241 APR - 5 1937 Minutes of a regular meeting of the Common Council of the City of Rochester. Minnesota, held in the -Council Chambers,, in the City Hall, in said City, on April 5th,1937. President Liddl e called the meeting to order at 2:00 o' clock P.�,J. , the f.ollowing.mei&,ers being present: Liddl.e, Amundsen, Fryer, Green, Lemmon, Moody, Richman. Absent: None. I� Alderman Richman introduced the following resolution,which was read: "YMEREAS, it is deemed expedient and necessary that the Common Council of the City of Rochester, Minnesota adopt rules of order for the conduct eof its business and WHE?E'AS, A copy of Robert's Rules of - Order (revised) of the 1915 copyright, is before this Common Council; SO THEREFORE, Be it resolved by the Common Council of the City of ti Rochester, Minnesota; r That the said Robert's Rules of Order be adopted by this Common Council as rules of order for the conduct of its business." z,. Upon motion by Fryer second by Richman, that the said resolution be t adopted asread, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Amundsen introduced the following resolution, which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the said Common Council of the City 'of Rochester, Minnesota, here adopts the following rules and regulations for the order of business of said Common C ounc il; 1. Roll Call, The roll call of the Common Council shall be had and taken in its alphabetical order according to the names of the members, except that the name of the President of the -Common Council shall be called only at the first roll call of each meeting and then. after that, at that meetins�, only in the case of a tie vote when his name shall be called and vote taken after the expression of each of the other members of said Common Council. 2. Reading and approval of the minutes of the preceeding meeting. 3. At. first meeting the appointment of officers and committees. 4. Public Hearings. 5. Reading of petitions and communications. .6. Report of committees. All reports of committees shall hereafter be made in writing, unless ordered otherwise by said Common Council. 7. Unfinished business. 242 .1 APR - 5 1937 8. " upon motion by Amundsen second by Moody, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Upon motion by Amundsen second by Pryer the•minutes of the meeting Of March 29th9were approved. The application of Irving L. Eckholdt , for appointment of City Attorney for the ensuing official year was read, and on motion by Moody second by Green, Irving L.Eckholdt was appointed City Attorney for the ensuing official year. The applications of Alvin E.Benike, and William lt.Priedell, for appointment of Building, Electrical and Plumbing Inspector for the City of Rochester for the ensuing official year, were each separately read. Upon motion by Moody second by Amundsen Alvin E.Benike was appointed Building, Electrical and Plumbing Inspector for the City of Rochester during the ensuing official year. i The application of Amiel L.Glabe, for appointment as. City Clerk i II for the ensuing official year was read, and upon motion by Richman second by Fryer, Amiel L.Glabe was duly appointed City Clerk for the i i ensuing official year. The applications of Walter C. 'Hogenson and Arleigh C.Smith, for appointment of City Engineer for the City of Rochester, were each sepsratel r r ead. ' 1 On motion by Pryer second by- Green, Arleigh C.Smith -was duly I appointed City Engineer .for the City, of Rochester for the ensuing official year. The application of Henry C.Lindberg for appointment 'as Assistant .Custodian of the City Hall for the ensuing official year was read, and on motion by Richman second by Green, Henry Lindberg was duly appointed i Assistant Custodian of the City Hall during the ensuing official year: The application of Joseph J. Schust er for appointment as Assistant Custodian of the City Hall for the ensuing official year was read, and 24_3 on motion by Fryer second by Amundsen, Uo6eph J. Schuster was gulf appointed Assistant Custodian of the City Hell for the ensuing official year. The applications for appointment of City Scavenger and Dog Catcher, of Melvin B. The applications of Fred Baker, Ervin Standke, Earl W.Boyd, Albert 'Y t> R.Schultz, and W.E.Mitchell, for appointment of Assistant Superintendent of the Dumping Grounds, were each separately read. On motion by Lemmon second by Richman, Vdm.E.Mitcbell was appointed :z 11 first Assistant Superintendent of- the City Dumping grounds for the ensuing official year. The application of Peter D. Claude for appointment as second assistant superintendent of the City Dumping Grounds, was read, and on motion by Amundsen sec and by Lemmon, Peter D . Claude -was duly appointed second, assistant superintendent of the City Dumping Grounds. The applications of Otto C. Wilke, Fred W, Yochem, Frederick W . Berg, Geo. H. Parker, and Geo. Schmelzer, for appointment as City Weighmaster for the City of Rochester, for the ensuing official year, were each separately read. Upon motion by Fryer second by Green, Geo, H. Parker was appointed City Weighmaster of the City of Rochester for the ensuing official year. II The application of Jacob Olsen, for appointment as janitor for the Williams Apartment building for the city of Rochester, for the ensuing official year, was read, and on motion by Moody second by Amundsen, Jacob Olsen was appointed Janitor of the Williams Apartment Building for the ensuing official year. The application of Flora C.Andexson for appointment as Stenographer for the Chief of Police, City Attorney, and Building Inspector was .read, and on motion by Leimnon second by Richman, Flora C. Anderson was Appointed Stenographer for the Mayor, Chief of Police, City Attorney and Building inspector for the elisuing offici year. Upon motion by Richman second by Fryer, C.E.Ginther was appointed Fire Warden for the City of Rochester for the ensuing official year, to serve without pay The applications of Geo. F.' :Stewart, for appointment as Assistant City Lhgineer, Edward R. Ranfranz, for appointment as Assistant Operattr at the Sewage Disposal Plant, Gerald L. Hutchins for appointment as Assis- tant City Engineer , John J. Cook for appointment as Chtef operator ,at the Bewage Di spo sal Plant , H.M.Persons for appointment as Assistant Operator at th a Sewage Di spo sal P1 ent , and of Anne. M. Drews for appointment of Privat e Secretary to the City Engineer, were each separately read, and President Liddl a ordered that the same be placed on file. The following communication was read and President Liddl a ordered that the same be placed on. file: " March 22,19,37 The Common Council, City of Rochester, Minnesota. Gentlemen, Ii hereby appoint Leo J. -Cronin as Police Civil Service Commissioner. His term of office to expire on the second Monday in April, 19409 and until his successor has been duly appointed and qualified. .This appointment is mane subject to the approval and confirmation by your honorable Body. L Very respectfully yours, W4 A: Moore, Mayor." Upon motion by Lemmon second -by Pryer the appointment of Leo J. Cronin as a member of the Police Civil Service Commission was approved. The following communication was read and President Liddle ordered that the wane be placed on -filet "March 22,1937. The Common Council, City of Rochester, Minnesota: -Gentlemen, I hereby appoint H.J.Postier as a member of the Public Utility Board. His term of office to expire on the second.Monday in April, 19409 or until his successor has been duly appointed and qualified. j This appointment is made subject to the approval and i confirmation by 'your Honorable Body. The Common Council, City of Rochester, Minnesota. Gentlemen, I hereby appoint Geo.M.Higgins, as a member of the Board of Zoning, His term of office to expire on the second Monday in Apri1,1942, or until his successor lea been duly appointed and qualified. This appointment is made subject to the approval and confirms- tion bf your Honorable Body: Very respectfully yours, W. A.Moore, Mayor." Upon motion by Lemmon second by Richman, the appointment of Geo.M. Higgins as a member of the Board of Zoning was approved. The following communication was read, and President Liddl a ordered that the same be placed on file: "March 27,1937, She Common Council, City of Rochester, Minnesota. Gentlemen, I hereby appoint Ralph L:Blakely and C.M4Joyce as members of the Music and Band Committee. Their terms of office to expire on the second Monday in April,1940; or until their successors have been duly appointed and qualified. These appointments are made subject to theo;kpproval and confirma- tion by your Honorable Body. Respectfully yours, W. Upon motion by Dryer second by Moody, the appointment of Harold J. Thompson, as Park. Commissioner at Large and Reuben Scherer as Park II. Commissioner for the second Ward, were each approved. C. Faber, as Depyrty City Assessors, were approved. President Liddle announced this as being the time fixed for a hearing of all persons interested in the sprin*ling or treating of streets and avenues during the 1937 sprinkling season, and asked if there was any pne present who II wished to be heard regarding the said matter. Sam Allen was before the Council and asked that Seventh Avenue Southwest from Ninth Street Southwest to Eleventh Street Southwest be sprinkled during the 1937 season. A petition signed by C.B.Morgen, at. al., asking that Ninth Avenue Southeast from Fourth Street Southeast to the creek be not sprinkled, and a petition signed by Harry V.- Hanson, et. al., asking that Seventh Avenue Southwest from Ninth Street -Southwest to Eleventh Street Southwest be not sprinkled during 1937. were each read and ordered placed on file. Alderman Amundsen introduced a resolution designating streets, avenues and alleys to be sprinkled during the season of 19379which was read. Upon motion by, Fryer second by Green that the said resolution be adopt as read, and all voting in favor thereof, President Liddle declared the said resolu- tion duly passed and adopted. President Liddle announced this as being the time set for receiving posals for city printing and publishing. The City Clerk announced that no proposals had been received. The City Attorney suggested that a committee be appointed to see what arrangements could be made regarding the matter. of printing and publishing, and President Liddle accordingly appointed the Finance Committee and the City Attorney. President Liddle announced this as the time set for receiving t proposals for the designation as city depositories, and a proposal from the Union National Bank of Rochester, for designation as a ,depository in the sum of $100,000.00; the First, National Bank of Rochester for desig- nation as a depository in the sum of $2009000.009 and of the Olmsted County Bank and Trust Company for designation in the sum of $50 9000.00, were each separately read: Upon motion by Lemon second �by -Fryer the proposal of the Union National Bank for a depository in the sum of $100 9000.00 , the First National Bank in the sum of $200 9000 000 , and the Olmsted County Bank & j Trust Company in the sum of $50,000.0O were accepted. The report of the Building, Electrical and, Plumbing Inspector for the month of March showing plumbing permits issued $30.25, Building Permits $48 00, and Electrical permits $16.259 was read, and President Liddle vif erred the same to the Finance Committee. The report of the City Engineer for the month of March, showing disbursements for lab©F from the Genearaa. Fand 610599 from the Street and Alley. Fund $19203 65, and from the Sewer Fund $636.519 was read, and President Liddle ordered that the same be, planed on file.. II The report of the City Weighmaster for the month of March, showing 432 private loads weighed and receipts $4&209 was read, and President 7 a Liddle referred the same to the Finance Committee. The report of- the Northern Natural Gas Company of gas tests' taken at Sioux City, Iowa, showing an Iaverage B.T.U. of: 1025 for the 11 week ending February 26th91937, 1030 for the week ending March 3, 1041 for the week ending March loth, 1042 for the week ending March 17th, 1028 for the week ending March 24th, and 1006 for the week ending March 31st, were each read. Upon motion by Moody second by Green the City Clerk was instruc- ted to notify the Northern Natural Gas Company that it would not be neces- 249 ,74 ". An ordinance entitled, "An ordinance establishing and creating a Board of Public Welfare for the City of Rochester, setting forth the number of the Board, the method of appointment and its powers and duties . ", was given its second reading. Alderman Moody introduced a resolution fixing the salary of the City Engineer's private secretary at $135.00 per month and prescribing the duties, which was read. Alderman Fryer introduced a resolution fixing the salary of the Stenographer for the Mayor, Chief of Police, City Attorney and Building, Electrical and Plumbing Inspector at the sum of $85000 per month,which was read.
