We haves complaint in our Inspection Department of -George Schultz, "On

tests made by our inspector as well as chemical analyses made by our own
chemist shwkng this liquor* is from 4 to 19 points: lower proof than
ddelired on.the labels6
Tampering with arW liquor is illegal and against the state laws in
Minnesota and we feel that they are -not only breaking the laws but are
selling to the consumer, misrepresented brands of liquor. The hydrometer
tests as well as chemical, analyses are self-explanatory and we feel that
justice would be better served if the lcensI C . R. Schultz, would be
revoked for selling misrepredented liquor as reported herewith, as it is
harmful to the liquor business as well as to the public.
If you care to have a hearing on this matter at any time we will. be glad

The following , communication from the City Assessor was read, and
11 President Li ddle ordered that the samB be placed on f ile:
" City Assessor's Office
CITY 0 F.ROCHESTER, MINNESOT A
i Ralph L69VAM, Assessor
April 1st, 19354
Tp The Honorable 116yor
And Common Council
Of The City Of
• R6chest er, Miniesota
Gent 1 amen:
- Subject to your approval, I request t)*at the budget for the
City Assessor's Office for the period April 1st , 1935 cto April lst -1936
be left at the amount of 14600001 - this amount to cover salaries of myself
and three deputies i
It is the intention of this office, this year, to make a surve
of values placed on property by, Assessors in a number of other cities of the
he
state so that values in Rochester may be equalized with them. Heretofore,
this has never been done. When the survey is completed, this office desires
the services of a committee of business and real estate men to assist in
arriving at fair values on land in Rochester. It has been impossible,
in the Last two real estate assessmmnts, to make any material change in land
values on account of their being no market to use as a guided
To carry out the above two mentioned projects will necessitate an
expense of approximately $200- 00 If this recommendation meets with your
approval, I would suggest that this amount be appropriated as an expense
account, to be drawn upon when the project is complet-ed. It is possible that
the total cost:nmay be slig#tly under this estimates
I profer to have monthly salary payments made as follows:
April $477450 , - May $612 , 50 , June $592:50 , July 0467 50 , August $487 5 0,
- September $387.60 , and the period October. 1st , 1935 to April 1st ,- 1936
$262.50 per months
I have endeavordd to follow, in detail, the St. Paul system of
arriving at valuations, as recommended by the Council. four years ago. The
work has now been completed and, as anticipated before it was begun, there
he,s been some criticism, especially in those instances where very drastic
changes had to be made in order to equalize rates end cubage: This is
especially true in cases of a few buildings in the business district~ It is
unfortunate that this year there i-s wlso an eighteen percent raise in then
mill rate on all properties, which, in a few instances, makes the tax this
year seem somewhat out of 1•ine. "
The State r'ax Commission wad izfvited to make a -survey of our
tax system before W work was begun, and now,' that the rechecking is eqT-
plated, I would welcome another visit .from them to satisfy you, and the
people of Rochester, that I have followed their instructions as closely as
Possible. I offer this suggestion -foT7your approval and -act-ion.
Respectfully yours;
Ralph I. LaPlanti
