Minutes of a regalar meeting of the Common Council of the City
of Rochester, Minnesota, held in the Council Chambers, in the City Hall, in said
City, at 2:00 o'clock P. M., on December 4th91943.
Meeting called to order by President Liddle.
Roll Call. Present: Liddle, Amundsen, Dallman, Miller, Moody,
Norton. Absent: Hicks.
President Lid.dle announced this as the time and place fixed
for the opening of proposals for the furnishing of all labor, materials, equipment,
tools, etc: , necessary for the construction of a steel and concrete bridge of three
3&2' spans, consisting of two steel reinforced concrete abutments and retaining
walls, .two channel pie rsr steel floor beams, ,with 30' concrete roadway, with two 5'4
concrete sidewalks, and pre -cast concrete railing, and with lighting system, in
Fourth 'Street Southeast, over the Zumbro River, 'and 'for the construction df a bridge
consisting of two .forty foot spins, two steel teinforced concrete abutments, one
channel pier, steel floor beams, with 30 foot roadways two 5' 4" sidewalks, precast
concrete rail, and lighting system, on Fourteenth Street Northwest, across Cascade
Creek, and the grading of the east, west and north approaches, all in accordance
with the plans, profiles, and specifications for the same, which are now on file in
the office of the City Clerk of said City, the projects being known and designated as
parts of Public Works Administration Docket Number 1473, and the following proposals
were opened and read:

President Liddle referred the above bids to the City Engineer
for tabulation and recommendation thereon.
Alderman Hicks came into the meeting during the reading
of the above bids acid took his Chair.''
The report of the Clerk of the Municipal Court for the week
ending November 27th91933, showing criminal fines collected $65:30.9 civil fees
received $8.309 conciliation court fees $1:759 Court costs charged to Olmsted
County $11.00 9 fines collected due to Olmsted County $10.00, and fines collected
and submitted direct to the State Treasurer $15.00, was read, and President Liddle
referred the same to the City Attorney.
Upon motion by Moody, second by Amundsen, the sum of $10.00
was appropriated from the Geheral Fund and it was ordered theft the same be paid to
Olmsted County, Minnesota, for fines collected due to Olmsted County on case No.10314,
The report of the City Treasurer for the month ending November
29th,19339 showing the sum of $376,787.28 as being on hand, was read, and President
Liddle ordered that the same be placed on file.
The following assignment was read, and upon motion by Norton,
second by Miller, the same was accepted, and the Mayor and City Clerk were authorized
,and directed to make future payments of salary to Irving J. Renning in accordance
therewith:

The following copies of resolutions -passed and
each
adopted by the Sinking Fund Commission were/sead,and upon motion by Moody
second by Amundsen, the actions set forth therein were approved and it
was ordered that the same be placed on file:
"Be it 'resolved by the Commissioners of the Sinking
' Fund of the City of Rochester, Minnesota:
That the sum of $10,721:86 be appropriated from the
Sinking Fund and paid to the First National Bank of Rochester, Minnesota,
for $109,000.00 State of Minnesota', 4 Rural Credit Bonds maturing;
December lst,19439 purchased from Bigelow, Webb & Co. of Minneapolis,
Minnesota, and forwarded through the said First National Bank; $10 9000.00
of the said sum being principal on the said bonds, $4870*00 thereof being
premium on the said bonds to make the yield 4.151�- and $234:86 thereof
being for accrued interest thereon to date of delivery; $10 9487.00 of the

bonds maturing June 1st ,1954, purchased from the Wells -Dickey Company of
i Minneapolis, Minnesota, and forwarded through the said First National

"WHEREAS, The billing for $10,000.00 4% Rural Credit Bonds
maturing December lst,19439 purchased from Bigelow,Webb & Company of Minneapolis,
Minnesota, and forwarded through the First National Bank of Rochester, Minnesota, waf

WHEREAS, upon delivery of these bonds it was found that the
Company making the sale were unable to deliver these bonds of that maturity but
substituted $10,000-000 State of Minnesota, 4 Rural Credit Bonds maturin February
15th,1944, at principal $101,0000,00,premium $496.20, and accrued interest 1138*54;
SO THEREFORE, Be it, resolved by the Commissioners of the Sinking
Fund of the City of Rochester, Minnesota;
That the resolution passed and adopted November 27th,19339
appropriating the said $10,721086, be and the same is hereby repealed, and the
warrant drawn thereunder is hereby cancelled, and
Be it further resolved by the said Commissioners of the Sinking
Fund of the City of Rochester, Minnesota:
That the sum of $10,634.74 is hereby appropriated from the
Sinking Fund of said City, and paid to' the First National Bank of said City, for
the said $10,000.00 bonds maturing February 15th,19449 $10,0000-00 thereof being

principal on the said bonds,-496.20 premium, and $138.54 accrued interest
to date of delivery, $109406620 thereof to be from Code 5 (Light Bond

WHEREAS, The billing; for the $12,000.00 State of
Minnesota, 4 Rural Credit bonds maturing June lst,19549 purchased from
Wells -Dickey Company of Minneapolis, Minnesota, and forwarded through the
First National Bank of Rochester, Minnesota, was a total of $13,273.889 in
that accrued interest to date of delivery was included And now upon delivery,
we have found that the coupons have been removed and credit of �40,17 given
for interest 11/29/33 to 12/1/33;
SO THEREFORE, Be it resolved by the Commissioners of
the Sinking Fund of the City of Rochester, Minnesota:
That the resolution passed and adopted November 27th,
19339 appropriating $13,2730'88 for these certain bonds, the premium thereon
and accrued interest thereon, is hereby repealed, and the warrant issued
thereunder is hereby repealed, and
Be it further resolved by the said Commissioners of
the Sinking Fund of the City of Rochester, Minnesota:
That the sum of $129990.46 is hereby appropriated
from Code 5 (Light Bond Investment) of the Sinking Fund of said City,
_ and ordered paid to the First National Bank of said'Cit.y for the said
bonds, being $12,000.00 for principal and 0990.46 for premium leaving the
$4.17 credit to be refunded by the First National Bank for credit to Code
7 (Light Bond Investment Interest)."

ment Committee was read, and President Liddle ordered that the same be
placed on file:

City, recommend that a resolution be passed and adopted, requesting
the Mayor to give the Chief of the Fire Department an emergency
authority, to go into the open market and purchase the following.
equipment for the new Service Truck, conditioned that the company
making the sale shall - accept and agree to no payment on this
equipment, other than approximately $600.00, which shall be paid
on delivery, the balance to be paid: one-half thereof on or before
July 1st ,1934, and the other half thereof to be paid on or before
December 1,1934, without interest or any other extra charge on
account of the delay in payment:

$3:75 for damage to an automobile tire on account of cutting same on

The application of Taylor Cutshall for a public dance7at the
Woodtan Hall December 6th91933 , was read.
The claim of Ted E. Dieter,$3.75, for vulcanizing a tire
damaged on a defective manhole cover, was read, and upon motion by Hicks, second by
j Amundsen, the same was allowed, and the Mayor and City Clerk were authorized and
(directed to draw a warrant upon the City Treasurer and make payment accordingly; the
said payment to be from the Sewer Fund.
The claim of CO, B. Hanscom $20.00, and of James T.Spillane
$950, were' each read, and upon motion by Hicks, second by Moody, the same were
allowed and the Mayor and City Clerk were authorized and directed to draw
warrants upon the City Treasurer, and make payments accordingly from the General Fund
of said City.
Alderman Norton introduced the following resolution, which was
tread:
"Be it resolved by the Common Council of the City of Rochester,
(Minnesota:
That pursuant to the following quoted recommendation made by the
Fire Department Coymlittee/the Common Council, the Mayor of said City is hereby respect
of
fully requested to execute the emergency authority mentioned therein;

Upon motion by Kicks, second by Amundsen, that the
said resolution be adopted as read, and all voting in favor thereof,
President Liddle declared the said resolution duly passed and adopted,
Alderman Miller introduced a resolution urging the
President, the Congress and the governments of the world to extend their
sgpreme efforts to bring about lasting peace and good will amongst men,
which was read.
Upon motion by Hicks, second by Norton, that the
said resolution be adopted as read, and all voting in favor thereof, Presi-
dent Liddle declared the,said resolution duly passed and adopted:

public dance permit to Taylor Cutshall for the Woodman Hall December 6th,193a ,
and fixing the fee at 33009 which was read:
Upon motion by Norton, second by Amundsen, that the
said resolution be adopted as read, and all voting in favor thereof,
President Liddle declared the said resolution duly passed and adoptedi
Alderman Amundsen introduced the following resolution,
which was read:
"Be it resolved by the Common Council of the City of
Rochester, Minnesota:
That the City Engineer of said City be and he is
hereby authorized and directed to purchase two 40 x 14 solid rubber tires
for the Russell grader No.l, at a price of $140:36 each, less 2% discount
for payment in. 30 days, making a total of. $275.10, as bid by Nelson Motor
Sales Co:, under date of Nov.2791933."
Upon motion by Norton, second by Miller, that the said
resolution be adopted as read, and all voting in favor thereof, President Liddle
declared the said resolution duly passed and adopted.
Alderman Hicks introduced a, resolution appropriating .1630.48
from the Park Improvement Fund and ordering payment made to the Mayo Trust Fund
for payroll for labor during the week ending becember lst919339 which was read. .
Upon motion by Amundsen, second by Norton, that the said
resolution be adopted as read, and all voting in favor thereof, President Liddle
declared the said resolution duly passed end adopted.
Upon motion by Hicks, second by Moody, the City Engineer was
instructed to prepare specifications and estimate of cost for the furnishing of
25,000 gallons,or more, of gasoline to the City- of Rochester during the year 1934.
Upon motion by Amundsen, second by Norton, the City Clerk was
given authority to employ an extra stenographer in compiling P.W.A. records and
proceedings in connection with trunk line sanitary sewer construction.

be awarded to the low bidder, provided the P.W.A. will assume 304of the increac

Upon motion by Hicks, second by Moody, it was
ordered that the certified checks of the $hree lowest bidders on each
bridge be retained, and'that the fourth highest in each case be returned
to the unsuccessful bidders -

of C. C. Pagenhart on the 4th Street Southeast and 14th Street Northwest
bridges are low and are recommended by the City Engineer for acceptance by
the Common Council;
Therefore, be it and it is hereby resolved by the
Common Council of the City of Rochester,Minnesota:
That said Common Council does hereby acceptannd
approve the report and recommendation of the City Engineer, which said
acceptance and a pproval is made under the provisions of instructions
received from the State 77,n:71n3�r, 71in.

resolution be adopted as read, and, all voting in favor thereof, President

Upon motion by dicks, second by Miller, itwas
ordered that any members of the Common Council that can go be designated
as a committee from the Council to accompany the, City Engineer to St .Paul
to Mr:Wx.N.Carey, State Engineer,
with the certified copies of bids and resolutions regarding the Fourth
Street Southeast and Fourteenth Street Northwest bridges, ,
