309 Minutes of a regular meeting of the Common Council of the City of ! Rochester, Minnesota, held in the Council Ckambers, iz the City Hall, is said City, on June 7th,1937. '' President Liddle called the meeting to order at 2:00 o'clock P.M. , the following members being present: Liddle, Amundsen, Fryer, Green, Lemmon, Moody, �j Richman. Absent: None. ! I � j Upon motion by Richman second by Fryer, the minutes of the meetings of ! I,I May 3rd, and 17th, were approved. I! Mr. D.L.Williams, representing the Garden & Flower Association of the j City of , Rochester, was before the Council regarding the beautification of boulevards j' within the City of Rochester, and asked that the same be placed under the jurisdic- tion of the Park Board. i !' On motion by Moody second by Amundsen, the matter was referred to the i !� Public Grounds Committee and the City Engineer, they to make report at the next f� I II meeting. j I Mr. E.L Van Atta, representing the V.F:W. Jr. Drum Corps was before the Council and asked for an appropriation of $85:00 for musical entertainment furnished on the public streets by 'said Drum Corps, and on motion by Moody second by i Fryer the sum of $85.00 was appropriated out of Code 3 of the Band Fund, and ordered paid to Frank Everett Treasurer, of the V.F.W. i A number of persons owning property abutting on Broadway Street, were before the Council regarding the installation of sewer and water connections. j President Liddle stated that this was the time fixed for hearing on i the sprinkling of additional streets for the balance of the 1937 season, and asked if any one present wished to be heard regarding said sprinkling. I Mr. S.B.Woodward was present and objected to sprinkling of Ninth Street a Southeast and on Ninth Avenue Southeast. j Remonstrances concerning the sprinkling of Ninth Avenue Southeast and Ninth Street Southeast, and Tenth Street Southeast were read, and ordered placed on file. On motion by Lemmon second by Amundsen further hearing on said street ! i; sprinkling was adjourned to Juno 21st, 1937, at 7:30 o'clock P.M. I u ! 310 President Liddle stated this as being the time set for receiving and opening bids for the furnishing of one automatic repeater for the Fire alarm system. The following bids were received and opened at this time: Graybar Electric Company, Inc., $2275.00 F.O.B.Rochester; The Gamewell Company, $2440.00, F.O.B. Newton Upper Falls,Mass. President Liddle referred the above bids to C.E.G-inther_, Fire Chief for recommendation. The report of the Clerk of the Muxt6ipal Court for the week ending May 24th, showing criminal fines and costs collected $362.60 , civil fees received $19 30, conciliation court fees received $3v00, end for the week ending May 31st, showing criminal fines and costs collected $3530-409 civil fees received $15.)859 conciliation court fees $1 50, and check from Olmsted County $64460; said reports having; been approved by the City Attorney were ordered placed on file. The report for the month of May of the Building,Electrical and Plumbing Inspector, showing building permits issued $347.001, Electrical permits 022 25, and plumbing permits $93:759 was read and President Liddle referred the same to the Finance Committee. The report for the month of May,19371 of the City Weighmaster showing .61 private loads weighed, and receipts in the amount of $8,10, was read, and President Liddle referred the same to the Finance Committee. The City Engineer's report for the month of May showing disburse- ments for labor from the General Fund �$1149 41, Street and Alley Fund $2,312.59, and from the Sewer Fund $174a64, was read and ordered placed on file. A communication from Peter S. Mackey, Secretary of the Eochester Fire Department Relief Association, requesting approval of an additional loan of $500.00 to Dick Ryan on his home at #615 Fourth Street Southeast, was read, and President Liddle referred the same to the finance Committee. A communication from R.Roessler, Secretary of the Plumbers and Steam Fitters Union regarding the enforcement of the plumbing ordinance 11 pert airing t o the laying of wat er connect ions from the main line . int o the 31_.1 the buildings, was read, and President Liddle ordered that the same be placed on fil4. A communication from the Board of Park Commissioners requesting that y Thirteenth Street Northeast from Broadway Street North to Second Avenue Northeast, and Second Avenue Northeast from Seventh Street Northeast to Eighth Street Northeast be desi;nated as Boulevards,.was read and ordered placed on file. An emergency order signed by W:A--)AoorejAayor, authorizing the Board of i Park Commissioners to purchase one Worthington,power,greens mower, for Soldier Field golf course, at a price not to exceed $$653.41, was read, and President Liddle ordered that the same be placed on file. The appointment of Harold Thompson, R.L.J.Kennedy, Ruben L. Scherer James Ho Starkey, ROB -Compton, Warden Schinke, Herbert P,Thienell, and Geo. Schmelzer as special policemen for duty in all parks and to hold office until the second Monday in April,1938, unless sooner revoked, was read, and President Liddle ordered that the same be placed on file. ,� 31_2 f The appointment of Paul F. Schmidt as Special Policeman for duty !+ in all parks and City Schools, and to hold office until the second Monday in Apri1,19389 unless sooner revoked, and to serve without pay, was read, j and ordered placed on file. j The appointment of J.F�McAdams as Weed Inspector for the City of Rochester, and to hold office until the second Monday in April,19389 unless sooner revoked, was read, and President Liddle ordered that the same be placed on file. I; Upon motion by Lemmon second by Amundsen, the appointment of J ,F. } McAdams,as Weed Inspector for the City of Rochester was approved. A communication from Dr T.B.Magath, City Health Officer, calling attention to the situation in regard to the Public Market grounds, was read and on motion by Lemmon second by Fryer the matter was referred to the Public Grounds Committee and the City Attorney. The following communication from the Board of Public Health and Welfare was read, and President Liddle ordered that the same be placed on file: " June 28, 1937 To the Common Council City of Rochester Rochester, Minnesota At the meeting, called especially for the purpose, the Board of Health and Welfare has made the following appointments in conformity to the City ordinance: Sanitary Inspector, George F.Strifert; Secretary Edna Oesterreich; Visiting Nurse, Jose Bosley; Public Health Nurse, Mabel Fountain; Milk Inspector, Manfred Waldron. The Board having been informed that the Council had already appointed Melville B. Lee as Scavenger has taken similar action, In conformity with the ordinance the Board has created the Position of Welfare Worker and has appointed to this office, Agnes B. Corrigan. The Board further has created the position of Deputy ±1ealth Officer and has appointed Doctor D.C.Lochead. The Board has found, upon the previously suggest ed est imat a of the Board of Health, the Position of Assistant Inspector of the Dumping Grounds. Since two assistants have already been appointed by the Council and since these men work directly under the supervision of the 3M I 9 !t: City Engineer, who is the Superintendant of the Dumping Grounds, the Board recommends j that these two positions be removed from the jurisdiction of the Department of Healtr: It is understood that the Sanitary Inspector will cooperate with the Engineer in maintaining the dumping grounds in as sanitary condition as possible. The Board recommends the following salaries for the individuals appoint- ed: Dr. D.C.Lockhead, $3600000, plus fees from registrations and birth certificates, and certified certificates; George F.Strifert, $700.00(Half salary. other half to be paid out of hog farm funds;) Edna Oesterreich, �T.570.00(Half salary. Other half as above); Jose Bosley $1800.00; Mabel Fountain, %11740.00; Agnes Corrigan $1680.00; Manfred Waldron, $2300.00. j i The Board has recommended, as will be noted, three adjustments in salaries. The adjustment for the secretary is made on the basis that other secretaries in comparab1 a positions have had salary adjustments of this same nature. The adjust- ment in salaries of the two nurses is based on a careful study of their costs of transportation required of their positions. The salary recommended for these nurses includes transportation. The difference in salary is based solely on the difference ' in actual cost of transportation: j The Board further recommends that the Milk Inspector be allowed cost of } transportation, the slime to be adjusted by the Council in a reasonable manner. It is suggested that he be allowed a maximum of $450.00 for transportation per year, and that he keep record of his mileage and that he be allowed five cents a mile. It has become evident that duringthe past six years he has averaged about 0450.00 in actual transportation expenses and driven about 1,09000 miles. The Board will be glad i to have the Council adjust this expense account along the general lines which have been followed in the past in the instances of ether employees, and makes thAs partic- ular proposition merely in the form of a suggestion. _ i Respectfully submitted, T.B:Magath President of the Board." Applications signed by the Rochester Amusement Company for motion i picture licenses at the Empress, Chateau, Lawler, and Time Theatres, were each separately read, and on motion by Green second by Moody, licenses were granted. The applications for barbershop licenses signed by A.A.Riege to operate' one barber shop chair at 611 N.Broadway, and Chas. Said compensation to continue during the period of such management and be payable, at the same time as his regular compensation. The Mayor and ...City Clerk said payments accordingly."
