Minutes of a regular meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chamber*, in the City Hall, in said City,

Dear Mr. Moore:
I. -.have your letter of January 26 asking for a supplemental allotment
in connection with your project, Minn.1260-D,for the construction of
the City Warehouse.
Under very definite instructions which this office has received from
Washington, before a supplemental "application may be approved in this

office, two points must be clearly established. You must first establish
clearly and - show the reasons ,why` the project cannot be reduced in scope

'- to bring it within the estimate. Ilecondly, you must establish definite-

4 ly the fact that the City is not in a position to furnish the money to
complete the project without an additional grant provided the scope of
the project cannot be reduced. The simple assertion that this is a

fact would not be. sufficient to secure you an additional allotment.
The statement must be backed up with some sort of advquate explanation

to show why a city the size of Rochester is not in a financial position
to furnish the additional funds.

As you know we approved the final plans for this project knowing that

the cost would overrun. We did this on the assurance of officials from
your City that you would be in a position -to provide the additional 'cost
„ if the project should overrun:
` A brief history of this project showing the reasons for the change in
site and for the change in the style of building will be of great assitt-
z- anc e to us in presenting your case to Washington.
It This office will do what it can for you to secure an additional allot-
ment provided you give us sufficient information upon -which to work.
However, I am very dubious as to whether such an allotment is going to
be allowed. I am very much inclined to believe, as the matter now
stands, that the original allotment will be rescinded unless you are
able to go ahedd with your project by February 11 on the basis of the
bids received:

Alderman Moody introduced the following resolution,which was

Alderman Fryer introduced a resolution .appropriating $339.75 from
I I the General Fund and ordering payment made to the City of Rochester, Steam
Heating Department, for Steam heat furnished at the City Hall in
accordance with the January 26th,19379billing9which was read.
Upon motion by Lemon second by Richman, that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle
declared the said resolution duly passed and adopted.
Alderman Fryer introduced a resolution appropriating 1337.25 from
the Park Improvement Fund and ordering payment made to the Mayo Trust :
Fund for payrolls for labor during the period of the week ending January
29th,19379which was read.
Upon motion by Richman,second by Moody, that the said resolution
be adopted as read; and all voting in favor thereof, President Liddle
declared the said resolution duly passed and adopted:

from the Lighting Fund and ordering payment made to the City of Rochester,
Light Department for lighting of public streets and grounds -in accordance

Alderman Lemon introduced a resolution appropriating 322.80 from

Fund, in the City Treasury, for tle general maintenance, etc., of streets and alleys,

' WHEREAS, Section 116 of the Home Rule Charter of the City of Rochester,

to the bearer, on July 15th919379 (December 15th,1937) , the sum of one
thousand dollars ($19000.00) , together with interest on said sum from
the date hereof until paid at the rate of two percent (2%) per annum,
P%yable on the 15th .day of July 1937, and on the 15th day of December,
19379 both principal and interest payable in lawful money of the United
States of America, at the office of the City Treasurer of said City 'of

Be it further resolved: That the said certificates of indebtedness
shall be executed in behalf. of said City by the Mayor and attested by the City
Clerk and the seal of said City affixed thereto and that the full faith, credit
and resources of said City .shall be, and they hereby are irrevocably pledged to
the prompt and full payment of the principal and interest thereon.
Be it further resolved by the said Common Council: That the City
Clerk `of said City be and he is hereby directed to publish a notice of the meeting
of the Common Council of said City which is hereby fixed to be held in the Council
Chambers, in the City Hall, .in said City, on the 15th day of February919379 at
7:30 P.M., for the purpose of opening and considering bids for the said certificates
of indebtedness, in the•Rochester Post -Bulletin, a local newspaper printed and pub-
lished in said City, and the official newspaper thereof, in which said notice shall
be published as, required by law; the said advertisement for bids for the sale of
the said certificates of indebtedness to be substantially as follows:

of the Home Rule Charter of said City, as amended March llth919249 for the purpose
of realizing funds for the maintaining of the Street and Alley Fund of said City
