Minutes of an adjourned regular meeting of the Common Council of the
City of Rochester, Minnesot969 held in the Council Chambers, in the City Hall, in
said City, at 7:30 01 clock P. M, on January 209 19364
Meeting called to order by President Liddle4
Roll call. Present: Liddle; Amundsen; Fryer; Green, Lemmon, Moody,

James F: Coon appeared before the Common Council and orally reported
on his trip to Washington, D. C:, in regard to securing a raise in the W. P. Ai
wage scale for this City, and submitted copies of telegrams from Jacob Baker to
Victor Christgau, the copy of the first telegram to Mr..Baker being quoted as
f ollows:

The City Clerk presented the Common Council with a letter from
Victor Christgau, Administrator for the Works Progress Administration, setting
forth the amount of money furnished at certain times by the City of -Rochester, to
comply with the condition set forth in the above quoted telegram, and President
Liddle ordered that the same be placed on file:
Julius J. Reiter was before the Common Council and supported Mr. Coon
in his report of their trip to Washington, D. C.

Upon motion by Lemmon second by hnundsen, the sum of $199o0
1f was appropriated from the General Fund, and it was ordered that the said
sum be paid to W. A. Moore, Mayor, for use in his Mayor's Contingent Fund,
he to account for the expenditures therefrom
Upon motion by Fryer second by Richman, the request of Herbert Cis
Henson that letter be sent to Victor Christgeu, was granted, and the
City Clerk was instructed to write the letter so 'requested giving a copy
thereof to James P. Coon and Herbert C. Hanson;

take, by the Common Council, instructing me to write to you expressing the
opinion and desires of the Common Council in regdrd to the raise in wages,
asked for by workers on W: P. A Projects, in this City:

Your. letter of January 149 1936, transmitted through Mr. H. C: Theopolld,
District W: P. Ai Director, and addressed to Mr. Irving Eckholdt, City Attorneys
has had the careful attention of our City Council, in conference with
Mr. James F. Coon and other local labor officials.
The primary subject of local W: P: Ai wage increase is a matter with
which we are sympathetic. On a comparAtive basis with the designated

Metropolitan areas of our state, we feel the needs of the unemployed are
equal. However, our activity has been and is a spirit of cooperation with
local labor in their efforts to obtain a justified equalization of W.P:A:
wages:
Your proposed` method of granting the requested increase, places the
burden upon our City4 It is an interesting but unacceptable plan for severAl
definite reasons, which we believe are apparent to you without detailed
explanation*'
The granting of the requested increase from Federal Funds will
possibly not exhaust the funds called for in. the local project applications
bdfore their expiration date., We suggest a cheer on this possibility, with
your accounting department

The application of C. J. Wilbur for an Electrician's License,was Fozfs�d-
ared, at which the Building, Electrical and Plumbing inspector stated that the work

done in the past by Mr. Wilbur had, in some cases, bden very unsatisfactory.
Alter lengthy consideration of the matter, a motion by Ainundsen second by

Fryer, that no action be taken on this application until the meeting 'of
this Common Council to be held at two o'clock P. M: on February 3, 19369
carried by all voting in favor thereof, excepting Alderman Green, who
ed "nay".
The following copy of resolution passed and adopted by the Public
tility Board was read, and President Liddle ordered t1liat the same be

"WHEREAS, on the 24th day Of December, 1935, the Public Utility
Board, did, upon the written recommendation of its engineers, adopt a
resolution for the Honorablr' Common Council for authority to enter into
a contract vvith A. R. Robertson and Company for the furnishing of a
Taylor Water Cooled Stoker, and
VEIMEAS, it has since been decided that the contract should be
with the American Engineering Company, which Company is the manufacture
of the said stoker, and the successful bidder-

Board of the City of Rochester; Minnesota, that the Honorable Common
Council of the said City be and is hereby requested to authorize the
said Board to enter into a contract with the American Engineering
Company of Philadelphia, Pennsylvania; for the furnishing of a Taylor
Water Cooled Stoker, in accordance with - their bid dated December 12,
19359 and in accordance with the engineer's report, a ccpy of which h^s
been previously submitted; the total amount of the said contract to

Alderman Lemon et this time stated that he did not feel that
Charles -Po st er bad given the Common Council 'the services that were ex-
pectpd or agreed upon in connection with the boiler installation at the
Electric Light Plant, especially in keeping in touch with the preparatim
of the plans and specifications, for advertisement of bids, etc., and
also mentioned that it was his understanding that the Common Council

were to be calledin for consideration of the plans and specifications, before they
were submitted for bids, and that he did not recall that, this had been done.

and specifications as submitted at an informal meeting of the Common Council and

Alderman Amundsen introduced the following resolution, which was read:
"Be it resolved by the Common Council of the City of Rochest er,
That the Public Utility Board, be and the said Board is herbby
authorized and directed t o ,enter into a contract with the American Engineering
Company, for the furnishing of a Taylor Water Cooled Stoker, in accordance with
the following quoted resolution request: ,
'WHEREAS, on the 24th day of December, 1935, the Public Utility

Be it further resolved by the said Common Council:

That the resolution dated Decmber 27, 1933, authorizing the
Public Utility Board to enter into contrast with the A. R. Robertson
Co., be and the same is hereby repealed in its entirety.
The amount of the s-W�ety bond to be given by the said con-
tractor is hereby fixed at the sum of -13,9$397 00."
Upon motion by Green second by Fryer, that the said resolution
)e adopted as read, and all voting in favor thereof, President Liddle de -

to enter into a contract with Le M. Feller of this City for the fur-
nishing of all the necessary labor, material and equipment for the
driving of pile and t1,-e construction of a concrete mat for turbine
foundation at the 'City Light Plant, in accordance -with his bid and
with the plans and specifications on file; the amount of the said
contract to be NINE THOUSAND SEVEN HUNDRED AND TWENTY DOLLARS

bidder. "

Alderman Richman introduced a resolution authorizing the Public
Utility Board to enter ?into contract with the Woodward Governor

Contracting Company, for the furnishing of two Woodward Governors for the Hydro -
Electric Plant Water Wheels, in accordance with the above quoted resolution request,;
and fixing the amount of the Surety Bond, to be given by the said Contractor, at
the sum. of the sum of $6,040 00, which was read:
Upon motion by Fryer second by Amundsen, that the said resolution be

said resolution duly passed and adopted:

public dance permit at the Armory,February 4, 1936, and of the Unit for Social
Justice for public dance permit at the Armory, January 249 1936, were each read.

Alderman Amundsen introduced a resolution granting public dance permit
to the Unit for Social Justice, for the Armory, January 24, 1936, and fixing the
fee at $3 00, which was read:
Upon motion by Lemmon second by Moody, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the
said resolution duly passed and adopted:

Civic League for use of their rooms was considered, and upon motion by Fryer second
by Moody, the City Clerk was instructed to notify B. F. Miller, Reginal Director,

The, Board of Park Commissioners respectfully request that authority
be granted to this Board to enter into a contract with Hugh Vincent Feehan,
Landscape Architect, for the furnishing of plans and specifications for the
swimming Pool and bath house in Soldiers Fieldi A copy of the contract is
attached to this letter:
This contract, provides that the landscape architect is to furnish
all preliminary plans, complete working drawings, etc,-, and supervision of
the project to include the service of a resident inspector during the period
of construction:
Mr. Feehan is to receive as compensation for his services a fee of
six per cent of the cost of the project: However, the cost of the project is
not to include any fees paid for architectural services or indpection. On the
basis of a total construction cost of $509000 this fee will amount to $3,000
out of which the landscape architect must pay the cost of the resident in—
spector and supervision during construction.
It is a requirement of the Public Works Administration that four
copies of the contract with the architect be filed with the PWA office,
therefore, we ask that the authority requested in the first paragraph of this
letter be granted at the earliest convenience of your Honorable Body;
