HomeMy WebLinkAbout03-04-1935689 Minutes of a regular meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers in the City Hall, in said City, at 2YOO o'clock P.M-, on March 4th,1935* The meeting was called to order by President Liddle. Roll Calli Present: Lemon, Amundsen, Fryer, Green, Lemont Miller, Moody. Absent None. I` E. E. Harkness 'as a member of a committee from the Open Door Mission asked that the City of Rochester donate thq light and water service for this Mission, and it was informally agreed that the billings for light and water services there should be presented to the Common Council at which appropriations would be made to the Mayor's contingent fund for the amount involved, he to make the disbursement to the Light and Water Departments. Alderman Lemmon introduced an ordinance authorizing the Rochester ,Bus Line, Inc., fits successors and assigns, to establish, conduct, maintain and operate jitney bus line or jitney bus lines, thr ought over, upon and along the streets, and avenues in the City of Rochester, Olmsted County, Minnesota, which was given its first reading:+ Upon motion by Amundsen second by Moody the rules were suspended and the said ordinance was given its second reading: The report of the City Treasurer for the month ending February 28th, 1935, showing $161,94246 18, as being on hand was read, and President Liddle ordered that the same be placed on file: The report of _the Milk Inspector for the month of February919359 was read, and President Liddle ordered that the same be placed on file. The report of the City City Engineer for the month of February919359 showing expenditures from•the Geiberal Fund for labor $34001, Street and Alley Fund $1720401, Sewer Fund $453.74 9 and Bridge Fund $32.40 9 was read, and President Liddle ordered that the same be placed on file. The report of the Building, Electrical and Plumbing Inspector for the month of February,1935, showing $10.25 collected for electrical inspection and 0.7€ for plumbing inspection was read and President Liddle referred the same to the Finance Committee. The operations statement, of the Minnesota Northern Natural Gas Company for the year 1934 showing net operating income of 112979:43 was read and President Liddle ordered th4'the same be platted on filed The report of the Clerk of the Municipal .Court for the week ending March 4th,19359 showing criminal fines collected $198.609 civil fees received $13.95, conciliation court fees received $185, Olmsted County payment of $65.00 fo January.19359 municipal court fees, and court costs charged to Olmsted County $30.90, 690 , t - was read and President Liddle referred the same to the City Attorney. The applicationaof Bert Colson and Martin 'E Jacobs for drivers licenses were each read and upon motion by Green second by Amundsen licenses were granted. The application of T. V. Nagle for public dance permit at the Woodman Hall Marc4i 9th and 16th919359 was read: The application of Who, Heins for soft drink dealers license at ill Center Street East was read and upon motion by Amundsen second, by Moody license was granted. The following communication was read and President Liddle ordered that the same be placed on file: " UNITED WORKERS ASSOCIATION OF OL1.4STED COUNTY ROCHESTERi MIN& To the Honorable Mayor and Common Council of the city of $ochester,Minn. At the last regular meeting of this association ,we passed the following resolution, for your consideration and immediate action. Resolved, that, Whereas, the sidewalks of the city are in a deplorable condition j at the present time, we therefore request you t o, at once, draw an { ordinance to compel all citizens to clean and k9ep their walks clean, and in a better state of repair than at present. } This we feel will also help the unemployed'situation in the city also. " The following communication was read and President Liddle ordered that the same be placed on file: "Rochester, Minnesota February 4, 1935 r To the Mayor and Common Council City of Rochester, Minnesota Gent 1 em en: In 1933 I was duly elected constable of the first ward of the City of Rochester, Minnesota. Through an error I moved out of the first ward and into the second ward, which would disqualify me from acting as constable of the first ward: I have now moved to No:524 loth St. S.E. , which is in the first ward and wish to be appointed by )Lour Honorable Body to finish out my unexpired term. Gusseek and of Hilda Neumann for appoint - as Health Office Stenographer, were each read and President Liddle ordered that the same be placed on file: The following communication was read and President Liddle ordered that the same be placed on file: "Rochester, Minn. March 2nd / 35 Mr. A. F. Wright City Clerk. My request it for abandenment of sprinkling as I can not afford it, I no income coming in and my assessment has beets -to mtmh9 $s-j--d&-not derive much benefit for it. Very respectfully Clara G. Everstine. 304 - 5th St. S.W. " The result of a test of natural gas sample sent in by L.A. Cowles, Superintendent off' the Electric Li jit Plant, showing a B.T.U. rate of 1039, by °'the division of analytical chemistry, University of Kansas, was read, and President Liddle ordered that the same be placed on file* An ordinance providing for the licensing conducting and regulating of auction sales within the City of Rochester was given its second reading: The following report by the City ttarney was read and President Liddle ordered that Itcand the Clerk of Court reports concerned be placed on file: " February 289 1935 Honorable.Common Council, City of Rochester, Minnesota. Gentlemen: I have examined the reports of the Clerk of Municipal Court up to add including the week of February 1191935 and find same to be correct4 Very truly yours, James T: Spillane City Attorney. " The following claims were read and upon motion by Lemmon second by Moody the same were allowed and the Mayor and City Clerk were authorized and directed to=draw warrants upon the City Treasurer and make payments accordingly: f From the General Fund: H. V. Smith & Co. $2:65, C. B. Lyon & Bro: $3402r The City Engineer submitted specifications and estimate of cost for the furnishing of 180 to 300 tons calcium chloride, the said estimate of cost being r $24.50 per ton, F-OB: cars freight paid to Rochester, Minnesota. Alderman Fryer introduced a resolution granting public dance permit to T. V. Nagle for the Woodman Hall March 9th and 16th, and fixing the fee at $6.009 which was r ead 11 4! 692 11 Upon motion by Amundsen second by Fryer that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Amundsen introduced a resolution appropriating $500.11 from the Park Improvement Fund and ordering payment. made to the Mayo i Trust Fund for payrolls for labor during the week ending March lst,19359 which was read: Upon motion by Moody second by Green that the said resolution f be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Moody introduced hhecfollowing resolution,which was i read: i "WHEREAS, It is deemed expedient and necessary that 180 tons to 300 tons of calcium chloride be purchased for treating of streets, avenues, and alleys during the sprinkling season of the year 19359 and WHEREAS, The City engineer has prepared specifications and estimate of cost for the furnishing of the said calcium chloride, SO THEREFORE, Be it resolved by the Common Council of the City of :Rochester, Minnesota: That 180 tons to 300 tons of calcium.chloride be purchased; that the said specifications be adopted for the purchase of the said calcium chloride; that the same be.placed on file in the office of the City Clerk of said City; and that the said estimate .of cost- to _accepted and placed on file in the office of the City Clerk of said City; and Be it further resolved by the said Common Council: That the City Clerk of said City be and he is hereby authorized and directed to advertise for sealed proposals for the furnishing of 180 tons to 300 tons of calcium chloride, F.O.B. Rochester, Minnesota, which sealed bids will be received and opened at a meeting of this Common Council which is to be held at 7:30 o'clock P.M., on March 18th91935. Each check must be accompanied by a certified check upon some reputable bank drawn payable to the Mayor of Rochester, Minnesota, for at least 10 percent of the amount of the bid, which check and the amount of money specified therein shall be forfeited to the City of Rochester, Minnesota, as liquidated damages if the bidder upon the letting of the contract to him shall fail to enter into the contract so let; the said Common Council reserving the right to reject any and all bids. A surety bond written for- the full amount of the contract by a surety company authorized to do business in the State of Minnesota, will be required with the contracto (Personal bonds not to be accepted.) All proposals must be addressed to Mr A.F Wright, City Clerk of 'Rochester, -Minnesota, and shall have endorsed thereon-, 'Proposal for furnishing calcium chloride.' " Upon motion by Moody second by Fryer that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted: 693 Upon motion by Lemon second by Fryer the matter of the extension of t Second Avenue Northeast. and Eighth Street Northeast storm sewer was referred to the Sewer Committee and the Ctky Engineer with power to act: upon motion by Moody second by Green the Common Council adjourned to 7: 30 o' clock P.M., March 13th91935. , , ' ♦ - AO 3, / 9�3.5 : ,0 0 City Clerk.;
