Council of the City of Rochester, Minnesota, held in the Council Chambers in the City Hall in said City at seven thirty o'clock P: M. on August 239 1935. Meeting called to order try President Liddle* Roll Call. Present: Liddle, Amundsen, Fryer, Green; Lemmon, Moody, !i and Richman. Ab sent : None: Upon motion by Amundsen second by Richman, the minutes of the meetings held July 31, 1935, August 5, 1935, August 99 1935 and August 14, 11935 were each approved. President Liddle announced this as being the time and place fixed for the opening of proposals for the purchase of $35-000.00 City of Rochester is 113% Repaving Bonds* The following proposals were opened and read: The First National Bank of St. Paul and First National Bank & Trust Co: of Minneapolis, par and accrued interest and a premium of $934:50; Halsey Stuart & Co., Chicago, Ill., par and accrued interest and a premium of $10570-00; Thrall, Vest & Company, Minneapolis, par and a premium of $1162401 Union National Bank, Rochester; par and a premium of 0571.90; Bigelow, Webb & Co., Minneapolis, par and accrued interest and a premium of $10934-75; Sinking Fund Commission, Rochester, par and `ap%emium of 013751000; read: Alderman Amundsen introduced the following resolution which was "BE IT RErDLVED by the Common Council of the City of Rochester, Minnesota: That the bid acid offer of the Sinking Fund Commission of the City of Rochester, Minnesota.; for $359000:00 City of Rochester, Minnesota 3% Repaving Bonds, dated September 19 1935) which were at this meeting offered for sale, $3590000- principal on the said bonds, and 91375*00, ao premium on the said bonds, is deemed to be the most favorable proposal for the said bonds, and Be it further resolved by the said Common Council: I -That the said bonds are hereby awarded and sold to the Sinking Fund Commission of Rochester, Minnesota; and that the same be delivered to them upon their paying into the City Treasury of the amount of the said bid therefor; the said bonds hereby awarded and sold are described as being numbered 1 to 35 inclusive, and having the March 1, 1936, and all sub- sequent interest coupons attached, the maturity of, the said bonds being 167 T7 I i I I $7,000.00 thereof on September 1, 1936, $79000.00 thereof on September 19 1937, $7000.00 thereof on September 19 19389 $7,000000 thereof on September 19 19399 and 079000:00 thereof on September 19 1940; the said bonds bearing interest at the rate of 3% payable semi-annually on the first day of September and March of each year, both principal and interest on the said bonds being payable at the office of the Treasurer of the City of Rochester, Minnesota, and BE IT FURTHER RESOLVED, by the said Common Council: That the Mayor and City Clerk of said City are hereby ,authorized and directed to duly execute the said bonds and the City Treasurer is hereby authorized and directed to deliver the. said bonds to the purchaser upon the payment into the City Treasury of the above mentioned purchase price; the said payment of principal and premium to be placed in the Street and Alley i " Fund of said City. ,Upon motion. by Moody second by Fryer that the said resolution be adopted ds read, and all voting in favor thereof., President Liddle declared the said resolution duly passed and adopted. Upon motion by Amundsen second by Moody, it was ordered that the certified) checks of the unsuccessful bidders be returned to them. The following copies of resolutions passed and adopted by the Commissioner of the Sinking Fund were each read, and upon motion by Moody second by Green,: the actions set forth therein were approved, vnd it was ordered that the same be placed on file: " BE IT RESOLVED, by the Commissioners of the Sinking. W. n , 169 Eight Petitions. containing approximately three hundred thirty-one signatures were presented to the Common Council, and President Liddle referred the same to the Public Grounds Committee and'the Park Board for inveftigation and report thereon; the said petitions being headed as follows: "Petition in behalf of a swimming pool for Rochester Citizens. To Members of City Council: We believe the time propitious that our city authorities consider the actual construction of a swimming pool: We, the undersigned, also petition your honorable body that you give this worthwhile project your kind consideration. Gentlemen: "August 139 1935 Supplementing my report which I submitted to you on August 99 1935, at your request, to include the recommendation for the coal burning equipment for the new boiler, I herewith submit the following for your consideration. The report submitted by Ralph D. Thomas and Associates for this project was loaned to me which I have carefully read. All the data on which the re- port is based was taken from the Power Plant records and from the tabulation of bids received on May 229 1935. Mr. Thomas and his associates have used this data to calculate operating costs, depteciation and other items which have bearing on the type of coal burning equipment to be selected. I have carefully checked a number of these calculations and find them correct and believe that he has correctly set forth in the proper manner an unbiased analysis of this project and I therefore recommend for your cony sideration that the type of coal burning, equipment for the new boiler be a stoker of the multiple retort underfeed type, 4teeting the `specifications as outlined in my report submitted August 99 1935. 'I understand that I am to meet with the Council and i I the Utility Board when bids are received and jointly with Mr. Tljomas i tabulate and examine all bids %nd make a joint report with him covering our recommendations as to the equipment to be purchased. I have also talked with Mr. Schroeder, chairmen of the County Board, who tells me that he can see no reason why the County Board will not be willing to pay for. city heat instedd of paying for coal: I hope the city council will see their way clear to start this work at once so that we may be ready for heat when it is needed. The applications of T. V. Nagle for Public Dance Permits at the Woodman Hall 'for August 10 and 17, 1935, and of Henry Foley .for a Public Dance Permit ett the A. 00 U. W. Hall August 24, 1935, were each read.
