HomeMy WebLinkAbout01-04-1937155 _.. ` JAN - 4 1937 Minutes of a regales meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers, in the City Hall, in said City, on January 4th91937. The meeting was called to order by President Liddle at 2:00 o'clock P.)d. the following members being present: Liddle, Amundsen, Fryer, Green, Lemmon, Moody, Richman, Absent: None. Upon motion by Fryer second by Richman the minutes of the meetings of December 28th 'and 29th919369 were approved. President Liddle stated this as being the time and place fixed for a hearing on the construction of a sanitary sewer in Tenth Street Southeast, from Seventh Avenue Southeast to Eighth Avenue Southeast, and asked if there was any person present who wished to be heard concerning the above mentioned improvement. There was no person present who wished to be heard concerning the above improvement. The report of the City Farm for t e month of November, showing cash on hand at the beginning of the month $1901.97, 'receipts in the amount of $62.90, disbursements $616.42, and balance on hand S13480459 was read, and President Liddle ordered that the same be placed on file. The report of the City Engineer for the month of December,19369 showing disbursements for labor from the General Fund S97.899 from the Street and Alley Fund $690.219 and from the Newer Fund $1147.55, was read, and President Liddle ordered that the same be placed on file. The report from the Minnesota Northern Natural Gas Company of tests taken at Sioux City, Iowa, showing an average B.T.U. of 1031 for the week ending December 9th, and an average B.T.U.of 1019 for the week ending December 16th,1936, II was read. On motion by Green second by Fryer, the soft drink dealers license No. 852,issued to Gladys Mether, Off Sale non -intoxicating malt liquor license No'367, issued to Gladys Mether, and On Sale non -intoxicating malt liquor license No.191 issued to Gladys Mether, all for the first flior of the building on Lot 1 and S.16 ft of Lot 29 Block 609 Original Plat of the City of Rochester, were revoked. W 156 JAN - 4 1937 An application signed, by Fred W. Oesterreich for a soft drink dealers license at 301 to 303 North Broadway, was read, and upon motion by Amundsen second by Fryer., license was granted. Applications signed by Fred W. Oesterxeich for on sale and off sale non -intoxicating .malt liquor licenses at No.301 to 303 North Broadway, were read, and on motion by Green, second by Richman, licenses were. granted on the payment of the' -fee of MOO. Applications signed by Arthur Beccue, and Claude L.Bagart , for drivers licenses were each read, and on motion by Moody, second .1y Richman, licenses were granted. An application signed by Ray L.Niles, Manager of the Rochester Amusement Company, for a license to operate the new Time Theat er , located on Fourth Street Southeast, was read, and on motion by Moody second by Richman, license was granted to the First Monday in May,1937, on the Payment of a fee of $33.34. An application signed by W.L.Brinson, for a license to operate a one 01201rrbeftbr shop at No.107 First Street Southeast, was read, and upon motion by Amundsen, second by Green, license was granted. AAplications signed by Joe Mulkern, Lester Goetting, Joseph Cunderla, and L.C.Green, for permits to place and maintain signs,were each read, and upon motion by Fryer, second by Amundsen, permits were i granted. The following committee report was read, and on motion by Amundsen, second by Richman, the City Clerk was instructed to furnish a copy of said report to the Public Utility Board, in order that lights may be installed accordingly: ` "Rochester, Minnesota, January 4,1937. " • A communication from the Board of Park Commissioners regarding W.P.A. projects, was read; and President Liddle ordered that the same be placed on file. • Alderman Richman introduced a resolution ordering hearing on the IIlevying of special assedsments for the construction of a sanitary sewer in Tenth Street Sout heast , from Seventh Avenue to Eighth Avenue Southeast, said hearing to be held at 7:30 o'clock P.M. , won January 18th,19379 which was read. IIUpon motion by Moody second by Richman, that the said resolution be adopted as read, and all voting in -favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Fryer introduced a resolution appropriating $373.55 from the Park Improvement Fund a d ordering payment made to the Mayo Trust Fund for payrolls for labor during the period of the week ending December 31st919369which was read. Upon motion by Lemmon second by Richman,t hat the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed andadopted. JAN - i 1937 9y, Alderman Green introduced a♦resolution appropriating $283.05 from the General Eland and ordering payment made to City of Rochester, Steam W, Heating Department,, for steam heat furnished at the City TTall , in accordance prith the December 26th,19369billing, which•wasread. �. Upon motion,by Moody second by Fryer, that the said resolution be ' ado ted� as read, , , and -all voting in favor thereof, President Liddle - declared the said resolution dulypassed and adopted. Alderman Amundsen introduced a resolution appropriating $1095.64 from the Park Improvement Fund and ordering payment made ViDothe General Fund,to replace temporary transfer from the General Fund to the Park ' • Improvement Fund covering g purchase of Worthington Parkover Mower, which was _ read. Upon motion by Green, second by Amundsen, that the said resolution be adopted as read, and all voting.in favor thereof, President Liddle ' declared the, said resolution duly passed and ad opt ed . _ Alderman Fryer introduced a resolution a y appropriating �455.00 from the Street and Alley Fund and ordering payment made to Wm.H.Ziegler Company, for 1 Bros model A.D. snow plow for MC2 Mack truck,which was read. �= Upon motion by Richman second by Green, t hat the said resolution; O. -: be adopted as read, and all voting in favor thereof, President Liddle ' declared the said resolution duly. passed and adopted. Alderman Moody introduced a resolution appropriating $340.80 to the City of Rochester, Light and Water Departments, for electricity' and,,. . water furnished at the public buildings in accordance with the December a 25th,1936,billings; $268.00 from the Lighting Fund, $44.93 from the General Fund, $$26.46 from the Fire Protection Fund, and $1.50 from the Street and +` :f Alley Fund, which was read. 8 .= �. Fryer, second by Moody, that the. sai d. resolution be adopted as read, and all voting in favor thereof, President Liddle declarred.the said resolution duly passed and adopted: .Representatives of the Trades and Labor unions, and the Workers Allianc were before the Council in regard, -to -a W.P.A Project for the- construction of a sanitary sewer in Sixth Street Southwest from Broadway Street South to the Sewer Lift in Soldier Field, and after considerable discussion, 1. 14aftan Mooay,moved,that the a action of the Council directing the Mayor and City Clerk to sign a W.P.A.Pro ject for the construction of the above mentioned sewer, be recinded and the City Clerk instructed to notify the W.P.A.Office accordingle. The motion was seconded by Fryer and all members voting in .favor thereof, President Liddle declared the said motion carried. , On motion by Lemmon second by Fryer, the City #Clerk -was instructed to prepare a resolution making -a permanent transfer of $590000,00 from Code 18 of the General Fund, to be paid to the Park Improvement 'Fu id to make funds available for the completion of W.P.A.Projects. Alderman Fryer was excused at thig timd. A.H.dlemens, representing Kruse Lumber & Coal Company,was before the Council regarding certain buildings now located on property which is to be used in the development of Silver Lake Park, and a meeting with the Council as a Committee of the whole with the City Engineer `and Park Board was fixed for 7:30 [� IJ 11 o' clock P.M. ,° Jam'ary 5t h,1937, at t'.he Park Board office. The following claims were read, and upon motion by Green second by Lemmon, and all voting in favor thereof, the same were allowed and the Mayor and City Clerk were authorized and directed t'o draw warrants upon the City Treasurer 9 ' and make payments accordingly: ' ( 160 . On motion ,by Lemmon second by Moody, the sum of $50.00 was appro- priated from Code 18 of the General Fund and ordered paid to Agnes Moerschq Treasurer of the Charter Commission, and the City Clerk add Mayor were authorized DIV.- and directed to draw a warrant upon the City Treasurer and make payment accordingly. �V Upon motion by Green second by Moody, the City Clerk was instructed to ask John S. Ree4, Resident Identification Card Inspector to meet with the Council, Monday January 18th, 1937, at 7:30 o'clock P.M.
