HomeMy WebLinkAbout08-09-1935i AUG 9 1935 159 k Minutes of a special meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers in the City Hall in said. City at seven thirty o'clock P. M. on August 99 1935. Meeting called to order by President Liddle. Roll Call. Present: Liddle, Amundsen, Pryer, Lemon, Moody, and Richman. Absent: Green. The call for a special meeting was read, said meeting having been called for the purpose of receiving reports from the consulting engineers on the boiler in- atallation at the Electrid Light Plant; `6nd any other business the Common Council 1 might deem proper. The report of Charles Poster; Consulting Engineer, on the proposed im- provements to the Municipal Power and Heating Plant,' was read and President Liddle ordered they the same be placed on file;, the said report being quoted in part as follows: "x x x x x COX CGU".0IQS- The conclusions reached by this report are: First; that the new boiler should be of not less than 850 Boiler Horse Power normal rating, nor larger thdn 1000 Boiler Horse Power at normal rating, and of such design that can be properly installed in the available space. Second, that gas can be successfully burned in the same furnace in which a multiple retort underfeed stoker is installed and that the.lentire ourput can be produced by burninggas only; coal only, or a combination of both and that the upkeep of the stoker will not be excessive if .correctly designed and operated,, xxxxxxx" The copy of report of Ralph D. Thomas and Associates, Consulting Engineers, employed by the Public Utility Department on the boiler installation, was read, and President Liddle ordered that the same be placed on file. The Common Council informally instructed Charles Po st er to make a further written report on whether a stoker or pulverized burner would be the better. Clarence Fischer was before the Common Council with a request that $3000-00 be appropriated to. the William T. McCoy Post of the American Legion, for ..160 sending their Drum Corps to Albert Lea, Minnesota on August 119 12, and 139 1935. The City Attorney orally ruled that the Common Council could not legally make an appropriation of City money for - such purpose. The question of the purchasing of the Zumbro Power Line was con- sidered, and it was informally agreed that the Superintendent of the Electric Light Plant prepare a report which would show the possible earnings on this investment: The application of John Bremer, Phyllis rremer, and Leonard Karen for an "On -Sale" Liquor License at 15 Broadway Street South, was read, and upon motion by Lemmon second by Richman the said application . was referred to the License Committee and the City Attorney: The following certificates by Ameil L: Glabe, County Auditor, were each read; and upon motion by Moody second by Amundsen; it was ordered thatthe same be placed on filb, and the City Clerk was instructed to adjust her tax records accordingly: "June 279 1935. Miss Lillian Sveom City Clerk Rochester, Minnesota Dear Miss Sveom: Daring the year 1929 an item of 023:719 paving, and Is $10:01, revolving fund interest, was reported to your office as a 1928 tax and should have been reported as a 1927 tax' -Will you please correct your tax levy record by adding this amount to your 1927 levy and subtracting it from the 1928: Yours very truly, Amiel L. " The application of Andrew Chafoulias for a "Pin and Ball" Machine License at 8 Broadway Street North ; wag read$ and upon motion by Fryer second by Richman, license was granted. Upon motion by Fryer second by Amundsen; the sum of $10:00 was ap- propriated from the General Fund and ordered paid to J. W. Feller; Post Master; for stamps for use of City Clerk. Upon motion by Lemmon second by Fryer, the sum of $199.00 was ap- propriated from Code 7 of the General Fund, and ordered paid to W. A. Moores Mayor, 1 -for use in his Mayor's Contingent Fund. Upon motion by Fryer second by Lemmon, the City Clerk was instructed to notify the heads of the Departments and Superintendents,to be at the meeting AVG 9 t93S of the League of Minnesota Municipalities, August 12, 1935, in the Council Chambers, with proposed P. W. A. and W.. P. A: projects for discussion. Alderman Moody introduced a resolution appropriating $5,000.00 .from the Street and Alley Fund, for use of the Street and Alley Committee, which was read -,- Upon motion by Amundsen second by Fryer that the said resolution be , adopted as read; and all 'voting in favor thereof, President Liddle de- clared the said resolution duly passed and adopted. ;I Alderman Amundsen introduced a resolution appropriating $279 00 from the General Pond, and ordering payment made to the City of Rochester Water Department, for water furnished for sprinkling and flushing of streets and avenues in accordance with the June 259 19359billing, which was readi Upon motion by Richman second by Lemmon, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted: Alderman Lemmon introduced a resolution appropriating $1080.30 from the Park Improvement Fund, and ordering payment made to the Mayo Trust Fund for payrolls for labor during the week ending August 9, 19359 which wa* ead.
