HomeMy WebLinkAbout03-18-1935712 u I t Minutes of an adjourned regular meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers, in the City Hall, in said City, at 7:30 O'clock P.M., on March 18th,1935. Meeting called to order by President Liddle. Poll Call. Present: Liddle, h#adsen, Fryer, Green, Lemmon, Miller, Moody. Absent: None. This being the time and place fixed for the opening 'of proposals for the furnishing of 180 tons to 300 tons calcium chloride, the bids of the Rochester .Ice & Fuel Company, Dodge Lumber and Fuel Company, Fullerton Lumber Company, Kruse Lamella Lumber & Mfg. Co., and Botsford Lumber Com- pany, were opened and read, each of them being $24:50 per ton, freight pre- paid F.O.B. Rochester; Minnesota, with a discount of $.20 per ton for pay- ment within ten days, thirty days net. President Liddle- referred the said calcium chloride bids to the City Engineer for tabulation,and the City Engineer offered the suggestion that due to the fact that, the Fullerton Lumber Company and the Kruse Lumber ComparV have never had the opportunity of selling calcium chloride to the City, that they be offered the opportunity of each furnishing half of the 1936 require - Monts at their price bidl which proposition was, later in the meeting, accepted by them. This being the time and place fixed for the opening of proposals for the purchase of $6500:00 City of Rochester 4% Certificates of Indebted - ness, the following proposals were opened and ready Bigelow Webb & Company, by Horace C..Doty; Par, premium of $2500, plus accrued interest; Union National Be.hk: Par, premium of $81 25,, plus accrued interest; Sinking Fund Commission: Par, premium $540-889 plus accrued interest Alderman Moody introduced the following resolution,which was read: "Be it resolved by the Common Council of the City of Ro chest er , Minnesota: That the bid and proposal of the Union National Bank for the pur- chase of City of Rochester, Minnesota, 4% Certificates of Indebtedness, numbers 13 to 19 inclusive, dated March lst91935, and maturing January 10, 713 0 1936, be and the said bid and proposal is hereby accepted, the said proposal being $6500.00 for principal on the said certificates of indebtedness, $81.25 prem i um, and $13400 accrued interest,, total of $6594 25- . Upon the payment into the City Treasury of the above mentioned purchase price, the amount concerned shall be placed in the General Fund, Code 26, and the said certificates of indebtedness shall be delivered to the said purchaser; n1mbers 13 to 18 inclusive 7geing $19000:00 each and number 199 being for 1500000. Upon motion by Moody second by Amundsen that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted: Oaarmetion by Amundsen second by Fryer, it was ordered that the certified checks qeoompanying the proposals of the unsuccessful bidders for the certificates of indebtedness, be returned to them. Summons in Clyde Williams plaintiff, vs: City of Rochester, a municipal corporation, Grover Knutzen and Kenneth Knutzen deffendants, was read and President Liddle referred the same to the City Attorney. The application of T. V� Nakle, for a public dance permit at the Woodman Hall, March 23rd, and 30th919351, was read: The applications of Mrs. Edna Oesterreich and Mrs: Helen Carnego Lenihan, for appointment as Health Office Stenographer, were each read, and President Liddle ordered that the same be placed on file: The following cop$ of resolution passed and adopted by the Sinking Fund Commission, was read, and President Liddle ordered that the same be placed on file: "Be it resolved by the Comissioners of the Sinking Fund of the City of Rochester, Minnesota: That the sum of $656788, is hereby appropriated from the Sinking Fund of said City, and it is ordered that the said sum be paid to the General Fund, Code 26, as the purchase price for $6500*00 4% City of Rochester, Minnesota, Certificates of Indebtedness, dated March lst919359 and maturing January l0th,19369 being 6 certificates of indebtedness of %"'P1900040 each, numbered 13 to 18 inclusive, and ono certificate of indebtedness number 199 for $500.001, $6500.00 of the said sum being for principal on the said certificates of indebtedness, $5488 for premium, and $13,j00 for accrued interest. This purchase is made $6554488 from Sinking Fund Code 23, and $13.00 from Sinking Fund Code 25: " Copies of the applications of Mary Lucetta Palmer, Mrs. Mary Ann Rubber, and Gilbert Olson, for old age pensions, were each read, and President Liddle ordered that the same be placed on file: The City Clerk transmitted the request' of Senator Richardson that �s Rochester have a representation at the adjourned Senate hearing on Senate File 366 71 4 (the five cent tax on natural gass bill) , which is to be held in the House Chambers at 7: 30 o'clock P*M. , March 20th919359' . A petition asking that the sprinkling of Ninth Avenue Southeast, between Fourth Street Southeast and Sixth Street Southeast be discontinued, I wa:s read., and President Liddle referred the same to the Sprinkling Committee. A circular letter from the League of Minnesota Municipalities, ask- ing for Rochester Representation at the League Conference on Tax limitation and expenditure control to be held `at the St.Paul Zotel, St.Paul, Minnesota, March 21st,1935, at 10100 o'clock A.M. , was read and no action was to en thereon because at the meeting held March 13th,19359 representation at this conference was authorized. Upon motion by Lemmon second by Amundsen the City Clerk was instructed to reZluest of the Health Officer that he recommend to this Common Council a person for appointment as Health Office Stenographer,. on or before the April lst,19359meetingf and the City Clerk accordingly addressdd the Health Officer as follows: " March 19,1935� Dr. Charles H. Dear Sir i The Common Council of the City of Rochester,Minnesota, at a meeting thereof held lest evening instructed the City Clerk to request of you that you recommend, on or before April let,1035, a person for appointment as Health Office Stenographer; and respect- ful. request is made that you have your recommendation in their hands by that timei , Yours truly, A: F. Dear Frank: March leth,1935 715 At, last I can give you some information relative to several election bills that have beenbefore the me soElection Com. Committees and in response to a letter t&ich y H;F: N0:334 was recommended to pass, which was the bill allowing cities of ,the first class to place old ballots in an envelope instead of the ballot . box. H.F. No.330 relative to permanent registration was recommended to pass. R.F+ 297, an act providing authority for the destruction of ballots was recommended to pass, and HOF4 No.296, a bill to allow a governing body to specify the method for counting of ballots, is still in the hands of a sub -committee, but I think there is no doubt but what it will be approved: I think this is in accord with your sentiments, and I was very glad to support all of these measures. We also recommended a bill to pago changing the time for the holding of a primary election to the last Monday in August instead of June. March 16,1935. To The Honorable The Mayor and Common Council Rochester, Minnesota: I Gentlemen; You have on deposit with the Federal Reserve Bank of Minneapolis, Minnesota, 'to be held as collateral for the deposit of the City of Rochester, Minnesota, with the Union National Bank of Rochester, Minnesota, $5000 00 U.S4 Treasury Bonds 3 1/8% of 1946-49� We wish to withdraw these securities and place with the Federal Reserve Bank of Minneapolis in exchange for the same 5000.00 Federal Farm Mortgage Corporation 3% bonds of 1944-49-- Will you pass a resolution, author- izing the City treasurer to release the first above mentioned bonds, and advise the Federal Reserve Bank to accept in lieu thereof, the Federal -Farm Mortgage Corporation bonds. Gentlemen: We, the undersigned dealers in Calcium Chloride hereby agree to furnish to the City of Rochester, Minnesota, f.o.b: cars prepaid freight to Rochester 180 to 300 tons of Calcium Chloride at the price of 024.50 per ton less twenty cents (20) per ton if paid within ten days from date of delivery. We further agree to have said Calcium Chloride conform in every particular to the specifications of the State -Highway Departmentof the State of Minnesota. Delivery to be made in 1935 as provided in.the specifications for same as contained in the advertisement for bids to be opened under date of March 18th, 1335. Upon motion by Moody second by Fryer it was ordered that the plans, profiles, .specifications and estimate of costs Which have been prepared by the City Engineer for a bridge on Tenth Street Southeast over Bear Creek, be laid on the table: The official bond of Mark B: Fuller, as Constable of the First Ward, fo the period ending on the first Monday in Apri1,19359 with the Fidelity & Casualty C pany of Neal York, as suretiy thereon in the amount df $5000-00, was read, and upon motion by ;goody second by Green, the said surety was accepted, the said bond was approved and it was ordered that the same be placed on files' - The following communication was read, and upon motion by Miller, seco by Moody the execution of the rider mentioned therein was authorized: " Minneapolis, Minn. V. Nagle, for the Woodman Hall, March 23rd, and 30th,19359 and fixing the fee at 1;6.00, which was read. Upon motion by Moody second by Fryer that the said resolution be adopted as rend, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Fryer introduced a resolution appropriating 0485:55 from th6 Park Improvement Fund and ordering payment made to the -Marro Trust Fund, for payroll for labor during the week ending March 15th,19359 which was read. Upon motion by Amundsen second by Green, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Miller introduced a resolution appropriatging $238.46 from the Sewer Fund and ordering payment made to Kruse Lumber & Coal Company for 63590 pounds of coal furnished for use at the sewage disposal plant, which was read. Upon motion by Green second by Fryer that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said r e so lut i on duly passed and adopted.
