President Liddle called the meeting. to order at 7:30 o'clock .M. , the following members being present: Liddle, Amundsen, Fryer, Green, Lemmaon, Moody- Richman. Absent: None. Upon motion by Moody second by" Amundsen., the minutes of the meeting of January 4th919379 were approved. President Liddle stated this a s being the time and place fixed for the hearing on the levying of special assessmeabs for the construction of a sanitary sewer in Tenth Street Southeast, and asked if there was any Person pe3esent who wished to be heard concerning tt[ese assessments. There was no one present. 1 Mr. F. F. Palen, representing a cannittee from the Rochester Chamber of Camamerce, regarding truck traffic on Second Street Southwest, was before the Council, and recommended -that truck trafficefrrm the i i north be routed over Fourteenth Street Northwest, and on motion by i Moody second by Green, the matter was referred to the Street and Alley Committee and the City Engineer, and instructed to give a written report at the next Council meeting. The report of the Clerk of the Municipal Court for the week ending January 4th91937, showing criminal fines and costs collected $77.40, civil fees received $13.60, and conciliation court fees received $3.00, for the week ending January llth,19379 showing criminal fines and costs collected $74.809 civil fees received $5.00, concilation court fees eceived $2.009 and for the week ending January 18th,19379 showing criminal fines and costs collected $13.409 civil fees received $14.259 conciliation court fees received $5:009 were each read, and President Liddle referred the same to the City Attorney. � K 165 A-• ti JAN ! �? The report of the City Weighmaster for the month of December 1936, show- ing 359 private loads weighed, was, read, end President Liddle referred the same to the Finance Committee. The report of the City Farm for the month of. December,19369 showing cash on hand December 1st $1348,45, receipts in the amount of $1101.299 disburse- ments $745.449 ^balance on hand December 31, $1704.309 hogs on hand January 1,1937 1859 was read, and President Liddle ordered that the same be placed on file. The report of the Trustees of the Walter Hurlbut Book Fund showing a payment in the sum of 0636.24 to the Rochester Public Library, representing the net income in the Walter Hurlbut Book Fund, was read, and President Liddle ordered that the same be placed on file. _ Copies of requisitions upon St.Mary's Hospital for the isolation of Eva Rash diagnosed to be suffering from Scarlet fever; gladys Rogers, diagnosed to be suffering from scarlet fever; DorothyMcKenzie, diagnosed to be suffering from scarlet fever.; Mrs Howard Wearda, , diagnosed to be suffering from cerebrospinal meningitis, were each read, and President Liddle ordered that the same be placed on file. , t The report of the Ruilding, Electrical and Plumbing Inspector for the month of December .1936, showing building permits $57.009 plumbing permits $83.75, and electrical permits $15.609 was read, and President Liddle referred the same to the Finance Committee. a The following emergency orders were each read and President Liddle ordered t7gat the same be placed on file: " January 4, 1937. Dear Sir, You are hereby authorized under the provisions of Chapter 294 of the, Charter of the City of Rochester, to purchase from the Clements Chevrolet Company one 1937 Models Four Door Master DeLuxe Sport Sedan, fully equipped, for the amount of 0859,009 wity an allowance on the 1935 Master DeLuxe Chevrolet Sedan, now used by the Police Department of the City of Rochester, Minnesota, of 0470.00'9 leaving the net balance of $389000 to be paid to the Clements Chevrolet ComparW of the City of Rochester, Minnesota. This authirity is given to you for the reason that the Police Department at the present time is without adequate facilities for transportation and that the delay occasioned by the advertising of bids would no doubt cause great dnnage to the public interest and safety. Very truly, yours, W.A.Moor e, Mayor of the City of Rochester gMinnesota President Liddle announced this as being the time for receiving bids for the purchase of $10 5000.00 Permanent Improvement Revolving Fund Bonds of the City of Rochester, and the following bids'were received and opened at this time: Bigelow Webb & Company, $10 9215000 and accrued interest; Harold E,Wood and Company $101,202.00 and accrued interest; Union National Bank- of -Rochester $109276:00 and accrued interest; Sinking Fund Commission of the City of Rochester, $10332.10 and accrued interest: 167 Alderman Richman introduced the following resolution, which was read: "Be it resolved.. by the Common Council of the City of Robhest er, Minnesota.: That the bid and offer of the Sinking Fund Commission of the City of Rochester, Minnesota, for the $10,000 00 City of Rochest er,Minnesota, 3% Permanent Improvement Revolving Fund Bonds, dated January 2nd919379 which were at this meeting offered for sale, $10 9000.00 principal on the said bonds, and $332.10 as premium on the said bonds, is deemed to be the most favorable proposal for the said bonds, ., and r: Be it further resolved by the said Common Council: err That the said bonds are hereby awarded and sold to the Sinking Fund Commission of the City of Rochester, Minnesota, and that the same be delivered to e= them upon their paying into the City Treasury the amount of the said bid therefor; the said bonds hereby awarded and sold are described as being numbered 105 to 114 inclusive, and having the July 191937, and all subsequent interest coupons attached, F? ` a and maturity of the said bonds being $19000.00 thereof on July 1st, of each of the rt years, 1937, 19389 19399 19409 19419 and $11,000.00 thereof on January 1st, of each of the years, 1933, 1939, 19409 19419 and 1942; the said bonds bearing interest at the rate of 3 percent payable semi-annually on the first day of July and January of V each year, both principal and interest on the said bonds being payable at the office of the Treasurer of the City of Rochester , Minnesota, and Be it further resolved by the said Common Council: That the Mayor and City Clerk of said City are hereby authorized and directed to duly execute the said bonds and the City Treasurer is hereby authorized and directed to deliver the said bonds to the purchaser upon the payment into the City Treasury of the above mentioned purchase price; the said payment of principal and premium to be placed in the Permanent Improvement Revolving Fund of said City. Upon motion by Lemmon second by Amundsen all other:rbids *ere rejected a the City Clerk authorized to return the checks which accompanied the rejected bids. An application signed by J.C.Adams, Manager of the Town Taxi, request the transfer of taxicab license No.15 from a Buick sedan bearing state license No. B218 ' 402 to a 13ackard sedan bearing state license No. B216 5009 was read, and on motion by Richman second by Amundsen transfer was granted. An application signed by H.J.Wernecke asking for transfer of Off sale non -intoxicating melt liquor license X0.355 issued to H.M.Mount and G.W.Smith, and an application signed by H.M.Mount and G.W:Smith, requesting the transfer of the Off sale non -intoxicating malt liquor license N0.355 to H.J.Wernecke, were each read, and' on motion by Amundsen second by Green, transfer was granted. ffra-Iro'l I IL • • JAN 1 �, 1937 An application signed by Neil D. Adams for a plumber's license was read, and on motion by Lemmon- second`by Moody, license was granted. The plumber' s. license bond of Neil D. Adams, with the Fidelity & Casualty Company of New fork as surety thereon in the am of $1,000.00 was read, and on motion by Moody second by Amundsen the bond was accepted, the surety approved and it was ordered that the same be placed on file. An application signed by Foster Mrachek Electric Company for an electrician's license was read, and on motion by Green second by Richman license was granted. the electrician's license bond of Foster-Mrachek Electric Company, with the Fidelity and Deposit Company . of Maryland as surety in the sum of $1900040 was read, and upon motion by Lemmon second f:by Moody the bond was accepted,. the surety thereon approved and it was ordered that the same be Placed on file. An application signed by Francis Christopherson for a license to connect to sewers and drains in the City, of Rochester was read, and on motion by Amundsen second by Richman, license was granted. The Sond of Francis Christopherson covering his license to connect with sewers and drains in the City of Rochester, with the Fidelity & Casualty Company of New York as surety in' the sum of $19000.00 was read, and on motion by Richman second by Amundsen the said bond was accepted. the surety thereon accepted, and it was ordered that the same be placed on file. An application signed by Harold Sheppard for an off sale non - intoxicating malt liquor license at 930 Third Street Southeast, was read, and on motion by Green second by Fryer license :was ,granted. An application signed by Raymond 0. Austin for a soft drink dealers license at 23 Second Street Southwest in the City of Rochester., was read, and upon motion by Lemmon second by Fryer., license was .granted. Alderman Moody introduced a resolution granting public dance permit to Walter C. Heins for the Woodman Hall, January 16th and 23rd91937, and fixing the fee at $6.009which was read. Upon motion by Fryer second by Green that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. 1701 JAN 1 8 190 Alderman Richman introduced a resolution granting. public dance permit to Henry Foley for the A.O.U.W.Hall December 26th 19369 and - January 2nd and 9th91937, and fixing the fee at $9.009which was read. Upon motion by Moody second by Amundsen that the said resolu- tion be adopted as read, and all voting. in favor thereof . president Liddle declared the said resolution duly passed andadopted. Alderman Moody introduced the following resolution,which was r ead: "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the Public Utility Board .of said City, be and the said,. Board is hereby authorized and directed to enter into contract with -. Fairbanks Morse and Company for the furnishing of a deep well turbine pump in accordance with the following quoted resolution request: 'Be it and it is hereby resolved by the Public Utility Board of the City of Rochester, Minnesota, that the Honorable Common Council of the said City be and is hereby requested to authorize the said Board to enter into a contract with Fairbanks Morse and Company for: - One - 800 G.P.M.Deep Well Turbine Pump, 1150 R.P.M. complete with slip ring motor and controls in accordance with specifications at a contract price of Four Thousand Seven Hundred Thirty Dine Dollars ($4739.00 ) said Company being the lowest responsible bidder.' Alderman Moody introduced a resolution appropriating $9040.00 'rom the Firs Protection Fund and ordering payment made to the City of Rochester, Water Department, for fire hydrant rental during the fiscal year of 1936-19379 452 fire plugs at $20.00 each,which was read. Upon motion by Moody second by Amundsen that the said resolution e adopted as read, and all voting in favor thereof, President Liddle 1 declared the said resolution duly passed and adopted. Alderman Green introduced a resolution appropriating $228.51 from the Park Improvement Fund and ordering payment made to the City of Rochester Light and Water Departments for power and water furnished shed at the swimming pool in accordance with the billings of September 25th, and 0 ct ob er 25t h,1926, which was read. Alderman Lemon introduced a resolution appropriat ing $200.00 om the Park Improvement Fund and ordering payment made to Hugh Vincent eehan, for preparation of plans for golf club house at Soldier Field, which r ead. Alderman Fryer introduced a resolution appropriating $645.12 from the Park Improvement Band and ordering payment made to the Mayo Trust Fund for payrolls for labor during the period of the weeks eliding January 8th and 15th919379which was read. Alderman Amundsen introduced a resolution appropriating $'420.00 from the General Fund and ordering payment made to Schmidt Printing ComparW ' for 30 collapsible voting vooths, annex type, which was read. Upon motion by Green second by Moody that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared he said resolution duly passed and adopted. Upon motion by Lemon second by Richman the foregoing Committee report was accepted and ordered placed on file: Upon motion by Lemon second by Fryer the Street and Alley Committee and the City Engineer were instructed t o present the Committee report regarding the type of pavement for Broadway Street, to the Commissioner of Highways for the purpose of receiving an approval of the said type of pavement. y Upon motion by Moody second by Green the Common Council adjourned to 7:30 o'clock P.M.-, on, January 25th,1937.
