HomeMy WebLinkAboutResolution No. 421-16 - AdoptOfficialControls.ParkingFacilitiesRESOLUTION A RESOLUTION AUTHORIZING A STUDY TO CONSIDER THE ADOPTION OF OFFICIAL CONTROLS REGARDING PARKING FACILITIES AND EXPANSION OF PARKING WITHIN A R-3 AND R-4 ZONING DISTRICT WHEREAS, there is a developing pattern within the City of Rochester whereby residential structures located within residential neighborhoods in the R-3 or R-4 zoning district are being demolished and the use of the property is converted to a parking lot or parking facility ; and WHEREAS, the expansion of parking lots and parking facilities in residential neighborhoods causes deterioration within the neighborhoods, , defeats the desire for walkable neighborhoods, can negatively impact adjacent property values, and compromises the character of a residential area. This activity threatens the integrity and quality of life and, if allowed to continue without regulation, threatens the public's interests in livable neighborhoods; and WHEREAS, the Common Council is concerned about the increasing practice of installing parking facilities and/or expanding parking in residential neighborhoods. The Council believes there is a need to examine this matter in greater detail to determine whether additional land use regulations are needed; and WHEREAS, in order to protect the public's health, welfare, and safety as well as the integrity of the City's land use planning process, the Council seeks information from City Departments as to available options in responding to this practice. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Rochester that the Council direct a study by the City Administrator's Office, the City Attorney's Office, and the Planning Department for the purpose of considering the amendment or adoption of official controls relating to the installation of a parking facility and/or the expansion of parking within a R-3 or R-4 zoning district.
