Minutes of a special meeting of the Common Council of the City
of Rochester, Minnesota, held in the Council Chambers, in the City Hall, in said
City at 7:30 o'clock P.M., on November 19th,1934.
Meeting called to order by President Liddle.
Roll Call. Present: Liddle, Amundsen, Fryer, Green, Lemmon,
Miller, Absent: Moody.
The call for the special meeting was read; said meeting
having been called for the purpose of lining up P.W.A.Jobs and ary other business
the said Common Council might deem proper.
Alderman Moody came in at this time and took his Chai r%
Julius J. Reiter, Mayor, urged that the Council take action
toward hurrying the plans and proceedings for city improvements that could come
under P.W•A.grant.
Harold Crawford advised the Common Council of the present
status of the plans etc., for the new library and the building at the power plant,
and read' the following letter:

In order to provide employment and to make needed Public
improvem ent s; the Chamber of Commerce urges that you give careful

those which would furnish the greatest amount of employment to the
citizens of Rochester. '

Upon motion by Lemmon second by Moody the City Engineer was
instructed to draw tentative plans and specifications for a high water bridge and
over Bear Creek at Tenth St. S.E., the
a low water bridge,/with the same water passage as/bridge on the Highway; the said
tentative pland and specifications to cost not to exceed $200000.

A. R. Nachreiner Presented and read the following
petition, and upon motion by Green second by Fryer it was ordered that
the Mayor and City Clerk sign the petition and forward it to Washington,
D. C. :

WHEREAS, The United States government through its Department
of the Interior has launched a program for the purpose of soil
erosion, flood control, water conservation, and the reforestation
of hillsides and natural watersheds, and
WHEREAS, due to the typography and soil conditions within the
watereshed of the Zumbro River, lying within the counties of Wabasha,
Goodhue, Olmsted, and Dodge, State of Minnesota, soil erosion is
constantly taking place thereby greatly reducing the productivity of
the 8*11randithp land is subject to severe floods of the Zumbro River,
causing the top soil to be washed into the Mississippi River and
thereby filling the nine foot channel with silt and driftwood, and
WHEREAS, we feel that the Zumbro River area offers a fertile
field for demonstrating the practicality of soil erosion and water
conservation, similar to the project that is now being carried on in
Cdon Valley in Vernon County, State of Wisconsin, and
WHEREAS, preliminary surveys have bedn.made and the report
shows an urgent need in this territory, comprising approximately one-
half million acres, for erosion and water conservation :work and that
such a program would be highly practical and urgently needed:
WHEREAS, We the undersi gied, residents of the respective Counties,
State of . Minne sot a, hereby respectfully petition you that a Zumbro
River Erosion Flood Control and Water Conservation project receive
your favorable considirst ion:"
Gregory Gentling appeared before the Council and
requested that they favor the application of the Southern Minnesota
Broadcasting Company for .a license to operatt a broadcasting station
at Rochester, Minnesota,, and upon motion by Lemmon second by Miller the
Common Council went on record as favoring the said application of the
Southern Minnesota Broadcasting Company and the Mayor and City Clerk were
directed to write a letter to the Federal Rommunications Committee advising
them of this action on the part of the Common Council and accordingly the
Mayor and City Clerk addressed the Federal Communications Committee as

made and carried that the said Common Council go on record as
favoring the application of the Southern Minnesota Broadcasting
Company for a license to construct and operate a hundred -watt
station at Rochester, Minnesota, and instructed the Mayor and City
Clerk to sign and forward to you this communi cat ion, urgently
asking that your Commission give the application of the Southern
Minnesota Broadcasting Company your favorable consideration at
the earliest possible time.

Upon motion by Green second by Miller the minutes of the
meetings held on October loth, 1934, and October 15th,19349 were each approved.
Notice from the Railroad and Warehouse Commission of the State
of Minnesota, of a hearing to be held in the State Office Building, Saint Paul,.
Minnesota, in the matter of the application of the Chicago and North Western Railway
Company for permission to abandon and remove 156 feet of track and thirteen 12-foot
spans or trestles (constructed in 1914 for service to ,the Interstate Power Company)
was read and President Liddle ordered that the same be placed on Pile.
The petition of Rochester Lodge No.13, I.O.Q.F• , that a sanitary
sewer be constructed in First Avenue Southwest between First Street Southwest
and Second Street Southwest, was read and President Liddle referred the same to the
Sewer Committee and the City Engineer.
The following communication was read and President Liddle

adults will solve the problem of hoodlumism and vandalism. .
Not more meetings about youth but more meetings with youth - not
recreation for them, but recreation by them, is a safe plan of
organi zat ion.

continued efforts will be for a loyal citizenship.

It is quite a while since the two bridges which we
built have been completed, and there is still a balance due us
of about #3BOO.00.
We realize that the City of Rochester has not received
all the money due them from the Federal Government, b,ut that
doesn't mean anything to our creditors.
If the Cit y has any fund or any other means of paying
us this balance it would be greatly appreciated, as we are in need
of cash.

The reports of the Clerk of the Municipal Court for the week
ending November 5th919349 showing Criminal fines received $2230009civil Pees
received $21.109 conciliation court Pees received $4.75, and courted osts charged to
Olmsted County $7.35; for the week ending November 12th919341, . showing criminal fines

same to the City Attorney.
The trial balance of the City Engineer's Department for
October 91934, was read and President Liddle ordered that the same be placed on file.
The report of the Health Officer for the City Farm for the
month of October91934, showing receipts in the amount df $1245:47, disbursements
$1569.299 and a balance bn hand at November lst919349 of $1825W-009 and the report
of Hogs, showing hogs on hand October 1st, 4089 pigs purchased Oct. 25919349 1129
66 hogs sold October 25th, 16 hogs and pigs died and hogs on hand November lst91934,
436, were each read and President Liddla rafbrred `ths some to -the Finano`e Committee.
The report of the bilk Inspector for the period October 9th,19349
to November lst,19349 was read, and President Liddle ordered that the same be placed
on file.
General balance sheet, trial balance, fund statement, statement
of unexpended budget 'appropriat ions, etc., of the City of Rochester, Minnesota,
prepared by the City Clerk as at October 319t919341, was laid before the Common
Council and President Liddle ordered that the some be placed on Pile.
The report of the City Weighmaster for the month of October,
1934, showing $47030 received for weighing fees was read and President Liddle

referred the same to the Finance Committees
The City Clerk reported the receipt of $102:54 from the Franklin
Heating Station for 2096089000 cubic Peet natural gas used there caring October,
1934.
Copies of requisitions by the Health Officer upon Saint Mary's
Hospital for the isolation of Philip Wright, age 7 years living at 922 Sixth Street

Alderman Miller introduced a resolution appropriating $329028
from the Fire Protection Fund and ordering payment made to Hanson Hardware Company

Aldermen Moody introduced a resolution appropriating $176.00

Upon motion by Fryer second by Amundsen that the said resolu-
tion be adopted as read, and all voting in favor thereof, President Liddle declared
the said resolution duly passed and adopted.
Alderman Moody introduced a resolution appropriating $264.65
from the Park Improvement Fund and ordering payment made to the General Fund, Code
20, for the 1934 sprinkling'and flushing costs , which was read.
Upon motion by Preen second by Lemmon that the said resolution
be adopted as read, and all voting- in favor thereof, President Lidd14 declared the
said resolution duly passed and adopted.

Alderman Amundsen introduced a resolution appropriating $554460
from the Fire Protection Fund and ordering payment made to the Northern Pump Company
for balance due on pump,etc: , which was read.
Upon motion by Moody second by Green that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle declared the
said resolution duly passed and adopted:
Alderman Green introduced a resolution appropriating $8607.50
from the Permanent Improvement Revolving Fund and ordering payment madq to the
First National Bank, for the December lst91934, maturity of City ofRochester,

Upon motion by Lemmon second by Moody that the said
resolution be adopted as read, and all voting in favor thereof, President
!ILiddle declared the said resolution duly passed and adopted.
Alderman Fryer introduced a resolution appropriating
'I736080 from the Fire Protection Fund and ordering payment made to Peter
- !!Pirsch & Sons Co:, for balance due on aerial,etc , which was read.
Upon motion by Lemmon second by Amundsen, that the
said resolution be adopted as read, and all voting in favor thereof, Presi-
dent Liddle declared the said resolution duly passed and adopted..
Alderman Lemmon introduced the following resolution.
II which was read:
"Be it resolved by the Common Council of the City of
Rochester, Minnesota:
That the sum of ?$210:87 be and the said sum is
hereby appropriated from the Bridge Fund of said City and ordered paid to
the following named persons for interest due December lst,1934, on notes
held by them which were originally issued to L.M.Feller toward the con-
struction costs of a bridge over Bear Creek on Fourth Street Southeast:
Mildred Alderson, on $800.00 note due December 1,1936, $20.00;
Albert Rum®, $2011. 70 note due December 1919359 $50.29;
L.M.Feller 2,14.45 note due July 191935 15.36;
L.M.Feller, $2597.21 note due July 1;1935 $64.93;
First National Bank of Rochester, Minn. $2811.66 note due Dec.1919349 $70.29.
The Mayor and City Clerk are hereby authorized and
directed to draw a warrant fo T said sum upon the City Treasurer in accordance

Upon motion by Fryer second by Moody that the said
resolution be adopted as read, and all voting in favor thereof, President
Liddle declared the said resolution duly passed and adopted.
Alderman Lemmon introduced a resolution appropriating
.$28114-66 from the Bridge Fund and ordering payment made to the First
National Bank of Rochester, Minnesota, for $2811Q66 note heretofore
issued to -L.M.Feller, for payment of construction costs for bridge over
Bear Creek on Fourth Street Southeast, maturing December 1,1934,which was
read.

Upon motion by Lemmon second by Amundsen the matter of
improving Eleventh Avenue Northwest was referred to the Street and Alley Committee
and the City Engineer for investigation and recommendations. i .III
Upon motion by Miller second by Green the City Engineer was
authorized to purchase a push hitch for the Studebaker Truck, for use in plowing
snow, the said hitch to cost -f109.00.
Alderman Lemmon was excused at this time and left the Council
Chambers.

President Liddla referred the matter of the painting of the

walls in the lower jail to the Public Grounds Committee and the Chief of the Police
Department. with Power to act; the expenditures therefore: not to exceed $199.00.
Alvin E. Benike, Building, Electrical and Plumbing Inspector,
was informally given the backing of the Common Council in all of his notices to
persons or concerns to comply with the regulations of the National Electric Code
as required by Ordinance No.193 of the City of Rochester.

The City Attorney was informally 4ireated to prepare an
amendment to the ordinance regulating carnivals. '
The Mayor advised the Common Council that it was his intentions `
to attend the Mayors' Conference in Chicago, November 22nd, 23rd, and 24th,1934, and !

that he would be accompanied by A. R. Nachreiner; the expenses of the trip to be
paid from the Mayor's Contingent Fund.
Upon motion by Moody second by Fryer the Common Council Adjourned.
