Minutes of an adjourned regular meeting of the Common Council of the
City of Rochester, iinnesota, held in the Council Chambers, in the City Hall, in
said City at 7:30 o'clock P. M. on December 169' 1935:

Roll Call. Present Liddle, Amundsen, Fryer, Green, Leimnon, Moody,
and Richman. Absent: None:
The reports of the Minnesota Northern Natural Gas Company on gas
tests taken at Sioux City, Iowa, showing an average BTU of 1012 for the week ending
November 2 7, 1935, 1003 for the week ending December 4, 1935 ,^nd 1005 for the week
ending December 11, 1935, were each read.
The following communication was read, and President Lidd.le referred
the same to the Public Grounds Committee:

The undersigned, members of the Executive Committee and the Visit -
in Nurse Committee of the Civic Learlue of Rochester, do request and petition
-the City Council that if, at any time in the near future the former office
of the Visiting Nurse in the City Hall be vacated by the removal of the
National Re-employment office, these offices be returned to the Visiting Nurse
for the purposes for which they were originally intended. Although the
Civic League was glad to release this space to meet an emergency, there
has resulted considerable difficulty because of cramped quarters, conflicting
-hours and lack of storage space and the reinstatement of the workers in these
rooms would be greatly appreciated.

The following resolution passed, and adopted' by the Library Board

And Whereas, Lots Nine and Ten and the West Half of Lot Eight
in Block Seventeen of the Original Plat of the town, now city, of
Rochester; Minnesota, have been offered as a site and location for
such new building upon the terms and conditions as shown in one cer-
twin contract dated September 25, 1934; between Mayo Properties
Association and the City of Rochester and this .Library Board, which
location is ideal and suitable for the purpose and needs and is ap-
proved by t1hi.s Board;
And Whereas, this Board believes plans and proceedings should
be -taken without delay for the providing of the necessary money and
means and for the construction of the building in order that the of-
fer and gift of the site and location will not be forfeited;
NOW THTFREFORE, Be and It Is Hereby Resolved by the Library Board
of the City of Rochester- Minnesota, Thatthe Common Council of the
City of Rochester be and.it is hereby respectfully requested to ar-
range for a special election to authorize an issuance of bonds in
the amount of $75,000:00 to cover costs and expenses of erection of
a new building for the Public Library. "

The following communication and copy of resolution were read,

We are enclosing a resolution unanimously adopted by the
Board of Park Commissioners at 'ame eting held December loth, 19359 end
respectfully request that it. be, given your favorable consideration.

After careful consideration of ways and means by which the City of
Rochester might cover its contribution toward the cost of construction of
the swimming pool applied for under PWA grant; Minnesota Docket #1192, and
after a conference with the finance committee of the Common Council and the
Mayor, the Board of Park Commissioners believe that the raising of these funds
through "a bond issue is the only method feasable at this time:
It should also be borne in mind that prompt acceptance of this offer
of a grant by the United States of America is necessary to insure the alloca-
tion of funds to this project: Also that -this is probably the last opportunity
the City of Rochester will have to obtain assistance in the building of a
swimming pool and that failure on the part of the City of Rochester toprovide
the funds needed for the City's share of the cost will mean the loss of the
$29-318400 offered by the Goverxment: We therefore respectfully urge that
your Honorable Body give immediate attention to this request to prevent the
possible forfeiture of this grants

"WHEREAS, on August 26th, 19359 at a joint meeting between the
Mayor of the City of Rochester, the Public Grounds Committee. of the Common
Council and the Board of Park Commissioners, the Board of Park Commissioners
were informed that the Common Council had received a petition asking that a
municipal swimming pool be constructed in Rochester and were authorized to
engage an engineer and prepare preliminary plans for such a pool, and,
WHEREAS, the Board of Park Commissioners following the instructions
given them by the Common Council prepared preliminary plans for a public
swimming pool, and on the 4th day of September, 19359 filed an application
with the Federal Emergency Administration of Public Works requesting a grant
of 45% of the cost of the project from the United States of Americas. and,
WHEREAS, under date of December 4th, 19359 the Board of Park Cor -
missioners received notification that the application had been approved and
that the United States of America offered to aid in financing the construction
of the swimming pool and bath house to the extent of 4.5%, ' not exceeding the
sum of $2993184009 and. -
WHEREAS, at a meeting held December loth, 19359 between the Board
of Park Commissioners, the Finance Committee of the Common Council and rep-
resentatives from the Wm. T: McCoy Post #92 of the American Legion, the
opinion prevailed that the City's share for the swimming pool project should
be financed through the sale of bonds in an amount not to exceed $351,000.001,
and,
WHEREAS, prompt acceptance of this o_'fer is necessary to prevent
forfeiture of this grant, now therefore,
Be it resolved by the Board of Park Commissioners that the Common
Council of the City of Rochester be requested to call for a special election
to authorize a bond issue in an amount not to exceed $361,000.00 to cover the

A communication from the City Clerk together with statements
relative to, outstanding bonds of the City of Rochester, Minnesota, and as
to the net bonded indebtedness under the 5% limitation in Section 176 of
the Charter, and calling attention to the two -mill limitations provided for
�in the charter, for making tax levies for Payment of bonds$ were read,

Alderman. Amundsen introduced a resolution calling a special

Upon motion by Amundsen second by RicbMan, that the sai&.,resolution

said resolution duly passed and adoptedri
Alderman Fryer introduced a resolution determining to issue City of
Rochester, Minnesota Improvement Bonds; in the aggregrate amount of $35000:009
for the purpose of building a swimming pool in Soldier Field, within said City;
subject to the approval of the legal voters of said City, whi ch was r ead;4
Upon motion by Fryer second by Amundsen that the said resolution be
.adopted as read; and all voting in favor thereof President Liddle declared the
said resolution duly passed and adopted:
Alderman Richman introduced a resolution calling a special election
to be held on Tuesday, the 21st day of January, 1936, for submission to the legal
voters of the City of Rochester, Minnesota, for approval or rejection of the resolution
of the Common Council of December 16, 1935; and the issuance of City of Rochester;
Minnesota, Improvement Bonds, in the aggregrat a amount of $351000:009 and prescrib-
ing -the form of notice of .election and ballot to be used at said election, v&ibh
was read:

The official Bond of William A.i Sessing, as Patrolman, with the
Fidelity and Casualty Company of New York; as surety thereon$ in the amount of
$50000, was read, and upon motion by Lemon second by Moody, the surety thereon
was accepted, the said bond was approved, and it was ordered that the same be
placed on file;
The following Agreement was read, and upon motion by Moody second
by Richman, the same was accepted, and the Mayor and City Clerk were authorized and
directed to execute this Agreement on the part of the City of Rochester, Minnesota,

Apartment Building, ishereby fixed at the am of $5400,00 per year for
the balance of this official.year, payable from the Frank E; Williams
Estate Fund of said City; the said salary and compensation to be ef-
fective December 1st, 1935, and payable semi-monthly, one-half of the
monthly salary and compensation being payable on the 16th dep,en#

"WHEREAS, the United States Government is now paying in connection
with its Works Progress Administration a wage scale in the City of Rochester,
Minnesota, and Olmbt ed County Minnesota; which wage scale for common labor is
the sum of forty efEht dollars and forty cents per month for a minimum of
one hundred and twenty hours per month which said amount is not sufficient
for, the actual needs of recipients in the said City and County., and
WHEREAS, the Common Council is under the impression that in some !
Counties in the State of Minnesota the sum paid for common' labor is $600-00
per month for the same hours and under the same conditions:

NOW THEREFORE; Be it resolved by the Common Council of the City

That the United'States Government be and they are hereby respectfully
requested to cause the wage scale in connection with Works Progress Admini-

Alderman Moody, as Chairman of the Sewer Committee; requested the
Common Council to express their opinion in regard to the depth of the Trunk Line
Sanitary Sewer contemplated to be constructed in Broadway Street South, from Third
Street Southeast to Sixth Street Southeast, and stated that he would not be in
favor of any plans and elevations for this sewer other than the original plans
submitted by Burns and McDonald Engineering Company, which have the approval of
the State Board of Health, and the City Engineer. There was no actiob on this
matter;
