Hall, in said City, at 2:00 o' clock P.M. , on January 2nd91934.
Meeting called to order by President Liddle.
Roll Call. Present: Liddle, Amundsen, Dallman, Hicks,
Miller, Moody, Norton. Absent: None:
The report of the City Engineer for the month of
December919339 showiAg expenditures from the General Fund for labor of $33.549
from the Street and Alley Fund $700.26 , from the Sewer Fund 04980509 and
from the Bridge Fund $3:15, was read, and President Liddle ordered. that the
same be placed on file:
The application of A. G0 Berndt, for a public dance
permit at the Woodman Hall, January 13th, 20t h, and 27th, and February 3rd,
1934, was read:
The application of M.E.Nott for a soft drink dealer
license at =. M. Broadway, Street South, was read, and upon motion by
Moody, second by Dallman, license was granted:
The following delinquent tax statement, prepared by
the City Clerk, was read, and President Liddle ordered that the same be

The following communication was read, and President Liddle

Gentlemen:
I regret having to request further financial assistance for
the operation of the Hog Farm, to the extent of $10000-00.
I had expected that two carloads of pigs purchased in
September would have made it possible for us to finish the fiscal year
without further assistance; but the consistantly low price of port and
the death of over 25% of the pigs from cholera and necrotic enteritis
has wiped out expected profits:
We always suffer some loss on purchased pigs. It is unavoidable
but seldom has the loss been large enough to be of any concern. Also I feel
that the present almost unheard of low price of pork will not long continue
and that feeding hogs with garbage will soon again be a profitable under-
taking
I would respectfully draw your attention to the fact that during
this fiscal year the financial assistance required has not been as much as
during the preceding two years.

Copy of requisition by the Health Officer upon
Saint Mary's Hospital for the isolation of Harold Podolske, age 2 months,
living at 403 Fifth Avenue Northwest, diagnosed to be suffering from,
whooping cough, was read, and President Liddle ordered that the same
be placed on file.
The appointment by the Acting Mayor of Carlton E.
Anderson, as a Special Patrolman December 29th919339 to January 4th91934,
inclusive, at a compensation of $200 per day, was read, and President
Liddle ordered that the same be placed an file:
A communication from Wm. C. Fraser L`c Son, asking
for a duplicate of warrant No.3163 for $21,001, issued August 31,19331, a nd
a request ,gor` a duplicate of warrant No A448 issued to Art Dornack in the

amount of $21.60,were each read, and upon motion by Hicks, second by Amund-
sen, the Mayor and City Clerk were authorized and directed to draw
duplicates of .the said warrants and stop, payment on the originals.
The following copies of resolutions passed and
adopted by the Public Utility Board, were read, and President Liddle
ordered that the same be placed on file:
"Be it and it is hereby resolved by the Public
Utility Board of the City of Rochester, Minnesota that the Hon. Common
Council of the said City be and is hereby requested to authorize the said
Board to enter into a contract with the Westinghouse Electric and Manu-
facturing Company for the furnishing of the necessary labor and material
necessary for the installation of a switchboard and balcony upon the
fol1mwitg' b66si9-; '
1: For the furnishing of all equipment and material -excepting panels
16 and 17 as enumerated in specifications -and the installation
thereof $ in accordance with specifications -for a price of TEIRTY
THOUSAND TWO HUNDRED AND SIXTY THREE DOLLARS (30 ,263,400) .
2. For the furnishing of feeder material -excepting panels 16 and 17-
F.O.B.Rochester, Minnesota for the sum of F'IFPPEEN THOUSAND FIVE
HUNDRED AND NINTY DOLLARS (15,590.00)-in accordance with specifi-
cations,
all of the said installation and furnishing of materials to be covered by
two contracts in accordance with awards tabulated herein as 1 and 2 and
further that the interest of the City of Rochester shall be protected by two
bonds attached to each of said contracts -said Westinghouse Electric and
Manufacturing Company being the lowest responsible bidder."
"Be it, and it i s hereby resolved by the Public Utility Board of
the City of Rochester, Minnesota that the Hon. Common Council of the said City be
and is hereby requested to authorize the said Board to enter into a contract with the
L.A.Kepp Contracting Company of this City in the amount of Et,FVE.N HUNDRED AND
TWENTY DOLLARS (1120.06) for the furnishing of the necessary labor for the installa-
tion of ten feeder circuits as specified in specifications for the switchboard in the
City Light Plant building, and in accordance with said specifications with the
exception of circuit for panels 16 and 17, I
Said contract to -contain bond to the City of Rochester, Minnesota,
in like amount said cunt ractor.being the lowest responsible bidder upon this
portion of the installation."
The following request by the City Engineer was read, and
President Liddle ordered -that the same be placed on file:

Upon motion by Norton, second by Moody, it was ordered
that a $15.00 deposit be required on each set of plans and specifications
for the trunk line sanitary sewer construction, and that the whole amount
be returned to those contractors who might bid and further that no refund
be made to those who make a deposit on plans but do not bid.
- Upon motion by Moody, .second by Norton, the City
Clerk was authorized and directed to file plans and specifications for
trunk line sanitary sewer construction at the Builders' Exchange in Saint
Paul, Minnesota, and at the Builders' Exchange, in Minneapolis, Minnesota,
at no cost to either of the said Holders' Exchanges.
The following copies of communications relative to
purchase of gasoline, and the original of the recommendation made on the
subject by the Street and Alley Committee, the City Engineer, and the City
Attorney, were each read, and upon motion by Norton, second by Moody, the
said recommendation was accepted and the City Engineer was instructed to
purchase gasoline from the Co -Operative Oil ComparW until further orders
by this Common Council; all voting in favor thereof except Alderman Dallman,
who voted "Nay":

Beginning on the lot day of January, 19349 you will please furnish
and deliver to . the City Filling Station, located on the north side of 6th
St. S.W. , Gasoline Motor Fuel, not less than 60-62-400-•65 and. up Octane in
tank wagon -lots of not less than 400 gallon at such time as the request may
be made of your company. Either through this office, by the undersigned,.
or Mr. George E. Stewart, lot Ass't City Engineer.
It is desired that you bill each separate delivery and that no
delivery be made to any person .or persons other than -the City Engineer, or
1st Assistant City Engineer, and then only to the City Filling Station as
hereto -fore named.
In order to avoid any possible chance of erro'r in accounting, please
insist that a sales slip accompany each separate delivery, and that the
sales slip is signed by one of the parties herein authorized to order -and
receive delivery of gasoline for the City Filling Station.
Your acceptance of this order is assumed to be the fulfillment of the
germs of anagreement, which the writer and Mr. B.oie have heretofore discussed
and agreed upon.
Viz: Gasoline will be charged for at the local filling station price,
as posted at your office at Noll-3rd St:S.E., this city, Less .02 cents
per gallon in tank wagon lots of
400 gallon or more,
Less.015 cents per gal. Federal tax that may not apply to sale.
which amounts to a reduction of 31 cts. per gallon at this date.
It being agreed and understood that the City of Rochester is to share
in the annual dividend of the Cooperative Oil Co. , on the percentage basis
of the toal sales for such time as this order is effective. Kindly acknowledge
receipt and acceptance of terms as herein set forth.

we have had notice will be reduced from one and one-half cents to one
cent on January lst ,1934 , but the posted price will also show this change.

Gentlemen:
Your committee on the matter of a bulk plant, to be
owned and operated by the City of Rochester, for use of City -
owned -motor -equipment, we beg to report as follows:

The City will be able to purchase and erect a-gasoline-
storage-bulk-pplant, with the necessary pumps and meters for the
sum of $1500.00.
The City will be able to deliv p gasoline from the bulk
plant to service tank for about one-half -g) of one cent per gallon.
At the present, gasoline will cost at refinery .05 per ga"1.

Through arrangements with the Cooperative -Oil Co, the.
City will be able to purchase gasoline delivered to City Service
Station for 0"'179 etse per gallon, less .02 cents discount in 400
gallon lots, less 1 ct. per gallon Federal tax, making the net
cost .149 cents per gallon.
At the end of the fiscal year, the Cooperative Oil Co,
agree to share with the City, any dividenk there may be. The
.dividend to be based upon a percentage of total sales, thus:
dividend for the year 19339 was 16%, and 16% of .179 is $.02867 cts.
per gallon, -and 4149 less $,02867 is .12033 cts: per gallon.
The difference between '012033 and 01196 is 00063 per
gallon.
We recommend that the gasoline be purchased from the
Cooperative Oil Co. for the year 19349 or so long as the present
terms of the agreement are effective, and that no bulk plant be

Alderman Hicks introduced a resolution authorizing
the Public Utility Board to enter into a contract with the Westinghouse

Electric & Manufacturing Company, in accordance with the above quoted
resolution, request, and fixing the amount of the surety bondsto be given
by the said contractor at the sum of $30,263.009 and $15,590,800, which was

said resolution be adopted as read, and all voting in favor thereof, except
Alderman Norton, who voted' "Nay", President Liddle declared the said reeolutian
IIduly passed and adopted.

Alderman Amundsen introduced a resolution authorizing the Public
Utility Board to enter into contract with the L. A. Kepp Contracting Company in
accordance with the above quoted resolution ,request, and fixing the amount of the
bond to be given by the said contractor at the sum of $1120,00, which was read.
Upon motion by Hicks, second by Dallman, that the said resolu-
tion• be adopted as read, and all voting in favor thereof, Except Alderman Norton,
who voted "Nay"., President Liddle declared the said resolution duly passed and
adopted.
Alderman Norton introduced the following resolution,which was
read:
- • .'INKEREA,S, The Public Library Board of the City of Rochester,
Minnesota, in a letter under date of December 18th 19339 requested the approval
and consent of the Common Council of said City to submit a proposition to the
Mayo Properties Association, which is more fully set forth in said letter, and
which provides for the acquisition by the Library Board of a piece of property
now owned by said Mayo Properties Association.
THEREFORE, Be it resolved by the Common Council of the City of
Rochester, Minnesota:
That the Common Council of said City does hereby endorse.the
action of the Library Board taken to date in said matter and does hereby give its
consent to the submission by the Library Board to the said Mayo Properties Associa-
tion of the proposition and offer for the acquisition of the land mentioned in said
letter as more fully described therein.
Upon motion by AAmundsen, second by Norton, that the said
resolution be adopted as read, and upon the "Aye." vote of Aldermen Amundsen, Hicks,

Norton, and President Liddle, and the "Nay" vote of Aldermen Dallman, Miller, Moody,
President Liddle declared the said resolution duly passed and adopted.
Alderman Dallman introduced a resolution appropriating $19000.00
from the Sewer Fund for use of the Street and Alley Committee, which was read.
Upon motion by Norton, second by Amundsen, that the said
resolution be adopted as read, and all voting in favor thereof, President Liddle
declared the said resolution duly passed and adopted.
Alderman Moody introduced a resolution granting public dance
permit to A-: G. Berndt, for the Woodman Hall, January 13th, 20th, and 27th, and
February 3rd,1934, and fixing the fee at 012.009 which was read.
Upon motion by Dallman, second by Moody, that the said resolu-
tion be adopted as read, .and all voting in favor thereof, President Liddle
declared the said resolution duly passed and adopted.
Alders Miller introduced a resolution appropriating $353,35
from the Park Improvement Fund and ordering payment made to the Mayo Trust Fund
for payroll for labor during the week ending December 29th919339 which was read.
Upon motion by Moody, second by Amundsen, that the said
resolution be adopted as read, and all voting in favor thereof, President Liddle
declared the said resolution,duly passed and adopted.

Upon motion by Moody, second by Hicks, the sum of
$36.28 was appropriated from the Street and Alley Fund and it was ordered
that the said sum be paid to Kruse Insurance Agency, for fire, lightning,
transportation, tornado, cyclone, wind storm and hail insurance $5.401, and
public liability and property damage insurance $30.88 (fleet rate) on 1927
14 ton International Truck and $1 97 from the General Fund, for fleet policy
Premium on Whippet coupe in use of the Health Department $22.831 less credit"'
of premium on policy 8676601 cancelled in favor of fleet coverage.
Upon motion by Hicks, second by Moody, the City Clerk
was authorized and directed to release the renewal certificate on the above
mentioned public liability and property damage policy No. R-JA 8676601,
expiring August 8th,1934.
Upon'motion by Amundsen, second by Miller, the Chief
of Police was authorized to purchase an auto battery charger.
Upon motion by Miller, second by Moody, the City
Bngineer was instructed to prepare specifications and estimate of cost for
a new motor driven flusher -sprinkler.
Upon motion by Dallman, second by Amundsen, the City
Clerk was instructed to prepare proceedings for the issuance of a certificate
of indebtedness in the amount of $1,000.00 dated February lst,1934, to
realize funds for financial assistance to the City Farm.
Upon motion by Moody, second by Norton, the Common
Council adjourned to 7:30 o'clock P.M., January 15th,1934.
