Minutes of a special meeting of the Common Council of the City of
Rochester, Minuesota, held in the Council Chembers in the City Hall in said
City at 1:30 o'clock P. M, on July 31, 1935:
Meeting called to order by President Liddlei
Roll Call. Present: Liddle; Amundsen; Fryer; Green, Lemmon, and
Moody. Absent: Richm=4
The call for a special meeting was ,read; said meeting having been
called for the purpose of considering. existing emergency repairs, and any

Gentlemen:
I herewith make report .to your 7onorable Body that the storm
Saturday night, July 279 has damaged the following streets and avenues
to such an extent, that repaving of the streets and avenues is, in my
opinion, the economical move on the part ofthe City "overnment- and
recommend that the work be done by day labor under the Dnergency•Pro-
visions of the City Charter:
The list of streets and avenues are as follows:
1st Avenue Northwest and Southwest; 2nd Street Southwest
to Sixth Street Northwest; less brick in place 11218 sq.yds
$16,827:00
1st Street Southwest; from 4th Avenue Southwest to llth
Avenue Southwest.8972 sq. yds: 119958.00
I further recommend; that llth Avenue Southeast; from Center Ste
Fast to 50 ft. North of the center of 2nd Street Southeast, be repaved
with 3 inches of crushed rock base and one (1) inch of top similar to
the Bituminous Treatment now in progress; and estimate the cost as
follows:
1812, sq. ydsi @ :70 per sq. yd: $10268 40
That 3rd Street Northwest; from Broadway to First
Avenue Northwest, be served in the same manner.

Upon notion by Leemon second by hundsen; the City Engineer and the
Street and Alley Committee were authorized and directed to buy a storage tank for
storing eXces.s Tarvia, said tank to cost,not to exceed, 0200:00.
The following communication was read, and upon notion by Lemmon second
by Green, it was ordered that the same be placelon file, and that the Secretary of

the Park Board be instructed to request emergency authority from the Mayor for the

hiring of operators of the power graders more than thirty hours per week:

In applying the bituminous material to the driveways in Mayo Park
and Soldiers Field �t isneoessary that the operators of the power graders
used be employed more than the thirty hours per week permitted under the
Labor Ordinances of the City of Rochestera
• As it -is very necessary that these experienced operators . be kept
,on the job, we request that the Superintendent of Parks be permitted to em-
,ploy the operators of the power graders for more than thirty hours during
,the week the Park drives are being resurfacedi

Alderman.Amundsen introduced a resolution appropriating $290210:95 from
the 'ark Improvement • Fund, and ordering payment made to the Mayo Trust Fand, for
payrolls for labor for the weeks ending July 19 and 26, 1935, which was reads

Alderman Fryer introduced a resolution appropriating 0200000 from
Code 7 of the General Fund, and ordering payment made to W. A. Moore; Mayor;
for use in his Mayort s contingent fund, which was readA
Upon motion by Green second by Fryer, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared
the said resolution duly passed and adopted4

The undersigned members of the Common Council, of the City of
Rochester, Minnesota, hereby request that you issue an Emergency Order to
the Street and Alley Committee, and the City Engineer, in an amount not to
exceed $359000.00, to procure the necessary labor and material and repave
First Avenue Northwest and Southwest, from Second Street Southwest to the
tracks of the Chicago Northwestern Railway, and First Avenue Northwest; from
Chicago Northwestern Railway; to Sixth Street Northwest; with 2-2 inch Vitrifi
Wire -Cut Paving Brick; and First Street Southwest; from Fourth Avenue South-
west to Eleventh Avenue Southwest, with 2�" Vitrified Paving brick, and
Eleventh Avenue Southeast; from Center St. to 50 ft: north of the center line
of Second Street Southeast; Eleventh Avenue Northeast; from Chicago Northwest
Ry. to Second Street Northeast; Third Street Northwest $ from Broadway to
First Avenue Northwest, with 2�" Vitrified wire out paving brick4
