Minutes of an adjourned regular meeting ofthe Common Council
of the City of Rochester, Minnesota, held in the Council Chambers, in the City Hall ,
in said City, at 7.30 o' elo ck P.M., on July 16th,1934i
Meeting cs,lled, to order by President Liddle.

Upon motion by Miller second by Lemmon the minutes of the
meet in gg held on June 4th,19349 June 14t h,1934, June 25t h,1934 , and July 2nd919 34,
were each approved,
Upon motion by Amundsen second by Fryer it was ordered that the
City Engineer's estimate dated June 22nd919349 in favor of C.G.Fraser and L.M.Feller
($26850,45) be stricken from the recorded minutes of the meeting of this Common Council
held June 25th9l934, as that particular estimate was read and filed at a meeting held
�at 2:00 o'clock P.M., on July 2nd,1934.
President Liddle announced this as being the time andplace fixed
for hearing on the construction oX a sanitary sever in First Place Southeast from the
center o-f Third Street Southeast to a point 60' feet north of the north line of Fourth
Street Southeast ,and asked ifthere was any person present who wished to be heard
relative to this improvement+:
There was no person present who wished to be heard in regard
to the sanitary sewer above described.
This being the time and place fixed for the opening of
proposals for the construction of the above described sanitary sewer, the bid of
Martin Paulson was opened and read, it being 90 cents per foot for 8 inch vitrified
pipe sewer, standard. manholes $60:00 each, solid rock $5.50 per cubic yard, loose
rock $2.75 per cubic yard, and 6" on 8" Y'branches $1o00 each
Upon motion by Lemmon second by Moody the said proposal of
IMartin Paulson was referred to the City Engineer for tabulation and recommendation.
The following communication was read and upon motion by Moody
second by Amundsen request was made of the Mayor that he issue a proclimation
accordingly:

Gentlemen:
President Roosevelt is scheduled to visit Rochester early in
the month of August, 1934 for the purpose of conferring upon the Drs.-W.J.
and C.H.Mayo the National American Legion citation awards. Tentative plans
provide that the awards will be made at Soldiers' Field .during the morning
of the day the President is scheduled to arrive. In order that it may be
I possible for everyone in the City of Rochester to witness the presentation,
the undersigned committee suggests that your Honorable Body officially request
all business places in the City of Rochester to close between the hours of
10:00 o'clock A.M. and 12;00 o'clock noon on that day.

The following communication was read and upon
motion by Green second by Fryer the request was granted subject to all
concession fees being turned into the City Treasury:

During the scheduled visit of President . Roosevelt to the
City of Rochester early in August ,1934 there will no ' d oubt be
many in the city, who will be engaged in selling all sorts of
souvenirs such as buttons, flags, etc. It is the intention of
the Win. T. McCoy Post No.92 of the American Legion to cooperate
with the officials of the City of Rochester regarding those en-
gaging in this operation at that time and we feel that this can
best be done by asking your Honorable Body to authorize the Con-
cessions Committee of the American Legion Mayo Award Committee
generally to have complete control and supervision over all con-
cessions desired to be operated d».ring the President's visit, ih-
eluding the right to collect and retain such fees for such con-
cessions as in the judgment of tine Concession Committee may be
thought proper. In this way, and in this way only, we feel that
the numerous concessions in the city on that day may be properly
regulated and. controlled.

Alderman Moody introduced the following resolution
which was read:
"WHEREAS, On May 4th, 19349 the National Executive
Committee of the American Legion voted a Citation to Drs. William J. and
Charles H. Mayo, for the distinguished service of the Doctors to their sick
and disabled Comrades, and to humanity in general, and
WHEREAS, August 8th919349 has been fixed as the date
for the presentation of the said Citation, at which time President Franklin
D., Roosevelt will come here as a spokesman for the Nation at what in effect
will be a public testimonial to the Mayo Brothers for a lifetime of service
to society, and
4 WHEREAS, Edward A. Hayes, National. Commander of the
American Legion, will be here to participate in the Citation award program,

SO THEREFORE, Be it resolved by the Common Council of the City
of Rochester, Minnesota:
That the sum of $4000.00 is hereby.appropriated From the General
Fund, Code 18, and transferred to General Fund, Code 29, which will be a Budget
Division of the General Fund of said City, to be known as 'American Legion Citation
Award Expenses' from which disbursements will be made for the above set forth
budget purposes, from which payments will be made only upon duly verified claims
accompanied by the original requisition written by the American Legion Citation
Award Finance Committee, and
Be it further resolved by the said Common Council:
' That in the event of need for ready cash, a requisition written
by the American Legion Citation Award Finance Committee, approved by the Finance
Committee of the Common Council of the City of Rochester, Minnesota, accompanied
by sworn billing, will be authority for the,Mayor and City Clerk to draw a warrant
the City Treasurer for the amount specified and for the purpose stated, which sworn
billing, etc., will be presentedto the Common Council of the City of Rochester,
Minnesota, at their next meeting thereafter for their formal approval. "
Upon motion by Amundsen second by Fryer that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle declared the
said resolution duly passed and adopted.

The report of the Clerk of the Municipal Court for
the week ending July 9th,19349 showing criminal fines collected $102.00,
civil fees received $4.95, conciliation court fees received $2.0.0, and
court costs charged to Olmsted County,,$5.65; and for the week ending July 16,
1934, showing criminal fines collected '$93.90, civil fees received $8.65,
conciliation court fees received -6.009 court costs charged to Olmsted
County 011.05, -and fine collected and remitted direct to State Treasurer
$3000, were each read and President Liddle f'eferred the same to the tlity

The June 1934 report of the H6alth Officer for the
City Farm, showing receipts $389.159 disbursements .1553046, and balance
on hand 0439,599 was read, and President Liddle or that the same
be placed on file.
The June 1934 report of the Building, Electrical
and Plumbing Inspector, showing $27.00 building inspection fees, $24.57
Plumbing inspection fees and $18.75 electrical inspection fees was read, and
President Liddle referred the same to the Finance Committee:
The City Engineer's Department trial balance for
June 1933, and the City Engineer's report for June,1934, slowing expenditures
from the General Fund of $1301.23 for labor, $1062:33 from the -Street and
jAlley Fund, $120.14 from the Sewer Fund and 83.98 from the Bridge Fund, were
each read and President Liddle ordered that the same be placed on file.
General Balance sheets trial balance, fund statement ,
statement of unexpended budget appropriations, statement of Sinking Fund
investments ,etc., prepared by the City Clerk, as of June 30th,1934, were laid
before the Common Council and President Liddle ordered that the same be

The applicat ions of F4 W. Woolworth Company, Victor
1 A. Quale, and Oscar Hargesheimer (2) , for soft drink dealer licenses were
each read and,upon motion 1?y,Amundsen second by Moody licenses were granted.
The application of S.W.Cross for a plumbers license
was read and upon motion by Amundsen, second by Fryer, license was granted.
The - City Clerk asked for instructions as to the
disposition of the $25.00 which accompanied the application of Nat Tegum for
an auctioneers license, and upon motion by Moody second by Amundsen it was
ordered that the S25000 mentioned be placed in the City Treasury, the City

A petition dated May 26th,1934, addressed to the Honorable
Common Council, and headed, "We, the undersigned,*do hereby petition your honorable
body to clean up the banks and general surroundings of Cascade Creek bridge in the
vicinity of Fourteenth Street Northwest, Rochester, Minnesota." signed by 24 local
residents, was read and President Liddle ordered that the same be placed on f ile.
Upon motion by Lemmon second by Green the matter of oiling street:
and driveways in Soldiers Field was referred to the Park Board , the Street and Alle
Committee, the City En=ineer and the Legion Citation Award Committee with pcwer to
act.
The following applications for permits to place and maintain
signs were each read and upon motion by Amundsen second by Fryer, permits were
granted: J. C. Welch, Dutch Mill, Hilker & Claude, DrJ.K. Gibson, L.L.Coryell
Oil Co. , E. H. 'Deitschman, Northwestern Hotel, Hotel Northern, Snack Shop,
Rochester Amusement Co.96olden Arch Cafe, Postier Kruger Co. , Holland Food Shop.
A communication from the Lloyd -Thomas Company relative to
insurance values appraisal waq read and President Liddle referred the same to the
Insurance Committee.
The following copy of resolution passed and adopted by the
Public Utility Board was read and President Liddle ordered that the same be placed
on file:
"Be it and it is hereby resolved by the Public Utility Board of
the City of Rochester, Minnesota that the Hon. Common Council of the said City be
and is hereby requested to authorize the said Board to enter into a contract with
the Botsford Lumber Company of this City for the furnishing, in accordance with
specifications, of

the City of Rochester, Minnesota, authorized and directed the Sinking Fund
Commission of said City to sell $359000.00 par value of Sinking Pund
Investments for Water Works Extensions and appropriate the funds realized
thereby to the Public Utility Fund of said City, and authorized that,�thereupcn
the Public Utility Board are* to appropriate the receipts from the sale of
the said Sinking Fund Investm-nts for Water Works Fxtension to a special
fund for the construction of a new Library building, in and for the City of
Rochester, Minnesota,, and '
WHEREAS, The said Sinking Fund Commission did on

The Honorable Mayor and Common Council,
City of Rochester, Minnesota. ,

At a meeting of the Public Utility Board held on this date it was voted to
forward a Communication to your honorable body concerning your recent resolution
requesting funds for the construction of a new Library.
As you are all aware Rochester has one of the finest municipally owned Pu
jig Utility systems in the United States; a plant that we believe every citizen
of the City is proud of. To. keep such a plant efficient reFiuires the expenditure
of large'sums of money from time to time -such efficiency must result from modern
and adequate machinery.
At the present time we are building a mat and foundation upon which will
be erected a new building to replace the old portion which is torn down. This
new building will be large enough to house two 1000 HP boilers although only one it
required at the present time.
In addition to a new boiler and building a new turbine must be installed.
We have no factor of safety at the present time. If arWthing should happen to one
of our Present boilers the other one could not carry the load, especially in the
heating season. This also holds true of our generating equipment. If our 5000
KW generator was disabled for any cause we could not begin to carry the plant load.
This is a condition that no private utility would tolerate. We also need extensive
repairs at the power -dam if this unit is to be kept in a satisfactory condition.
It is not now a question of whether or not the dam is a paying proposition. We
have it and must keep it in repair.
Our distribution system in various parts of the city is in bad condition
due to overloads, etc. This should hll be replaced, a section at a time, and the
main feed wires undergrounded to insure better service and eliminate line loss.
Our east alley system has been adistinct hazard for some time. This should be
undergrounded the same as the west alley was a few years ago.
About $109000.00 is required to complete the installation of water mains
as authorized last year and this will put the system in fairly good order although
it does not yet comply with the fire underwriters suggestions.
The most important problem in our water department which should be met
with immediately is that of water supply'. We have drilled the last well at our
present location. We must locate, by tests in two or three different locations,
a new location for wells and pump houses in the outlying parts of the City and
suiTicient land purchased for said improvement. Another dry season such as we
have had may bring an acute shortage of water.
The above are a few of the vital needs of the Public Utilities in the Cit
The matter of finances reveals the fact that the Public Utility ;Fund had
a cash balance on July first of approximately $629000.00. We ,have on hand in the
Watdr Works Extension Ainking Fund, after dedubting the $189000.00 in bonds now bei
sold, approximately $379000.00. Our Light and Water Depreciation Sinking Funds
amount to approximately $2439000.00 at the present time making a total of all cash
and Sinking Funds available of $3439000400. We have under contrt:;ct at the present
time approximately $699000.00 of work in progress which is not paid for. Recent
awards for pole pgrchases, proposed building roof and the laying of cable on
Highway 7 ar}d 20 intersection total $6550.,00. According to engineer's' estimates th
new building and structural steel will cost about $1049000.00. A new 1000 HP boiler
with grinder and powdered fuel stand-by will cost approximately $140,000.00. a new
turbine with condenser and pump will cost approximately $175,0`00.00. The repairs
to the power dam surfaces, according to engineer's estimates will cost about
$47,000.00 although only a part of this will be done at this time. In September
we must pay for the retirement of 890000,00 in City Hall Bonds. These needed
expenditures total $550,9550.00 and deducting the $3439000.00 now on hand it leaves
a shortage of $2079550.00 which mount must be met from our earnings within the
next two years. This does not include any other improvements which were mentioned
in the first part of this letter nor does it leave any money in the. Depreciation
Reserve Account except trhat will be accumulated there within the next two years.

Ij Utility Funds during the last two years and for very worthy causes.
However, to get our plants in condition to meet the added loads that
I; will come within the next two years we feel that no large sums of
money should be withdrawn from these funds for this period of time.

Gentlemen:
• Some months ago, I spoke to ?fir• Armstrong, city engineer,
in regard to the blockage of drainage frog► the back of my lot.
Following the heavy rain storm the other night, there was some
blockage but notas much as I would have expected as the drain was
completely blocked a year ago and at least two feet of water collected.
On investigation, I found thatthe water was 'running down the drain
but slowly.. It is just possible that the blockage made in the drain
when the Southerhill was erected is not holding and it is leaking
through or there is seepage through under the road some place. It is
something that is of great concern to me as it is impossible to raise
flowere down there unless we can get proper drainage.
I hope that the condition will be rectified..

Pursuant to the following certification of the local Police
Civil Service Commission, set up under the Session Laws of 1929, as
amended by the Session Laws of 19339 and in accordance with ideal Charter
and ordinance provisions, I hereby appoint Guy E. Barnes as a Patrolman

resolution be adopted as read, and all voting in favor.thereof, President
L iddle declared the said resolution duly passed and adopted.

and Block 48 in Morse & Sargent's Addition to the siphon section of

Upon motion by Moody second by Amundsen the Puilding,
Electrical and 'Plumbing In&,pector was instructed to proceed with
jlsuch work as he may deem necessary to place the Loretta Mickelson property
on Third. Avenue Southwest in safe condition.
Upon motion by Moody seeondby Amundsen the matter
of door stops for the. outside City Hall doors was referred to the Public
Grounds Committeeo
