76 Minutes of a regular meeting of the Common Council I� of the City of Rochester, Minnesota, held in the Council Chambers, in the City Hall, in. said City, at 2:00 o' clock P.M:, on April 2nd, 1934. I Alde�nan Amundsen introduced the following resolution which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the said Common Council of the City of Rochester, Minnesota, hereby adopts the following rules and -regulations for- the order of business of said Common Council: .1. Roll Call. The roll call of the Common Council shall be had and taken. in its alphabetical order according to the names of the members, except that the name of the President of the Common Council shall be. called only at the first roll call of each meeting and then after that, at that meeting, only in the ease of a tie vote when his name shall be called and vote taken after the expression of each of the other members of said Common Council. 2. The applications of Dr. Chas. T. Granger, and Dr. Chas. H. Mayo, for appointment as Health Officer, were read. Upon motion by Moody second by Amundsen, and all voting in favor thereof, Dr. Chas. Waldron, for appointment as Milk Inspector, were read* Upon motion by Green second by Fryer, and all voting in favor thereof, Marif red H. Upon motion by Miller second by Amundsen and all voting in favor thereof, Wm: R. Jones was duly appointed Dog Catcher for the ensuing official year. The applications of Harvey W. Herrick, P. U. Claude, Adolph W. Berndt, Arthur Podein, Carl Podein, 011ie Perty, John Fred Nieman, and W. E. Mitchell, for appointment as Assistant Superintendent of the Dumping Grounds were read. Upon motion by Moody second by Green, and all voting in favor thereof, W. E. Mitchell was duly appointed Assistant Superintendent of the Dumping Grounds for the ensuing official year. The apPlication of Dt. F. H. Powers for appointment as a member of the Board of Health was read: 7011 Upon motion by Lemmon, second by Moody, and all voting in favor thereof, Dr. F. H. Powers was duly appointed a member of the Board of Health, to hold office until the second Monday in April, 1937. WRIGHT CITY CLERK " The Mayor read the following message to the Common Council and President Liddle ordered that the same be placed on file: "April 2nd, 1934 To the Honorable Common Council of the City of Rochester, Minnesota Gentlemen: In my message to you today I wish to express my thanks for the splendid co-operation offorded one by the outgoing council supporting my program of making Rochester a City withdO bonds by the year 1942 and at the same time enjoy the benefits of. the lowest tax rate of any of the larger cities and also, with only a few exceptions, the smaller cities in the Mate, y AM In fiting the depression, Rochester has done its part well. The Utility Board, the Park Board and the Public Works Department had plans and programs which enabled each of these departments to put men to work in an efficient manner on short notice. Thus we were able to take emmediate advanbtsge of Government aid under the Bublic Works and Civil Works Administrations as quickly as available. The Public Works program calls for an expenditure by the City alone of $1179000.00 for paving, trunk fine sewers and two bridgds. A goodly portion of which has already been spent. ' The Utility Board has a program calling for an expenditure of nearly $2509000.00. All of this means not only employment for local labor but also helps to put factories supplying materials for these projects in motion. However, I need not tell you that the country is far from being out of the depression and that it is imperative that government must continue to aid in a very materil manner to keep men and women employed and out of the bread line. Wiih all these needed improvements paid for with money from the Utility funds I find that the cash and investments of the Vtilites have not been materially affected this balance now being $761.791.38 as against $762.234.66 a year ago or a difference of only $543.28. Thus it can easily be seen that we can go ahead with our present program without in any way impairing the sound status of the Public Utility fund. I would recommend that the $260,000.00 for this program be taken to a ,large extents from the Depreciation Fund and that we do not invest any more money in bonds for the present. This improvement program will be carried out over a period of from 12 to 15 months. The Utility Board and the Council undoubtedly work this out together. NATURAL GAS No. 1 Those of you who were in the fight for natural gas two years ago know that we h,-�ld out for Municipal Ownership as far as possible but for the sake of expediency were forced to accept the present arrangement by which the City is entitled to take over the distribution system at the end of the third year according to the contract with the Gas Company which reads in part as follows: 'reserving unto the City of Rochester the option, right and privilege upon giving at least one year's written notice of intention so to do, to take over said gas system at end of third year of above franchise term, also at end of each two year period thereafter and on the terms and conditions set forth in Section 5 hereof, it being understood, however, that the giving of above written notice does , not _ obligate the City to proceed thereunder'. I hereby recommend that the City Attorney be instructed to prepare the pi►oper notice setting forth the intention of the City of Rochester to take over the distribution system of the Gas Company on the expiration of the third year of the franchise. No. 2 We mast do everything possible to conform with the wishes of the Administration in regard to a shorter working week and therefore I would recommend that common labor be placed on a thirty (30) hour week at sixty (60X) an hour and an adjustment of skilled labor upwards. No.3 POLICE DEPARTMENT For the Police Department I would recommend an eight hour day and for the Department, Police Commissioners and Common Council to work this out. No. 4 FIRE DEPARTMENT For the Fire Department I would also recommend an eight hour day for the Department, Fire Commission and Common Council to work out. No. 5 I recommend that all employers of labor should follow the wishes of the Government by working less hours and paying more per hour. Business is on the upturn. Let us all push together. �r ,ro++ No . 6 LIBRARY ' A beautiful site for a new Library has been donated to the City ji and has been accepted by the Library Board and the Council. The I� provision being that when the old Library site is sold we promise to ji use these funds for the building of an auditorium. I hereby recommend the building of the Library as soon as practical. There is about $529000.00 in the Library fund, about � $55,0001100 in the Water Works Extension fund and the balance of j $40.000.00 could be supplied from electric Light funds, thus paying cash for the project. No. 7 PARK IMPROVEMENTS On account of the Government CWA program we have done work that would have taken us ten (10) years to do under taxation and to get all men employed the government has got to keep on with their work so we can complete Soldier's Field, Mayo Park and Silver Lake. A tax ;! levy having been made for a number of tennis courts and an addition to our green house. With so much idle time on our hands we have got to +� • � Prepare playgrounds for the children and citizens of Rochester. A resolution passed by your -honorable body and sent to President, I j� Governer and C.W.Hopkins, head of the CWA project, is recommended. 1 No. 8 BEER PARLORS AND LIQUOR STORES We have had one years experience and a few changes are needed. If the County Commissioners are going to grant licenses in the county we must have a uniform closing law and we mere told when we got beer it would help farmers - on the sale of their barley and now we are forced to drink beer made from rice imported from Japan. In order that beer dispensers be independent so that nothing but barley malt beer be sold here I recommend that all dispensers should own j their own fixtures and beer pumps and that those who do not be given j I three months to acquire the ownership of same. No. 9 In conclusion will say that we have done a great deal making improvements. The survey that was made of our fire department has been carried out. We have kept everything in good repair - even with r our low tax rate - and the bonded indebtaoss has been cut down. We paid last year 34,000.00 water and dam bonds - $47,000.00 of other city bonds and the School Board has paid $409000.00. Certificates of indebtedness were out down 510,000.00 making a grand total of �!?,131,000.00 and the total bonds that will be paid this year is $118,000.00, so with less interest being paid I believe we can make some reduction in our tax levy next November. - Respectfully submitted, Julius J. Upon motion by Green, second by Fryer, the applications of Ernest C. B.he Following applications for Off Sale licenses to sell non -intoxicating malt liquors .were read, and upon motion by Amundsen second by Fryer licenses were granted: John A. Leiferman, 417 Third Avenue Southeast; Max Rubin, 308 Broadway- Street South. The following applications for On Sale and Off Sale licenses to sell non -intoxicating malt liquors, were read, and upon motion by Moody second by Amundsen licenses were granted: The Kahler Corporation, 20 Second Avenue Southwest; Mrs. Ione Anton, 327 Broadway St, So.; Fred Oesterreich, 322 Broadway Street South; Kahler Corporation (On Sale only) 105 First Avenue Southwest. The application of John A. Leif erman for a soft drink license at 417 Third Avenue Southeast was read, and upon motion by Amundsen second by Fryer license was granted. Informal order was given that a resolution be prepared transferring the balance of funds in the Musical Entertainment Fund to the General Fund, thereby preparing that the 1934 band expenses shall be by temporary transfer from the General Fund to the Band Pund and by certificate of indebtedness issued in anticipation of taxes to be collected in 1935. A copy of the constitution and by-laws of the Rochester Municipal Band was laid before the Common Council and upon motion by Miller second by Amundsen it was referred to the Band Committee. Upon motion by Amundsen second by Fryer it was ordered that an ordinance amendment be prepared providing for four additional Firemen for duty in the Fire Department of said City. Upon motion by Miller,second by Amundsen it was ordered that proceedings be prepared for the addition of five 1Pdt1k61Men for duty in the Police Department lead for the promotion , of one of the present Aatrolmen to the rank of Captain. Upon motion by Fr.*er, second by Miller it was ordered that proceedings be prepared providing for the office of Second Assistant Superintendent of the Dumping Grounds. Upon motion by Miller, second by Amundsen, the matter of fixing t#e City wage scale, as provided for in Ordinance No.415, and the possible amendment of the said Ordinance No.415, be adjourned and continued to 7:30 o'clock P.M. , on April 9th,1934. Upon motion by Miller second by Amundsen the City Clerk was authorized and directed to provide for the printing --of 1000 City Government booklets. Alderman Moody introduced a resolution fixing the salary of the per year City Clerk at $2997.00/ which was read. Upon motion by Miller second 'by Moody th6t,-:the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Prior to the adoption of this resolution, the City Clerk asked that the salary of the City Engineer and City Clerk be adjusted so that the same are more equitable, in that at the present time the City Engineer is drawing $47.25 more per month than the City Clerk or a total -of $567.00 more per year. Alderman Moody introduced the following resolution,which was r "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the salary and compensation of the City Clerk's Stenographer for the City of Rochester, Minnesota, be and the same is hereby fixed at the sum of $13540 per month beginning April 2nd919349 and continuing for and during the ensuing official year; the said City Clerk's Stenographer to hold office with the appointment and approval of the City Clerk of said City. The duties of the said City Clerk's Stenographer are hereby declared to be such stenographic and clerical duties as are and may be necessary in the office of the City Clerk of said City, and such other stenographic and clerical work as mpy be required by other officials in the official correspondence connected with their offices, provided that such do not interfere with his or her duties in the City Clerk's office. Said salary and compensation as aforesaid shall be payable semi- monthly; one-half of said monthly salary and compensation being payable on the 16th day and the balance thereof on the last day Bf each calendar month during the ensuing official year. Prior to the adoption of this' resolution and in the discussion •ld,tive to the Fixtrig,:Yof the City Engineer's Private Secretary's salary, wherein it as proposed that the salary for that office be raised from $108.00 per month to 115.00 per month, the City Clerk asked that, in that case, the salary of his first enographer be raised from $135.00 per month to $140.00 per month. Alderman Moody introduced the following resolution, which was rea4: "Be it resolved by the Common Council of the City of Ro wester, esota: That the salary and compensation of the Second City Clerk's Steno rapher fo r the City of Rochester, Minnesota, be and the same is hereby fixed at the um of $85.00 per month during the ensuing official year; the said Second City Clerk's 100 Stenographer to hold office with the appointments and approval of the City Clerk of said City. Alderman Fryer introduced a resolution fixing the salary of the Health Office Stenographer at $108040 per year, payable $540.00 from the. General Fund and $640.00 from the City Palm Fund, which was read. Alderman Green introduced the following resolution,which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: { That the wages of the three operators to be employed by the City Engineer for the operation of the local Sewage Disposal Plant be and the said wages are hereby fixed at the sum of $1728000 per year for the Chief Operator, and $1512.00 per year for each of the Assistant Operators, during the period ending on the Second (Monday in April, 1935.
