Minutes of an adjourned regular meeting of the'Common Council of the City
It
of Rochester; Minnesota; held in the Council Chambers; in the City Hall, in said City
on August 31, 1936*
The meeting was called to order at seven thirty o'clock P: M, by President
Liddle, and on roll call, the following members were Present: Liddle; Amundsen, Fryer,,
llGreen, Lemon; Moody and Ri chmana

I President Liddle announced this as being the time and place fixed for hear—
ing on the construction of curb and gutter in Fourth Avenue Southwest from Sixth Street
Southwest to Seventh Street Southwest, and asked if anyone present wished to be heard .

concerning this improvement:
There was no one present to be heard concerning th6 improvement as above
described
President Liddle announced this as being the time and place, fixed for
hearing on the levying of special assessments for curb and gutter in Ninth Avenue
j Southwest from Ninth Street Southwest to Tenth Street Southwest and in Ninth Street

Southwest from Eighth Avenue Southwest to Ninth Avenue Southwestq and asked if anyone
present wished to be heard
There was no one present who wished to be heard regarding the levying of

The reports of the Clerk of Municipal Court for the week ending August 17,

A communication from W: A: Moore, Mayor, directed to the City Clerk
declaring the existence of an emergency in the matter of the necessity for the
purchase of approximately B-000 gallons of gasoline for, the Bulk Station,
owned and operated by said City, for distribution to the various City Depart-
ments, and directing the City Clerk to go into the open market and purchase
said gasoline, was read, and President Liddle ordered that the some be placed
on fil e�

H. Hill .for Drivers' Licenses were each read, and on motion by Amundsen second
by Fryer, licenses were granted:
An application signed by Walter CO- Heins for permit to conduct
jtwo public dances in the Woodman Hall located at 191 Broadway Street South on
September 5 and September 12, 19369 was read:
Alderman Moody introduced a resolution granting Public Dance Per-
mit to Walter C. Heins for the Woodman Hall September 5 and September 129 and
fixing the fee at 0600, which was read.
On motion by Fryer secnd by Richman, that the said resolution be
adopted as read,
and

An application signed by John Holland for license to operate one -
chair barber shop at 110 Second Avenue Northwest, was read, and on motion by
Amundsen second by Green; license was granted:
The matter of the application of David Nichols and Paul Butler for
a license to connect to sewers and drains, was taken up at this time, and the
i Committee to Vhom the matter had been referred, made oral report that said
license be granteda
On motion by Moody second by Amundsen, the application of David
Nichols and Paul Butler for license to connect to sewers and drains, was ap-
proved and license granted:

Applications signed by Helen SO Webster; Hazel Katzman and Carroll Colton
for permits to place and maintain signs; were each read, and on motion by Amundsen
second by Fryer; permits were granted;
An application signed by Gladys Mether for Soft Drink Dealer's License at
301 Broadway. Street North, was read, and on motion by Fryer second by Amundsen, license
was granteda !
An application signed by George U. Popple for a Plumber's License was read;
and on motion by Richman second by Moody, license was granted:
The Plumber's License Bond of George H. Popple with the Seaboard Sarety
Company of New York, as surety thereon, in the sum of $1900040 was read; and on
motion by Moody second by Amundsen; the surety thereon was accepted, the said bond
approved, and it was ordered that the same be placed on files
The report of E. J. P earlove, State Comptroller, of the examination of the
books and affairs of the City of Rochester, for the fiscal year ending March 31, 1936
was presented, and President Liddle ordered that the same be placed on file.
A Committee from the Chamber of Commerce appeared before the Council regard-;
ing the street decorations for Christmas. On motion by La=on second by Amundsen, the
,,matter was referred to the Street and Alley Committee for investigation.

The Board of Zoning has considered appeals and has made the following
recommendations:
An application by A. C. Moebnke appealing from the decision of the Building
Inspector in refusing to issue a permit to alter a building to accomodate more
than four families located at 807 Second Street Southwestq The Board made no
recommendation as they have no jurisdiction in the matter for reason that it is a

violation of the Building Code Ordinances

i An application signed by Vernon Engle appealing from the decision

i! of the Building Inspector directing him to discontinue the use of a certain
building located at 411 Ninth Avenue Southeastffor public garage. The
Board recommends that said application be denied.

decision of the Building Inspector -directing him to discontinue the con-
struction of a store building at 804 Fifth Avenue Southeast: The Board
recommends that the application be deni ed, and that the action of the Build-
ing Inspector be upheld:

The following communication from the Fire Prevention Committee was read$

and on motion by Fryer second by Green, the following Committee report was accepted
and the City Clerk was instructed to forward a copy to the President of the County
organization:

Gentlemen:
We the undersigned do hereby report that th we have had a meeting with
a, group of Citizens of Olmsted County relative to fire prevention in Olmsted County;
and that this group is willing to give to the City of Rochester a fire truck suit-
able to fight fires outside of the corporate limits of our City:
We recommend that this fire fighting equipment be accepted by the City of
Rochester and housed in the Fire Department until such time as more definite
arrangements can be made for fire prevention in Olmsted County, and upon the
making of definite arrangements that this equipment then be returned to the
donor ss
Until definite arrangements can be made for fire prevention throughout
Olmsted County, we deem it advisable for the City to continue in the same practice
that it huts in the past:

The matter of the radio bids for the furnishing of radio dquipment for the
Police Department were taken up at this time, and on motion by Lemon second by
Amundsen, said bids were referred to the Mayor; the Acting Chief of Police, and Police;

On motion by Moody second by Richman, the Public Utility Board
were instructed to install a street light at the intersection of Eleventh Avenue
Southeast and Eighth Street Southeasts
Alderman Fryer stated that he thouht it was necessary to purchase
a typewriter for the Socibl Welfare Worker; and on motion by Lemmon second by
Amundsen, the matter was referred to the Police Committee*-,
Manfred H. Waldron, City Milk Inspector, asked for a ten-day
vacation, commencing October 50 1936, and on motion by Moody second by Richman,
said request was grant ed4
Alvin E: Benike, City Building Inspector, asked for permission to
;attend, with hotel bills and railroad fare a=lowed, the International Association
f Electrical Inspectors at Dallas, Texas, .from September 27, 1936 to October 29
936, and on motion by Amundsen second by Fryer, request was granted:
On motion by Lemmon second by Moody, the City Attorney was instruct -
to notify Jane McCartney that the ,Council would not accept her offer of a
ettlement of the personal damage suit which she has started against the City of
Rochester:
On motion by Lemmon second by Moody, the City Clerk was instructed
to notify the Park Board that several complaints had been entered regarding the
,park entrance at Ninth Avenue Southwest and Third Street Southwesto
