AN ORDINANCE CREATING AND ENACTING CHAPTER 146A
OF THE ROCHESTER CODE OF ORDINANCES RELATING TO
ILLICIT CONNECTIONS WITH AND DISCHARGES TO THE
STORM WATER SYSTEM.
The following is a summary of the Illicit Connections and Illegal Discharges ordinance as adopted
by the Rochester Common Council on April 20, 2015, and is published pursuant to Section 6.07 of
the Rochester Home Rule Charter and Section 331A.01, subd. 10 of the Minnesota Statutes. The
Rochester Common Council approved the publication of this ordinance summary at its April 20,
2015, meeting. A copy of this ordinance is on file at the Office of the City Clerk, 201 Fourth Street
S.E., Room 135, Rochester, MN, and at the Rochester Public Library, 101 Second Street S.E.,
Rochester, MN.
This ordinance regulates the introduction of pollutants to the storm water system by
prohibiting illicit connections with and illegal discharges to the storm water system.
