Minutes of a special meeting of the Common Council of the
City of Rochester, Minnesota, held in the Council Chambers, in the City Hall, in
said City, at 1:30 o' el'oci; P.M., on November 16th,1933
Meeting called to order by President Liddle.,
Roll Call: Present: Liddle, Amundsen, Dallman, Miller,
Moody, Norton. Absent: Hicks.
The call for the special meeting was read; said meeting having
been called for the purpose of adopting .plans, profiles, specifications and estimates
of cost for, and ordering construction of, and ordering advertisement of bids for
the construction of a bridge over the Zumbro River on Fourth Street Southeast, and
a bridge on Fourteenth Street Northwest over Cascade Creek, which projects are a part
of P.W.A.,Docket No.1473, and any other business the said Common Council may deem
proper.

Alderman Dallman introduced the following resolution,which was
read:
"Be it resolved by the Common Council of the City of Rochester,
Minnesota:
That due to the absence of the City Clerk from this meeting of
the said Co -Mon Council of said City, Miss Lillian R.Sveom is hereby appointed Acting
City Clerk for this meeting, as provided for in Section Up of the Charter of said
City."
Upon motion by Dallman, second by Amundsen,that the said
resolution be adopted as read, and all voting in favor thereof, President Liddle
declared the said resolution duly passed and adopted:
Alderman Norton introduced the following resolutionlvyhich was
read:
"WHEREAS, It is deemed expedient and necessary that a steel
and concrete bridge of three 38:�" spans, consisting of two steel reinforced concrete
abutments and retaining walls, two channel piers, steel floor beams, with 30' concrete
roadways with two 5'4" concrete sidewalks and precast concrete railing, uAd with
lighting system, in Fourth Street, Southeast,, oyer the Zumbro River, be constructed
in the City of Rochester, Minnesota, and
WHEREAS, The Public Utility Board has appropriated 1,169100:00
from the Public Utility Fund of said City, to the Bfidge Fund of said City, as 70% of
the estimated cost for the construction of the said bridge, and
WHEREAS, The Public Works Administration have alloted 30% of
the estimated cost of labor and materials for the said project, which is known and
designated as a part of PW.A.Docket,Number 14739 and
WHEREAS,''Pldns, profiles, specifications, and estimate of cost
have been prepared and submitted for the construction of the said bridge,
SO THEREFORE, Be it resolved by the Common Council of the City
of Rochester, Minnesota: ,
That the said bridge above described be constructed on Fourth
Street Southeast, over the Zumbro River, in said City, and that the said plans,
profiles, and specifications be adopted for the construction of the said bridge, and
that the same be placed on file in the office of the City Clerk .of said City, and

That the City Clerk of said City, be, and he is
hereby authorized and directed to advertise for sealed proposals for the
furnishing of all labor, materials, equipment, etc., necessary for the
E construction of the said bridge, in accordance with the plans, profiles,
and specifications for the same, which sealed proposals will be received
and opened at a public meet in^ of the Connon Council of t ho. :'_i.i,y of
Rcchester, Minnesota, trhich is to be held in the 'Council Chambers, in the
City Hall, `in said City, at 2:00 o'clock P.M., on December 4th,1933. Each
bid must be accompanied by a certified check upon some reputable bank, drawn
payable to the Mayor of the City of Rochester, Minnesota, for at least 10%
of the amount of the bid proposed, which check and the amount of money
specified therein shall be forfeited to the City of Rochester, Minnesota, if
the bidder, upon the letting of the contract to him, shall fail to enter
into the contract so let; the said Common Council reserving the right to
reject any and all bids:
A surety bond guaranteeing performance of the
contract, written for the full amount of the contract by a surety company
authorized to do business in the State of Minnesota) will be required with the
contract. (Personal bonds not to be accepted:)
All proposals must be addre .:sed to Mr• A: F.. Wright,
Pity Clerk of the City of Rochester, Minnesota, and shall have endorsed
thereon, 'Proposal for the construction of a bridge over the Zumbro RiVer, on
Fourth Street Southeast .' "
Upon motion by Miller, second by Norton, that the said
resolution be adopted as read, and all voting in favor thereof, President
Liddle declared the said resolution duly passed and adopted.
Alderman Miller introduced the following resolution,
which was read:
"WHEREAS, It is deemed expedient and necessary that
a bridge be constructed consisting of two forty foot spans, two steel
reinforced concrete abutments, one channel pier, steel floor beams, with
thirty foot roadway, two V 4" sidewalks, precast concrete rail, and lighting
system, on Fourteenth Street Northwest across Cascade Creek, and the grading
of the east, west, and north approaches, and
WHEREAS, The Public Utility Board has appropriated
$8,400.00 from the Public Utility Fund of said City to the 13�ridge Fund of
said City as 70% of the estimated cost for the construction of the said
bridge, and
WHEREAS, The Public Works Administration have alloted
30% of the estimated cost of labor and materials for the said project; which
is designated as a part of PWA: docket NoV14731 and
WHEREAS, plans, profiles, specifications and estimate
of cost have been prepared and submitted for th-e construction of the said
bridge;
SO THEREFORE, Be it resolved by the Common Council
of the City of Rochester, Minnesota:
That the said bridge above described be constructed on
Fourteenth Street Northwest over Cascade Creek; in said City, and the grading
described be done, and that the said plans, profiles and specifications be
i adopted for the construction of the said bridge and grading and that the
same be placed on file in the office of the City Clerk of said City, and
that the said estimate of cost be accepted and placed on file in the office
of the CityClerk of Maid City, and
Be it further resolved by the said Common Council:
That the City Clerk of said City be and he is hereby authorized and directed
to advertise for sealed proposals for the furnishing of all labor, materials,
equipment,ete., necessary for the construction of the said bridge and doing
said grading, in accordance with the plans, profiles, and specifications for
the same, which sealed proposals will be received and opened at a public
meeting of the Common Council, of the City of Rochester, Minnesota, which is

to be held in the Council Chambers, in the City Hall, in said City, at 2:00 O'clock
< .M. , on December 4th,1933. Each bid must be accompanied by a certified check upon

Upon motion by Amundsen, second by Dallman, that the said
resolution be adopted as read, and all voting in favor thereof, President Liddle
declared the sAfd resolution duly passed and adopted.
Alderman Amundsen introduced the following resolution, which
Iwas read:
"Be'it resolved by the Common Council of the City of Rochester,
IMinnesota:
That the sum of $790477 be and the said sum is hereby appropriat
from the Street and Alley Pund of said City and ordered paid to Standard Oil Company,
for 160 drums of Stanolind paving filler, $606:839 and for the furnishing of 35 drums
of Stamlind cutback asphalt $183 940-
The Mayor and City Clerk are hereby authorized eAd directed to
draw a warrant for said sum upon the City Treasurer in accordance herewith, and
cause said payment to be madei"
Upon motion by Miller, second by Norton, that the said resoluti<
The adopted as read, and all voting in favor thereof, President Liddle declared the
said resolution duly passed and adopted.
Alderman Norton introduced the following resolution, which was
read:
"Be it resolved by the Common Council of the City of Rochester,
IMinnesota:
That the sum of .$16,740:00 be and the said sum is hereby appro-
priated from the Street and Alley Fund vt.. said City abd ordered paid to Purington
Paving Brick Company, for the furnishing of 5585000 No.l 2-2" Paving brick at $30.00
per thousand, shipped in 45 cars in accordance with sworn billing made October 25th,
1933, the distribution of the said brick being: $1854 087 to Job 17739 $1416.55 to
Job 17749 $369748 to Job 17759 $5499 ,12 to Job 1776, $1205.64 to Job 17789 $1081.29
to Job 1779, $13,72.17 to Job 1777, $358.32 to Job 1799, and $252.96 to Job 1800.
The Mayor and Ci*y Clerk are hereby authorized and directed to
draw a warrant for said sum upon the City Treasurer in accordance herewith, and
cause said payment to be made."
Upon motion by Amundsen, second by Moody, that the said
resolution be adopted as read, and all voting in favor thereof, President Liddle
declared the said resolution duly passed and adopted.
Alderman Dallman introduced the following resolution, which
was read:
Ve it resolved by the Common Council of the CijFy of
Ro chest er , Minnesota:
That the sum of $431-000 be and the said sum is hereby
appropriated from they- Street and Alley Fund of-' said City and ordered paid
to Joseph Larson, et. al., for 370 cubic yards of sand furnished and
hauled at $1.00 per yd:, 100 cuo yds. sand hauled from City gravel pit
$50.00, and 6 yds. of sand hauled from City Stock $26-00. The division of
the said charges being: $56.00 to Job No.1773, $36.00 to Job No.1774 9
$119 00 to Job No.1775, $115.00 to Job -No.1776, $36.00 to Job No.1777,
$32,00 to Job No01776, 840.00 t o Jo I? No.1779, and $4:00 to Job No.3799.
The Mayor and City Clerk are hereby authorized and
directed to draw a warrant for said sum upon the City Treasurer in accordance
herewith, and cause said payment to be made: ".
Upon motion by Norton, second by Amundsen, that the
said resolution be adopted as read, and all voting in favor thereof,
President Liddle declared the said resolution duly passed and adopted:
The following communication was read, and President
Liddle ordered that the same be placed on file:
"Nov. 1611933
Hon. Mayor & Common Council
Gentlemen:
This is notice that approximately at 10 A.M-0
this day, Charles Randall was instantly killed by a large
chunk of gravel falling and rolling 'upon him, while he was
employed by the City at the Brassle Gravel Pit.
Respectfully,
CO, 11. Armstrong,
City Engineer."
Upon motion by Moody, second by Miller, the City
Clerk was instructed to prepare and send to the wife and family of Charle ,
Randall an expression of regret and vote of sympathy on behalf of the
Common Council.
Alderman Miller advised the Common Council of a
o
resolution passed and adopted by the Public Utility Board authorizing
the expenditure of approximately $450-000 for Christmas deco*ations for the �q
streets, providing that a like amount be put in the City budget for that
purpose next year, and upon motion by Norton, second by Moody, it was
ordered that the aPPropriat:i.on be not made, since the City Attorney
ruled that the Common Council cannot leally appropriate public money
for street decorations.
Upon motion by Miller, second by Moody, it was
ordered that a charge of $15 0.0 be made for each set of plans for each
bridge with a refund of $500 upon the return of the same4-?-C�
Upon motion by Moody, second by Amundsen, the Purchas-
ing Committee were authorized to purchase a car load of coal, at $7.36 per
ton delivered, for use at the Sewage Disposal Plant, and the City Warehouse.

Upon motion by Amundsen, second by Miller, the Chief of Polic e
was authorized to purchase the necessary tires for the Hudson automobile in use of
the Police Department.
