees received $30:259 court costs charged to Olmsted County $11.4959 fines collected due to Olmsted County $250,00, and fines colle ted and remitted direct to the State Treasurer $20:009 was read, and President Liddle f, referred the same to the City Attorney: �! 598 'Upon motion by Miller, second by Moody, the sum of $25:00 was appropriated from the General Fund and it was ordered that the said sum be paid to Olmsted County for local municipal court fines collected due to Olmsted County. The August,1933 report 'of the Building. Electrical and Plumbing Inspector, showing building inspection fees collected in the s amount of $16.00, electrical inspection fees $925 and plumbing $275, was ,, read, and President Liddle referred the same to the Finance Committee: The application of A. G: Berndt for a public dance I _ permit' at the Woodman Hall October 7th,14th, 21st and 28th, and November j 4th919 33 , was read. The following copy of resolution and communication f relative thereto were each read, and President Liddle ordered that the same A be placed on file: "WHEREAS, the Public Utility Board did on August 31 3 . y A�,u .. ,193, appropriate a sum of $199744, 97 from the Public Utility Fund to the Street and Alley Fund is 70 per cent of the proposed paving program under the Federal Emergency Administration of Public Works, and i WHEREAS, the Common Council of the City of Rochester, Minnesota, did on September 269 19339 reject all bids for the said program and instructed the City Engineer to proceed with the work, and i , WHEREAS, the Common Council of the City of Rochester, returned to the Public Utility Fund a warrant No.3929 in the amount of $19,74497 and requested and authorized the said Board to reappropriate this sum together with $39283.00 to complete the said paving program. IINOW THEREFORE, be it and it is hereby resolved by the. Public Utility Board of the City -of Rochester, Minnesota, that the amount of $39283400 be and is appropriated from the Water Department of the Public Utility Fund to the Street and Alley Fund of the City of Rochester and that 1', the warrant in the amount of $19,74447 be returned to the Street & Alley ; Fund for the purposes of completing the program herein indicated." It is stated that the option price is 01579000 for the distribution system only, this price subject however to betterments and depreciation by the time purchase is completed. Gentlemen: I respectfully report that the disbursements for sprinkling, flushing and furnishing and spreddina calcium chloride (actual disbursem ent s to this date) during the period P,pri1�1,1933 to September .309,19339 inclusive, were $89523019 to which should be added $876.58 for bills contracted during that period and remaining unpaid at this date, making a total of $9,400.49, to which should be added $1566,75 as being estimate of the costsi,for the month of October91933 which basis is used pursuant to instructions given at a meeting of the Common Council, held August 29919339 which then increases the total to $109967.24 with further addition of $2432#66 as being the deprecia- tion of sprinkling and flushing equipment during the sprinkling season of 19339 which. basis is used in accordance with the decision made at a meeting of the Common Council, held August 29J9339, which addition of depreciation charges added to the totals above set forth makes the total of the 1933 sprinkling, flushing, and treating to be $139399490. The City Clerk presented a statement of the sewage disposal plant operation costs October 191932 to September 30th,1933, inclusive, showing the total to be $11,856.29, and President Liddle ordered that the same be placed on file: 8pon motion by Dallman, second by Norton, the City Clerk was instructed to bill the State of Minnesota for the Rochester State Hospital share in the said sewage disposal plant „operation costs, on a basis of ]:1fi)-89 percent thereof or $14094719 and that he bill St:, Mary's Hospital for their share in the said opera- tion costs 6:11 percent or $724.42. AIdexman Miller introduced a resolution appropriating $1,000:,00 from the General Fund tnt use of the Street and Alley Committe4, which was read: I Upon motion by -Moody, second by Norton, that the said resolution be adopted as read, and all voting in favor thereof, Presi- dent Liddle declared the said resolution duly passed and adopted. Alderman Amundsen introduced the following resolution, which was read: "Ve it resolved by the Common CoVncil of the City of Rochester, Minnesota: That the sum of ' $425:00 be and the said sum is hereby appropriated from the General Fund of said City and ordered paid to Clements Chevrolet Compazy% for balance due on 1933 Chevrolet Sedan, Serial # 1C&086- 0091 and Motor #3829873, purchased for use of the Police Department of said City under emergency authority given by the Mayor $689.009 less 1931 Chevrolet Sedan tupned in for $264:00 allowance: The Mayor and City Clerk are hereby authorized and directed to draw a warrant for said sum upon the City Treasurer in accordance herewith, and cause said payment to be made." Upon motion by Hicks, second by Norton, that the said resolution be adopted as read, and all voting in favor thereof, Presi- dent Liddle declared t*e said resolution duly passed and adopted. Alderman Amundsen introduced a resolution appropriating $3092:50 from the Lighting Fund and ordering payment made to the City of Rochester, Light Department, for the July 25th,1933, and the August 25th, 1933 billings•for lighting of Public streets and grounds,,which was read. Upon motion by Dallman, second by Moody, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. 605 !9 Alderman Dallman introduced the following resolut ion,which was read: "Be it resolved by the Common Council of the City of Rochester Minnesota: , That the sum of $651142 be and the said sum is hereby appropriated from the General Fund of said City and ordered paid to City of Rochester Water Department, for water furnished for sprinkling and flushing, $344.79 thereof being for water service furnished to Motor -driven Flusher Sprinkler, $286.74'for Horse-drawn Sprinkler Flusher, and $19.89 for Sprinkling wagon. The Mayor and City Clerk are hereby authorized and directed to draw a warrant for said sum upon the City Treasurer in accordance herewith, and cause said payment to be made:" Upon motion by Miller; second by Amundsen, that the said resol-4- tion be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. G Alderman Dallman introduced a resolution appropriating $408.95 from the Sewer Fund and ordering payment made to the City Of Rochester, Water and light Department, for light, power and water furnished to the local sewage disposal plant, which was read: Upon motion by Amundsen, second by Norton, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Dallman introduced the following resolut ion,which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota; That the sum of $234:90 is hereby appropriated and it is order( that the said sum be paid to City of Rochester, Light and Water Departments for electric service and water service furnished to public buildings, as per September 25,1933 Billings, $1314,80 thereof to be from the Lighting Fund, $44001 to be from the Fire Protection Fgnd, $6:30 from the Street and Alley Fund, and $52V79 from the General Fund. The Mayor and City Clerk are hereby authorized and directed to ddaw warrants upon the City Treasurer and make payments accordingly." Upon motion by Hicks, second by Dallman, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said -resolution duly passed and adopted. Alderman Amundsen introduced a resolution appropriating $6024 iron the Park Improvement Fund and ordering payment made to the Mayo Trust Fund for payroll for labor during the period of the week ending September 29th91933, which was read. Upon motion by Moody, second by Norton, that the said resolutio be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adoptedi Alderman Hicks introduced a resolution granting public dance permit to A. G. Berndt for the Woodman Hall October 7th,14th, 21st, and 28th, and k 606 November 4th,19339 and fixing the fee at 4015.00,which. was read.
