Meeting calldd to order by President Liddle.

Poll Call. Present: Liddle, Amundsen, Fryer, Green, Lemmon,

Upon motion by Greer._ second by Amundsex:, the minutes of the meet-
ing-s held March llth, 13th, i8th, and 25th, 19359 were each approved.
Insurance forms for use on insurance policies covering city
CD
properties, were placed before the Common Council; said forms having been
prepared and submitted by the- Insurance Committee.
Aldermen- Green introduced the -following resolution which was read:
"WT ereas, the Insurance Committee of the Common Council of the
.City of. Rochester, Minnesota, have prepared and submitted a r'eneral .insurance
Form for all City of Rochester, Minnesota, Fire or Tornado insurance policies,
the. said form being Register. ed form,1Ic.. 339 - March 1391935,, and. approved by
the Fire Underwriters Inspection Bureau, of Minneapolis, Minnesota;
r Whereas, p. copy of the said: General Insurance Form.- is attached
to and made a part of this resolution;
SO THDREFORE, Be it resolved by the Common Council of the City
of Rochester, Minnesota:
That the, said Geilpral. Insurance Form, known as Fire Underwriters
Inspection Bureau, Minneapolis, Minnesota, registered N0.339, - March 13,1935,
be and the same is hereby adopted for all fire or tornado insurance policies
covering property belinging to the City of Rochester, Minnesota. "
Upon motion by Fryer second by Amundsen that the said resolution
be adopted as read,and all voting in favor thereof, President Liddle declared
the said resolution duly passed andadoptedt
E. W. Haley was before the Common Council and orally supported
his petition that sprinkling on Eleventh Avenue Northea.st'be extisnded:?to' T6nth
Street Northeast.
Mrs. Karl H. Rommel requested that something be done to relieve
I the dust condition on First Avenue Southwest and Sixth Street Southwest, and
suggested that if possible Sixth Street Southwest be oildd. . President Liddle
referred her request to �n.e b'treet end Alley Committee and the City Engineer.

Mr. James T. Spillane, City Attorney, advises us that the
Public'Examiner in passing upon our securities deposited with the
Federal Reserve Bank of Minneapolis, Minnesota., to cover. the City
deposit of Rochester, Minnesota, with the Union National Bank, have
certain items in the securities which are not legal, as follows;
111inois Central 7% Equipment Trusts, Series F, due
October 1, 1935, $15000.00.
Chicago Great Western Railway Company 4-�'!% Equipment Trusts
Series A. due October 1,1935, $5000.00.
Pickens County, So. Carolina 5% Road Bond due December 31,
1936-37 , $ 7000 4.0.
Will you please instruct the City Treasurer to instruct the
Federal Reserve Bank of Minneapolis, Minnesota to release to us the above
names securities, and accept in exchange for the same $20 j00%OO Home
Owners Loan Corporation 4% bonds due in 1951.
Please also advise the City Treasurer to surrender the original
receipts of the Federal Reserve Bank covering the three above mentioned
securities.

under his election to that office

I have examined the reports of the Clerk of Municipal Court
up to and including March 25, 1935 and find same to be correct.

The applications of Henry Foley for public dance permits at the A.O.U. W.
Hall, March 23rd, 1935, and March 30th919359 were each read; the latter application
having been read at the meeting held March 25th,1935, and action thereon deferred
until this meeting.
The application of Albert F. Spiess, for an Off -Sale license to sell
non -intoxicating malt liquors at No. 27 Tenth Street Northwest, was read and
President Liddle referred the same to the Chief of Police and the License Committee.
Julius J. Reiter, Mayor, urged that the Common Council continue their
efforts towards getting P.W.A. funds for public improvements in Rochester, such as
the Light Plant addition and alterations, the New Library building, the completion
of the trunk line sewer in Broadway Street South, and the repaving',etc.
He also asked that the Common Council authorize the City Adsessor and a
deputy to go to Winona, Minnesota, for investigation of their methods of valuing
property for taxation, in that Winona valuations are considerably below the
Rochester valuations, at which a motion by Lemmon second by Fryer carried that the
matter be referred to the Tax Committee of the Common Council, and the City
Assessor.

The claim of J. CO' Thompson Company, $290.789 for chains, hooks,
lever locks, etc., furnished the City Engineer's Department during the
1934,
period November 30th,Ao January 8th91935, together with correspondance
on the matter between the City Engineer, and J. C. Thompson Company,, were
each read.
After explanation of the claim by Chas. H.Armstrong, City
Engineer, and consideration by the Common Council, and oral ruling�by the
City Attorney to the effect that the City could be held .for payment of the
claim, a motion by Lemmon second by Amundsen carried that a resolution
be prepared appropriating $290.78 to J.C.Thompson Company for payment of
this claim for action later in this meeting.
Alvin E. Benike, Building, Electrical and Plumbing Inspector,
orally reported that the matter of George Fordham's completion of sign
installations, had been referred to the City Attorney, who in turn had
taken the matter up with Mr. Fordham's bonding company, which bonding
company had -agreed to complete the unfinished jobs.

George Fordham requested a meeting with the License Committee
which was informally granted him at such time as he completes the jobs in
i
question to the satisfaction of the Building, Electrical and Plumbing
i
j Inspector.
The following claims for insurance premiums were each read, and
President Liddle
referred

truck belonging to the Park Departments was read, and upon motion by
'w I 11 Green second by Fryer, the same was allowed and the Mayor and City Clerk
were authorized and directed to make payment accordingly.
The following Committee report was read and upon motion by
Lemon second by Fryer the same was accepted and it was ordered that the
same be placed on file:

The petitions for additional and decreased sprinkling service
having been referred to your Sprinkling Committee, the following report
and recommendation is submitted:
That Fourth Avenue N.W. from Seventh to Eighth Street N.W.
.be not sprinkled.
That sprinkling be continued on Seventh Avenue S.W. between
Ninth Street and Eleventh Street S:W.
That Ninth Avenue S.E. from Center Street East
to First Street Southeast be not sprinkled.
That sprinkling be continued on First Avenue Northeast
between Ninth and Tenth Streets Northeast.
That spr inkling be added on Eleventh Avenue N. E, � to
Tenth Street Northeast.
That sprinkling be continued along the Clara Go Everstine
property at No.304 Fifth Street S.W.
That Tenth Street S.E. between Eighth Avenue S.E. and Ninth
Avenue S. E. be not sprinkled.
That Ninth Avenue S.E. between Fourth Street S.E. and the
river (6th St.S.E.) be not sprinkled.
That Sixth Street Southeast east of Ninth Avenue S.E. be

permit to Henry Foley for the A. 0. U. W. Hall, March 23,1935, and fixing
the fee at $3.009 which was read.
Upon motion by Moody second 1-7 Green that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared
the said resolution duly passed and adopted.
Alderman Amundsen introduced a resolution granting public dance
permit to Henry Foley for the A.M.W. Hall March 30ih,1935, and fixing the
fee at $3.00, which was read.

Alderman Miller introduced the following resolution which was
read:

authorized and -directed to exedute the necessary papers for the release of
the collateral deposits made in lieu of City depository bond as set forth in

Alderman Lemmon introchiced the following resolution, which was read:
"Be it resolved by the. Common Council of the City of Rochester,
Minnesota:
That the sum of $339.06 be and the said sum is hereby appropriated to
the City of Rochester, Light and Water Departments, for electricity and water
furnished at public buildings per the March 25th,1935,billings; $264.75 thereof to
be from the Lighting Fund, $41+ 50 from the General Fund, $28.08 from the Fire Pro-
tection Fund and 04:73 from the Street and Alley Famd
The Mayor and City Clerk are hereby authorized and directed to draw
warrants upon the City Treasurer and make payments aceordinglyd'

Alderman Moody introduced a resolution appropriating $250.00 from
the Park Improvement Fand and ordering payment bade' to the New -Library Fund
for the purchase price of the duelling house on the new library site, which

Upon motion by Moody second by Amundsen that the said resolution
be adopted as read, and all voting in favor thereof," President Liddle declared
the said resolution duly passed and adopted.
Alderman Green introduced a resolution appropriating $233.28 from
the General Fund and ordering payment made to the City of Rochester, Steam
Heating Departmerb, for steam heat furnished the City Hall, per the March 25th,
1n3�, billing, which was read.
Upon motion by Fryer second by Lemmon that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared
the said resolution duly passed and adopted:
Alderman Fryer introduced a resolution a ppropriating $38-4-058 from -
the General Fund and ordering payment made to the Permanent Improvement Revolv-
ing Fund, for the said Revolving Fund's share in tax penalties collected with
the March,1935, tax settlement, which was read.
Upon motion by Lemmen second by Green that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle declared
the said resolution duly passed and adopted.
Alderman Amundsen introduced a resolution appropriating $799.95
from the Park Improvement Fund and ordering payment made to the Mayo Trust
Fund, for payrolls for labor during the period of the weeks ending March 22nd,
1935, and March 29th,1935, which was read.
Upon motion by Green second by Amundsen that the said resolution
be adopted as read, and all voting in .favor thereof, President Liddle declared
the said resolution duly passed and adopted.

Alderman Amundsen introduced the following resolution which

"Be' it resolved by the Common Council of the City of Rochester,
Minnesota:
That the sum of $2900,78 be and the said sum is hereby appropriated from
the Street and Alley Find of said City and ordered paid to J. C. Thompson Co. as
payment in full of billing of February 1st, 19359 for chains furnished.to City
Engineer's Department.
The Mayor and City Clerk are hereby authorized and directed to draw a
warrant for said sum upon the "City Treasurer in accordance herewith, and cause said
payment to be made. "
Upon motion by Fryer second by Moody that the said resolution be adopted
as read, and all voting in favor thereof, President Liddle declared the said resolu-
tion duly passed and adopted.
President Liddle at this time excused Alderman Green who left the
Council Chambers.
Alderman Fryer introduced a resolution ordering the sprinkling or
treating of certain designated streets, avenues and alleys in the City of
Rochester, Minnesota, during the season April lst,1935, to November lst,1935,
and ordering that the City Engineer secure the necessary labor and materials,
horses, teams, water, ote. , and do the said sprinkling or treating by City Force
Aocount, which was read:
Upon motion by ]filler second by Fryer that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the
said resolution duly passed and adopted.
Upon motion by Lemmon second by Fryer the ;Commoon Council adjourned.
