Minutes of an adjourned regular meeting of the Common Council of the
City of Rochester, Minnesota, held in the Council Chambers, in the City Hall, in
said City, on February 15th,1937.
President Liddle called the meeting to order at 7: 30 o'clock P.R. , the
following members being present: Liddle, Amundsen, Fryer, Green, Moody, Richman.
Absent: L emmon.
Upon motion by Moody second by Richman the minutes of the meeting of
February lst919371, were approved:
II The committee representing the Civic League of the City of Rochester
s
were present and presented the following communication: "
"tealizing the need for coordination of the agencies doing social
welfare work in Rochester = The Civic League of said city has resolved to ask the
Common Council to take the necessary steps for creating a Public Welfare Board
which board .would be policy -making, and with authority to act in cases of emergency.
The members of such board should be chosen strictly on their qualifica-
tions for the positions and appointments made by them should be through the methods
of Civil Service."
President Liddle ordered that the foregoing communication be placed on
file and requested that the Civic League arrange for a meeting at some future date
with the Common Council and all welfare agencies' in the city.
The report of the Clerk of the Municipal Court for the week ending
February lst919379 showing criminal fines and costs collected $164.809 Civil fees
received $21.85, and conciliation court fees $1.00; and for the week ending February
8th,showing criminal fines and costs collected $09021, civil fees received 19.65,
and "conciliation court fees received $1:759 were read, and President Liddle referred
the same to the City Attorney.
The report of the City Weighmast er for the month of January91937, showix
291 private loads weighed and receipts $29.10 was read, and President Liddle referrer
II the same to the Finance Committee.
The report of the Building, Electrical and Plumbing Inspector, showing
building permits issued for the month of January,1937 of $22,009 electrical permits
- r $6.50, and plumbing permits $46000 0 was read, and President Liddle referred the same
to the Finance Committee:
Alderman Lennon came in at this time and tooln his Chair.

President Liddle stated this as being the time -tad receiving and
opening bids for the sale of $11,000.00 2% certificates of Indebtedness,
and the following bids were received and opened at this time:
Union National Bank, Rochester 011,011.00;
First National Bank, Rochester $11,017.71.
Alderman Richman introduced the following resolution,which was
read:
"Be it resolved by the Common Council of the City of Rochester,
Minnesota:
That the bid and offer of the First National Bank for $11,000.00
City of Rochester, Minnesota, 2% certificates of indebtedness, dated
February 15th919379 and maturing $5,000.00 thereof on July 15th,19379 and
069000.00 thereof on December 15th,1937, being $11,000.00 principal on the
said certificates of indebtedness and $17.71 premium on the said certificates
of indebtedness, is deemed to be the most favorable proposal for the said
certificates of indebtedness, and
Be it further resolved by the said Common Council: That the said
certificates of.indebtedness numbered 35 to 459 both inclusive, be and the
same are hereby awarded and sold to the First National Bank and that the
same be delivered to them upon their paying into the City Treasury of the
amount of said bid therefor, and
Be it further resolved by the said Common Council: That the
Mayor and City Clerk of said City are hereby authorized and directed to
execute the said certificates of indebtedness, and the City Treasurer is
hereby authorized and directed to deliver the said certificates of indebt-
edness to the purchaser upon the payment into the City Treasury of the
above mentioned purchase price; the said payment of principal, ;
and premium ._ . to be placed in the Street and ,Alley Fund of said City."
Upon motion by Amundsen second by.Moody, that the said resolution
be adopted as read, and all voting in favor thereof, President Liddle
declared the said resolution duly passed and adopted.
Upon motion by Amundsen second by Richman, the City Clerk was
thorized to return the certified check to the Union National Bank which
accompanied their proposal.
E.M.Raetz and Raymond Mrachek were before the Council and
discussed the provisions of the Electrical Ordinance pertaining to the use
Of B.X. in electrical wiring.

In the latter part of June, 1936 the City of Rochester with
Vlm. `C. Fraser & Sons as contractors doing the work was constructing a

trunk line sewer in South Broadway Street in the City of Rochester,
t.
Minnesota. The contractor was doing some blasting on the job at this
:. time and as.a consequence of which the large smoke stack on the Schuster
Realty Company property and occupied by the Rochester Dairy Company was
damaged to the extent of '1580040. This letter will serve as notice to
the City of Rochester, Wm. C. Fraser and Son, Rnployers Mutuals and United
I�States Guaranty Company of New York that Schuster Realty. Company claims said
E sum of $580.40 from you, and each of you, on account of the damage caused to
its property by the carrying on of the above named contract. I have been
retained to handle this matter for claimant for the purpose of recovering
the amount of damages to the property.

A communication from Peter S. Mackey, Secretary of the Fire Department
Relief Association, requesting the Approval of a loan of $3400.00 to Dan McLaughlin
to be secured by a first mortgage on his home located at 24 Fourteenth Avenue
IINortheast , was read, and President Liddle referred the same to the Finance Committee.
The following communication from the Park Board was read, and ordered

In order to complete improvements in progress in the
public parks of the City of Rochester, an application is now being
prepared requesting additional. federal funds from WPA for this work.
The total amount required will be approximately �wl30 , 000.00 of which
027,500.00 will be federal funds and the balance of �-.2,200.00 to be
furnished by the City of Rochester, as sponsor. It is estimated
that the federal funds will be used for labor amounting to !>26,500.00
and `;"p'11,300.00 for truck rental, etc. The �;,12,200.00 furnished by the
sponsor will be used for the purchase of materials,. This amount is
available in the Park Revenue Fund, as follows: .0, 1,.200..00 from the -
transfer from the General Fund as per City Clerk's receipt #1249 and
19000.00 set-up in the 1937 budget for purchase of shrubbery, grass
seed, etc.
It is impossible to present the completed application
for your approval at this time, but in order to prevent delay in
submitting the application when completed, we respectfully request
that the proper officials be ;liven authority to sign the applica-
tion, certifying that the sponsor contribution will be available.

The surety bond of Charles Shields as treasurer of the Rochester
Fire Department' Relief Association, in the sum of 05,130.009 with the
Maryland Casualty Company of Baltimore as surety was read, and upon motion
by Lemmon second by Moody, the bond was appreved, the surety thereon was
accepted, and it was ordered that the same be planed on file.
The following communication from the Library Board was read, and
ordered placed on file:

Dear Sir;
Please be advised that the resignation of Mr.W.2.
Haesley as a member of the Board of Directors of the Rochester
Public Library, has been received.
At a regular meeting of t he Library Board held on
February 5th919379 the resignation of Mr. Haesley was accepted,
causing a vacancy on the Board for the term expiring the third
Saturday in July 1937.

Upon motion by Green second-by"Ricbman the appointment of Dr. Geo.B.
! Eusterman as a member of the Library Board to fill the unexpired term of .Walter
Haesley was approved.
An application signed by Russel Embury, Manager for the -Hotel Arthur,
II asking for an Off Sale non -intoxicating malt liquor -license was read, and at the
request of the -Chief of Police no action was taken on the application at this time.

Alderman Fryer introduced a resolution granting public dance permit
to Walter C. Heins for the Woodman Hall February 13th and 20th,1937, and fixing
the fee at ,,6.00, which was read.,
Upon motion by Amundsen second. by Green that the said resalu-bjeri be
adopted as read, and all voting in favor thereof, President Liddle declared the
said resolution duly.passed and adopted.
Alderman Fryer introduced a resolution authorizing and directing the
Public Utility Board to enter into contract with L.M.Feller, for the furnishing of
all necessary labor, materials, tools, and equipment for the bonstruction of
firing balcony, cat walks, stairs, and condenser room stairs for a contract price
of Six thousand one hundred seventy dollars (069170.00) ,,1hich was read.
Upon motion by Moody second by Lemmon that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the
said resolution duly passed and adopted.
Alderman Richman introduced a resolution authorizing and directing the
Public Utility Board to enter into contract with the McWane Cast Iron Pipe Company
for the furnishing of cast iron pipe and fittings at a total contract price of
`'29701.459 which was read.
Upon motion by Richman second by Amundsen, that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the sai
resolution duly passed and adopted.
Alderman Moody introduced a resolution appointing L.G.Eckman as an
election judge in the First District of the First Ward to fill the vacancy caused
iby S.H.Arthur West becoming a candidate for office, which was read.
Upon motion by Fryer second by Moody that the said resolution be
adopted as read, and all voting in favor thereof, President Liddle declared the sa
j resolution duly passed and adopted.

Alderman Richman introduced a resolution appointing henry Blink
as an election judge in the Th;.rd District Third Ward, to fi,11 the vacancy
caused by Erwin C.Rutz not .qualifyingg which was read.
Upon motion by. Lemon. second by Green that the .said. -resolution be
adopted as read, and all voting in favor, thereof', :.President Liddle declared
the said resolution duly passed and adopted.
Alderman Moody introduced a resolution appropriating. U22.30 from
the Park Improvement Fund and ordering payment made to the' Mayo Trust Fund
Payrolls for labor during the period of the weeks ending February 5th
12th,1937,which was read.
Upon motion by Lemmon secofid by Richman that -the said resolution be
adopted as read, and all voting in favor thereof % President Liddle declared
the said resolution duly passed and adopted.
Aldermanire_.mmQA introduced a resolution appropriating 1250.00 from
the Street and Alley Fund and ordering payment made to Ziegler Company
for a new snow plow for the Engineer's department, which was read.
Upon motion by Green second Ivy Richman that the said resolution be
adopted as read, and all voting in favor thereof. President Liddle declared
the said resolution duly passed and adopted.
Alderman Green introduced a resolution appropriating 0629.91 from
the Street and Alley Fund and ordering payment made to the Street and
Alley Fund for use of equipment during January,)19371which was read.
Upon motion by Richman second Ty Green that the said r.iesolution be
adopted as read, and all voting in favor thereof, President Liddle declared
the said resolution duly passed and adopted.
Upon motion by Moody second by Richman, the action of the Building
Inspector in issuing a permit to Pruett's Star Laundry for a building to be
erected and used for dry cleaning purposes at the rear of 113 Second Avenue
ffortheast, was approved.
Upon motion by Lemmon second by Green, the Street and Alley Commit-
t e and the City Engineer were authorized to purchase rock and rent a rock
crusher for the City W.P.A.' rock crushing project.
Upon motion by green second by Fryer the Common Council adjournedti
to 7:30 o'clock PoM., February 24th,1937,
