President Liddle called the meeting to order at 2:00 o' clock' P.M. , 1 the following members being present: Liddle, Amundsen, Fryer, Green, Lemmon, Moody, Richman. Absent: None.. ' President Liddle, in a feW chosen Words, expressed his appreciation to the. members of the council for their loyalty end attentiveness in handling all matters referred, to them as members of the various committees, and expressed his hope that the same spirit of co-operation Would continue through the ensu- ing year. ,. Alderman Richman introduced the folloWing resolution,Which Was read: "WHEREAS, It is deemed, expedi ent and necessary that the Common Council of the City of Rochester, Minnesota, adopt rules of order for the conduct of its business, and WHEREASs A copy of Rules of Order (revised) of the 1915 .Robert's copyright, is before this Common Council, SO THEREFORE, Be it resolved by the Common Council of the City of ..1• Rochester, Minnesota: .Y?Ych' That the said Robert's Rules of Order be adopted by this Common Council as rules of order for the conduct of its business. ; x.7: Upon motion by � o- second by �' c�man that said resolution Y be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly y pealed and adopted. Alderman Richman introduced the folloWing resolution,Which Was read: "Be it resolved by the Common Council of the City of Rochester, • Minnesota: That said Common Council of the City of Rochester, Minnesota, hereby 7 adopts the folloWing rules and regulations for the obdler bf business of said f Common Council: S'n`st; C _"r 1. Roll Call. The roll 4&fl of the Common Council shall be had and y taken in its alphabetical order 'according to the names of the members, .except that the name of the President of the Common Council shall be called only at the first roll call of each.meeting and then after that, at that meeting, only in the case of a tie vote When his name shall be called and vote taken after K the expression of each of the other members of said Common Council. " Upon motion by R ichman Second by Amy ndsen that the said resolu- tion be adopted as read, and all voting in favor thereof, President Liddle declared the said resolution duly passed and adopted. Upon motion by Moody second by Green, the minutes of the meeting of March 28th, Were approved. Mrs. F.F.HolloWay and Mattie Potratz, Were before the Council regarding the assessment for Weed cutting: on their property in Block 39 Auditor's Plat "A". Mr. J.F.Mcfidams , .Weed Inspector, Was also present. After hearing the complaint and also Mr. McAdams, no action Was taken by,: r K ax rk. the Council at this time. 2. The application of Amiel L.Glabe, for reappointment ,as -City Clerk Was read, and on motion by Moody second, by Amundsen, Amiel L.Glabe Was duly appointed City Clerk for the ensuing official year. s Xy The application of Irving L. Tollefson for appointment as supervisor of the F.E.Williams Estate property, Was read, and on motion by Fryer second by Amundsen, Theo.H.Tollefson Was duly appointed Supervisor of the Williams Estate property during the ensuing official year. \ The application of Henry C. Lindberg for reappointment as assistant custodian"of the City Hall Was read, and on motion by Lemmon second by Moody, Henry C. Lindberg Was duly appointed Assistant Custodian of the City Hall during the ensuing official year. the application of Josegph J. Schuster for reappointment as Assistant Custodian of the City Hall Was read, and on motion by Amundsen second by Richman Joseph J.Schuster Was duly appointed Assistant Custodian of the City Hall during the ensuing official year. The application of Charles Gilchrist for appointment as Custodian of the Witherstine property Was read, and ordered placed on file. The application of Geo Nood for reappointment as City Dog Catcher Was read, and on motion.by Fryer second by Moody, George C.Wood, Was duly appointed ." City Dog. Mr. R.E.Repsold Was before the Council and spoke in opposition ito the said ordinance, and Wm. Schacht Was before the Council and spoke in favor of the adoption of said ordinance.' On motion by Green second by Richman to adopt said'ordinance as read, and upon roll call Aldermen Amundsen, yer, Green and Richman voting "Aye" and Aldermen Lemmon and Moody voting Nay", President Liddle declared Ithe-said ordinance duly passed and adopted. A communication from W:A.Meore, Mayor, announcing the appointment of Arthur• J.Osman ,as a Police Civil Service Commissioner until the second Monday in Apri191941, fts read, and on motion by Fryer second by Moody. the appointment Was approved. A communication from W.A.Moore Mayor, announcing the appointment of Dr. R.L.J.Kennedy from'the First Ward, and James H. Starkey from the Third Ward, as members of the Board of Park'Commissioners until the second Monday in April,1940, Was read, and on motion by'Green second by Amundsen each of said appointments Were approved. President Liddle announced this as being the time set for receiving and opening bids for city printing, and the City Clerk reported that no bids had been received. ' Upon motion by Fryer second by Amundsen the matter Was referred to the Finance Committee, City Attorney and City Clerk to see What arrangements could be made for said official printing. President Liddle statWthis as'being the time sgt for receiving and opening bids for the Designation of City Depositories of City Funds. .Proposals from the First National Bank` of Rochester for such designat ion in the sum of $200,000,00; from the Union National -Bank in the sum of $100,000.00 and from the Olmsted County Bank & Trust Company in the sum of $50,060.00 Were each read, and on motion by Lemmon second by,Amundsen said proposals Were accepted. The matter of the Wage scale for the coming year Was taken up at. this time .and representatives of the Trades &.Labor unions submitted Wage scales Which Were considered by the Council. Upon motion by ,Richman second by Moody the Common Council Was appointed as a Committee of the Whole to investigate said Wage ,scale and file a report at the next meeting of the Common Council. 604 The City Engineer submitted a final estimate in favor of Wm. C.Fraser & Son, for the construction of a sanitary sewer trunk line,. in Sixth Street SouthWest from.BroadWay to the Fourth Avenue Southwest - a Sewer Lift, the total cost of said project being,,,912,074.79, of Which $5,Q28.82 is now due the. contractor. , The report of the City Weighmaster for the month of Maroh91938, showing 508'private loads Weighed and total receipts $30.80, Was read, and President Liddle referred the same to the Finance Committee. The report of the City Engineer for the month of March,shoWing . 41 disbursements for labor from the General Fund $293.31, Streetand Alley. Fund 02 , 309.20 , and from the Sewer Fund $385.11; , Was read, and President Liddl a ordered that the same be placed on file. ` V • A coumiunication from Arleigh C. Siith,City Engineer requesting an appropriation of $39000.00 from 'the Street and Alley. Fund, for use of - the Street and Alley Committee, Was read, and President Liddle ordered that the same be placed on file. Mr. Bernard G.Mayou Was before the Council requesting that the ordinance be amended`in order to allow additional off sale liquor licenses. A motion by Moody second by Green, that no change be made in the Liquor Ordinance at the preserm time, carried by all voting in favor thereof except Alderman Richman, Who voted "No." I • The following communication Was read: "TO THE MAYOR AND COMMON COUNCIL ,OF THE CITY OF ROCHESTER-, OLMSTED COUNTY, .MINNESOTA. SIR S: • Please take Notice, That on Tuesday, March,8, 1938, at eleven o'clock A.Mc,,,- in going north on Third Avenue SouthWest , on an unkept Walk at 305 Third Avenue Southwest, I. Was tripped by trosen blocks of ice, and thrown backward, falling on my handbag and breaking myglasses, and sustaining -numerous and painful injuries to by body and head. That said injury Was caused solely and -Wholly through the negligence in'.the care of said Walk and In - the rough and dangerous condition in Which, it. was left, and was at said time.' ` ' I claim injury to the extent of one hundred fifty' dollars ($150.00). I 605 President Liddlo-referredthe above novice of ,claim to the City Attorney who recommended orally that the City pay the claim for. glases damaged. upon motion by Lemmon second by Fryer to not accept the recommendation of the City Attorney carried by all voting in favor thereof. The annual report of the -Rochester Bus Line was'.preeented and Predident Liddle ordered that the same be placed on file: The annual report of the Board of. Park Commissioners was presented and President Liddle ordered that the same be' placed on file.
