Minutes of an adjourned regular meeting of the Common Council'
of the City of Rochester, Minnesota, held in the Council Chambers, in. the
City Hall, in -said City, at 7:30 O'clock P.M., on March 25th,1935
Meeting called to order by President Liddle. +
Roll Call, Presents Liddle, Amundson, Fryer, Green, Lemmon
(I Miller, Moody. Absent: None:
The following petition was read and President Liddle ordered
that the same be laid on the tablekfor consideration at the meeting of
the Common Council to be held April 1st, 1935; there being. no objections
to this action:
"To The Honorable Mayor and Council
of the City of Rochester:
We the undersigned On Sale Liquor Dealers of the City of
Rochester, upon further consideration of proposals recently submitted
to you in regards the licensing and conduct of our business in this:
city have come to a decision that the tituation as regards these
matters should remain the same as during the year 1934. That is to
say, the license fee be not more than $7500- annually to be paid in
advance in one payment, that no booths be permitted in our establish-
ments as they are not practical and are more or less of a nuisance.
We do request, however, that changes in the present plan be
made as follows:
1. That in the event an On Sale License shall be granted during
the year the person applying for the same shall be required to pay
the full license fee of $750.�-in advance provided however that a
rebate be made at the end of the year if a full year shall not
elapse before the license year expires.
24 We believe that for the good of this business as well as the
community as a whole that no more On Sale Licenses should be
granted and request that you carefully consider this and do
everything that you can to carry out the same:

Hubler, Alyea. Mayhood, Gus H. Schultz, Herman Dornack , F.L. Carr, Chas. Wold
and V. W. Alexander, protesting against the sprinkling of Tenth Aveme

Southeast between Sixth Street Southeast and Fourth Street Southeast; and
the petition of Henry E. Alexander and of Burt W. Eaton, protesting against the
sprinkling of Sixth Street' Southeast east of Ninth Avenue Southeast, were each
Tread, and President Liddlet referred the same to the Sprinkling Committee.
Notice of cancellation by the Autoist Mutual Insurance Company
of their liability policy number 200408, covering Joseph J. Larson, et. al, under
their permit to place and maintain a sign, was read, which car_cellation is effective'
April lst919359 was read, and President Liddle ordered that the same be placed on
file.
The following communication was read and President Liddle ordered that
the same be placed .on file:

Legislstive Bulletin Number 79 dated March 12, 19359 issued by the
League of Minnesota Municipalities, on the effect of Blanket Limitation upon
Municipalities, H.F. 444 and S:F. 4599 was read, and President Liddle ordered that
the same be placed on Pile:
The applications of Genevieve Lahmers, Gladys Cranston, and Margaret
Adams, for appointment as Health Office Stenographer, were each read, and President
Liddle ordered that the same be placed on file:
Upon motion by Miller second by Moody the sum of .921060 was appropriated
from the Street and Alley Fund and it was ordered that the same be paid to Mrs.
Linda Randall as compensation for the death of Chas Randall during the period
March 10th,1935, to March 23,1935, 'inclusive*

The following cdpy of resolution passed and adopted by the
Commissioners of the Sinki -.g Fund was read, and upon motion by Moody

second by Amundsen, the action set forth therein was approved ex.d it was
ordered that the said copy of resolution be placed on file:
"Be it resolved by the Commissioners of the Sinking Fund of the
City of Rochester, Minnesota:
That Warrant No.8955 issued March 18th,1935, for the purchase
of $650000 City of Rochester 4% Certificates of Indebtedness, be and
the said warrant is hereby cancelled, in that the Sinking Fund Cormission's
bid was rejected and the said certificates sold to the Union National Bank
of Rochester, Minnesota:"
The report of the Clerk of the Municipal Court for the week
ending March 18th,19359 showing criminal fines ccllected •?a0040, civil
fees received $8.351 Conciliation court fees received $9.35, and fines
remitted to State Treasurer $10.009 and court costs charged to Olmsted
County $27.10 9 and the report of the Clerk of the Municipal Court for the
week ending March 25th,1935, showing, criminal fines collected 0202.90 ,
civil fees received $14460 9 County Check for March,1935, $3.50, were
each read, and President Liddle referred the same to the City Attorney.
The report of the Health Office for the City Farm, which report
is called their Hog Inventory, as of March lst,1935, showing 726 hogs
purchased during the year, 631 sold, 67 died, leaving 265 on hand, and
setting forth the estimated value thereof, was read and President Liddle
ordered that the same be placed on file.
The application. of, Arthur August Beccue, for a Drivers License
was read, and upon motion by Amundsen second by ''ryer license was granted.
The application of Henry Foley .for a public dance permit at the
A�O.0 W. Hall, March 30th,1935, was read, and upcn motion by Fryer
second by Green action thereon was deferred until March 29th,1935.
The official bond of Ralph I. LaPlant as City Assessor, with
the Fidelity and Casualty Company of New York as surety thereor_ in the.
amount of 1500,00 was read, and upon motion by Lemmon second by Green
the said surety was accepted, the said bond was approved and it was
ordered that the same be placed on ,file.
The official bond of Mark B. Fuller as Constable of the First
Ward, with the Fidelity and Casualty Company of New York as surety thereon

in the amount of $500000, was read, and upon motion by Moody second by Amundsen, the
said surety; was accepted, the said bond was approved and it was ordered that the same
be placed on file.
The official bond of S. C. Flanning, as Constable of the Third Ward,
with the United States Fidelity and Guaranty Company as surety thereon in the amount
of $500.00 was read, and upon motion by Amundsen second by Fryer, the said brarety was
accepted, the said bond was approved, and it was ordered that the same be placed on
file.
The official bond of Theodore Halvard Tollefson as City Treasurer with
the Seaboard Surety Company as surety thereon in the amount of $500000.00, was read,
and upon motion by Lemmon second by Green, the said surety was accepted, the said
bond was approved, and it was ordered that the same be pl eced on file.
Alderman Moody introduced the following resolutions which was read:
"Be it resolved by the Common Council of the City of Rochester, Minnesot
That the City Treasurer of said City, be and he is hereby* authorized
and directed to execute the necessary papers for the release of the collateral -
deposits made in lieu of City depository bond as set forth in the following communi-
cation, and that .he .execute the required receipt for the replacement of the collatera
deposit as also set forth in said communication:

Gent lemen:
You have on deposit with the Federal Reserve Bank of Minneapolis,
Minnesota, to be held as collateral for the deposit ,of the City of Rochester,
Minnesota, with the Union National Bank of Rochester, Minnesota, $5000.00 U.S.
Treasury Bonds 3 1/8 % of 1946-49.
We wish to withdraw these securities and place with the Federal
Reserve Bank of Minneapolis in exchange for the same $50000-00 Federal Farm
Mortgage Corporation 3% bonds of 1944-49. Will you pass a resolution,
-authorizing the City Treasurer to release the first above mentioned bonds,
and advise the Federal Reserve Bank to accept in lieu thereof, the Federal
Farm Mortgage Corporation bonds. Also, to return to us,- or have the Treasurer
forward to the Federal Reserve Bank of Minneapolis, the original receipts
covering the U.S. Treasury Bonds.
We would appreciate it if this resolution could be given attention
at the meeting of the Council on Monday evening, March 18th.

Upon motion by Lemmon second by Green that the said resolution
be adopted as read, and all voting in favor thereof, President Liddl•e
declared the said resolution duly passed and adopted.
The following claims for insurance premiums were read. and
President Liddle referred the same to the Insurance Committee:

Alderman Moody introduedd a resolution granting Public Dance. Permit
t o the United Workers Association of Olmsted County for the Woodman Hells March
27th, 1935, and fixing the fee at $3.00, which was read.
Upon motion by Amundsen, second by Fryer, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the said

Upon motion by Moody, second by Amundsen, the Common Council adjourned
