Roll Call: Present: Liddle, Amundsen; Fryer; Green, Lemmon, Moody, and Richman: Absent: None. - The following communication was read, end Priesident Liddle ordered that the same be placed on file: "January 6; 1936 Hon. Mayor & Common Council Gent l em en: I beg to requestthat -120000,00 be appropriated to the Street & Alley Fund, for use of the Street & Alley Committee. " The reports of the Northern Natural Gas Company, on gas tests taken at Sioux City, Iowa; showing an average BTU of 1004 for the week ending December 169 1935, and 1001 for the week ending December 25, 1935 were each read. Legislative Bulletin; #2, issued by the League of Minnesota Illunicipalities, was read, and President Liddle ordered that, the seme be I placed on file; The applications of Rose A. Ballard and Annie Thorp Kennedy, Ifor Old Age Pennons, were each read, and President Liddle ordered that Ithe same be placed on file. The following Energency Puthority given by the 14ayor was read, �jand President Liddle ordered that the same be placed on .file: 447 "December 2.8th, 1935: Miss Lillian R. Sveom, City Clerk $ Rochester, Minnesota. Dear Madam: It having been made to appear,that there is an immediate necessity for the purchase by the City of Rochester of approximately 101,000 gallons of gasoline to place in the tank at the bulk station owned and operated by the City, from which gasoline is issued to the City Filling Station for distribution to the various City departments, and that the delay occasioned by the advertise- ment for bids would cause great damage to the public interest, I hereby declare the existence of an emergency in said matter and order, authorize and empower you as City Clerk in charge of the purchase .of gasoline for said purpose, to go into the open market and purchase approximately 10000 gallons of gasoline at a cost to the City of Rochester of approximately $1200000 You are hereby notified that this emergency order is given to you under and in accordance with the provisions of Section 284 of the Charter of the City of Rochester, Minnesota. The application of the Hotel Linden for a Permit to Place and Maintain a Sign, was read, and upon motion by Amundsen second by Richman, Permit was granted. i The report of the Milk Inspector for the month of December 19359 was read, and, President Liddle ordered that the same be placed on file, The report of the City Weighmaster for the month of December 1935, showing Weighing Fees collected in the amount of 037.20, was reed; and President r I Liddle referred the, same to the Finance Committee. 3 The application of S. J. Wentworth, for Public Dance Permit at the Woodman Hall, January 119 18, and 25, 1936, was read. The application of, Henry Foley for Public Dance Permit at the A.O.U.W. IYall on December 21, 1935 and January 4, 1936, was read. The applications of Carl B. Winans, Albert B: Sanger, Arthur Beccue, Claude L. Bogart, Robert Bigelow, and Archie G. Jacobs, for Drivers' Licenses were each read, and upon motion by Amundsen, second by Green, Licenses were gr ant' e d. The application of C. J. Wilbur for an Electrician's License, was read, and President Liddle referred the same to the License Committee, and the Building Inspector; Leo Herrick made an offer to furnish the Police Department tirith two motorcycles, at,,a net price of %J499:009 after allowance for the two old ones, and upon motion by Leinnon second by Amundsen, the said offer was referred to the Police Committee and the Chief of Poliee+j A. H. J. Wentworth, for the Woodman Hall, January 119 18�25, 1936, and fixing the fee at $9409 which was read: Upon motion by Green second by Richman, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopteda -Alderman Amundsen introduced a resolution granting Public Dance Permit to Henry Foley, for the A. 0 U. A: Moore, Mayor City of Rochester, Minnesota Dear' Sir a On motion by Dr. Kennedy, seconded by Mr. Shearer, the following resolution was adopted: WHEREAS, it is the opinion of the Board of Park Commissioners that due to the possible termination of the present IWPA, it is of utmost 0 ,importance that all projects be finished with as much spieed as possible, and'. " 453 Aldermen Fryer introduced a resolution appropriating $680.00 from the Park _Improvement Fund; and. ordering payment made to the Motor Sales and Service Company, for a 1936 Ford'VF8 Standard Coupe $6304009 less allowance for used car $50:00, which was read. Alderman Lemon stated that he did not like it that so many purchases were being made under Energency Authorization; and for that reasons moved that this r resolution, be not adopted as read; all voting in favor thereof eycepting Alderman Moody, who said that inasmuch as he had time and again questioned the real emergency purchases made under such authorizationq and up to now received no cooperation in the matter, for that reason he could see no necessity for the question being brought up r at this time, and therefore, his vote on this motion was "nay". Alderman Amundsen introduced a resolution appropriating 1289.35t from the General Fund; and ordering payment made to the Steam Heating Department, for steam heat furnished at the City Hall, in accordance with the December 27, 1935 bill] which was read: 0 Upon motion by Richman second by Amundsen, that the said resolution be adopted as read, ='.nd all voting in favor thereof; President Liddl a declared the said resolution duly passed and adopted. Alderman Green introduced a .resolution appropriating $343*43 from the Park Improvement Fund, and ordering payment made to the .Paper Calmenson-.& Company, for 47-2" Steel Rounds, which was read. Upon motion by Amundsen second by Moody, that the said resolution be adopted as read, and all voting in .favor thereof; President Liddle declared the said resolution duly passed and adopted. Aldermen Green introduced a resolution appropriating %17u0:00 from the Lighting Fund, and ordering payment made to the City of Rochester Light Department for payment of electricity furnished for the 1935 Christmas Street Lighting, which was read. of s, 41j U _.ems .= 'JAN 6 1936 Upon motion by Green second by Fryer, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle de - Glared the said resolution duly passed and adopted. r ead: Alderman Greian introduced the following resolution, which was "Be it resolved by the Common Council of the City of Rochester, Minn esot a', - That the sum of 13654104 be and the said scan is hereby appropriate and paid to the City of Rochester Lightand Water Departments,' for electricity and water furnished to public building; in the City of Rochester, Minnesota, in accordance with the December 25, 1935 billings, 296.50 thereof to be from the Lighting Fund, �30.20 thereof from Code 17 of the General Fund, 0210'70 from Code 1 of the Street aiid Alley Fund and '35.64 from Code 4 of the Fire Protection Funde, The Mayor and City Clerk are hereby authorized. and directed to draw warrants for said sums upon the City Treasurer in accordance herewith, and cause said payment to be made. " Upon motion by Fryer second by Moody, that the said resolution be adopted as read, and all voting in favor thereof; President Liddle de - Glared the said resolution duly passed and adopted: Alderman Richman introduced a resolution appropriating $823.65 from the Park Improvement Pund, -and ordering payment made to the'Mayo rust Fund, for payrolls for labor, during the period of the weeks ending cember 27, 1935 and January 3, 1936, which was readi Upon motion by Moody second by ,Amundsen, that the saidresolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted: Alderman Richman introduced a resolution appropriating $2,933425 from the Lighting Fund, and ordering payment made to the City of r Rochester, Minnesota Light Department, for electricity.furni shed for fighting of public streets, in accordance with the December 25, 1935 billings, which was read:; IIUpon motion by Moody second by Annundsen, -that the said .resolution be I i adopted as react, and all voting in favor thereof, President Liddle declared the said resolution duly .passed .and adopted. . Alderman Moody introduced a resolution appropriating $222.29 from Code 1 of the 'Street and Alley Fund, and ordering payment made to Code 18 of the General Fund, as a refund for payments made by the City Engineer for payrolls for labor on lew street signc=,installation; which was read. Qpon motion by Moody second by Richman, that the said resolution be 4 adopted as read, and all voting in favor thereof$ President Liddle declared the said resolution duly passed and adopted.
