The Finance Committee of the Common Council filed a written report

recommending that $43.00 be allowed for furnishing ffiusical entertainment
upon the streets and public grounds of the City for the 50th anniversary
Of the Women's Relief Corps, Custer :.'ost #2s.
The re.;;�orts of the Clerk of the Municipal Court for the week
ending April 12th, showing criminal fines 8,235.00, civil fees
conciliation Court fees 4,45.75; for the week ending April 19th, showing;
criminal fines and costs collected -9457.00, civil fees received $14.25,
Conciliation Court fees $6.00; and for the week ending April 26th, showing
criminal fines and costs $284.50, civil fees received 013.959 conciliation
court fees �4.009 were each separately read, and President, Liddle ordered
that the same be placed on file.
The report of the Building, Electrical, and Plumbing Inspector,
for the month off April, showing building permits issued 77.00, plumbing
permits 88:00, and electrical permits $12.50, was read, and President
Liddle referred the same to the Finance Committee.
The City Engineer's report for the month of April showing
disbursements for labor from the General Fund $483.299 from the Street and
Alley Fund $2426.24, and from the Sewer Fund $179.84, was read, and Presi-
dent Liddle ordered that the same be placed on file.

monthly rate of $1.00 per night for use of the Community Room in the City Hall was
read, and on motion by Moody second by Fryer a charge of $3.00 was fixed for all
organizations for the use of the Community Room.
A communication from Allen & Allen, Attorneys, stating that they have
been employed by H. W. Harrison for the purpose of deciding mode of proceedure and
to prepare the necessary papers for the annexation to the City of Rochester of

A requisition by the Health Officer upon St. Mary's Hospital$ for the
isolation of Joseph Kremer, residing at 1315 Third Street Northeast, diagnosed to
be suffering from cerebrospinal meningitis, was read, and President Liddle ordered hat

the same be placed on file.
A petition for a sidewalk on the south side and the West one half of the

North side of Eleventh Street Northwest, from Second Avenue to Third Avenue Northwest,
;' was read, and on motion by Lemmon second by Moody, the said petition was referred to

Petitions for sprinkling and bituminous treatment of Ninth
Street Southwest from Eighth Avenue' Southwest to Ninth Avenue Southwest ,
and on Ninth Avenue Southwest from Ninth Street to Tenth Street Southwest,
were read, and President Liddle referred the same to the Street and Alley
Committ-ee and the City Engineer.
Upon motion by Lemon second by Richman, the Mayor and City Clerk
were instructed and authorized to sign an extension agreement conveying
unto the City of Rochester -certain electric transmission lines in consider-
ation for maintenance and operation of such lines, the same being an
extension of an agreement dated November 15th,1930.
Mr. W. W. Churchill, President ' of the Library Board presented
a 'communication asking that the Common Council call a special election
for the purpose of voting on the proposal of a $45,000:00 bond issue to
be used for the purchase of furniture and equipment for the new Library
Building.
Alderman Amundsen introduced the following resolution,which was

'"kEEFOLNTION DETEP.MINING TO ISSUE CITY OF ROCINESI'ER, MINNESOTA,
IMPROVEMENT BONDS IN THE AGGREGATE AMOUNT OF $45,000.00 FOR THE PURPOSE
OF FURNISRING AND, EQUIPPING THE NEW LIBRARY BUILDING IN SAID CITY, SUBJECT
TO THE APPROVAL OF TEE LEGAL VOTERS OF SAID CITY.
WHEREAS, The Library Board of the City of Rochester, Minnesota,
has submitted a request to the Common Council of the City of Rochester,
Minnesota, to the effect that a speciaa election be called for the purpose
of determining whether or not bonds in the ;aggregate amount of $45 9000 400
can be issued by said City, the proceeds ofl which to be used for furnish-
ing and equipping the new Library Building in said City.
WHEREAS, Toe Common Council of the City of Rochester, Minnesota,
deems it expedient and necessary and for the best interest of the City of
Rochester, Minnesota, that the said request be granted and the matter be
proceeded with.
NOW THEREFORE, BE IT P,ESOLVED, By the Common Council of the City;;
of Rochester, Minnesota, that it is hereby determined that it is necessaryl_;
and expedient that the new Library Building, in said City, be properly
furnished and ad
uipped in accordance with said request;

Alderman Fryer introduced the following resolution,which was read:

Be it resolved by the Common Council of the City of Rochester, Minnesot
Section 1. There is hereby called a special election to be held in this

legal voters of the said City of Rochester, Minnesota, for their approval or rejectio ,
of the resolution adopted by this Common Council, May 3; 19379 entitled:

An ordinance establishing and creating a Board of Public Welfare
for the City of Rochester; and setting forth the number of the Board, the
method of appointment, and its powers and duties was given its third and
final reading.
Dr. C.F.-Mayo was before the Council and expressed his apprecia-
tion for the confidence that the Council had plaaed in him in appointing
him Fealth Officer of the City of Rochester during the past 25 years, and
expressed his approval of the proposed ordinance creating a public welfare
board.
i' On motion by Lemon second by Fryer, and all voting in favor
t:;ereof the title of the Board created in the proposed Ordinance was
changed to read "Board of Public Health and Welfare. "
Upon motion by .Lemmon second by Fryer to adopt the said -ordinance

instructed to write a letter of appreciation to Dr. C.H.Mayo, for the valuable

services rendered by him during his term as City Health Officer.

I am returning resolution on the purchase of Street
Sweeper because of the bids being identical.
The length of time the Council had to study the merits,
needs and costs of the two machines was not adequate for an
entiireiy satin-actory conclusion.

furnishing a motor pick-up strr_:et sweeper for the City Engineer's Department.
Estimate of cost and specifications for an automatic repeater
for the Rochester fire . alarm system, submitted by C.7. Cinther , Chief of the
Fire Department, were presented, and ordered placed on file} the estimate
Of cost being $2200,00.
Alderman Amundsen introduced a resolution accepting the specifica.-
Lions and estimate of cost for an automatic repeater for the Fire alarm
system of the City of Rochester, ordering that the same be placed on file,
in the office of the City Clerk, and ordering the City Clerk to advertise
for sealed proposals for the furnishing of said equipment ,which bids shall
be received and opened at 2:00 o'clock P.M. , on June 7th,193`79which was read.

Upon motion by Green second by Fryer, that the said resolution

Alderman Richman introduced a resolution appropriating $1820.15
from the Park Improvement Fund and ordering payment made to the Mayo
Trust Fund, for payrolls for labor during the period of the weeks ending
April 16th, 23, 30th,1937,which was read.

be adopted as read, and all voting in favor thereof, President Liddle

Alderman Amundsen introduced a resolution appropriating $1620.00
from the General Fund and ordering payment made to the General Fund, for
transfer of funds to cover raises in salaries made in Apri19-1937,which

Minnesota, have submitted a list of salaries for officers and employes of said
department as follows: Superintendent $250.00 per month, Foreman $150.00 per month,

Florist Assistant $130.009 Zoo Keeper and Utility Mars. $120.009 Florist Assistant
$100.00; Seasonal employes consisting of: 3 mower operators, 2 gardners, 3 gardners
assistants, 1 repair man, 1 janitor, 1 horticulturist, 1 greenskeeper, 2 greens
keeper assistants, and 1 utility man $123.76 each per month during such time as

NOW THEREFORE, Be it and it is hereby resolved by the Common Council
Of the City of Rochester, Minnesota;
That the salaries and compensations of officers and employes of the
Board of Park Commissioners be authorized and approved as follows: Foreman $150.00
per month, Florist $162.60 per month, Swimming pool Operator and repair man $137,50
per month, Florist Assistant $130.009 Zoo keeper and utility Man $120.009 Florist

"Be it resolved by the Common Council of the City of Rochester,
Minnesota, that Broadway .Street North and South, from the South line of the
property of the Chicago and Northwestern Railway Compare to Sixth Street
Southwest and Southeast, be paved with reinforced concrete pavement and
a concrete curb be ,constructed on each side of .said pavement; and that
Part thereof between Fourth Street Southwest and Southeast and Sixth Street
Southwest and Southeast be paid for by special assessments levied as pro-
vided by lae, all of which is to be done in accordance with the _plan's and
specifications hereafter to be adopted:
Be it further resolved by the said Common Council of the City of
Rochester that the City Engineer be and he is hereby instructed to prepare
plaFns and specifications for the improvement aforesaid.
Be it further resolved by said Common' Council of the City of
Rochester that the owners of the property fronting upon Broadway Street .
South and North in the City of Rochester, Minnesota, between the tracks and
the property of the° Chicago ' and Northwestern Railway Company and Sixth
Street Southwest and Southeast, in said City, are hereby required to
connect their said property from the curb line to the main water and sewer
connections now laid in Broadway Street South and North at their own

official notice to the owners and occupants of the lots and parts of lots fronting
upon the streets hereinbefore described to make such connections hereinbefore
described within thirty (30) days after publication of such official notice.

that the plans and. specifications for the improvements aforesaid as prepared by the
City Engineer of said City are hereby adopted and placed on file with the City Clerk

The matter of the supervision of the F.E.R'illiams Estate Property was
brought up and President Liddle referred the same to the Public Gr:Ounds Committee and

Alderman Amundsen introduced an ordinance entitled,"An ordinance pro—

viding for the licensing and regulation of card, board, box, table,stand,cabinate, oil

similar device, used in games or amusements where a charge is made for the use there
of and subscribing penalty for the violation thereof', which was given its first
reading.
Upon motion by Lemmon second by Richman,street lights were ordered i

installed at the intersection of Eleventh Avenue and Tenth Street Northeast, and at i

the intersection of Seventh Street and Seventh Avenue Northwest, and the City Clerk
was instructed to notify the Utility Board to make said insta llations.

Upon motion by Moody second by Amundsen, Leo C.DeVilliers was appointed
as a member of the Fire Department Civil Service Commission of the City of Rochester
for a term of three years.
Upon motion by Green second by Amundsen the buildings located on Lots 4
and 5, Block 14,Northern Addition,were declared to be a nusiance and theBuilding
Inspector was instructed to have the same removed.
Upon motion by Green second by Moody, the Common Council adjourned.
