HomeMy WebLinkAboutResolution No. 338-16 (b) - AirportFunding.CustomsBorderProtection/FederalInspectionSrvcs.RESOLUTION A RESOLUTION SUPPORTING FUNDING AND IMPLEMENTATION FOR ROCHESTER INTERNATIONAL AIRPORT CBP AND TERMINAL MODERNIZATION PROJECT WHEREAS, the City of Rochester owns the Rochester International Airport; and, WHEREAS, the airport terminal facility is in need of certain upgrades to the Customs and Border Protection (CBP) / Federal Inspections Services (FIS) area in addition to certain modernizations including reconfiguration of the passenger checkpoint area; and, WHEREAS, the City has received competitive bids for this project in the amount of $11,155,245 (-15% lower than the anticipated cost) with the lowest qualified bidder Kraus - Anderson Construction, Co; and, WHEREAS, the City has received a construction administration services proposal from Mead & Hunt, Inc in the amount of $750,030; and, WHEREAS, the Airport anticipates hazardous materials mitigation associated with demolition of existing facilities in the amount of $100,000; and, WHEREAS, the public transportation nature of this project makes it eligible for federal Airport Improvement Project (AIP) and Minnesota Department of Transportation (MnDOT) grant assistance funding; and, WHEREAS, the Airport anticipates an AIP grant in the amount of $7,348,270 (based on $2,815,319 AIP Entitlements and $4,532,951 AIP Discretionary) from the Federal Aviation Administration (FAA) to fund the federally eligible portions of this project; and, WHEREAS, the Airport anticipates a state grant in the amount of $790,000 from existing funds from the State Aviation Trust Fund administered by the MnDOT Office of Aeronautics to fund a portion of the state eligible portions of this project; and, WHEREAS, the City has requested a $4,985,000 State grant to be appropriated through the 2016 regular session or special session process to the Commissioner of Transportation for the City of Rochester as a State contribution to match an equal or greater amount of non -State funds for this project; and, WHEREAS, since the State funding was not approved in the 2016 regular Legislative session, the City needs at this time to make a commitment of local funding in the amount of $3,877,005 in order to cover the funding gap created and thereby enable the project to proceed and avoid the loss of the Federal Aviation funding; and, WHEREAS, if State funding for the project is subsequently approved and the City receives some or all of the requested $4,985,000 State funding, the City will use those funds to reduce the City share of the project costs. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Rochester that the City supports the following project enabling actions- 1. Approval for the Airport to submit and accept the subsequent FAA AIP Grant Offer in the amount of $7,348,270. 2. Approval for the Airport submit the application and to accept the subsequent MnDOT Grant Offer in the amount of $790,000. 3. Approval for the City to accept State funding provided for the project either in the 2016 special session or subsequently in the 2107 regular session. 4. The City approves award of the construction contract to Kraus - Anderson in the amount of $11,155,245, contingent on the receipt of the aforementioned FAA AIP and MnDOT grants in the amounts identified. 5. The City approves award of the construction services contract to Mead & Hunt, Inc. in the amount of $750,030, contingent on the receipt of the aforementioned FAA AIP and MnDOT grants in the amounts identified. 6. The City approves up to $100,000 contingency for hazardous materials mitigation connected to the terminal project.
