Meeting called to order by President Liddle. Roll Call. Present: Liddle, Amundsen, Fryer, Green, Uemmon, -= Miller, Moody. Absent: None. , Upon motion by Moody second by Miller the minutes of the meetings held on August 20th,19349 and August 23rd91934, were each approved. This being the time and place fixed for the opening of proposal for the purchase of the $750400 certifioate of indebtedness offered for sale at this ;' time, the proposal of the Sinking Fund Commission to pay par, a premium of $1084 and r accrued interest of $.35, for this certificate, of indebtedness was read. _.; a: Alderman Moody introduced the following resolution which was read. VRI :> a "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the bid and proposal of Sinking Fund Commission for the purchase of Certificate of Indebtedness, Number 129 $750.00 9 dated September lot, 1934, and maturing September lot 919359 be and the said bid and proposal is hereby accepted, the said proposal being 0750.00 for principal on the said Certificate of Indebtedness, $laS4 premium; and 00.36 accrued interest; a total of $7520-19. Upon the payment into the City Treasury of the above mentioned purchase price, the amount concerned shall be placed in the Park Improvement Fund, ! and the said Certificate of Inds tednesq delivered to the purchaser. " --- r This being the time and place fixed for adjourned and continued { ' action on the proposals for the furnishing of a tow truck, the following recommendw tions from the Fire Department Committee and the Chief of the Fire Department were read and upon motion by Fryer second by Amundsen the recommendations were accepted, the bids were rejeoted, the return of the certified checks was ordered and all memb of the Common Council were addid to the Committee for the purchase of a second hand tow truck: " Rochester, Minnesota September 49 1934. Benson, as to weed cutting services furnished. for hJh ti property on ' First Street Worthwest, stated that his department did not out the weeds at the location mentioned, but that the work had been done by the City Engineer's Department, during which discussion the ,City Engineer established the fact that he had given orders to those working 1 in his department on weed cutting work that they should not out weeds on boulevards) The August919349 report bf the City Engineer, showing w $1183.88 expended from the General Fend for labor, $15514,86 from the Street and Alley Funa, $42109 from the Sewer Fund, aid $45 00 from the Bridge Fund, was read, and President Liddle ordered that the same be .j placed on file: j 3 9.1 The report of the City Treasurer for the month ending August 31st ,1934., showing $277i203:57 as being on hand at that time, was read and President i Liddle ordered that the same be placed on file. The reports of the Milk Inspector for the months of July and Aug ust, 1934 , were each read, and President Liddle ordered that the same be placed on file. i The Auga at 91934 , report of the Building, Electrical and Plumbing Inspector, showing building inspection fees collected in the amount of $60:009 electrical inspection $25 25, and p%umbing inspection $39.50, was read, and President Liddle referred the same to the Finance Committee. The report of the Clerk of the Municipal Court for the week' ending August 27th919349 showing criminal fines collected $123.501, civil fees received $3.359 conciliation court fees received $14059 court costs charged to 01:1sted County $3.509 and fines collected due to Olmsted County $10.00., was read, and President Liddle referred the same to the City Attorney. Upon motion by Amundsen second by Green the sum of $100-00 was appr6priated from the General Fund and it was ordered that the � said sum be paid to Olmsted County, Minnesota, for local Municipal Court fines collected due to I Olmsted County. ` The application of Gus Anton for an On Sale license to sell int oxicat ing liquors at 327-329 Broadway Street South, effective September 20th, 1934, was read, and upon motion by Amundsen, second by Fryer, license was granted. The On Sale intoxicating liquor license bond of Gus Anton with the Seaboard Surety Company as surety thereon in the amount of $3900040 was read and upon motion by Moody second by Amundsen, the said surety was accepted, the said bond was approved, and it was ordered that the same be placed on file. The following communication was read and upon motion by Amundsen second by Fryer, the licensesment ioned were cancelled effective at the close of business on September 19th91934: " Rochester, Minnesota. The On Sale into 7dcating liquor license bond of Harold @clod, with the Seaboard Surety Company as surety thereon in the amount of $19000.009 was read, and upon motion by Lemon second by Fryer the said surety was accepted, the said bond was approved, and it was ordered that the same be placed on file. , The application of Thomas V. Nagle for a public dance permit at the Woodman Hall September 8th and 15th,19349 was read. The applications of the By-lo Grocery and Automotive Service, for permits to}place and maintain signs were each read and upon motion by Moody second by Amundsen permits were granted. The ,application of George H. Popple for a Plumbers license was read, and upon motion by Green second by Moody license was grantedi Upon motion by Dryer second by Miller the Mayor and City Clerk were authorized and directed to execute a lease with the Chicago Great Western Railroad company for a bulk gasoline station site at Eleventh Avenue Northwest and the Chicago Great Western Railroad Company t racks , and the sum of $15 40 was appropriated from the General Fund for Payment of the rental for this site for a period of one year. The plumbers license bond of George H:.Popple,with the Seaboard Surety Company as surety thereon in the amount of $19000.00 was read, and upon motion by Moody second by Fryer, the said bond was approved and it was ordered that the same be placed on file. The following communi cat ion was read and upon mot ion ,7 by Miller second by Moody the Mayor and City Clerk were authorized and directed to execute the lease mentioned: " City of Rochester,Minnesota Department of Public Utilities. Portermain for the furnishing of all the necessary labor, Paint and ; equipment for the cleaning add painting of the two metal standpipes on College Hill, all in accordance with apecification� orb ile and with the id of the said contractor at a lump sum price of SIR HUNDRED RD NIY FIVE DOLLARS (�695.00) said contractor being the lowest responsible bidder4 The following copy of resolution passed and adopted by the Commissioners of the Sinking Fund, was read, and upon motion by'Le®mon second by Amundsen, the action set forth therein was approved and it was ordered that the said copy of resolution be placed on file: "Be it resolved by the gommissioners of the Sinking Fund of the City of Rochester, Minnesota: That the sum of $752:19 is hereby appropriated from the Sinking Fund of said City, and it is ordered that the said sum be paid to Park Improvement Fund for the purchase price of Certificate of Indebtedness Number 129 being $75040 for principal on the said Certificate, $1.84 for premium, and $0.35 for accrued interest; the appropriation being $75040 from Code 239 Sinking Fund, and $240-19 from Code 24, Sinking Fund. Sept 16 to 20th inclusive. . Allowing an expenditire not to exceed $150*, for the board and supt. for the total time. Amstrong" City Engineer City of Rochester, Minnesota Dear Sir: It having been made to appear to me that the loss of a barn by fire on the dumping grounds of the City of Rochester has created an emergency and that the delay occadioned by the adver- tisement of bids for the construct ion of same would endanger the public safety and it having been made to appear that an emergency exists, I, as Mayor of the City of Rochester, under and ,in accordance with ,the provisions ,of Section 284 of the Charter of the City of Rochester, hereby order and authorize you to go into the open market and obtain all necessary labor and material - necessary for the construction of a barn to replace the one destroyed by fire on the dumping grounds at a cost not to exceed $500:00: Very truly yours, Julius J Reiter Mayor of the City of Rochester, Minnesota " A Circular letter from Ambrose Fuller, Attorney - (Director of the League of Minnesota Municipalities, advising that effective September lst,1934, the State Emergency Relief Administration will cover relief workers with a plan of self insurance set up from allotments from Federal monies for relief purposes, and suggestidg,the cancellation of any workmen's compensation insurance that municipalities might have been carrying on relief workers,was read and President Liddle jordered that the same be placed on file.
