Minutes of a special meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers, in the City Hall, in said City, on September 20th,1937. 11 ' President Liddle called the meeting to order at 7:30 o'clock P.M.• the following members being -present: Liddle, Amundsen, Fryer, Green, Moody, Richman. Absent: L emmon. The call .for the special .meeting was read, and President Liddle ordered that the same be placed on file; said meeting having been called for ,the purpose of approving reports, bonds and claims, and any other business that the said Common Council might deem proper. Upon motion by Richman decond by Fryer, the minutes of the meetings of September 7th, 8,th, and 14th, were approved. The report of the Clerk of the Municipal Court , for the week ending September 6th,1937, showing criminal fines and costs collected $277.40, civil fees received $29040, and conciliation court fees received $2.50; for the week ending September 13th, showing criminal fines and costs collected $340020, civil fees received $8:25, conciliation court fees received $1.50, and for the week ending September 20th, showing criminal fines and costs collected $231.60 % civil fees received 021,25, conciliation court fees received $10759. were each separately read, and having been previously approved by the City Attorney, President Liddle ordered that the same be placed on file. A copy of a requisition by the Health Officer upon St.Mary's II Hospital for the isolation of Gordon Doty, diagnosed to be suffering from suspicious dysentery, was read, and President Liddle ordered that the same be placed on file. The following copy of resolution adopted by the Public Utility Board, was read, and President Liddle ordered that the same be placed on file: "WHEREAS, the Honorable Common Council, of the City of Rochester, has been petitioned to bring into the City certain properties adjoining City limits and; WHEREAS, in years passed the Public Utility Board has been con- fronted with the problem of installing water mains to properties brought into the City limits, which necessitated expenditures not warranted by the income from such properties and resulting in expenditures for water mains 429 j. . which the said Board was unable to finance. r THEREFORE; Be it And it is hereby resolved by the Public Utility Board, a s,. of the laity of Rochester, that. the Common'Vouncil, of the said City, be and is. k, hereby requested to make a stipulation,. in the preeedure bringing such properties into the City, to the effect that all water mains be installed upon the assessment basis and that such assessments 'be refunded to the property owner at such time as the said property is connected; with the City Water Works Syst em. " Upon motion by Green .second by Richman, that the foregoing resolution be approved and the provisions therein be adopted, and all members present voting in favor thereof, President Liddle declared the said motion carried. A communication from W.A.Moorej :MaYorg certifying the promotion of Geo. E. Rohde, and Albert J. Kos from Patrolmen, to Sargent s of Detectives, was read, and President Liddle ordered that the same be placed on file. 'J A communication from the City Engineer requesting an appropriatinn of $2,000.00 from the General Fund, and $2900000 from the Street and Alley Fund, for t use of the Street and Alley Committee, was read, and President Liddle ordered that the same be placed on file. IIA notice of claim-ofF: J. Paine in the sum of $3580-36, and Arthur E. "> Gentz in the sum of $1,086.86 for damabes sustained on August llth919379 caused by water entering the basements at 311 and 307 Broadway Street South during the instal lation of sewer and water connections was read, and President Liddle referred the s to the City Attorney., The surety bond of the Gamewall Company in the sum of $2100400 with the Seaboard Surety Company of New York as surety thereon covering the furnishing of al labor and materials for the repair of the Police alarm system, was read, and on motion by Green second by Amundsen the bond was approve, the surety thereon accepted and it was ordered that the same be placed on file: The surety bond of I.T:Earle in the sum of $6790,00 covering the constr t ion of curb and gutter on Fourth Avenue Northwest and Southwest from Second Street Sout vest to First Street Northwest , the bond in the sum of $350.00 covering the construction of curb and gutter on Fourth Place Southwest from Second Street South- west to First Street Southwest, and the bond in the sum of $686.00 covering the construction of curb and gutter on Sixth Avenue Southwest from .Second Street Southwest t o Center Street West , real, with t he Seaboard Surety Company of New York as surety, were read, and on motion by Richman second by Moody, the bonds were 430 approved, the sureties thereon accepted, and it was ordered that the said bonds be placed on file. An application signed by Lillian. A:,Doole, for a license to operate a pin ball machine at 1123 Second Street Southwest, was read, and on motion by Moody second by Richman, license was granted. An application signed by J: C.Adams, for the Town Taxi Company, requesttng a transfer of taxicab license N0018 from a Buick sedan bearing state license No.B216 410, to a Buick sedan bearing state license No. B 216 412, was read, and on motion by 'Amundsen second by Moody, transfer was grant ed. •A petition asking that the alleys in Block 16 Head.& McMahon's Addition be paved with concrete, was .read, and President Liddle referred the same to the Street and Alley Committee, add the City Engineer. Alderman Amundsen introduced a resolution appropriating $4520:00 #} . from the Fire Protection Fund and ordering payment made to the City of Rochester,Water Department, for one iaalf-of the 1937 fire hydrant rental, , which was read. 11 Upon motion by Richman second by Amundsen,that the said resolution be adopted ad read, and all -voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Amundsen introduced a resolution appropriating S29000 00 from the General Fund, and $29000.00 from the Street and Alley Fund, for use of the Street and Alley Committee, which was read. Upon motion by Amundsen second by Richman, that the said resolu- tion be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Amundsen introduced a resolution appropriating $204.69 from the Fire Protection Fund and ordering payment made to the H. & H. Electric Company, for water heater, lamps, $30. ft. conduit, etc. , which was read. Upon motion by Fryer second by Green,that the said resolution be adopted as read, and all voting in favor thereon:, President Liddle declared the said resolution duly passed and adopted: 11, 4T Alderman Fryer introduced a resolution appropriating $267:00 from the Lighting Fund and ordering payment made to the City of Rochester, Light Department, IIfor electricity furnished at public buildingsin accordance with the August 25th, 19379billings,which was read: Upon motion by Amundsen second by Richman,that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted: Alderman Green introduced a resolution appropriating $1360050 from the Lighting Fund and ordering payment made to the City of Rochdbt er, Light Departments for lighting of public streets and grounds, in accordance with billings of July 25t and August 25th,1937,which was read. Upon motion by Richman second by Fryer,that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Fryer introduced a resolution appropriating $2450'00 from the Street and Alley Fund and ordering payment made to Thorman W:Rosholt Co. for one concrete mixer, which was read: Upon motion by Green second by Moody that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution dulyprs►ssed and adopted: f ` Alderman Green introduced a resolution appropriating $1682.15 from the General Fund to the General Fund, and $648.76 from the Street and Alley Fund to the Street and Alley Fund, for use of e:_iuipment during August,19379 which was read. Upon motion by Moody second by Amundsen,that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed .and adopted. Alderman Moody introduced a resolution appropriating f2670,56 from the 11 Street and .Alley Fund and ordering payment made t4 the C.O.Brown Agency, for insurar}ce premium on trucks ,and cAr in street and alley department, which was read. Upon motion by Fryer second by Amundsen, that the said resolution be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Alderman Richman introduced a resolution appropriating $1974.20 1 from the Park Improvement Fund and, ordering payment made to the Mayo Trust Fund for payrolls for labor during the half month ending on September 15th919379which was read: Upon motion by Moody second by Amundsen,that the said resolution :: be adopted as read, and all voting in favor thereof, Presidert Liddle declared the said resolution duly passed and adopted. Alderman Richman introduced a resolution appropriating $197.82 fian the P.I.R. Fund, and $1006.59 from the Sewer Fund, and ordering 'pay- ment made to 'NA. C. Fraser & Son, for 5% withheld on contracts for construction of sanitary sewers and trunk line sanitary sewer, which was read. Upon motion by Richman second by Amundsen,that the said resolution be adopted as read, and all voting in favor thereof, President Liddle I declared the said resolution duly passed and adopted.
