Roll Call. Present: Liddle, Amundsen, Dallman, Hicks, Miller, Moody, Norton. Absent: None. Upon motion by Dallman, second by Amundsen, the minutes of the meeting held on January 15th;19349 were approved: The application of Rochester Lodge No.1091 n.P.O.E., for a carnival license June llth, to 16th,1934, inclusive, was read, and upon motion by Hicks, second by Moody, license was granted at a fee of $100000 ,, for the period mentioned. The report of the Clerk of the Municipal Court for the week endiing January 29th,19349 showing civil fees received $*25, and conciliation court fees received $4425, was reed, and President Liddle referred the same to the City Attorney. The report of the City Engineer for the month of January,1934, showing; e°rpenditures from the General Fund for labor of $2.489 from the Street and Alley Fund $473.21, from the Sewer Fund $423.25, and from the Bridge Fund $2.25, was read, and President Liddle ordered that the same be placed on file. The report of the Building,Electrical and Plumbing Inspector for the month of December,1933, showing building inspection fees collected in the amount of %120.00, electrical inspection fees ;�12450, and plumbing inspection $44-50, was rea,d,._and President Liddle referred the same to the City Attorney. The application of the Home Laundry and the Capital Eat Shop (2). for permits to place and maintain signs, were each read, and upon motion by 1Lnan, second by Amundsen, licenses were granted. The application of the Peterson Electric Company for an elect ri- ia.ns license was read, and upon motion by Miller, second by Amundsen, license was t ranted. The electrician's license bond of the Peterson Electric Company, th the New Amsterdam Casualty Company as surety thereon in the amount of $19000.00 , s read, and upon motion by Norton, second by Moody, the said surety was accepted, said bond bond was approved, and it was ordered that the same be placed on file. January 29, 1934 Honorable Mayor & Common Council i City of Rochester, Minnesota Would you please extend the time on our permit for dance to be held at the Armory on February 6th, 1934 for one hour, making the closing time one o'clock instead of twelve o' clock. Anderson, as a special patrolman January 26th to February 1st9 1934, inclu- sive, at a compensation of 32.00 per day, was read, and President Liddle ordered that the same be placed on file. The following communication was read, and the City Clerk gave the information that he had furnished the. salary lists Tequ6sted% i I "� anuary 22 , 1934* To City Clerks: Dear Sir: Under the State Income Tax all state and municipal employes in Minnesota are required to pay a tax on the income in; excess of the allowable credits. Those employes have not been taxed by fed- eral government, and we have no complete list of them yet.. Will you cooperate with us by sending a list of the employes'of your municipality, whose salaries were $1200 or more in 19339 so we can mail them blanks? If the employe does not receive a blank he .is liable for the tax, and for a penalty should his return be late. We wish to help the employes avoid penalties by calling the matter to their attention in time and your cooperation in'. supplying us vith their names and addresses will be appreciated. Rochester, Minnesota Jan. 22nd 1934 Gentlemen: Upon the morning o f Dec.. 24th, I ran my car dnto a steel eel post which was driven into the ground on 7th street , north-east.; and protruded about 18 inche above the surface. The impact threw me out of the car, broke my nose, and loosened four teeth. The car was badly damaged, and was three days in the garage undergoing rePairs. For the damages to the car and personal injury, I will ask the city to reimburse me to the eanount of $75.00 Very truly, Chas. T: Granger." January 24, ' 1934 Mr. A. F. Wright City Clerk Rochester, Minnesota Dear Mr. Wright: Governor Olson has requested"me to acknowledge your communication of January 19th. The Governor recently issued An order to permit replace- ment of workers on CWA whenever the replaced worker has received a mirii- mum of $100 in wages and providing that the replaced worker shall not return to the relif list. It is hoped that this order will spread oppor- tunities for employment on a wider sc6le: 774 16 The State Civil Works Administration is required to administer the rules and regulations under act of: congress and in accordance with the restrictions established by the Federal Emergency Relief Administration, headquarters at Washington, D.C. M: EW Governor's Relief Representative " The circular letter from Ambrose Fuller, Executive Secretary of the League of Minnesota Municipalities, relative to the National C.W.A.• Programs was read, and President Liddle ordered that the same be placed on file. Procedure for establishing municipal liquor dispensary and a model ordinance for regulation thereof, furnished by Ambrose Pullers attorney, and Acting Executive Secretary of the League of Minnesota Municipalities, were presented to the Common Council, and President Liddle ordered that the same be placed -on file. Upon motion by Hicks, second by Moody, it was ordered that the $60.00 charge against the Park Department for four old dump wagons furnished trom the Street and Alley equipment, be cancelled and that the said dump wagons be transferred to the title of the Park Department without chargev A copy of the Minnesota Plumbing Code of minimum standards and requirements, together with a letter from the Minnesota Department of Health, explaining the procedure for establishing the same for effect in Rochester, Minnesota, were read, and President .Liddle ordered - that the same be placed on file. The communication from Woodrich Construction Company accompanied by a copy of their qualiflications as contractors, furnished to Mr. Wm. N. Docket #14730' Dear Sir: We hereby acknowledge receipt of your letter of the 23rd inst. enclosing certified copies of resolutions passed and adopted by the City Council in connection with the trunk line sanitary sewer on above project, together with recommendations by the City Engineer relative to same. We have given the matter careful attention, and so far as we can determine, the modification of the project by the elimination of part'of the trunk line sewer construction is acceptable to this office. Dear Sir: Relative to the certified resolution concerning the City Engineer'.s recommendation on trunk line sanitary sewer construction, I have to say that in the third paragraph of his quoted recommendation the $24280.10 should have been $ 26,280.10, and further concerning this certified resolution, in the last paragraph thereof where the bid and prcposa l of H.H.Frankamp is mentioned, H *H.Frankamp should be nhanged to Christensen Contractors,Ine., $1'7,537.75. ' arid-Bniidin&- Inspec 0-t Petition re: Sign Permit Fees. To the Honorable Mayor and Common Council, City of Rochester, Minnesota Gentlemen: The License Committee, City Attorney & Building Inspector, wish to report on the matter of a petition .relative to the reduction in fees on signs. As requested, the Sign Ordinance was amended on May 19th,19339 and amended ordinance has been used in the licensing of signs for the year April 1933 t o April 1934. Respectfully submitted, _ Paul H. Alderman Amundsen introduced the following resolution, which was read: "WHEREAS, in the resolution passed and adopted by this Common Council January 22nd, 1934, relative to the approval of the City Engineer recommends• tions in regard to the trunk line sanitary sewer proposals certain errors occured in that the quotation of the City Engineer's recommendations, in the fourth paragraph thereof , 26280.10 was made to read $ 24,280.10, and in the last paragraph of the said resolution mention was made of the bid and proposal of H..Frankamp �19,387.50, H which should have been Christensen Contractors, Inc: $179937.75; So therefore, Be it resolved by the Common Council of the City of Rochester, Minnesota: That the said resolution passed and adopted January 22nd, 1934, be amended to the effect that the $24,230 010 i's hereby made to read $26 9280 ,10 , and the reference in the said osoion to the Christensen Contr1ment actorsndlnc��c�17nof 937.75."Frankatt bid of $19,387.50 be made t read 778 Upon motion by Hicks, second by Dallman, that the ' said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed' and adopted. Alderman Diller introduced a resolution appropriating $232045 from the Lighting Fund and ordering payment made to the' City of Rochester, Light Department, for electricity furnished to public buildings, which was read. Upon motion by Moody, second by Amundsen, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution, duly passed and adopted. Alderman Dallman introduced a resolution appropriating $ 3,159.00 from the Lighting Fund and ordering payment made to the City of Rochester, Light Department, for lighting public streets and grounds, which was read. Upon motion by Norton, second by Amundsen, that the said resolution be adopted as read, and all voting in favor thereof, Presi- dent Liddle declared the said resolution duly passed .aril adopted. Alderman Moody introduced a resolution ,appropriating $298.10 from the Park Improvement Fund and ordering payment made to the Mayo Trust Fund, for Payroll for labor during the week ending January 26th,1934, which was read. Upon motion by Amundsen, second by Moody, that the said resolution be adopted as reads and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Norton introduced a resolution making appropriations for use of equipment, gravel furnished to various jobs and to stock, and for kerosene and gasoline used from Street and Alley Stock during the period April lst919339 to December 31,st,1933, inclusive, which was read. Upon motion by Miller, second by idoody, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. IIpon motion by Norton, second by Amundsen, the rules were suspended and an ordinance regulating.the sale of intoxicating liquors within the City of Rochester, providing for such sales by duly licensed persons, establishing regulations for the operation of places where such intoxicating liquor is sold, providing regulations for the granting of .such 'licenses, setting license fees, providing penalty for trhe violation thereof, and repealing all inconsistent ordinances, was given its second reading. 779' A motion by Norton,, that the rules be suspended and the said ordinance given its third and final reading, received_ no second, at which he withdr-e* his motion. Upon motion by Moody, second by Amundsen, the rules were suspen- ded and an ordinance prohibiting any minor misrepresenting his or her age and stating that he or she is 21 years of age, or over, to any public place in the City of Rochester having an "On Sale" or "Off Sale" liquor license:. for the sale of intoxicating liquor, was given its second reading. Upon motion by Hicks, second by Dallman, the sum of $3:009 was appropriated from the General Fund, and it was ordered that the said sum be paid 4 to D. L. Williams, Post Master, for stamps for use of the City Engineer. Upon motion by Miller, second by Moody, the City Engineer was authorized to purchase 20 blue prints' ,of the City plat map on paper, and 10 blue prints of the City plat msp on cloth. adjourned: r Upon motion by Moody, second by Hicks, the Common Council ' 6 0 0 City Clerk.
