1 Minutes of a special meeting of the Common Council of the City of Rochester, Minnesota, held in the. Council Chambers. in the City Hall, in said City, on May 17th,1937. President Liddle not being present, Alderman Moody was appointed President Pro Tem and called the meeting to Order at 7:30 o'clock P.M., the following members being present: Amundsen, Fryer, Lemmon, Moody, Richman. Absent: Liddle and Green. The call for the special meeting was read, and Acting President Moody ordered that the same be placed on file; said meeting having been called for the purpose of considering the approval of the appointments for the members of the Public Health and Welfare Board, and any other business the said Common Council might deem proper. President Liddle and Alderman Green came in at this time and took their respective Chairs. The reports of the Clerk of the Municipal Court for the week ending May 3 , showing criminal fines and costs collected 0221.00 , civil fees received $3.30, conciliation court fees received $$4.509 check from Olmsted County $$49.15; for the week ending May loth, showing criminal fines and costs collected $676.609 civil fees received $16.001, conciliatim court .fees received ,$3.70; alp the week ending May 17th, showing criminal fines and costs collected $$1900609 civil fees received 915.609 and con- ciliation court fees received.,$.75, were each read, and having been heretofore approved by the City Attorney, President Liddle ordered that the same be placed on file. A statement of C.H.Mayo, Health Officer, shouting cash receipts for the City Farm for the month of April $2120.81, disbursements $$1943.12, cash on hand April 30th, $1741.79, hogs and pigs on hand April 30th,226, was read, and President Liddle referred the same to the Finance Committee. The report of the City Weighmaster for the month of April, showing 305 private loads weighed, and a total receipts of $30.50, was read, and President Liddle referred the same to the Hinance Committee. I 303 Communications from the Auxiliary unit of the McCoy Post American Legion, and the Ladies Auxiliary of the Veterans of Foreign Wars, askingcpermissi©n to conduct the annual Poppy sale on the streets of the City of Rochester, on May 29th:, were each read, and on motion by Amundsen second by Moody said permission was granted. i A communication signed "A Taxpayer" regardiig ttraffic signals at the ' intersection of Second Street Southwest and Broadway, was read, and'Ordered placed oni I file. An emergency order signed by W.A.Moore, Mayor, authorizing the City Clerk to go into the open market aAd purchase approximately 8000 gallons of gasoline for I distribution to the various city departments, was read, and President Liddle ordered that the same be placed on file. A communication signed by W.A.Moore, Mayor, announcing the appointment t of the following members of the Public Health and Welfare Boards Dr. T.B.Magath to . .p� 4 the second Monday in Apri1,1938; Rev. Communications signed by W.A.Moore, appointing the following special .4 Pj policemen, were read: Fred Blattner for duty at the A.O.U.W. Hall; Wm. Sassing and Raymond Clark, for duty in all parks of the City; Peter D. Claude for duty at the City Dumping Grounds, and Claude Miller and R.H.Leiferman; each of said special Policemen to serve without pay and to hold office until the second Monday y in April, I , unless sooner revoked. i E Upon motion by Moody second by Lemmon -the said Pppointments were orderedi placed on file. - An application signed by Jerry Ketchum, Agent for the Christy Obrecht �i f i Company, applying for a tent show license for the week beginning Monday June 14th, was read, and on motion by Moody second by Richman, the license. was granted. r 304 Applications signed by C.C.Pagenhart for a permit to move a !' building from 920 Fifth Avenue Southeast to a location west of the City limits on trunk highway g way No.141 and a building located in the 300 block on Fourth Avenue Northwest, to a location south of the City limits, were each separately read, and on motion by Lemnon second by Richman, permits were granted. An application signed by Bemel Brothers for a Junk buyer and collector's license, together -with a surety bond in the sum of e1,000.00 with the Maryland Casualty Company as surety thereon, were each separately read, and on motion by Moody second by Green, license was granted, the bond accepted, the surety thereon approved, , and it was ordered that the same be placed on file. Ar application signed by L.A.Fellows, for an auctioneer's license together with a surety bond in the sum of 61,000 .00 , with the Seaboard Surety `Company 'as suret,;- thereon, were each separately read, and on motion by Lemmon second by Moody, license was granted, the bond accepted, the surety thereon accepted, and it was ordered that the same be placed an file. Applications signed by J.B.Wright, A.P.Westphal, and S.B.Russell, for barber shop licenses, were each 'separately read, and on motion by Amund- sen, second by Richmany, licenses were granted. An application signed by Chamberlain Brothers, for a license to operate a popcorn wagon at the intersection of First Street Southwest and First Avenue Southwest, was read, and on motion by Moody second by Amundsen, license was granted. Applications signed by O.F.Janda, Wm. E. Hearson, and Chas. E. Hatch, for drivers licenses, were each read, and on motion by Richman, second by Amundsen, licenses were granted. Applications signed by Emanuel Kostakes, Hazel V.Kitzman, Andrew C.Chafoulias, Wayne C.Claude, John D. Crowe, and Mrs. Geo.Williams, for soft drink dealer licenses, were each read, and on motion by Richman, seconi by Green, licenses were granted, provided however that licenses granted to 305 holders of off sale liquor.: licenses shall be construed to mean off sale soft drink licenses. Applications signed by Mrs. Geo. Williams, S. B. Russell, Hollywood Bar, . East Side Grocery, C.P.Gordon, W.L.Youmans, and Cutshall studio, for permits to place, and maintain signs, were each read, and on motion by Amundsen second by Green, permits were granted. i The following committee report was read, and President Liddle ordered that the same be placed on file: " Rochester, Minnesota, May 17, 1937. Honorable Mayor and Common Council, City of Rochdbter, Minnesota. Gentlemen: We, the undersigned, have investigated the duties for the coming year of the Assessor and have determined that there will be durin said time extraordinary work and expense in his office, and hereby recommend that the City Assessor be allowed not to exceed the sum of $500.00 payable at the rate of $$50.00 per month during the continuance of the extraordinary services .and expense. Alderman Richman introduced a resolution authorizing the Public Utility ytf Board .to enter into a contract with L.M.Feller for furnishing of all labor and material necessary for the removal of a portion of the old light plant, building and i replacing with lnrood and steel roof as per specifications, for a contract price of i i 4$9,365.00,which was read. i Upon motion by Richman, second by Green, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Lemon introduced the following resolution,which was read: "Be it resolved by the Common Council of the City of Rochester Minnesota That the City Assessor of said City be and he is heri6by allowed, for extraordinary services and expense during the ensuing official year, not to exceed i $$500.00 payable �$50.00 y per month during the ensuing official year while the said 3C 306 extraordinary services and expense are being performed. Be it further resolved by the said Common Council: That the Mayor and City Clerk of said City are hereby authorized and directed to draw warrants upon the City Treasurer and make payments accordingly. it Upon motion by Amundsen sed.ond by Moody that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Moody introduced a resolution appropriating $1570.19 from the Park Improvement Fund and ordering payment made to the Mayo Trust Band, for payrolls for labor during the period of the weeks ending May 19, & May 7th919379 which was read.. Upon motion by Moody second by Amundsen, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Fryer introduced a resolution appropriating $863.10 from the General Fund to the General Fund, and $617.20 from the Street and Alley Fund to the Street and Alley Fund, for use of equipment during April,1937, which was read. Upon motion by Green second by Lemmon, that the said resolution be sdopted as read, and all voting in fav'ar thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Green introduced a 'resolution appropriating $2640,84 from he F. E.Williams 'Estate Fund and ordering paynent made to Simon St ensrud for its share of net income for operation of the Williams business building,whtch ras read. Upon motion by Amundsen, second by Moody, that the said resolution e adopted as read, and all voting in favor thereof, President Liddle clared the said resolution duly passed and adopted. Alderman Amundsen introduced a resolution appropriating $224152 from the Fire Protection fund and ordering payment made to the City of Rochester ,Light .Department, for 3000 ft. of cable, connectors, wire, etc., ich was read. 37 Upon motion by Richman second by Amundsen, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said i resolution duly passed and adopted.
