Meeting called to order by President Liddle. Roll Call. Present: Liddle,, Amundsen, Fryer, Green, Lenmon, Miller, Moody. Absent: None. Upon motion by Amundsen, second by Moody, the minutes of the meeting held oft July 16th,19341 and of the proposed special. meeting for July 19th919341, were each approved. President Liddle announced this as the time and place fixed. for hearing on the placing of bituminous treatment on Fifteenth Avenue Southwest from the south line of Second Street Southwest to the south line .of Sixth Street Southwest,, and asked if there was any person present who wished to be heard relative to this improvement: There was no person present who wished to be heard concerning the project above described Balance sheet, income statements,etc. prepared by the Secretary of the Public Utility Board as a report from thePublic Utility Board for the month of June919349 were laid before the Common Council, and President Liddle ordered that the same be placed on file; the 11said income stat ement s showing a net income in the Light Department for i June,1934 , of $2590,i64 , a net income for the three months of this fiscal year of $159518*37, and a net indome in the Water Department for June, 19349 of $9,073.129' and for the three months of this fiscal year a net income in the Water Department of $129250.24. 331 The report of the Clerk of the Municipal Court for the week ending July 2391934, showing criminal fines collected $87.40, civil fees received $9.00, conciliation court fees received $3.001 court costs charged to Olmsted County $17.60 , and .fine collected rind remitted direct to State Treasurer $100.00, and for the week ending July 30th919341, showing criminal fines collected v411.009 civil fees received N.65, conciliation court fees !$1.00, UO2.60 received from Olmsted County for June Municipal Court .fees and $$27.25 court costs charged to Olmsted County were each read, and President Liddle referred the same to the City Attorney. The application of Mrs. Mayme Eggen for an Off Sale license to sell non -intoxicating malt liquors' at No.815 Fourth Street Southeast, was read, and upon ;notion by Moody second by Amundsen, license was granted. The application of John Joachim for an On Sale license to sell non -intoxicating Malt liquors at 605 Broadway Street North was read and a motion by Alderman Green, that the license be granted received no second, at Vi'A: ch President Liddl e declared the motion lost. A -motion 'by Lemmon second. by Fryer thA the application of John Joachim mentioned above be not granted carried by the following vote: Ayes: Amundsen, Fryer, Lemmon, Moody. Nays: Green, Miller. The application of Mrs. Mayme Eg;Ten and of Clyde Renaux for soft drink dealer licenses were each read and upon motion by Moody second by Amundsen licenses were granted. The application of H.B.Gordon for a solicitors license was read and upon motion by Moody second by Amundsen license was granted. The application of Chas. 0. Grassl a for On Sale license to sell intoxicating liquor at 199 21 and 23 Center Street West, was read and upon motion by J Amundsen, second by Moody, license was granted, effective August lst91934, at a fee of $500.00 for the balance of the license year. The following communication was read and upon motion by Lemmon second by Amundsen, the On Sale license No.100 and Off Sale license No.176 mentioned therein were cancelled in accordance with the request: " Hotel Carlton Rochester, Minnesota July 309 19 34. Kennedy " The City Clerk presented the registered letter receipts for service upon L.E .Kennedy, Bruce Gilles, Skelly Oil Company and Harley B.Moore,et. al., that the City of Rochester would on July 30th,1934, disconnect their water service and he also presented the following copy of communication addressed to the City Engineer and the reply made by the City Engineer: ".July 25,1934. Dear Sir: It is perhaps unnecessary that I give you t his'notice but to stop any possibility of a claim that you received no notice of the action taken by the Common Council, you are hereby notified that at a meeting of the Common Council of the City of Rochester,Minnesota, held July 1601934, the said Common Council ordered that you, on July 30,1934, working with City forces, disconnect and discontinue the water service connections on the Sixteenth Avenue Southwest water main, running to the Tourist Camp, operated by L.E.Kennedy, and the filling station operated by Bruce Gillis, so kindly comply accordingly. Upon motion by Lemmon second by '.Teen, the prior and expired Off Sale liquor license bonds of Joe Wallace, Leo A. Huey and k Christ Margellow and the prior and expired ON Sale liquor license bonds u i of Harry Drosos, Elk's Club, and Mike Caffes, were each released. The application of Gouis J. Claude, Chief of Police i for S.E.R.A. Funds, to be used for painting curbs, traffic makking, striping, etc. , was read, and upon motion by Fryer, second by Green, the w application was approved, which wIL11 carry the expenditure of $1700.00 a: for relief employes and $405000 for materials, a total of $2105.00. The Oh Sale liquor license bond of Chas. 010 Grassle la with the Seaboard Surety Company as surety thereon in the amount of $39000600 { was read and upon motion by Moody second by Amundsen, the said surety was I ; accepted, the said bond was approved and it was ordered that the same be I placed, on file. The following applications for permits,to place i and maintain signs were each read and upon motion by Amundsen, second by Moody, licenses were granted: Rochester Eat & Sweet Shop, C.R.Delane ` y, and + I Cozy Inn Cafe. j The above mentioned carried the filing of a notice from the Employers Mutuals of Wausau, Wise., cancelling their liability 4! tl policy in favor of the Snack Shop and the acceptance of an owners, landlord's and Tennants public liability policy.No:OL&T 1996154 covering the Snack Shop sign. The following copy of resolution request was read and President Liddle ordered that the same be placed on file: "Be it and it is hereby resolved by the Public Utility Board of the City of Rochest er,Minnesota, that the ?'onorable Common Council of the said City be and is hereby requested to authorize the said Board to enter into a contract with Woodhouse Brothers for the removing of the tar and gravel of the City Li gjit Plant Roof and the furnishing and applying of the necessary felt asphalt for a new roof, all in accbrdahce ! with specifications and with tyeir bid dated July 2791934--the amount of said bid to be TWO THOUSAND SIX HUNDRED AND EIGHTEEN DOLLARS ($29616.00) ans i ( said Company being the lowest responsible bidder." 335 The following copies of resolutions passed and adopted by the Commissioners of the Sinking Fund, were each read and upon motion by Moody second by Amundsen, the actions set forth therein were approved and it was ordered that the sai copies of resolutions be placed on file: "Be it resolved by the Commissioners of the Sinking Fund o:f the City of Roch ester, Minnesota: That the bid and proposal of the First National Bank of St.Paul, i Minnesota, and First National Bank & Trust Company of Minneapolis, Minnesota, for the purchase of the following described bonds, be and the said proposal is hereby acceptedj $9,000.00 State of Minnesota, 4�% Rural Credit Bonds, maturing February '15th,1944. $9,000.00 State of Minnesota, 4 % Rural Credit Bonds, maturing June ist91954. $1,000.00 Pennington County Trunk Highway Reimbursement 6% bonds, maturing May 15th, 1946. The application of the Board of Park Commissioners for S. E. R. A. Funds to "Dress UP" Soldier Field preparatory to the arrival of the President, as project No.55-B 15-1 supplement 3, Olmsted County No.55, was read, and upon motion by Moody seoond by Amundsen, the application was approved being a $544050 expenditure from non -relief employes, $165.15 for material, equipment and other expenses, a -total of 0709.650 Upon motion by Fryer, second by Moody, the sum of $ 54.00 was appropriated from the Street and Alley Fund 'and it was ordered that the said sum be paid to Mrs. Linda Randall, as compensation for the death of Charles Randall from the 28th day of June,1934, to the first day of August91934, both dates inclusive. Disbursements of $70400 July 26tba934, and $35.00 July 30,1934, by the Mayor and City Clerk from the General Fund to D.L.Williams Postmaster, for postage stamps for use in connection with American Legion Citation Award, issued pursuant to the provisions of resolution passed and adopted July 16th,1934, approved by J. T. Lemmon, Chairman of the Finance Committee, were presented for Common Council approval, and upon motion by Lemmon second by Moody the expenditures above mentioned, $1054,00 total, were approved. The following Committee acceptance was read and upon motion by Lemmon second by Green, it was accepted.
